A Spring Thaw? Political Advocacy in Post-Audit Canada

Despite having expertise on the day to day consequences of how individuals and groups are impacted by the policies and decisions of governments, charities have experienced a great deal of tension in their attempts to influence public policy. The CPS-022 Policy Statement that restricts the political activity of charities to 10 percent of their overall budget has been identified as confusing, antiquated, and not in line with the advocacy role that some charities identify as necessary for social change. These tensions were further exacerbated by the political activity audit program which was enacted by the Harper government from 2012-2015. This program caused an advocacy chill that was felt to varying levels by different charities in the sector. The purpose of this research is to explore how the CPS-022 interacts with everyday practice as it pertains to advocacy, gauge whether or not there has been a warming to the advocacy chill, and to collect senior employee’s impressions regarding the proposed recommendations for changes to the CPS-022 collected by a consultation panel. Semi structured qualitative interviews were completed with 6 participants from macro-based social organizations in Ontario. Participants shared their opinions and experiences of audit, governmental control of the social agenda, working within the policy statement, and the panel’s recommendations for change. Using a structural social work lens to analyze the data, it was found that a lack of clarity and a broad scope of interpretation within the CPS-022 made advocacy more daunting, participants were not concerned about exceeding the 10 percent limit, and there has been a variable warming to the advocacy chill. Participants were generally happy with the recommendations laid out by the panel, despite a lack of focus on clarifying partisanship, and the potential for broadness in the legislation. Overall, it became obvious that the charitable sector is in a period of transition and growth with regard to their role in public policy development. / Thesis / Master of Social Work (MSW)

Handheld and robotic phenotyper designs

Doctor of Philosophy / Department of Biological & Agricultural Engineering / Naiqian Zhang / One of precision agriculture researches currently focuses on the relationship between plant phenotype, genotype, and ambient environment, including critical investigations of a multi-sensor-integrated phenotyping platform and data mining technology for big data. This study examined the designs of two phenotyping platforms and developed machine vision (MV) technology to estimate wheat growth status and count wheat head. The GreenSeeker, an infrared thermometer (IRT), a web camera, and a global positioning system (GPS) receiver were integrated into one handheld phenotyping platform, named as Phenocorn. The Phenocorn allowed simultaneous collection of the normalized difference vegetative index (NDVI) and canopy temperature (CT) with precise assignment of all measurements to plot location by GPS data points. The Phenocorn was tested using a field trial of 10 historical and current elite wheat (Triticum aestivium) breeding lines at the International Maize and Wheat Improvement Center (CIMMYT) in Ciudad Obregon, Mexico, during the 2013 and 2014 growing seasons. Results showed that the NDVI data, PVC (percent vegetation coverage) data, and temperature data obtained by the handheld phenocorn could availably reflect the wheat growing status in the field, and the handheld phenocorn could be used as an instrument to do plant phenotyping information collection. This study also used the modular design method to design the mechanical structures of a robot-based phenotyping platform, named as Phenorobot. Its control system was based on a Controller Area Network (CAN bus). The basic function performances such as steering function, lifter load, and movement features were tested in the laboratory. Proposed design indicators were achieved, demonstrating its potential utilization for field experiments. Image acquisition is one of the main data collection methods for plant phenotyping research. The method for extracting plant phenotyping traits based on MV was explored in this research. Experiments for detecting the wheat development based on the images taken in the field were designed and carried out from March to June 2015, and a method based on color analysis to estimate percent vegetation coverage (PVC) of wheat was developed. A wheat growth model based on the PVC was used for the wheat growth status analysis. In addition, a wheat head counting method was developed and divided into three steps: wheat head image segmentation, leaf debris elimination, and wheat head counting. This paper proposes the first wheat head counting model (WCM) based on the pixels group measurement of wheat heads. Compared to the Joint Points Counting (JPC) method (Liu et al., 2014) and the Wheatear Shape Index (WSI) method (Frédéric et al., 2012), the WCM more accurately counted wheat heads from images taken in the experiments.

Effect of intrinsic factors on growth of listeria monocytogenes in sliced deli turkey.

