To this end, this study conceptualized Public policies of inclusion, analyzing institutional documents and Brazilian law relevant to this subject. Accessibility levels were characterized and questioned the process of educational inclusion in UFRRJ the perception of the target audience of special education students. This study deepenened fundamentally in the significant issues to inclusive education and democratization of higher education, significantly present in thought Moreira, who corroborating the thought of others, contributed to the debate on the diversity of positions and on the social aspects, cultural and educational audience of students in special education. Through a reflective approach the barriers that hinder academic success of these students were presented. This research was conducted at the Federal Rural University of Rio de Janeiro - Campus Serop?dica, with the participants three target audience of special education students. We had as objectives: Identify the existence of target audience of students in special education UFRRJ; Identify the inclusive educational policies implemented / being implemented by UFRRJ, as regards the inclusion of the target group of special education students; Identify the institutional documents of UFRRJ (Rules of Procedure, Statute; Institutional Development Plan (IDP) and MEC reports) guidelines that they turn to meet the educational needs of the target group of special education students; Accessibility characterize levels (physical / architectural, educational and pedagogical) and actions / structures that relate to the inclusion of target group of special education students; Analyze the process of educational inclusion in UFRRJ, based on the public policy area and in the perception of the target group of special education students. The results showed a contradiction between instituted (legal provisions of all kinds) and the instituting (signed daily). The way to go to democratize higher education with a view, especially the affirmation of democracy this level of education, need to be followed in the locus experience this study. We argue that for teacher training, curriculum adaptation, pedagogical political projects that address accessibility, attitudinal change and the involvement of the academic community with a view to the emancipation of all its students will be able to claim the plural education, human and democratic / inclusive / Esta disserta??o versa sobre as fronteiras estabelecidas com vistas ao atendimento educacional aos estudantes p?blico-alvo da educa??o especial na UFRRJ. Para tal, a presente pesquisa problematizou as Pol?ticas p?blicas de inclus?o, analisando os documentos institucionais e a legisla??o brasileira pertinentes a este tema. Foram caracterizados os n?veis de acessibilidade e problematizado o processo de inclus?o educacional na UFRRJ na percep??o dos estudantes p?blico-alvo da educa??o especial. Este estudo debru?ou- se, fundamentalmente, nas quest?es significativas ? Educa??o Inclusiva e democratiza??o do Ensino Superior, significativamente presente no pensamento de Moreira, que corroborando com o pensamento de outros autores, contribuiu para do debate sobre a diversidade de posicionamentos e sobre os aspectos sociais, culturais e educacionais dos estudantes p?blico-alvo da educa??o especial. Campus Serop?dica, tendo como participantes tr?s estudantes p?blico-alvo da educa??o especial. Como objetivos tivemos: Identificar a exist?ncia de estudantes p?blico-alvo da educa??o especial na UFRRJ; Identificar as Pol?ticas educacionais inclusivas implementadas/em implementa??o pela UFRRJ, no que se refere ? inclus?o dos estudantes p?blico-alvo da educa??o especial; Identificar nos documentos institucionais da UFRRJ (Regimento, Estatuto; Plano de Desenvolvimento Institucional (PDI) e Relat?rios do MEC) diretrizes que se voltem para o atendimento das necessidades educacionais dos estudantes p?blico-alvo da educa??o especial; Caracterizar os n?veis de acessibilidade (f?sico/arquitet?nica, did?tico-pedag?gica) e a??es/estruturas que se relacionam com a inclus?o de estudantes p?blico-alvo da educa??o especial; Analisar o processo de inclus?o educacional na UFRRJ, com base nas pol?ticas p?blicas da ?rea e na percep??o dos estudantes p?blico-alvo da educa??o especial. Os resultados obtidos evidenciaram uma contradi??o entre o institu?do (previs?es legais de toda ordem) e o instituinte (firmado cotidianamente). O caminho a ser percorrido para democratiza??o do Ensino Superior com vistas, sobretudo ? afirma??o da democratiza??o deste n?vel de ensino, necessita ser trilhado na experi?ncia l?cus deste estudo. Defendemos que pela forma??o de professores, adequa??o curricular, projetos pol?ticos pedag?gicos que contemplem a acessibilidade, mudan?as atitudinais e o envolvimento da Comunidade Acad?mica com vistas ? emancipa??o de todos os seus estudantes ser? poss?vel a afirma??o da educa??o plural, humana e democr?tica/inclusiva.

