No. of bitstreams: 1 Éder Júnior Cruz de Souza.pdf: 2086092 bytes, checksum: e487823db5940380a81884dc26e93a87 (MD5) / O presente trabalho visa realizar uma analise sobre a lógica utilizada pelo governo do estado da Bahia na formulação de suas políticas territoriais e de suas regionalizações desde a década de 1950 até os dias atuais, procurando analisar também os principais rebatimentos espaciais de tais políticas. Para tanto optamos por realizar uma revisão bibliográfica sobre as regionalizações mais importantes nesse período: Regiões Administrativas; Regiões Econômicas; Eixos Estaduais de Desenvolvimento e Territórios de Identidade buscando vislumbrar tais regionalizações e políticas territoriais a partir dos debates da Geografia sobre Território e sobre desenvolvimento. Por entendermos que a compreensão sobre as políticas estaduais baianas perpassa pelo entendimento do contexto nacional e internacional realizamos também estudos sobre as visões preponderantes sobre planejamento; desenvolvimento territorial e atuação estatal nesse período. Por fim, é realizada analise sobre as atuais políticas territoriais nacionais, especialmente aquelas que versam sobre a Bahia, e suas congêneres estaduais a fim de entendermos quais as principais perspectivas. / ABSTRACT This paper aims to conduct a review on the logic used by the government of Bahia state in formulating its politics and its territorial region’s since the 1950s until the present day, seeking review also rebut the main space of such policies. To do so we decided to conduct a literature review on the region’s most important in this period: Administrative Regions, Economic Regions; Axes State Development and Territories seeking glimpse of identity such regionalizações and territorial policies from the Territory's discussion on geography and on development. For we believe that the understanding of the policies state of Bahia permeates the understanding of the domestic and international studies also performed on the predominant views on planning, land development and state performance in that period. Finally, we performed analysis on the current territorial national policies, especially those that deal with the Bahia, and its state counterparts to understand that the main prospects. Ao longo das seis últimas décadas ficou cada vez mais evidente a importância das intervenções dos governos do Estado e da União sobre a expansão da infraestrutura, a modernização e o crescimento das atividades econômicas baianas. Não obstante a riqueza econômica acumulada na Bahia, apesar das carências existentes e das intenções divulgadas por seu planejamento, o padrão de intervenção da administração pública estadual não estabeleceu uma Política Social que promovesse intervenções para alterar a lenta melhoria de seus indicadores sociais. Para compreender se as ações do governo são capazes de realizar na área social o que foi proposto e divulgado pelo planejamento estadual, a investigação relacionou os comentários de especialistas entrevistados com as questões conceituais trabalhadas, a realidade do planejamento na Bahia e sua percepção como mito. A observação do Planejamento como mito, embora mencione a possibilidade de distintas perspectivas, foi realizada a partir do quadro teórico proposto por Roland Barthes, que o define como sistema semiológico. O Planejamento, ao tempo em que constata a realidade (principalmente suas características que podem ser quantificáveis), omite a história e despolitiza os procedimentos a serem adotados, reforçando de modo não democrático a alienação dos marcos estruturantes da realidade social. / The reality of Bahia is marked by the economic concentration, social inequalities and regional disparities. Over the past six decades it has become increasingly evident how important are the governments interventions – from both the State and the Union – on the expansion of infrastructure, modernization and growth of Bahia‘s economic activities. Disregard the accumulated economic wealth and despite the shortcomings and the intentions disclosed by its planning, the intervention standard of the government administration did not establish a Social Policy that promotes engagements to change the slow improvement of social indicators.To understand whether the governmental actions are able to perform in the social area what was proposed and announced by the State planning, this research established a relation between the comments of experts, who were interviewed, conceptual thematic issues, the reality of Bahia‘s Planning and its perception as a myth.The observation of Planning as a myth, however mentions the possibility of different perspectives, is carried from the theoretical framework proposed by Roland Barthes, which defines it as a semiotic system. The Planning at the same time that identifies reality (especially its characteristics that can be quantified), at the same time omits the history and depoliticize the procedures to be adopted, reinforcing in a undemocratic way, the alienation of the structural pillars of social reality.