Sliced deli turkey was formulated with in-going concentrations of 1.5% NaCl or 0.75% NaCl/0.75% KCl, 0 ppm or 200 ppm NaNO[subscript]2, and using 10% or 45% pump for a total of 8 treatments. Turkey roasts were sliced and inoculated with a 5-strain L. monocytogenes cocktail or peptone water (control), vacuum packaged, and stored at 4[degree]C. Treatments were sampled on days 0, 7, 14, 21, 28, 42, 63, and 91 of storage to determine L. monocytogenes mean log growth and aerobic plate count (APC). The pH, water activity, residual nitrite concentration, and percent fat, moisture, protein, and sodium were measured using control treatments on each sampling day. There was a nitrite by day and a percent pump by day interaction (P<0.05) for L. monocytogenes and APC populations. Listeria monocytogenes populations in treatments containing 200 ppm NaNO[subscript]2 were 0.70 to 2.39 log CFU/cm[superscript]2 lower compared with products formulated with 0 ppm NaNO[subscript]2. Using 10% pump reduced L. monocytogenes populations by 0.62 to 1.50 log CFU/cm[superscript]2 on days 7 to 28 and at day 63 compared with 45% pump treatments. Incorporating 1.5% NaCl or 0.75% NaCl/0.75% KCl into formulations did not affect (P>0.05) L. monocytogenes populations during storage. On days 7 through 91, APC populations were 0.76 to 2.96 log CFU/cm[superscript]2 lower with inclusion of 200 ppm NaNO[subscript]2 compared to 0 ppm NaNO[subscript]2. There was a treatment by day interaction (P<0.05) for L. monocytogenes populations and APC. The initial inoculum level of L. monocytogenes averaged 2.21 log CFU/cm[superscript]2 and was similar (P>0.05) for all treatments on day 0. Listeria monocytogenes populations increased (P<0.05) from day 0 to 14 by 1.30 to 5.04 log CFU/cm[superscript]2. Overall, L. monocytogenes populations increased during storage and by day 91 L. monocytogenes populations were similar regardless of NaNO[subscript]2 level used except for treatments formulated with 0.75% NaCl/0.75% KCl and 10% pump. Listeria monocytogenes and APC populations were influenced by nitrite concentration and percent pump, while inclusion of NaCl or NaCl/KCl did not affect L. monocytogenes growth during refrigerated storage in vacuum packed sliced deli turkey.

Offentlig konst i kommunal förvaltning : Kvalitativ undersökning i tre steg av Västerås stads arbete med offentlig konst

The purpose of this study is to investigate how a larger Swedish municipality administer public art and to what extent the practical work relates to the objectives adopted in the municipal comprehensive plan. A qualitative method conducted by semi structured interviews in three tiers with a politician, an official, a representative of an artist organization and a local artist constitutes the base of the study. The interviews are also complemented with subject relevant literature and analysis of municipal documents to support the findings. Results show that the politician and the official have contrasting views on how to concretize the objectives. The discrepancy may cause a misconception of what to expect from public art investments. Further results indicate that municipal practice on the selection of artists, together with the strict bureaucratic framework, may have negative effect on the diversity of artistic expressions that is viewed as important for an attractive city. After years of poor public art management in the surveyed municipality, a foundation is at the time of writing being established to enable more strategic management. Overall the study presents challenges and opportunities about the future of public art management in a mid-sized Swedish municipality.

