Previous issue date: 2015-08-03 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico (CNPq) / A Pol?tica Nacional de Sa?de Bucal (PNSB) incorpora diversos elementos inovadores que tiveram o objetivo de impactar sobre o quadro epidemiol?gico e a vigil?ncia em sa?de bucal. Ao mesmo tempo, as duas edi??es do mais abrangente inqu?rito de sa?de bucal do Pa?s, o SBBrasil, demonstraram uma importante tend?ncia de redu??o nos principais indicadores, particularmente aqueles relativos ? c?rie dent?ria, entre os anos de 2003 e 2010. Desta forma, objetiva-se analisar o efeito da implementa??o da PNSB sobre a tend?ncia nos principais indicadores de sa?de bucal em capitais brasileiras. Trata-se de um estudo de avalia??o de pol?ticas desenvolvido em tr?s fases: 1) An?lise de implanta??o da PNSB nas capitais; 2) An?lise da tend?ncia dos indicadores epidemiol?gicos entre 2003 e 2010; 3) An?lise do impacto da implanta??o sobre a tend?ncia dos indicadores de sa?de bucal. Para a realiza??o da fase 1, os dados de Sa?de Bucal dispon?veis nos Sistemas de Informa??o em Sa?de foram analisados, possibilitando a gera??o de 4 fatores de caracteriza??o da aten??o em sa?de bucal em cidades brasileiras com mais de 100.00 habitantes, a partir da qual foram selecionadas as capitais para uma an?lise mais aprofundada. A fase 2 consistiu na defini??o das capitais a serem investigadas in loco atrav?s da aplica??o de question?rio face a face com Coordenadores de Sa?de Bucal de 13 capitais selecionadas. A fase 3 foi realizada por meio dos dados do SBBrasil 2003 e 2010, dispon?veis pelo Minist?rio da Sa?de com avalia??o dos efeitos das vari?veis independentes, referentes ? caracteriza??o da Aten??o em Sa?de Bucal e vari?veis socioecon?micas de n?vel populacional, sobre as dependentes, modifica??o nos indicadores de sa?de bucal entre 2003 e 2010. Os resultados apontam para a n?o associa??o entre as caracter?sticas da Aten??o em Sa?de Bucal e a redu??o da morbidade bucal na maioria das capitais selecionadas. Observa-se que o Modelo de aten??o em sa?de bucal anda em conson?ncia com as estrat?gias de Promo??o da Sa?de Bucal, Organiza??o da oferta de servi?os em sa?de bucal e com a presen?a de fl?or nas ?guas de abastecimento p?blico. Contudo, isso n?o reflete na modifica??o dos indicadores de sa?de bucal entre 2003 e 2010. A condi??o socioecon?mica parece estar mais associada ao CPO-D satisfat?rio aos 12 anos em 2010 do que o reflexo do Modelo de aten??o em sa?de bucal. Conclui-se que a oferta de servi?os e a aten??o em sa?de bucal p?s PNSB n?o produzem uma resposta direta sobre a modifica??o nos indicadores de sa?de bucal entre 2003 e 2010. / The Brazilian National Policy on Oral Health (PNSB from Portuguese acronym) incorporates several innovative elements that were intended to impact on the epidemiological situation and the surveillance of oral health. At the same time, the two editions of the more comprehensive oral health survey of the country, SBBrazil showed a significant downward trend in key indicators, particularly those related to tooth decay, between the years 2003 and 2010. Thus, the objective is to analyze the effect of implementation of PNSB on the trend of the main oral health indicators in Brazilian capitals. It is a policy assessment study carried out in three steps: 1) Implementation analysis of PNSB in capitals; 2) Trend analysis of epidemiological indicators between 2003 and 2010; 3) The implementation effect analysis on the trend of oral health indicators. For step 1, the oral health data available in the Health Information Systems were analyzed, allowing the creation of 4 characterization factors of dental care from which the capitals were selected for further analysis. Step 2 was the definition of capitals to be investigated by applying questionnaire face to face with Oral Health Coordinators of 13 state capitals selected. Step 3 was performed using the SBBrazil data 2003 and 2010, to assess the effects of independent variables relating to the characterization of attention in oral health and socioeconomic variables of population level, on dependents, changes on oral health indicators between 2003 and 2010. Results pointed to the lack of association between characteristics of oral health attention and the reduction of oral morbidity in most state capitals. There was a link between oral health promoting characteristics, supply of services and the dental care model, which represents the dynamics of public services is entirely dependent on local management in health. These characteristics do not reflect the modification of oral health indicators between 2003 and 2010. Capital with the lowest poverty rates and better human development in 2010 are those that have lower DMFT this year. However, changes in socioeconomic conditions between the years analyzed does not influence directly on the trend in oral health indicators. It is concluded that the PNSB is implemented differently in Brazilian capitals and the conduction mode of its guidelines in each capital favors the development of the provision of oral health services and strategies to promote oral health. The influence of PNSB on change in oral health indicators is still barely noticeable, however, highlights the potential of this policy in establishing priorities and guidelines that contribute to increasing the supply of services and expanding access to oral health care especially where is needed more intensively.