Regarding high school, the external evaluations applied to the students stand out the tests of the System of Evaluation of the School Performance of the State of S?o Paulo (Saresp) and the National Examination of the Secondary School (Enem). The purpose of this study was to investigate the effects of Saresp and Enem in the high school curriculum, in the perception of managers and teachers of the public state network in the city of Campinas (SP), having as a locus two high schools, identified by E1 And E2. The methodological option was the qualitative approach without neglecting quantifiable data, the documentary analysis of the management documents of the schools surveyed, semi-structured interviews with a manager of each school and focus groups with 10 teachers, which six were from school E1 and four from school E2. The analysis considered the diversity of techniques and instruments of production of empirical material in an effort of triangulation and dialogue with the refereed authors. It was evidenced that Saresp and Enem, which integrate public evaluation policies, although they have the potential to trigger reflections and actions to improve the quality of high school education, have been constituted as tests focused on the product of learning, consonants with the model of technical rationality, and that sometimes disregard the discussion and problematization of their results along with the conditions that imply learning, favoring mechanisms of selection and exclusion of students, as well as their cultural deprivation. In addition, it is verified that Saresp has been evidenced within the state schools by virtue of the bonus policy tied to the results of this evaluation. Regarding the Enem, voluntary enrollment of students has intensified after 2009, when the results of the exam are now used for academic continuity in a higher level of education, in federal public universities or private universities by granting scholarships. The managers and teachers of the schools surveyed emphasized that the Integral Education Program (PEI) is a program aimed at improving educational outcomes in external evaluations, which implies an intensification of teacher accountability due to the merit bonus policy linked to the results of the Saresp. The participants also pointed out the effect of Saresp in the polarization of the curriculum in function of better results; The modification of the school dynamics according to the external evaluation; The conformation of the evaluations of the learning to the achievement of goals and, consequent conformation of the teaching work; And, the intensification of training for the tests. As for the effects that the Enem has produced in the high school curriculum, managers and teachers of both schools, emphasized the curricular polarization in function of the students' Life Project; The guide of learning assessments; The induction of teaching work in function of the students' Life Project; And the concern with the development of skills evaluated by the Exam. Based on the research carried out, it is considered necessary that public evaluation policies, which focus on the curriculum of high school, be redefined so as not to polarize the curriculum and contribute to the effective improvement of teaching and learning processes. / As avalia??es t?m potencial para desencadear a??es que contribuam para a melhoria dos processos de ensino e aprendizagem e para repensar o curr?culo. No que se refere ao ensino m?dio, entre as avalia??es externas aplicadas aos alunos, destacam-se as provas do Sistema de Avalia??o do Rendimento Escolar do Estado de S?o Paulo (Saresp) e o Exame Nacional do Ensino M?dio (Enem). Este estudo teve como objetivo investigar os efeitos do Saresp e do Enem no curr?culo do ensino m?dio, na percep??o de gestores e professores da rede p?blica estadual do munic?pio de Campinas (SP), tendo como l?cus duas escolas de ensino m?dio integral, identificadas por E1 e E2. A op??o metodol?gica foi pela abordagem qualitativa sem desprezar dados quantific?veis, utilizando-se para a produ??o de material emp?rico a an?lise documental dos documentos de gest?o das escolas pesquisadas, entrevistas semiestruturadas com um gestor de cada escola e grupos focais com 10 professores, sendo seis da escola E1 e quatro da escola E2. A an?lise considerou a diversidade de t?cnicas e instrumentos de produ??o de material emp?rico em um esfor?o de triangula??o e di?logo com os autores referenciados. Evidenciou-se que o Saresp e o Enem, que integram as pol?ticas p?blicas de avalia??o, ainda que tenham potencial para desencadear reflex?es e a??es em prol da melhoria da qualidade do ensino m?dio, t?m se constitu?do como provas focadas no produto das aprendizagens, consonantes com o modelo da racionalidade t?cnica, e que, por vezes, desconsideram a discuss?o e problematiza??o de seus resultados junto aos condicionantes que implicam a aprendizagem, favorecendo mecanismos de sele??o e exclus?o dos estudantes, bem como sua priva??o cultural. Al?m disso, constata-se que o Saresp tem se evidenciado no interior das escolas estaduais em virtude da pol?tica de bonifica??o atrelada aos resultados dessa avalia??o. No que se refere ao Enem, a ades?o volunt?ria dos estudantes tem se intensificado ap?s 2009, quando os resultados do Exame passaram a ser utilizados para continuidade acad?mica em n?vel superior em universidades p?blicas federais ou em universidades particulares mediante a concess?o de bolsas de estudos. Os gestores e professores das escolas pesquisadas destacaram que o Programa de Ensino Integral (PEI) ? uma pol?tica p?blica voltada para a melhoria de resultados educacionais nas avalia??es externas, que implica uma intensifica??o da responsabiliza??o docente que se manifesta na pol?tica de bonifica??o por m?rito atrelada aos resultados do Saresp. Os participantes apontaram como efeito do Saresp, ainda, a polariza??o do curr?culo para se obterem melhores resultados; a modifica??o da din?mica escolar servindo ? avalia??o externa; a conforma??o das avalia??es da aprendizagem para a obten??o de metas, com a consequente conforma??o do trabalho docente; e a intensifica??o de treinamento para as provas. Quanto aos efeitos que o Enem tem produzido no curr?culo do ensino m?dio, gestores e professores das duas escolas enfatizaram a polariza??o curricular em fun??o do Projeto de Vida dos alunos; o norteamento das avalia??es de aprendizagem; a indu??o do trabalho docente em conformidade com o Projeto de Vida dos alunos; e a preocupa??o com o desenvolvimento de habilidades avaliadas pelo Exame. Com base na pesquisa realizada, considera-se necess?rio que as pol?ticas p?blicas de avalia??o, que incidem no curr?culo do ensino m?dio integral, sejam redefinidas de modo a n?o polarizar o curr?culo e contribuir para a efetiva melhoria dos processos de ensino e aprendizagem.

