Needs assessment for the establishment of an HIV and AIDS support group programme within the South African Police Services: Head Office Divisions

This study is a need assessment for the establishment of an HIV and AIDS support group within the South African Police Services (SAPS), Head Office Divisions and the purpose was to explore the extent to which an HIV and AIDS support group was needed for HIV and AIDS-infected and affected personnel within the South African Police Services (SAPS). The SAPS employees as well as HIV and AIDS programme managers participated in the study. A combination of quantitative and qualitative data was used in the study. The former was obtained from a survey of 90 SAPS personnel based at the SAPS Head Office Divisions in Pretoria. The latter, on the other hand, was obtained from in-depth interviews with five SAPS HIV and AIDS programme managers, also based at Head Office Divisions in Pretoria.The overall results showed that an internal workplace HIV and AIDS support group for infected and affected employees was seen as necessary to deal with the psycho-social and emotional needs of the personnel. The study participants were generally of the view that such a support group would go a long way in addressing some of the challenges and obstacles – such as stigma, discrimination, judgement and so forth – faced by HIV and AIDS-infected and faced employees within the SAPS. In general, it was envisaged that a workplace support group would create a warm and caring environment that would enable employees to feel safe and supported by their colleagues – including commanders and managers – in dealing with their HIV and AIDS situations. / Health Studies / M.A. (Social Behaviour Studies in HIV and AIDS)

Specialised units in the SAPS : a case study of the waterwing in Gauteng

Dissertation / This dissertation analyses the effectiveness of specialised units within the South African Police Services as exemplified by the Gauteng Waterwing Unit. Factors influencing the effectiveness are analysed, and the advisability of making these units permanent units within the South African Police Services structure is evaluated. Different policing styles are discussed with regard to their effectiveness in different situations and their applicability in the water policing context. Possible corrective actions to reduce the influence of factors hindering service delivery are proposed. An assessment of the Youth Crime Prevention Desk programme

The aim of this study is to assess the implementation of the Youth Crime Prevention Desk (YCPD) programme in the Ekurhuleni North Cluster in Gauteng. Since the Social Crime Prevention Strategy was introduced in the South African Police Service (SAPS), no study has been conducted in the organisation to assess whether this strategy has yielded the expected results in line with its objectives. Data was collected by means of in-depth interviews as well as focus group interviews with Community Policing Forum (CPF) members, YCPD programme community volunteers, SAPS social crime prevention coordinators, Department of Community Safety (DoCS) social crime prevention coordinators and a station commander in the Ekurhuleni North Cluster. These participants are closely involved with the YCPD programme and freely expressed their views, understanding, knowledge and beliefs in relation to the implementation and associated activities of the YCPD programme. In addition, the researcher conducted a comprehensive literature study of the national legislation, SAPS policies and directives that oversee and promote social crime prevention in South Africa, as well as library resources and international studies. Various objectives were fulfilled in the execution of this study:  It was determined that social crime prevention guidelines are not complied with regarding the implementation of the YCPD.  It was determined that the YCPD is not achieving its proposed aims and objectives. In addition, this study and its results provide a framework for mitigating the challenges encountered during the implementation of strategies for improving the establishment of the YCPD in the Ekurhuleni North Cluster. The findings of the research indicate that the YCPD programme has not been effectively implemented within the Ekurhuleni North Cluster, since it became evident that the YCPD role-players are confronted by various challenges, which impede the proper implementation of the programme. Based on the findings of this study, a Youth Crime Prevention Desk Implementation Framework was developed. This framework could serve as a guideline advising the South African Police Service, Department of Community Safety, Community Policing Forums and Youth Crime Prevention Desk programme’s community volunteers in the Ekurhuleni North Cluster how the implementation of the programme could be improved. This framework could also contribute towards further identifying best practices with a view to benchmarking such a framework in other areas in South Africa. This study makes a significant contribution to the improvement of the implementation of the Youth Crime Prevention Desk programme in the Ekurhuleni North Cluster and to youth social crime and violence in general. / Police Practice / D. An analysis of the prevention of police brutality in the Western Cape

