Šiame darbe nagrinėjama naujųjų Europos Sąjungos valstybių narių gerovės režimų raida 1989–2009 m. Siekiama atsakyti į klausimą, kodėl Lietuvos gerovės režimas buvo plėtojamas neoliberalaus “minimalistinio” socialinio modelio link, nepaisant nuolat augusio daugumos visuomenės socialinių sluoksnių nepasitenkinimo. Darbe keliama hipotezė, kad valstybės gerovės režimo vystymosi kryptį (priklausomas kintamasis) lėmė visuomenės ir sprendimų priėmėjų ryšio pobūdis (nepriklausomas kintamasis). Silpnas Lietuvos visuomenės ir sprendimus priimančių asmenų ryšys, kurį tyrimo autorius siūlo apibrėžti pilietinės visuomenės charakteristikomis ir jos galimybėmis dalyvauti politikos formavimo procese, sąlygojo tai, kad Lietuvos gerovės režimo vystymosi kryptį lėmė didžiausią galią įgijusių verslo interesų grupių, įsivyravusio neoliberalaus diskurso ir tarptautinių finansų institucijų įtaka, naująsias pokomunistines ES šalis kreipusi neoliberalaus kapitalizmo tipo ir jo sudėtinės dalies – neoliberalaus socialinio modelio – link. Tuo tarpu alternatyvų socialinį modelį pasirinkusios kitos ES naujokės – Čekijos – valstybės ir piliečių daug stipresnė sąveika leidžia paaiškinti kitokią čekiško socialinio modelio vystymosi kryptį Vakarų Europos kontinentinių šalių konservatyvaus-korporatyvinio gerovės režimo link bei jos atsparumą neoliberaliam išorės veiksnių spaudimui. / This paper analyzes the development of the welfare regimes of the new European Union member states in the period of 1989–2009. The basic aim of this research is to distinguish main factors, which caused Lithuania to choose a neoliberal social model despite constantly increasing public dissatisfaction with the insufficient coverage of the national social welfare system. It is argued that the strength of the link between the state and society can help to explain the variation of the post-communist welfare regimes. The weak state-society link, which is assessed on the basis of the strength of the civil society and its opportunities to participate in the policy process, “restricted” the influence of Lithuanian citizens on governmental public policies. As a result, Lithuanian social model was influenced by strong business interest groups, dominating neoliberal discourse and intense influence from the neoliberal international financial institutions aimed at creating liberal welfare states. Meanwhile, stronger link between state and society in the Czech Republic, which can be classified to the group of conservative-corporatist welfare states, can explain the resistance of the Czech Republic to the influence of neoliberal external pressure.

Research subject – The forces and results of the country politics of Lithuania. Research aim – to detect the consistency and the results of the Lithuanian country politics. Objectives: To traverse the features of the postcomunistic transformation period in the countries of Central and Eastern Europe; To clear the generalities and differences of the country reforms in postcomunistic countries; To traverse the directions and their alterations of the Lithuanian country politics; Present the evaluation of the Lithuanian country politics implementation means in economic and social aspects; Research methods. In this research to evaluate Governmental programs I used the methods of analysis and synthesis, and logic abstraction, I used statistic methods to evaluate the means of country politics, theoretical designing and other methods were used to write the body of work. Sources of information – law acts and political documents, economical and social information, scientific articles and studies, monographs and other. In this job I will pass in review the process of country politics reform in Lithuania, what means caused the reforms to go faster, what of them slowed them down. What was the price for Lithuania to reach the aims she declared in the beginning and what conclusions can be made of this to protect ourselves from the mistakes which were made before.