This study aims to investigate the repercussions of the large-scale evaluations on the quality of Basic Education, considering Prova Brasil, a nationwide exam, and SARESP,restricted to the State of S?o Paulo, whose results compose IDEB and IDESP respectively according to the prerceptions of the school managers and teachers.It consists in a qualitative approach research conducted in two primary and secondary state schools in the city of Campinas/SP and uses as production techniques of empirical material the documental analysis of the schools political pedagogical projects; semi structured interviews; and focal group, in which the school managers and teachers were the participant subjects. The theoretical background of this research had as its main contributors Almerindo Afonso, Jos? Dias Sobrinho and Luiz Carlos de Freitas, all of which excel in the field of educational assessment. It was verified that the public policies of evaluation increased in Brazil in the 1990s decade within the background of political reforms and with the consolidation of the Evaluator State. It is in this scenario that Prova Brasil and SARESP are situated, centered in students performance, whose predominant evaluation paradigm has been the prioritization of results. The perception analysis of the surveyed subjects revealed that despite the recognition regarding the gains and difficulties linked to these evaluations, the polarization of pedagogical work prevails, which manifest itself on the students preparation for the assessments in favor of rising rates. This practice demonstrates a tendency for using large-scale evaluations with regulation and control functions through quality indicators in the light of IDEB and IDESP. The participants also highlighted challenges related to intra and extraschool conditions involving teaching and learning processes. This study points to the necessity of redefining public assessment policies, with emancipatory nature, so that it transcends the mere achievement of goals translated into indicators, putting into perspective the construction of a education with social quality for everyone. / As avalia??es em larga escala da Educa??o B?sica, centradas em exames de desempenho dos alunos, t?m sido utilizadas para monitoramento da qualidade da educa??o por meio da gera??o de indicadores. O presente trabalho busca investigar quais s?o as percep??es de professores e gestores de escolas p?blicas estaduais do munic?pio de Campinas (SP) sobre as repercuss?es da Prova Brasil e do SARESP na constru??o da qualidade da educa??o, considerando a Prova Brasil, de abrang?ncia nacional, e o SARESP, restrito ao estado de S?o Paulo, cujos resultados integram o IDEB e o IDESP, respectivamente. Constatou-se que as pol?ticas p?blicas de avalia??o, no Brasil, intensificaram-se na d?cada de 1990, no contexto das reformas pol?ticas, com a consolida??o do Estado Avaliador. ? nesse cen?rio que se inscrevem a Prova Brasil e o SARESP, centradas no desempenho dos alunos, cujo paradigma avaliativo predominante tem sido o que prioriza os resultados. A an?lise da percep??o dos sujeitos pesquisados revelou que, apesar do reconhecimento sobre os ganhos e dificuldades atrelados a essas avalia??es, prevalece a polariza??o do trabalho pedag?gico que se expressa pela prepara??o dos alunos para as avalia??es, em prol da eleva??o dos ?ndices. In this perspective, this study had as the main objective to investigate the school management actions and strategies initiated by the school managers of Maranh?o public state schools that present the same or different Ideb from 2007 to 2013, in order to improve the education quality. In a qualitative research approach, we adopt these following methodological procedures: bibliographical survey, documentary research, mixed questionnaire application and semi-structured interview. The research attendees were the managers and 5th grades Portuguese and Math teachers of two public schools located in two Maranh?o cities those had growing or equal Ideb results regarded the planned goal between 2007 and 2011?s. Based on the referred authors, we observed that international organizations influences the construction of Brazilian education quality. We also determined the managerial management that follows a technical mentality is opposed to the democratic public school management because they consider collective construction of the pedagogical proposal redundant and restricts the possibility of public basic education quality