Research on Public Value of Kaohsiung Police Agency

This research is based on the frame of main body of An Integrated Reference Framework for Public Management written by Wang, Ming-Shan including the relationship with four spheres-economy, society, politics and government as well as the management level of V.C.S. (value, capacity, support) by Moore. In the public affairs realm, policing social order is one of the important fields. Good social order is a basic cornerstone in a democratic society as well as a vital supportive power for economic development. The police are not only the ones who enforce the policies but are also public managers. With the modernization, diversity and democratization of the society, the police transfer its role from authoritarian to egalitarian, from safeguarding the people to serving the public, from condescension to quality. Through this transferability, it produces enormous impacts on the effectiveness of official enforcement. Economy, society, politics, government are four variables which influence each other as well as effect social order. Under high economic development, contrasting behavior or transaction behavior gradually increase; in society, with people's interaction, partnership conflict and media's support, it produces multi-society learning; in politics, legislators who are elected by the voters in a democracy era have the rights to make laws related to social order as well as effective policing enforcement by examining the budget. In the government, the police department is on of the government organizations and each measure taken by the government will have an effect on the social order. There are still arguments on the role for the police department related to serve the people or control crime. In this research, enforcing the law is the born-duty for the police and serving people is also the common responsibility for all official divisions. Therefore, the public values of the police should combine the two. Promoting the intelligence of the police, emphasizing on-job training, enhancing professionalism; politicians give up the myth of resultant numbers, eliminate the culture of hiding reported cases, the government really invest the police, the most important thing is to give them lawful support. In this way, the public will experience the police are our police.

Strategic Management Implementation on Local Police Bureau¡XTaking Penghu County Police Bureau for Example

Abstract Strategic management is a newly emphasized subject in the new public management study methods. Public organization, effected by the business strategic planning, has gradually stressed on the strategic planning and strategic management, and emphasized its long-term strategic implementation. The core of strategic management by strategy, a management mode, except major stressed functions of traditional managing processes including planning, organization, leading and controlling, more emphasize on responding to changing environment with strategy in advance, which will not only aid the future development of organization, but also promote to achieve its goal. The police is an open system which maintains mutual response with external environment. Therefore, the police should closely keep an eye out for changing external environment and the effects caused by these changes, then adjust its own role position, value and goal, and implement a series of strategies and concrete performances to achieve its mission efficiently. First, the study explains the definition and form of strategic management and strategic planning, and the experience about how strategic management was implemented into a public sector. Second, through research of police agency¡¦ s strategic plan in USA and UK, it perceives the frame and meaning of them on practical police agency. The study, takes Penghu County Police Bureau (PHPB) as a case study, views from the local administer¡¦ s position to proceed an analysis on environmental factors which is relevant to policing strategies. Basing on the study purpose and study frame by using In-depth Interviewing, it conducts a sampling interview on the administers of PHPB in order to compare the secondary data through case study method and confirm its internal strengths, weaknesses, and opportunities and threats from the external environment. Then, it sets a series of management concepts involving mission statement, vision, value, goal and objectives constructing a 5-year general development strategy which meets the local characteristics and needs, and thus advance a proposal on strategic implementation and controlling for future references of organization development and management of PHPB, and inspire other local police organizations to put into practice.

Transformation in the military police agency of the South African National Defence Force

The goal of this research was to describe the nature, occurrence and extent to which integration preceded normative and institutional transformation in the SANDF and therefore in its Military Police, thereby demonstrating how in its aftermath, integration has become a recipe for disaster, casting a spell on further transformation within the military. The research also aimed at bringing the reader face-to-face with the daily struggles of Africans in the SANDF, by focusing on one of the smallest divisions of the military, the Military Police Agency (MPA). The research project was limited to all reported interviews and questionnaire responses of eighty five participants of the Southern Military Police Region (S MPR), excluding the S MPR HQ as well as the MPA HQ. A total of eighty five respondents out of a total strength of 172 S MPR composition, took part in the sample. Seventy nine participated in the questionnaire, fifty one in the interview and a total of forty five participated in both. Interviews were used as follow-up sessions to respondents' questionnaire answers. While the questionnaire was structured, the interview was semi-structured, allowing members to comment, object, affirm or question the process of transformation both in the SANDF and in the MPA. In keeping with the qualitative research method, the semi-structured interview enabled the mapping of categories, trends and patterns in the responses. It was found that MK and APLA cadres who integrated into the ex-Naval MPs surpassed their counterparts in the ex-Army MPs, by far. The two groups are incomparable, in rank level, experience, training, attitude and knowledge of the organisation. It was further discovered that most practices that had taken place before 1999 at W CSC and still continued within the MPA, negate SANDF policy and are criminal. Prejudice, racism, obscene language and gender insensitivity were rife, forming part of institutional culture. It is recommended that Weitzer's proposed solution for the transformation of coercive institutions be considered. It is a thoroughgoing transformation of the security apparatus through a legal framework because civil control is not enough to guarantee the pre-eminence of the democratic forces. / Criminology / M.A (Criminology)

Scoping and developing the potential for SAPS online service delivery

This study gives guidelines to enhance online service delivery by the South African Police Service (SAPS by means of its website. It makes various recommendations to achieve this, following various investigations. The SAPS describes its primary goal as “service to the public”. This is in line with the South African government’s Batho Pele (“People first”) initiative to improve the delivery of public services. However, as society is changing in response to the demands of the Internet Age, service providers (for the purpose of this study, police agencies) must, too, adjust. The application of e-Governance will enable these agencies to serve the public with a wide variety of information and services. This study makes recommendations in this regard as well. In the initial study for this work user needs regarding the establishment of the SAPS website were assessed. Subsequently a study was conducted to determine best practices in various English-speaking countries, using an evaluation framework compiled for this purpose. Based on the results gained a measuring instrument was designed to evaluate the SAPS website. Four expert evaluators were then requested to do so.