South Africa has been synonymous with police brutality for many years. This stigma remains till this day. The South African Police Service and the Government has tried in vain to change the image of the South African Police Service. This research was conducted to analyse the prevention of police brutality in the Western Cape, focusing on Cape Town. This will include the effects police brutality has had on the community, and the resulting breakdown of relations between the police and the community. This study will compare statistics of police brutality related incidents from South Africa with that of the United States of America, the United Kingdom, Australia and Nigeria. This comparison will indicate if South Africans do suffer more brutality cases at the hands of the police or is brutality by police officers a worldwide phenomenon. The research questions that were asked during this study are if police brutality is a problem, why does police brutality occur, how does it affect the community and what can be done to prevent police brutality. This study used a mixed method of research methodology to attempt the answer the complex questions asked. This included survey questionnaires that were distributed to police officials, Community Police Forum members and the community around the Cape Town Central Business District. Semi structured interviews were held with members of the police’s departmental hearing section. Literature was also obtained regarding police brutality. Prevention of police brutality strategies from the United States of America, United Kingdom, Australia and Nigeria were obtained to compare these strategies and determine which have been successful and could be a benefit to the South African Police Service. The current strategies the South African Police Service have also put in place will be discussed which will include legislation, white paper on safety and security, the green paper on police practice and the National Development plan 2030. Combining all the information obtained, this research will provide findings regarding the phenomenon of police brutality and possible recommendations that could assist with the prevention of police brutality. Evaluasie van strategiese bestuur ten einde dienslewering te optimaliseer in die Suid-Afrikaanse Polisiediens

Hierdie studie is gebaseer op die behoefte wat bestaan aan dienslewering wat regerings-departemente behoort te lewer en meer spesifiek ten opsigte van hierdie studie die diens wat die Suid-Afrikaanse Polisiediens (SAPD) lewer. Gevolglik is die primêre navorsingsdoelstelling egter om 'n evaluasie van strategiese bestuur te doen ten einde te bepaal watter bydrae en waarde dit kan hê vir die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie studie vervul die volgende navorsingsdoelwitte:  Die waarde en belang van strategiese bestuur is bepaal,  Die waarde en belang van leierskap is bepaal,  Die waarde van organisasiekultuur is bepaal en die rol wat dit vervul ten einde dienslewering te optimaliseer. Die navorser het 'n nie-empiriese (teoretiese) navorsingsontwerp gevolg wat fokus op 'n sistematiese oorsig van nasionale media-artikels as bronne. Die navorser het vir die doeleindes van hierdie studie dokumentêre bronne, in die vorm van nasionale gedrukte media en persoonlike ondervinding gebruik as datainsamelingsmetode. Volgens Punch (2014:158) mag dokumentêre bronne vir data op verkeie maniere in die sosiale wetenskaplike navorsing gebruik word. Somige studies kan en mag moontlik totaal afhanklik wees van dokumentêre data, met hierdie data dan die fokus in eie reg. Hierdie studie het verder aanbevelings gemaak dat strategiese bestuur wel voordele inhou vir die Suid-Afrikaanse Polisiediens. Strategiese bestuur kan in enige organisasie toegepas word. Die waarde daarvan is dat organisasies wat strategies bestuur word, die eksterne invloede van die omgewing proaktief kan bestuur. Die sosio-politieke en ekonomiese omstandighede in Suid-Afrika maak beleidsaanpassings in openbare organisasies noodsaaklik as gevolg van die dinamiese verandering op hierdie terrein. Met die hulp van 'n strategiese plan kan bestuur die organisasie proaktief bestuur na gelang van wat die interne en eksterne omgewing vereis. Die lojale, effektiewe, opgeleide, doeltreffende leiers en polisiebestuurders behoort daardie beamptes te wees wat strategiese bestuur optimaal benut en daadwerklik toepas sodat doeltreffende dienslewering optimal aan die diverse gemeenskappe gelewer kan word. Dit blyk ook verder dat die strategiese bestuur en beplanningstegnieke waardevolle hulpmiddels is vir die professionele polisiebestuurder in terme van die verwesenliking van doelstellings en doelwitte van die Suid-Afrikaanse Polisiediens. Die strategiese plan (2014-2019) van die Suid-Afrikaanse Polisiediens bevat alle fokusareas wat nodig is vir sukses en die uitvoering daarvan op operasionele vlak bly die maatstaf. Daar word opsommend volstaan dat al vier geformuleerde hipoteses wetenskaplik geverifieer kon word in hierdie teoretiese literatuurstudie en dat al vier die geformuleerde hipoteses wat gestel is aan die begin van hierdie navorsing, wel aanvaar kan word vir die suksesvolle implementering van strategiese bestuur in die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie navorsing lewer ‘n bydrae tot die kennis verwant aan ‘n meer strategiese rol van leiers om dienslewering te optimaliseer. / This study has been based on the need for service delivery by government departments and more specific for this study the service delivery of the South-African Police Service. Consequently, the primary research goal was to evaluate strategic management to establish what contribution and value it could have for the South-African Police Service to optimize service delivery. This study fulfilled the following objectives:  The value and importance of strategic management was ascertained,  The value and importance of leadership was ascertained,  The value and importance of organisational culture was ascertained and the role it fulfills to optimize service delivery. The researcher followed a non-empirical (theoretical) research design that focused on a systematic overview of national media articles as sources. The researcher for the purpose of this study used documented sources, in the form of national printed media and personal experience as data collection method. According to Punch (2014:158), documentary sources of data might be used in various ways in social science research. Some studies might depend entirely on documentary data, with such data the focus in their own right. This study further provided recommendations that strategic management have essential benefits for the South African Police Service. Strategic management can also be implemented in any organisation. The value for organisations using strategic management is actually to be able to manage the influences from the external environment proactively. It is neccessary for public organisations to adjust policy due to the changes in the socio-political and economical circumstances. Management will be able, with the strategic plan, to manage the organisation proactively with regard to the ongoing needs and changes from the external environment. The loyal, efficient, effective, trained leaders and police managers should be those officials to use strategic management optimally and implement the strategic plan so that effective service delivery can be rendered to all diverse communities. Further more strategic management and planning techniques serve as valuable support for professional police managers in terms of reaching the goals and objectives of the South African Police Service. The strategic plan (2014-2019) of the South African Police Service includes all the focus areas that are needed for success, but the executing on operational level will be the measure. Thus, in summary, the researcher accepts that the four formulated hypotheses could be verified scientifically in this theoretical literature research. All four hypotheses are accepted for the successful implementation of strategic management in the South African Police Service to be able to optimise service delivery. A critical understanding of the policing of trafficking in persons