to quantitative results obtained by large-scale standard exams. In relation to the Maranh?o educational policies, we could see the educational management, related to the organizational structure copied, mainly in the Roseana Sarney?s long four mandates, Federal Government guidelines and educational policies programs, with emphasis in the redefinition of function and school manager profile. In XXI?s second decade, with the Educational State Plan (PEE/2014) democratic construction, there was the recognition that, beyond the Elementary School universalization, is necessary an effort to the equity in school learning, that implies the necessity of improving the educational indicators implementing public policies focused in learning quality and keep promoting the civil society participation organized in this process. Based on the referred authors, we observed that the pedagogical successful practices noted in the researched public school have the potential of inducing educational policies to improve the students learning quality. In general, the school managers affirmed that the Ideb results started actions related to school physical infrastructure; pedagogical resources and information and communication technology; school management and continuing education for teachers and school managers, among other specific actions in each researched school. The investigation also pointed the necessity of redefining educational public policies in benefit of Maranh?o?s public education quality improvement. / Um dos desafios da gest?o escolar, no s?culo XXI, implica a qualidade da educa??o b?sica. Nessa perspectiva, esse estudo teve como objetivo investigar as a??es e estrat?gias desencadeadas pelos gestores escolares das escolas p?blicas estaduais do Estado do Maranh?o que apresentam Ideb igual ou crescente entre os anos de 2007 a 2013, com vistas ? melhoria da qualidade da educa??o. Em abordagem de pesquisa qualitativa, foram adotados os seguintes procedimentos metodol?gicos: levantamento bibliogr?fico, pesquisa documental aplica??o de question?rio misto e entrevista semiestruturada. As participantes da pesquisa foram as gestoras e as professoras de portugu?s e matem?tica dos quintos anos de duas escolas p?blicas estaduais situadas em dois munic?pios maranhenses que tiveram os resultados do Ideb crescentes ou iguais em rela??o ? meta projetada entre os anos de 2007 e 2011. Com base nos autores referendados, constatamos a influ?ncia de organismos internacionais na constru??o da qualidade da educa??o brasileira. Constatamos, ainda, que a gest?o gerencial de cunho tecnicista op?e-se ? gest?o democr?tica escolar p?blica por considerar redundante a constru??o coletiva da proposta pedag?gica e restringir a possibilidade de qualidade da educa??o b?sica p?blica a resultados quantitativos advindos de exames padronizados de larga escala. Ao que se refere ? pol?tica educacional maranhense, evidenciamos que a gest?o educacional, no concernente ? estrutura organizacional reproduziu, sobretudo, nos longos quatro mandatos da governadora Roseana Sarney, as diretrizes e programas e pol?ticas educacionais do governo federal, com destaque ? redefini??o da fun??o e do perfil do gestor escolar. Nessa segunda d?cada do s?culo XXI, com a constru??o democr?tica do Plano Estadual de Educa??o (PEE/2014), houve o reconhecimento de que, para al?m da universaliza??o do ensino fundamental, precisa haver esfor?o para a equidade no aprendizado escolar, o que implica a necessidade de melhorar os indicadores educacionais implementando pol?ticas p?blicas com foco na qualidade da aprendizagem e de continuar fomentando a participa??o da sociedade civil organizada nesse processo. Com base nos autores referendados, observamos que as pr?ticas pedag?gicas exitosas constatadas na gest?o das escolas p?blicas pesquisadas t?m a potencialidade de induzir pol?ticas educacionais com vistas ? melhoria da qualidade do aprendizado dos alunos. No geral, as gestoras escolares afirmaram que o resultado do Ideb desencadeou a??es relacionadas ? infraestrutura f?sica escolar; recursos pedag?gicos e tecnologias de informa??o e comunica??o; gest?o escolar e forma??o continuada de professores e gestores escolares, entre outras a??es pontuais de cada escola pesquisada. A investiga??o apontou, tamb?m, a necessidade de se considerar condicionantes intra e extraescolares, o que implica redefinir pol?ticas p?blicas educacionais, em prol da melhoria da qualidade da educa??o p?blica maranhense.