As a??es de sa?de que s?o desenvolvidas nas escolas podem ser compreendidas a partir da concep??o de sa?de que circula neste espa?o. O Programa Sa?de na Escola (PSE) ? visto como elemento que altera o cotidiano escolar, fazendo emergir representa??es sociais sobre sa?de atravessadas pelas a??es de sa?de que s?o realizadas neste espa?o. Estas representa??es, por sua vez, influenciam as atividades, percep??es, valores, julgamentos e decis?es dos professores no ?mbito da sa?de. Diante do exposto, este trabalho teve como objetivo identificar as Representa??es Sociais sobre sa?de dos professores de tr?s escolas da rede p?blica de ensino de Belo Horizonte e seu impacto no desenvolvimento do Programa Sa?de na Escola. Para tanto, foram realizados tr?s grupos focais com os professores das tr?s escolas estudadas. Para a an?lise dos dados, utilizou-se a t?cnica de an?lise de conte?do, que permitiu identificar o processo de mudan?a de paradigma marcado de um lado, por a??es de sa?de na escola ancoradas no modelo biom?dico e de outro, por uma perspectiva ampliada de sa?de que considera os fatores biopsicossociais. Ao analisar a constitui??o dessas duas marcas de sentido, observou-se que ambas geram atitudes distintas e antag?nicas. O estudo aponta que a escola, enquanto institui??o de regula??o social revela-se conservadora, dissociada das transforma??es que ocorrem na sociedade. Portanto a Teoria da Representa??o Social enquanto conhecimento compartilhado pelo grupo favorece o processo pelos quais os indiv?duos em intera??o social, constroem explica??es acerca dos objetos sociais. O caminho percorrido pelo estudo permitiu a identifica??o dos pontos de ancoragem e objetiva??o dos professores das tr?s escolas estudadas. Tal constata??o implica fazer uma leitura com aux?lio do contexto sociocultural elaborado e compartilhado pelo grupo de perten?a. Programa de P?s-gradua??o em Ensino em Sa?de, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / The school presents itself as a fertile ground for the implementation of proposals, strategies and health promotion, becoming a place of dialogue between health and education. Health actions that are developed in schools can be understood from the concept of health circulating in this space. The School Health Program (PSE) is seen as an element that changes the school routine, giving rise to social representations of health traversed by health actions that are performed in this space. These representations, in turn, influence the activities, perceptions, values, judgments and decisions of teachers in health. Given the above, this study aimed to identify the social representations about health of teachers from three public schools of Belo Horizonte teaching and its impact on development of the School Health Program. Therefore, it was carried out three focus groups with teachers of the three studied schools. For data analysis, it was used the content analysis technique, which identified the changing process of paradigm, shift on one side, by health actions in school, anchored in the biomedical model and the other by an enlarged perspective of health that considers biopsychosocial factors. When analyzing the constitution of those two sense marks, it was observed that both generate distinct and antagonistic attitudes. That study points out that the school, while an institution of social regulation, proves to be conservative, dissociated from the changes occurring in society. Thus, the theory of Social Representation as knowledge shared by the group, favors the process by which, individuals in social interaction construct explanations about social objects. The way taken by the study, allowed the identification of anchor points, and objectivation of teachers of the three public schools studied. Such a finding implies to do a reading with the help of socio-cultural context, developed and shared by the belonging group. So, it is possible to perceive how representations are established.

Previous issue date: 2013-12-19 / This dissertation try to understand how management actions implemented by Monsenhor Walfredo Gurgel Hospital in the city of Natal promote effectively the benefits of Home Care Services / Programa Melhor em Casa . The research is exploratory and descriptive, qualitative approach. Data were collected through document analysis and the interviews with the managers of the Program in Health Department and Hospital beyond the questionnaires with the home care teams and technical management unit of Hospital Jobs. The information were treatment trough categories that analyzed to implemented actions and program objectives. The results show that: the practices carried out by the host teams produce the humanization of care by seeking to ensure access to health services and solving human form; networks of health care are not yet finalized hindering the referral of patients to other units, the networks allow support from other institutions to minimize the problems encountered, the management unit vacancies allows the reduction of costs, mainly by regulating beds and record of health initiatives in home care assists in the monitoring and evaluation process of the Services Home Care / Programa Melhor em Casa primarily the epidemiological profile and patients individual treatment plan. Concludes that most of the actions implemented by the Hospital contribute to the effectiveness of the goals of Programa Melhor em Casa / Esta disserta??o busca compreender como as a??es gerenciais implementadas pelo Hospital Monsenhor Walfredo Gurgel no munic?pio do Natal promovem de forma eficaz os benef?cios do Servi?o de Aten??o Domiciliar/ Programa Melhor em Casa. A pesquisa tem natureza explorat?ria e descritiva, com abordagem qualitativa. Os dados foram coletados atrav?s da an?lise documental e com a realiza??o de entrevistas com os gestores do Programa na Secretaria Estadual de Sa?de e no Hospital al?m da aplica??o de question?rios com as equipes de aten??o domiciliar e com os t?cnicos da unidade de gerenciamento de vagas do Hospital. No tratamento das informa??es foram analisadas categorias vinculadas ?s a??es implementadas e aos objetivos do programa. Os resultados mostram que: as praticas de acolhimento realizadas pelas equipes produzem a humaniza??o do atendimento por buscar garantir o acesso ao servi?o de sa?de de forma humana e resolutiva; as redes de aten??o em sa?de ainda n?o est?o conclu?das dificultando o referenciamento dos pacientes para outras unidades; as redes possibilitam buscar apoio de outras institui??es para minimizar os problemas encontrados; a unidade de gerenciamento de vagas possibilita a redu??o dos custos, principalmente por regular os leitos de interna??o e o registro ambulatorial das a??es em sa?de em aten??o domiciliar auxilia no processo de monitoramento e avalia??o do Servi?o de Aten??o Domiciliar/Programa Melhor em Casa principalmente por conhecer o perfil epidemiol?gico e o plano terap?utico individual dos pacientes.