Validity and Reliability of a Photographic Method of Assessing Body Composition

The LeanScreenTM app uses photographs and touchscreen technology of an iPad or iPhone to estimate body composition using the Department of Defense (DoD) prediction equations that use cirumference measurements of the neck, abdomen, waist, and hips. The purpose of this study was to determine the validity and reliability of the LeanScreenTM app in 148 weight-stable adults (82 men, 66 women) who were normal weight, overweight, or obese as defined by body mass index. The percent body fat (%BF) of each subject was estimated during one visit using dual-energy x-ray absorptiometery (DXA) as the criterion measure, and three field methods: the LeanScreenTM app, manually measured circumferences, and an OMRON bioelectical impedance (BIA) device. The %BF of each subject was determined once using DXA. Each of two administrators assessed the %BF of each subject twice using the LeanScreenTM app, manually measured circumferences, and the OMRON BIA device. When using the LeanScreenTM app, administrators assessed body composition using photographs they had taken and the photographs taken by the other administrator. Validity was established by comparing estimates of %BF from the LeanScreenTM app, manually measured circumferences, and the OMRON BIA device to %BF values obtained from DXA. Inter- and intrarater reliability was determined using mutliple measurements taken by each of two administrators. The three field methods were compared to DXA using mixed model ANOVA and Bland-Altman analyses. Analysis of the data revealed that the LeanScreenTM app, manually measured circumferences, and the OMRON BIA device significantly underestimated (p < 0.05) the %BF determined by DXA by an average of -3.26 ± 3.57 %BF, -4.82 ± 3.45 %BF, and -8.45 ± 3.48 %BF, respectively. Limits of agreement (LOA) for the LeanScreenTM app (6.99 %BF), manually measured circumferences (6.76 %BF), and the OMRON BIA device (6.82 %BF) were large. Slopes of the line-of-best-fit through the data in the Bland-Altman plots indicate that bias of %BF estimates using the LeanScreenTM app (slope = 0.06; p = 0.008) and the OMRON BIA device (slope = 0.15; p < 0.0001) increased as %BF increased. For each method of assessment, minimal variance could be attributed to different administrators peforming the assessment and each administrator performing multiple assessments. All inter- and intrarater reliability coefficients of the LeanScreenTM app, manually measured circumferences, and OMRON BIA estimates of %BF exceeded 0.99. The results of this study indicate that all three field methods of body composition assessments were highly reliable, however, these field measures are not recommended for use in the assessments of %BF due to a significant bias and large limits of agreements.

Count or Pointcount: Is Percent Octocoral Cover an Adequate Proxy for Octocoral Abundance?

The Florida Keys Coral Reef Monitoring Project (CRMP) began video transect sampling in 1996 and has continuously monitored 107 Florida Keys stations through 2002. The video was downward pointing and produced images from which planar projection data were calculated to determine percent cover of living benthic organisms. An absence of data assessing correlation between octocoral percent cover and octocoral abundance motivated a study to compare octocoral percent cover with abundance data acquired from the same video transects. The methods employed to extract octocoral abundance data from videotape were validated. Temporal changes in octocoral abundance, size and taxonomic group were determined by examination of video transects of 28 randomly selected stations from 1996, 1998, 1999, and 2002. Size classes were defined as40cm (short, medium and tall respectively). Taxonomic groups were Gorgonia ventalina and "other octocorals" in three size classes, and Scleraxonia. An in situ study assessed the accuracy of video-derived counts. Average densities of G. ventalina and Scleraxonia were consistently about one colony/m2. Other octocoral as a group averaged 7-9 colonies/m2. When summarized by height, short and tall averaged about 1-2 colonies/m2, while colonies between 10 and 40 cm in height consistently averaged about 6 colonies/m2. Hurricane Georges, in September 1998, impacted the octocoral assemblage. Abundance declined most at stations near the storm center and stations in shallower water. Storm impact was related to octocoral height. Tall octocorals were removed more frequently than medium, short and encrusting forms. A dramatic increase of short individuals in 2002 is indicative of successful post-hurricane recruitment. By 2002, octocoral abundance had recovered to pre-hurricane levels. This study demonstrated that abundance data can reliably be derived from archived video data, reinforcing the value of standardized video data archives. Octocoral abundance and octocoral percent cover are not strongly correlated because tall individuals disproportionately influence percent cover estimates. Nevertheless, trends in octocoral percent cover are reliable indicators of the trends in octocoral abundance.

Chemical oxidation of tryptic digests to improve sequence coverage in peptide mass fingerprint protein identification

Peptide mass fingerprinting (PMF) of protein digests is a widely-accepted method for protein identification in MS-based proteomic studies. Matrix-assisted laser desorption/ionization mass spectrometry (MALDI) is the technique of choice in PMF experiments. The success of protein identification in a PMF experiment is directly related to the amount of amino acid sequence coverage. In an effort to increase the amount of sequence information obtained in a MALDI PMF experiment, performic acid oxidation is performed on tryptic digests of known proteins. Performic acid was chosen as the chemical oxidant due to the ease of use and to the selective oxidation of cysteine, methionine, and tryptophan residues. In experiments performed in our laboratory, performic acid oxidation either increased or did not affect protein sequence coverage in PMF experiments when oxidized tryptic digests were analyzed by MALDI. Negative mode MALDI data were acquired, as well as positive mode MALDI data, due to the enhanced ionization of cysteic acid-containing peptides in negative mode. Furthermore, the confidence in a protein match is increased by observation of mass shifts indicative of cysteine, methionine, and/or tryptophan in oxidized peptide ion signals when comparing MALDI spectra prior to performic acid oxidation and after oxidation due to the low abundance of these residues in the majority of all known and hypothetical proteins.