In this sense, we try to think over this reality in ?Col?gio T?cnico da UFRRJ? through the establishment of guidelines and actions found in the welcoming of these students so as to guarantee their access and stableness as well as in the claiming of the existence of an institutional politics to keep their upbringing. It is worthy standing out that the existence of such politics do not depend on the presence of anyone with special needs since schools in general are supposed to assure the access to an education regardless of any distinction, or discrimination, so all students can gain knowledge. So, it is important anyway to establish ways of identifying students with special needs and insert them in the process of gaining such knowledge. The general aim of this work is to point out the democratic process in modern teaching institutions in Brazil with an emphasis on the inclusion of students who have special needs in ?Col?gio T?cnico da UFRRJ? by taking into account how to implement the guidelines and actions to achieve that. Necessarily this composition for a master course focus on a critical and reflexive view to treat this subject of study. We have established categories of studying according to the questions raised such as ?Is there actually any politics for the welcoming of students with special needs ??, ?What are the necessary guidelines and actions to make them come true ??, ?How to organize all the demands to achieve this social inclusion within a teaching institution??. Finally, we emphasize that it is useless to think of any model for education in all these levels as if it could easily solve the problem of exclusion in schools. / Neste trabalho apresentamos nossas reflex?es iniciais sobre a educa??o inclusiva, e sua rela??o entre as Pol?ticas P?blicas de educa??o e democratiza??o da escola. Assim, trazemos ao debate a reflex?o sobre a escola democr?tica, portanto para todos. Percebemos que a organiza??o da escola para o atendimento da diversidade dos estudantes pode proporcionar formativas experi?ncias intelectuais, sociais e culturais entre aqueles que participam do processo de ensino e aprendizagem, superando o atendimento segregado, ainda hoje presente nas institui??es e nas pr?ticas dos profissionais da educa??o especial, ocorrendo ? margem do processo educativo. Nesse sentido, buscamos refletir sobre a realidade do processo de democratiza??o do Col?gio T?cnico da UFRRJ atrav?s da caracteriza??o das diretrizes e a??es presentes na pol?tica da institui??o para o acolhimento das demandas educacionais e pedag?gicas dos estudantes com necessidades especiais, nos permitindo compreender as estrat?gias de acesso e perman?ncia dos mesmos, o que poder? afirmar a exist?ncia de uma pol?tica institucional para o acolhimento destes estudantes. ? valido ressaltar que a presen?a da pol?tica institucional n?o depende da presen?a dos estudantes com necessidades especiais, uma vez que a escola deve assegurar a todos os seus estudantes, sem que exista distin??o, oportunidades de aprendizagem considerando suas diferentes demandas pedag?gicas e educacionais. Assim, torna-se necess?rio que se estabele?am mecanismos que permitam a identifica??o das poss?veis necessidades especiais que alguns estudantes possuam. Considerando a problematiza??o em tela, o objetivo geral deste estudo foi: Caracterizar o processo de democratiza??o da escola contempor?nea brasileira, com ?nfase no processo de inclus?o de estudantes com necessidades educacionais especiais, com base nas experi?ncias de uma escola de Educa??o Profissional; Caracterizar o processo de inclus?o de estudantes com necessidades especiais no Col?gio T?cnico da UFRRJ (CTUR), considerando as diretrizes e a??es implementadas (ou em implementa??o) em sua pol?tica institucional. Necessariamente, esta disserta??o de mestrado se articulou de maneira cr?tico-reflexiva por quest?es acerca da democratiza??o da escola e as pol?ticas institucionais com vistas ? organiza??o da escola inclusiva. Para tal, estabelecemos categorias de estudo, refletidas ? luz do pensamento de Adorno, tais como: Existe uma pol?tica institucional no CTUR para o acolhimento de estudantes com necessidades especiais? Quais s?o as diretrizes e a??es desta pol?tica? Existem, no contexto do Projeto Pol?tico-Pedag?gico da institui??o, propostas organizacionais que possibilitem o atendimento ?s demandas educacionais presentes na diversidade dos estudantes, inclusive dos que possuem necessidades especiais?entre outras. Nas considera??es finais, enfatizamos que n?o se pode pensar a educa??o inclusiva como um novo modelo de educa??o para os estudantes com necessidades especiais, pois s? incluir este estudante na escola regular n?o resolve a quest?o da exclus?o.

