This thesis is about the standardization of the planning phase in a project management office (PMO). The purpose of the research is to find the way to standardize the planning phase in PMO. This purpose is motivated by the relevance of planning phase in projects. Planning is about to forecast, and the consequences of a bad forecasting can be critical for the developing of the project. The research question of the study is the following one:➢ How can the planning phase be standardized in a Project Management Office?To answer this question five interviews have been performed. The interviewees were senior project managers from different companies in Sweden. In order to keep the confidentiality, the names of the managers and the companies which they belong to are omitted. A literature review has been done to set up a theoretical framework and validate the results from the interviews. The study concludes that the only part in planning which can be easily standardized is the work breakdown structure. The results showed that standardization of planning phase as a whole is a big challenge for PMO and also that specialization helps in great measure the standardization of planning.

Effective estimation, planning, and control of the functions, operations, and resources of a project are among the most challenging tasks faced by the management of today's engineering and construction organisations. The increase in size and complexity of modern projects demand a sound organisational structure and a rational approach. The main objectives of the present study are two-fold. Firstly to report and critically review theoretical and practical developments of different aspects of the management of engineering and construction projects. Secondly to further develop conceptual, practical techniques and processes; also to provide Guidelines to make more effective use. of resources and systems. To achieve these objectives the present research was carried out in close collaboration with various indurtrial organisations. The current literature on project management is critically examined from the point of View of project cost estimation, planning and control. Various existing and recommended procedures, approaches and techniques are reviewed with particular emphasis on using probabilistic techniques. As the problems of scale are increasing, progressively more industries are adopting systems and project management approaches. Problems, deficiencies and gaps in the existing systems are identified. An analysis of a questionnaire survey on Systems-Caps is carried out and the results of the analysis are reported. . S-curves (or progress curves) are widely used in the plauaing and control of cost, time and resources. A mathematical model for the S-curve is adopted for this purpose. Expenditure data on a number of ii recent projects is analysed and fitted to two S-curve models suggested by Keller-Singh and the Department of Health and Social Security (D. H. S. S. ). A comparative study of the models is carried out. A set of standard parameters for the models is obtained and the predicting accuracy of these models for forecasting expenditure for future similar projects investigated. Quantification aspects of risk involved with the completion time of a project are studied. 'A number of stochastic distributions arc fitted for this purpose to the programed and actual durations for the different activities of a housing project. The maximum likelihood method is used for the estimation of parameters of the fitted distributions. Due to the increasing use of indices in the construction industry, building cost and tender price indices, their application, limitations and methods of formation are discussed. Box-Jenkins models are employed to study past behaviour and to forecast future trends for labour, materials and building cost indices. Finally, general conclusions derived from the present regearch are sunmarised and areas requiring further research are proposed.

This professional project provides a much needed draft update to the existing Area Plan for North Ventura Avenue (last amended in 1990), an unincorporated area of the County that falls under the City of Ventura’s sphere of influence. New goals, policies and programs have been provided to supplement the goals, policies and programs of the current countywide General Plan for Ventura County (adopted in 2005). The supplemental goals, policies and programs proposed in this draft update apply specifically to North Ventura Avenue, and account for a pending annexation of the area by the City of Ventura.
The overall aim of this project was to provide the Ventura County Planning Division with a draft update to the existing North Ventura Avenue Area Plan that reflects modern planning practice and theory. Sustainable growth and development for the area are the underlying goals of this proposed draft update. Reducing auto-dependency through the proposed adoption of a ‘mixed-use specific plan’ land use category represents the most pertinent recommendation of this draft update in aiming to achieve sustainable growth and development of the area in the future.

L’intérêt de cette recherche est d’aider à la compréhension du processus de projet, par l’entremise de ses temporalités. Nous déterminons les structures temporelles de plusieurs projets d’urbanisme, c’est-à-dire des représentations des temps des projets sous forme de découpages d’inspiration archéologique, généalogique et épistémologique. Cette analyse, issue de notre méthode d’appréhension du temps du projet, qui correspond à un projet défini comme processus, dans sa fonction de saisie d’une réalité donnée, mobilise deux notions. L’épaisseur temporelle est une image qui nuance la vision lissée du temps du projet : ce sont les temporalités du projet, actives ou inactives, qui s’ajoutent, apparaissent ou qui s’imbriquent. La transversalité temporelle est dépendante du contexte, et donc d’une analyse du parcours temporel du projet suivant les interactions entre projet et contexte. Plusieurs indicateurs de maturité du projet existent et marquent l’avancement du projet au fil du temps. / The main point of this research is to help to better understand the project through its temporalities. The temporal structure we determine is a visual representation of those temporalities, inspired by archaeological, genealogical and epistemological domains. This analysis, stemmed from a method fitting a (urban) project defined as a process based on a given reality, is guided by two notions. Temporal thickness is an image which is different from the usual linear and chronological perception of the temporal dimension of the project: it refers to the various active or inactive temporalities which appear, pile up or fit into each other. Temporal transversality mainly depends on context, and thus on an analysis of the progression of the project resulting from the interactions between project and context. Several indicators mark the gradual maturity of the project.
