The impact of incentives, uncertainty and transaction costs on the efficiency of public sector outsourcing contracts

Since the late 1970s, the world has experienced a wave of microeconomic reform that has resulted in the privatisation of many previously State-owned assets, as well as other reforms directed at improving the efficiency of government business enterprises. This dissertation focuses on one important instrument of reform: outsourcing of public-sector service provision. Despite the prevalence of outsourcing, there has been relatively little empirical work analysing the effects of outsourcing at the contract level. This dissertation addresses three important empirical issues related to outsourcing. First, analysis of the magnitude and sources of cost savings associated with outsourcing was undertaken using a present value costing framework. Unlike other studies, this study includes transaction costs and considers how costs change over the life of the contract. The results indicate that savings of 37 per cent were achieved in the first year of contract operation ?savings that were achieved through a combination of reductions in pay and conditions, labour-saving technological change and reductions in inefficiency. Secondly, the dissertation considered why the level of savings achieved fell to 24 per cent following contract variations at the end of year 1. Some evidence indicated that this may have been due to opportunistic behaviour or hold-up: that the contract service provider may have taken advantage of contractual incompleteness and increased its price during the course of contract renegotiations. Although hold-up is an important theme in the literature on contracts, little empirical work has been undertaken in verifying its existence. Thirdly, the impact of contract design on the efficiency of outsourcing arrangements was analysed. It is well known that contract theory predicts a trade-off between incentives and risk. Using the standard principal-agent framework, a simple model is developed to analyse the effects of demand uncertainty on the risk-incentive trade-off. This model is then tested using data from maintenance services contracts at two corporatised water retailers in Melbourne: an environment that is characterised by high levels of both cost and demand uncertainty. Using a general linear regression model, the results obtained indicate that the moral hazard effect dominated the risk premium effect.

Equity Considerations in the Assessment of The Bayh-Dole Act

abstract: Extant evaluation studies of the Bayh-Dole Act of 1980 have focused primarily on its effects on the pace of innovation and on the norms and practices of academic research but neglected other public values. Seeking to redress this shortcoming, I begin by examining Bayh-Dole with respect to other relevant public values following the Public Value Failure approach. From that analysis, equity emerges as a pressing issue. I define equity issues, in a loosely Rawlsian sense, as situations of unfair distribution of political power and economic resources. My analysis identifies a business model of offices of technology transfer--that I call "nurturing start-ups"--that is likely to become a standard of practice. This model can foster either firm competition or concentration in emerging industries and will therefore have an impact on the distribution of economic benefits from innovation. In addition, political influence to reform Bayh-Dole is allocated disproportionately in favor of those who stand to gain from this policy. For instance, elite universities hold a larger share of the resources and voice of the university system. Consequently, adjusting the nurturing start-ups model to foster competition and increasing cooperation among universities should lead to a more equitable distribution of economic benefits and political voice in technology transfer. Conventional policy evaluation is also responsible for the neglect of equity considerations in Bayh-Dole studies. Currently, "what is the policy impact?" can be answered far more systematically than "why the impact matters?" or "is this policy designed and implemented legitimately?" The problem lies with the consequentialist theory of value that undergirds evaluation. In recent years, the academic study on the subject has grown exponentially in the most diverse areas of knowledge. Such that the main objective of this research is to raise, characterize and analyze the specific production on happiness and public policy. For this purpose, we make a research over literature on happiness/subjective well-being and public policy, from articles indexed in databases of national and international data and other complementary methods, allowing to identify the major works and researchers. Then such literature is analyzed from the perspective of systems thinking and the selected theoretical framework in order to generate a holistic view of the concept of happiness: Seeing, Knowing and Doing. The result is an updated and critical mapping of the study of this field by characterizing the existing academic literature on the epistemological, ontological and methodological dimensions. It was found that the subject happiness in the public policies is accompanying the recent exponential growth of hapiness studies, representing, nevertheless, a small portion of this universe. Predominate the anglo-saxon authors and research centers and the economy as the main area of knowledge. The interdisciplinary approach is the hallmark of the analyzed works, aligning to them, in order of impact, economics, psychology, philosophy and sociology. Experiments are mostly still rare and inconsistent systematized. Nevertheless, it is considered that literature and the practical experiences have a fast developmet with enough elements to a more ethical and comprehensive overview of development and evaluation of public policies. / A felicidade sempre foi discutida pela filosofia ao longo da história da humanidade, influenciando a forma de viver e organizar as mais diferentes sociedades. Nos últimos anos, o estudo acadêmico sobre o tema vem crescendo exponencialmente nas mais diversas áreas do saber. De tal modo que, o objetivo principal desta pesquisa é levantar, caracterizar e analisar a produção específica sobre felicidade e políticas públicas. Para tal fim, realiza-se uma pesquisa bibliográfica sobre felicidade/bem-estar subjetivo e políticas públicas, a partir de obras indexadas em bases de dados nacionais e internacionais e outros métodos complementares, permitindo assim identificar as principais obras e pesquisadores. Analisa-se então tal literatura a partir da perspectiva do pensamento sistêmico e do referencial teórico selecionado, a fim de gerar uma visão holística do conceito de felicidade: o sentir, o pensar e o agir. O resultado é um mapeamento atualizado e crítico deste campo de estudo ao caracterizar a produção acadêmica existente nas dimensões epistemológica, ontológica e metodológica. Constatou-se que o tema da felicidade nas políticas públicas acompanha o recente crescimento exponencial do estudo sobre felicidade, representando, contudo, uma pequena parcela deste universo. Predomina-se os autores e centros de pesquisa de origem anglo-saxã e a economia como principal área do conhecimento. A interdisciplinaridade é a marca das obras analisadas, alinhando-se, em ordem de impacto, a economia, a psicologia, a filosofia e a sociologia. As experiências ainda são escassas e inconsistentes de sistematização, em sua maioria. Apesar disso, considera-se que a literatura e as experiências práticas desenvolvem-se a passos largos e com credibilidade científica suficiente para agregar elementos a uma perspectiva mais ética e abrangente de desenvolvimento e de avaliação de políticas públicas. O PRONASCI/Protejo foi avaliado a partir do estudo de caso do Território do Grande Bom Jardim, um conjunto de bairros situado na periferia da cidade de Fortaleza, durante o período 2009/2010. Buscou-se um processo avaliativo em três partes: concepção, implementação e de resultados. Esta avaliação se dá à luz do entendimento da população-alvo e técnicos envolvidos sobre o PRONASCI/Protejo, bem como da análise crítica dos problemas organizacionais e processuais e das metas projetadas. Dentre os resultados relevantes desta avaliação é possível destacar as idéias dos jovens para o enfrentamento à violência, que podem contribuir para a melhoria no planejamento e execução de políticas públicas que envolvam a participação juvenil como estratégia de prevenção e controle da violência.