PUC Campinas / In the last six decades, tourism had experimented a continuous development and diversification, becoming one of the most extensive and expansive economic sectors in the word, demanding labor professionalization that as consequence rethink the Course of Tourism, focused in supply the new demands. In this point, are accomplished one of the most important issues of the education public policies, in higher education, affecting the country economic development and the career of professionals: evaluate the Tourism Course and point necessary changes. Evaluate a social practice oriented, based on renowned authors, as Jos? Dias Sobrinho and Almerindo Afonso, mostly to produce questions and generate interventions. In Brazil, the National Exam of Courses, the ?Prov?o?, was implemented in 1996 as the first large-scale evaluation of higher education, being replaced in 2004 by a more comprehensive system, the National System of Evaluation of Higher Education, ?SINAES?. Since then, state regulation and control of higher education may be producing effects in the existing courses and generates the guiding question of this research: what are the effects of SINAES in the Tourism Course of PUC-Campinas through the perception of managers, professors and graduates? The research objects to investigate, with the perception of managers, professors and graduates, the effects of SINAES in the Tourism Course of PUC-Campinas. The methodological option, in a qualitative approach, without ignoring the quantifiable data, includes a specialized literature revision, documentary analysis of the Tourism Course of PUC-Campinas pedagogical project, semi-structured interview with the management team, focus group of professors and questionnaire with graduates. The analysis of the data had considered the diversity of techniques and instruments for the production of empirical material, in a triangulation effort. Consequently, this research first identified the theoretical-methodological assumptions of SINAES, course and student assessment, and has created indicators that have led to a polarization of the National Student Performance Examination (ENADE), with administrative and pedagogical repercussions in graduation courses. Created from the 1970s decade onwards, the tourism courses in Brazil presented themselves diverse on the employed methodology, being crystal its multidisciplinary and complex aspect in face of the challenges imposed. The analysis of the perceptions of managers, professors and graduates, participants of the research, made it possible to verify that SINAES, even though not considered the unique catalyzer of actions in favor of the Tourism Course of PUC-Campinas, has produced effects. Among the indicated effects are: incentive for the capacitation of the professors, improvements of the infrastructure, changes in format of the tests, reformulation of the curriculum, and PPC discussion. It was possible to verify that the graduates have knowledge only of the ENADE, without knowing the system as a whole. It was also evidenced that, managers, professors and technical-administrative staff must to be aware of their role in the formation of professionals and citizens, in order to, in addition to the results expressed by the evaluation systems, move towards the integral and ethical development. It is intended that this study, composed with other researches, contribute to the reflection of educators about the effects that SINAES produces, in the direction of questioning this public policy of evaluation and improvement of the quality of Higher Education in Brazil. / Nas ?ltimas seis d?cadas, o turismo experimentou uma cont?nua expans?o e diversifica??o, convertendo-se em um dos setores econ?micos de maior envergadura e crescimento do mundo e exigindo uma profissionaliza??o que implica repensar o Curso de Turismo para que atenda a essa realidade. Aqui se cumpre um dos principais pap?is das pol?ticas p?blicas em educa??o, no ensino superior, com reflexos no desenvolvimento econ?mico do pa?s e na carreira de seus profissionais: avaliar o Curso de Turismo e apontar as mudan?as necess?rias. Avaliar como pr?tica social orientada, ? luz de Jos? Dias Sobrinho e Almerindo Afonso, sobretudo, para produzir questionamentos e gerar interven??es. No Brasil, o Exame Nacional de Cursos, o Prov?o, foi implantado em 1996 como a primeira avalia??o em larga escala no ensino superior, sendo substitu?do em 2004 por um sistema mais abrangente, o Sistema Nacional de Avalia??o da Educa??o Superior, SINAES. Desde ent?o, a regula??o e o controle do Estado podem estar produzindo efeitos nos cursos existentes, fato que nutre o problema norteador desta pesquisa: quais os efeitos do SINAES no Curso de Turismo da PUC-Campinas na percep??o dos gestores, professores e egressos? A pesquisa tem como objetivo geral investigar, na percep??o dos gestores, professores e egressos, os efeitos do SINAES no Curso de Turismo da PUC-Campinas. A op??o metodol?gica se deu por uma abordagem qualitativa, sem desprezar os dados quantific?veis, incluindo revis?o da literatura especializada, an?lise documental