The aim of conducting this research was to obtain a critical understanding of how the South African Police Service (SAPS), law enforcement (LE) and Non-Governmental Organisations (NGOs) understand the concept, policing of Trafficking in Persons (TIP). The study indicates different role players in the policing of TIP. The researcher explored the present and possible future cooperation between SAPS and NGOs in the Cape Town area. The development of policing and legal aspects concerning TIP was explored globally. Research indicates the necessity of a professional partnership approach between SAPS, LE and NGOs, in the policing of TIP. The researcher identified factors that inhibit the effectiveness of policing of TIP. These factors include among others the lack of training in the identification of TIP and lack of trust between role players. The nature of services provided to adult female survivors of abuse at the Lenasia police station

The research addresses secondary victimization of women reporting abuse at the Lenasia Police Station and reasons why it occurs. In addition, the research also determines if the expectations of the survivors of abuse about the police when reporting abuse are in line with what the Domestic Violence Act stipulates as their duties. To determine this, a sample of survivors reporting abuse was used. A qualitative and quantitative approach to the research was used. Two questionnaires were used for the sample of survivors and for service provides, with an opinion survey with knowledgeable people and a focus group discussion with police. It was found that some women were experiencing victimization by the police and that the survivors' expectations of the police were as stipulated in the Domestic Violence Act. Services provided by service providers were outlined and obstacles preventing police to provide a good service were identified. Recommendations were made. / Social work / MA(SS) (SOCIAL WORK)

An analysis of the role of the South African Police Service and the local government in crime prevention