Application of PMV Fuzzy Control Algorithm in Pursuing Optimum Thermal Comfort

The exhausting fossil fuels have stimulated heating researches on alternative renewable energy, as well as energy friendly studies. In a country like Taiwan, with high density on population and buildings, fresh cold air are supplied by either fan-coil units or air-condition units. However, with the lack of intelligent control and poor justification on thermal comfort, these machines failed to provide optimal thermal comfort, a situation that always leads to "excessive control" and energy waste as a consequence. Optimal thermal comfort is pursued by using PMV fuzzy control theory, along with thermal comfort monitoring system derived from LabView icon-control software. Thermal Comfort indices such as Predicted Mean Vote (PMV) and Predicted Percent of Dissatisfied (PPD) according to the ISO 7730 are used as indicators of thermal comfort.Sensors, conscious of variations in humidity and temperatures, can figure out PMV and PPD via LabView Online Real Time calculation, and then we can control the environment comfort around PMV=1 next by using fuzzy control theory as well as energy efficient equipment such as AC stepless fans and AC stepless heaters. Many comfort simulation cases, comfort simulation with random humidity and temperatures, and a 12-hour automatic control, were presented as three testing items to check whether PMV FUZZY algorithm is competitive in fixing the environment thermal comfort around PMV=1. The confirmation of this question can be proved by this empirical study.

Abstract In recent years, domestic energy policy has continuously changed, especially, after a liberalization of electric power market opened, resulting into the power industry proprietor expected to has a stable electric power supply systems, high power generation, high thermal efficiency and low heat rate. They will consistently devise a way to propose a strategy of improved or enhanced in the light of a competitive footstone for electric force market. About 90% worldwide and 65% domestic electricity are generated by the thermal power plants, where the energy source is obtained from burning the fossil fuels. Therefore, Increasing the power generation capacity of thermal power plants will substantially raise to the percent reserve margin of to be smaller than 12% over the years. In Taiwan, the ambient temperature is always higher than 30oC at summer. When gas turbine has operated during peak, gave rise to deteriorate its power generation capability and often actually generated power lower 10% than based on a design condition of ISO 15oC. This study adopts a way which is not same as conventional method increased power generation capability of the thermal power plants. In other word, reducing the inlet air temperature to gas turbine, it will increase the air flow mass rate and the generated-power capacity. By means of EPRI Gate Cycle Software constructing a typical combined-cycle power plant, at the same time, to simulate and to search out an effective operating control strategy for the power plant with GTIAC. Furthermore, applying the electric chiller and the absorption chiller to combined-cycle power plant as an inlet air cooling system use thermodynamic and engineering analysis to discuss an extent of energy utilizing, the valuability of energy application, to access the economic effect of investing equipment to acquire an optimal balance point. Selecting the inlet air temperature 15oC,10oC and comparing the thermal performance of electric chiller with that of absorption chiller. Then, proposing a feasible suggestion to treat as an important reference criteration of improving present power GENSET and planning to install a thermal power plant for the electric power proprietor.

Small Scale Distribution of the Sand Dollars Mellita tenuis and Encope spp. (Echinodermata)

Small scale distributions of Mellita tenuis and Encope spp. were quantified at Fort De Soto Park on Mullet Key, off Egmont Key and off Captiva Island, Florida during 2005. Off Captiva Island, Encope spp. were aggregated in 33.3% of plots in March. Off Egmont Key, M. tenuis were aggregated in 100% of plots in March but in no plots in September. At Fort De Soto Park, M. tenuis were aggregated in 37.5% of plots in May 12.5% in July and 50.0% in September. Sand dollars in 6.3% of the plots in September at Fort De Soto had a uniform distribution. Individuals in all other plots at all sites had random distributions. At Fort De Soto, each plot was revisited a few hours after the initial observation; 37.5% of plots had a different distribution at the second observation. Percent organic content of the smallest sediment grains (<105 μm) was not correlated with sand dollar distribution, except off Egmont Key. There was a significant negative correlation between nearest neighbor index and percent organic content. Mellita tenuis do aggregate on occasion. The cause of aggregation is not known. If localized differences in percent organic content of the sediment influence distribution, then homogeneity in the percent organic content of the sediment, as found in the majority of plots, would suggest random distribution of sand dollars.