do projeto pedag?gico do Curso de Turismo da PUC-Campinas, entrevista semiestruturada com a equipe de gest?o, grupo focal com professores e question?rio com egressos. A an?lise dos dados considerou essa diversidade de t?cnicas, em um esfor?o de triangula??o. Assim, esta pesquisa primeiramente identificou os pressupostos te?rico-metodol?gicos do SINAES, que opera, nos ?mbitos da avalia??o institucional, a avalia??o de cursos e a avalia??o de estudantes, e tem criado indicadores que levaram a uma polariza??o do Exame Nacional de Desempenho do Estudante (ENADE), repercutindo na gradua??o tanto no ?mbito administrativo quanto no pedag?gico. Criados na d?cada de 1970, os cursos de turismo no Brasil mostraram-se diversos quanto ? metodologia de ensino, com claro aspecto multidisciplinar e complexo frente aos crescentes desafios da ?rea. A an?lise das percep??es de gestores, professores e egressos participantes da pesquisa possibilitou constatar que o SINAES, ainda que n?o seja considerado o ?nico mobilizador de a??es em prol do Curso de Turismo da PUC-Campinas, tem produzido efeitos. Entre estes, destacam-se o incentivo ? capacita??o docente, as melhorias na infraestrutura, a altera??o no formato de provas, a reformula??o do curr?culo e a discuss?o do PPC. Foi poss?vel verificar que os egressos t?m conhecimento somente do ENADE, avalia??o ? qual s?o submetidos, desconhecendo o sistema como um todo. Evidenciou-se, ainda, que gestores, docentes e corpo t?cnico-administrativo precisam estar conscientes de seu papel na forma??o de profissionais e cidad?os, para al?m dos resultados expressos pelos sistemas avaliativos, no sentido de caminhar para uma forma??o integral e ?tica. The Index for Inclusion (BOOTH & AINSCOW, 2011) was used as a reference for the explanation of the exclusions and their relation with inclusion, which includes the inclusion in its three dimensions: the construction of cultures, the development of policies and the orchestration of practices (Santos & Oliveira, 1999), Santos & Paulino (2008), Santos, Melo & Fonseca (2009) and Santos, Silva & Fonseca (2009). 2010), since they are the authors who have been broadening the discussions about inclusion as a universal right to education. The Content Analysis technique (BARDIN, 2010) was used to read Declarations that deal with inclusion, such as the Jomtien World Conference on Education for All (1990); the World Conference on Specific Educational Needs of Salamanca (1994); the national and local legislations that underpin Inclusive Education within IFPA, the Tec Nep Program and the Institutional Development Plan (IDP). The results showed that some of the institution's servants, despite manifesting inclusive ideals, recognize practices that are exclusive to their institutional work. They also revealed that the institution in its practice does not perceive the inclusive process as a space for legitimate participation, with respect to equal opportunities and respect for human diversity, showing that much needs to be changed, especially the institutional culture of isolation and non-participation among the institution's employees, even though in their official documents they presented inclusive actions and planning. / Na busca pelo conhecimento e compreens?o do movimento inclusivo, investigamos como s?o assimilados e incorporados nos documentos, assim como, nas concep??es e pr?ticas o movimento de inclus?o em educa??o por um Campus de um Instituto Federal, localizado no Estado do Par?, na cidade de Tucuru?. Como referencial para a explica??o das exclus?es e suas rela??es com a inclus?o foi utilizado o Index para a Inclus?o (BOOTH & AINSCOW, 2011) que compreende a inclus?o em suas tr?s dimens?es: a constru??o de culturas, o desenvolvimento de pol?ticas e a orquestra??o de pr?ticas inclusivas e os estudos em di?logo com as reflex?es de Santos (2000, 2001, 2003, 2010), Santos & Oliveira (1999), Santos & Paulino (2008), Santos, Melo & Fonseca (2009) e Santos, Silva & Fonseca (2010), por serem os autores que v?m ampliando as discuss?es acerca da inclus?o como direito universal ? educa??o. Foi utilizada a t?cnica de An?lise de Conte?do (BARDIN, 2010) para leitura das Declara??es que versam acerca da inclus?o, tais como: a Confer?ncia Mundial de Educa??o para Todos de Jomtien (1990); a Confer?ncia Mundial sobre Necessidades Educativas Espec?ficas de Salamanca (1994); as legisla??es nacionais e locais que fundamentam a Educa??o Inclusiva no ?mbito do IFPA, o Programa Tec Nep e o Plano de Desenvolvimento Institucional (PDI). Os resultados, evidenciaram que alguns servidores da institui??o, apesar de manifestarem ideais inclusivos, reconhecem praticas excludentes em seu fazer institucional. Pol?ticas P?blicas em educa??o profissional: estudo da cultura educacional na Cidade do Samba no Rio de Janeiro