As people living in a world of constant change, we tend to strive for innovation which this research endeavours. The South African Police Service (SAPS) and all relevant role-players become partners in the fight against not only crime, but also community problems that threaten the well-being of inhabitants. Local Government is attempting to develop communities in municipal areas and SAPS primary function is to reduce crime. If crime is one of the main obstacles in improving the quality of life, then surely government authorities must take responsibility for local safety, and who better than these two key organisations taking the lead. This study investigates the roles of SAPS and Local Government in crime prevention in the Cape Winelands District Municipality; also whether their co-operation brings about fruitful results and what interventions are actively in place. It further explores whether their integrated approach has an impact on the safety and security of local communities. Lastly, it determines whether their collaboration is effective or not; and what additional improvements can be implemented, seeking new insights for future reference. Three hundred (300) questionnaires were distributed to senior management members of the SAPS and Local Government, as well as other relative stakeholders who contribute to increasing safety. Crime reduction influences all spheres of society, for example our economy, businesses, tourism etc. Reducing crime and building safer communities must be a priority for all South Africans. To achieve this, crime prevention programmes should be initiated at community level, since crime prevention involves responding to a few priority problems, using multi-agency approaches. Government legislation and policies urge both organisations to take the lead in implementing crime prevention projects which this study discovered. This analysis is not to re-invent the wheel but to find effective ways in strengthening partnership which leads to new knowledge in the field of crime prevention at local level. One of the basic needs of any community is the need for safety and security and this study aims to assist and contribute to increase safety using an integrated approach. / Enige samelewing het „n afkeur aan misdaad omdat dit angs, haat en negatiewe emosies aanwakker. Omdat die mensdom gedurig verandering in die gesig staar, poog hierdie navorsing om nuwe idees. Die Suid Afrikaanse Polisie Diens (SAPD) en ander rolspelers is vennote in die bekamping van misdaad, asook probleme wat die welstand van elke gemeenskap bedreig. Plaaslike owerhede beywer hulle om gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is. Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit. Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies enige impak op die gemeenskap se veiligheid en sekuriteit het. Ten laaste bepaal hierdie studie of die samewerking vrugte afwerp of nie; en watter nuwe metodes aangewend kan word ter verbetering in die lig van toekomstige vraagstukke rondom misdaad. Tydens hierdie studie is 300 vraelyste versprei onder senior lede van die SAPD en plaaslike regering sowel as ander gemeenskap rolspelers. Misdaadbekamping speel „n belangrike rol in enige gemeenskap aangesien dit „n impak het op die ekonomie, handel, toerisme, ens. Dus is die verlaging van die misdaad syfer en die bou van veilige gemeenskappe elke Suid-Afrikaner se plig. Om hierdie doel te bereik, verg samemerking tussen elke vennoot, aangesien misdaadbekamping elke persoon, organisasie en regerings department se prioriteit behoort te wees. Wetgewing moedig alle rolspelers aan en in hierdie geval, SAPD en plaaslike owerhede, om die voortou te neem tydens die implementering van projekte ter bekamping van misdaad. Hierdie studie se mikpunt is om effektiewe maniere te vind om die vennootskap in misdaadbekamping op plaaslike vlak te versterk. The implications of improvements on road-transport for the Tshwane Metropolitan Police

Text in English / An improved roads and public transport system also referred to in this research as road-transport, is strategic to economic growth in countries worldwide. This is why the improvements relating thereto have been prioritised by governments in developing economies such as South Africa. The problem that therefore informed the research in this study is that ever since the improvements on road-transport in South Africa, the implications thereof on the role of the Tshwane Metropolitan Police Department (TMPD) have not been studied, to understand the associated dynamics. The dynamics relate to how the road-transport improvements have swayed the role of law enforcement in the City of Tshwane. To unpack the dynamics, the study posed the question: What are the implications of the road-transport improvements on the role of the TMPD? In an attempt to answer this question, the study premised itself on exploring one primary aim, which is: to explore the implications of the road-transport improvements, on the role of the TMPD. To operationalise this aim, the study used three research objectives, which are: to describe the road-transport improvements In South Africa; to explain the role of the Tshwane Metropolitan Police Department; as well as to identify factors that hinders the effectiveness of the TMPD. The research used a qualitative approach wherein primary data was collected using interviews. The research showed that road-transport improvements in South Africa can be summarised into two categories. These are traffic improvements and improvements in public transport. The research also found that the role of the TMPD include traffic policing, by-law enforcement, crime prevention, crime Investigation and crowd management. Although the role of the TMPD is regulated properly, the study shows that this law enforcement agency was constrained by a number of challenges. The challenges include: lack of clarity in their crime prevention mandate; limited investigative powers; balancing their enforcement and crime prevention mandates; poor training in crowd management; staff shortages; resource problems; and administrative challenges. Text in Afrikaans / The purpose of this research study is to determine how Police Social Workers experience the supportive function in supervision, and how they can be empowered through the strenghts perspective. The respondents were fifteen (15) Police Social Workers in the Western Cape. The findings of the empirical study proved that Police Social Workers also experience the profession to be stressful in nature. The respondents do have inherent strenghts, that can be utilised optimally during supervision, to enhance service delivery to their different client systems. It is recommended that all SAPS social workers be exposed to supervision / consultation, as a stress management mechanism. SAPS supervisors must be empowered, eg. Inservice training, to develop an effective supervion programme. / Die doel van die navorsing is om vas te stel hoe Polisie Maatskaplike Werkers die ondersteuningsfunksie in supervisie ervaar, en hoe hulle bemagtig kan word deur die sterkteperspektief. Die respondente was vyftien (15) maatskaplike werkers indiens van die SAPD in die Wes Kaap. Die empiriese studie het getoon dat Polisie Maatskaplike Werkers ook die professie as stresvol ervaar. Die respondente beskik almal oor inherente sterkpunte en vaardighede, wat optimaal benut kan word tydens supervisie om sodoende 'n effektiewe diens aan hul onderskeie klientsisteme te lewer. Daar word aanbeveel dat alle SAPD maatskaplike werkers aan supervisie / konsultasie blootgestel word, en dat supervisie / konsultasie as 'n streshanteringsmeganisme benut moet word.