Currently there are two forms of education that are found in this country, from technical schools who share both formats up their own workshops and workplaces that are also recognized as places of learning. Based on these formats technical and vocational education are marked by the idea that the teaching of instrumental crafts are inferior in comparison to general education. This research seeks to explain and analyze the development of education in these Samba Schools of Grupo Especial in Rio de Janeiro, in which the entire show is produced manually by professionals from various fields. The questions that guided the research were: how does a vocational education show the perspective of a cultural education that is informal? How can vocational education be regimented by public policies? From this way the general objective is to investigate the function and dynamics barrac?es of the samba schools of the Grupo Especial do Rio de Janeiro. If, therefore, is a research document analysis that was used for the historical science proper procedures by which it can be said that the data for historical analysis are the facts. However, the facts are not on the documents to be rescued as something that has its own existence, or as a natural object that just capture it from a theory with concepts defined a priori. First reading of the literature was performed for the theoretical foundation of the research. Data collection was carried out with primary sources such as newspapers, magazines, motion picture, photographs, government documents and public documents of the Federation provided by the Independent League of Samba Schools of Rio de Janeiro. A literature review was also conducted at the Bank of CAPES thesis, aiming to collect data for an analysis of the state of the art with respect to non-formal vocational education, vocational education and non-formal education in order to enrich and complement the desk research. This research is organized into an introduction and three chapters, which had its contents built from the investigations by the methodology described above because it is a new theme and closing remarks that aims to elucidate the problem of this research. Thus, to investigate the function and dynamics of the barrac?es of the samba schools of the Grupo Especial do Rio de Janeiro, it is understood that there is an educational culture in the samba schools of the Special Group of Rio de Janeiro, as well as the possible application of a public policy directed to this mode of education practiced at that location. / No Brasil, atualmente, h? diversos formatos de educa??o profissional. A partir da constata??o estereotipada de que esses formatos de educa??o profissional est?o marcados pela concep??o de que o ensino dos of?cios instrumentais ? inferior em compara??o ? educa??o geral, esta investiga??o busca descrever e analisar a cultura educacional desenvolvida nas escolas de samba do Grupo Especial do Rio de Janeiro, nas quais todo o desfile ? produzido manualmente por profissionais das mais diversas ?reas. Como essa educa??o profissional pode ser arregimentada por pol?ticas p?blicas em educa??o? Emerge, dessa forma, o objetivo geral de investigar o funcionamento e a din?mica dos barrac?es das escolas de samba do Grupo Especial do Rio de Janeiro, a fim de detectar uma poss?vel cultura educacional nesse ambiente, bem como a aplica??o de uma pol?tica p?blica voltada ? modalidade educacional ali praticada. Trata-se, portanto, de uma pesquisa de an?lise documental que se utilizou de procedimentos pr?prios da ci?ncia hist?rica, pela qual se pode afirmar que os dados para uma an?lise hist?rica s?o os fatos. Por?m, os fatos n?o est?o nos documentos para serem resgatados como algo que t?m exist?ncia pr?pria, ou como um objeto natural que pode ser capturado a partir de uma teoria com conceitos definidos a priori. Primeiramente, foi realizada a leitura da literatura especializada para a fundamenta??o te?rica da investiga??o. A coleta de dados foi realizada junto a fontes prim?rias como peri?dicos, revistas, imagens em movimento, fotografias, documentos p?blicos da Federa??o e documentos p?blicos disponibilizados pela Liga Independente das Escolas de Samba do Rio de Janeiro. Tamb?m foi realizada uma revis?o bibliogr?fica no Banco de Teses da CAPES, visando definir dados para uma an?lise do estado da quest?o no que diz respeito ? educa??o profissional n?o formal, a educa??o profissional e a educa??o n?o formal, com o intuito de enriquecer e complementar a pesquisa documental. Esta pesquisa est? organizada em uma Introdu??o e mais tr?s cap?tulos, os quais tiveram seus conte?dos constru?dos com base nas investiga??es descritas por sua metodologia por tratar-se de um tema novo, e as considera??es finais que almejam elucidar o problema. Assim, ao se investigarem o funcionamento e a din?mica dos barrac?es das escolas de samba do Grupo Especial do Rio de Janeiro, entende-se que h? uma cultura educacional nas escolas de samba do Grupo Especial, bem como a poss?vel aplica??o de um programa governamental (Rede CERTIFIC, que pode vir a ser pol?tica p?blica) voltado a essa modalidade de educacional praticada nesse local; mas esse programa deve ser adaptado ?s necessidades dos profissionais dos barrac?es das escolas de samba para que os art?fices do carnaval tenham seus conhecimentos, conquistados na pr?tica di?ria, como profiss?es formalmente reconhecidas.