This project took, in 2004, financial support of the Regional Development Found (FDR). This work draws a methodology on its own that explores the investigated experience’s qualitative features and shows a compact discussion about the development and underdevelopment, doing a survey of the instruments that are used for northeastern development, including the Banco do Nordeste do Brasil S/A (BNB) with its particular acts of productive sector’s maintainer and its preparation and dissemination of scientific knowledge executed by Technical Office of Economical Studies of Northeastern, which is FDR’s manager. As a reference of a theory’s concept for basing the experience is made a description of mutual economy from utopian socialism and from the cooperative help, doing a discussion about the mutual economy question as either the emancipated proposition against the industrial capitalism or an alternative for job’s crisis. Finally, the work brings the Coité-Pedreiras experience dressmakers and emphasizes their social conquests: autonomy, equal access to learning and income; their politics conquest: key protagonists, equal participation to conduct projects, in decisions, in the work organization and in the leadership formation, etc. and their economy conquests: markets, goods and basic services access / Esta dissertação tem como objeto de estudo o projeto de economia solidária, “Apoio ao Grupo Solidário de Costureiras de Coité-Pedreiras”. Tal projeto recebeu, em 2004, apoio financeiro do Fundo de Desenvolvimento Regional (FDR). A dissertação traça uma metodologia própria explorando aspectos qualitativos da experiência estudada e coloca uma breve discussão sobre desenvolvimento e subdesenvolvimento, fazendo um levantamento dos instrumentos para o desenvolvimento do Nordeste, incluindo o Banco do Nordeste do Brasil S/A (BNB) com suas vertentes de financiador do setor produtivo/ e sua produção e disseminação do conhecimento científico realizado pelo Escritório Técnico de Estudos Econômicos do Nordeste (ETENE), administrador do FDR. Para isso, definiu-se como objeto a análise da percepção dos gestores estaduais e municipais. Inicialmente foram analisadas as concepções teórico-metodológicas que fundamentaram a concepção, o desenho e a implantação das políticas avaliativas do MDS para avaliar o programa. Nesse aspecto, foi dado destaque para a análise do processo avaliativo e os respectivos instrumentos de avaliação - etapas de avaliação, atores envolvidos, instituições executoras, secretaria responsável, envolvimento com outros ministérios, dentre outros. Nessa etapa, foram verificadas as metodologias utilizadas pelo MDS, de acordo com o timing, a posição do avaliador e a natureza do objeto avaliado, bem como em relação aos critérios, indicadores e padrões estabelecidos. Identificou-se que houve uma combinação de diferentes fontes de dados, de instrumentos de coleta de dados, de critérios de avaliação e de sujeitos/unidades de análise, assim como uma preocupação pela profissionalização das avaliações, na medida em que a opção do governo foi realizá-las por meio de instituições externas, principalmente por grupos de pesquisas vinculados a universidades públicas. A opção metodológica para a realização desse objetivo se fundamentou na coleta e análise de dados secundários, tendo como ênfase os documentos oficiais do MDS e como tratamento dos dados se utilizou a análise de conteúdo. Posteriormente, o objetivo foi identificar os principais processos de aprendizagens decorrentes das práticas de avaliação do MDS no âmbito das práticas de gestão/gerência do programa junto aos gestores. Nessa etapa predominou como instrumento de coleta, o questionário semiestruturado. Os principais achados da pesquisa permitem inferir que os processos de aprendizagem resultantes das pesquisas avaliativas do MDS para o PBF junto aos estados foi muito baixo. Mas para a percepção dos gestores municipais observa-se uma visão mais positiva sobre o aprendizado com base nas pesquisas avaliativas realizadas, demonstrado por muitos gestores que houve aproveitamento para a gerência do programa. Foi possível observar que a percepção de aprendizado está mais relacionada aos aspectos gerenciais (vinculados à execução do PBF) do que a aspectos mais instrumentais e conceituais, que possibilitem a esses atores assumirem um papel mais ativo e autônomo junto à gestão do programa. Em síntese, identificou-se que os fatores limitadores e potencializadores dos processos de aprendizagens nas práticas de gestão e/ou gerência do programa junto a governos estaduais e municipais estão relacionados aos seguintes aspectos: profissionalização da gestão, contingente de servidores nas funções técnicas, especialmente para atender as demandas da gestão compartilhada entre estados e municípios; nível de comunicação intergovernamental; política continuada de capacitação e formação da equipe de trabalho; experiência com a utilização de banco de dados e análise de indicadores de gestão e avaliação; infraestrutura administrativa das secretarias estaduais e municipais; número de servidores públicos; e articulação, integração e coordenação entre as esferas de governo na gestão do programa. / The purpose of this study is to analyze how assessment practices, implemented by the MSD for the “Programa Bolsa Família” (PBF) have provided for the development of learning processes in management practices and/or program management at the state and local government levels. In order to achieve this, it was defined as subject analysis the perception of managers about it. Initially, the theoretical and methodological conceptions that substantiate the conception, design and implementation of assessment policies of MDS to evaluate the program were analyzed. In this regard, prominence was given to the analysis of the evaluation process and its related assessment instruments. This required emphasizing aspects such as evaluation stages, stakeholders, executing agencies, secretariat level responsibilities and involvement with other ministries, among others. At this stage, the methodologies used by MDS were verified, according to the timing, evaluator position and the nature of evaluated object, as well as the established indicators and standards. The combination of different data sources, data collection instruments, evaluation criteria and subject/unit of analysis were identified. Added to this was a concern about the professionalization of assessments. This became an issue because the government's options were to have external institutions, mainly by research groups linked to public universities, administer the evaluations. The methodology for achieving this goal was based on the collection and analysis of secondary data, giving special attention to MSD official documents. The option for data processing was content analysis. Subsequently, the objective was to identify main learning processes arising from MSD assessment practices within program management practices. At this stage, a semi-structured questionnaire was used as a tool for data collection. The main findings from the study allow the researcher to infer that the learning processes resulting from evaluative research of MDS for PBF with states was very low. However, it was observed that municipal managers have a more favorable opinion about the learning based on evaluative research that was conducted. It was also observed the perception of learning is more related to managerial aspects (linked to implementation of PBF) than to instrumental and conceptual factors – which would allow these actors to assume more active roles, and to have greater autonomy in managing the program. In brief, it was found that both limiting and enhancing factors of learning processes in management practices and/or program management at states and local management are related to: improvement of professional capabilities of managers in order to increase the number of professionals in technical positions. This is especially important in order to meet the demands of shared management between states and municipalities, and improve intergovernmental communication at all levels. Also important are: the establishment of continued training policies in order to build work teams, and improve experience with database and analysis of management and evaluation indicators. Furthermore, it is critical to enhance administrative infrastructure in states and municipal departments, increase the number of civil servants, create more networking opportunities, as well as greater integration and coordination between levels of government in managing the program.

Para tal fim, realiza-se uma pesquisa bibliogrÃfica sobre felicidade/bem-estar subjetivo e polÃticas pÃblicas, a partir de obras indexadas em bases de dados nacionais e internacionais e outros mÃtodos complementares, permitindo assim identificar as principais obras e pesquisadores. Analisa-se entÃo tal literatura a partir da perspectiva do pensamento sistÃmico e do referencial teÃrico selecionado, a fim de gerar uma visÃo holÃstica do conceito de felicidade: o sentir, o pensar e o agir. O resultado à um mapeamento atualizado e crÃtico deste campo de estudo ao caracterizar a produÃÃo acadÃmica existente nas dimensÃes epistemolÃgica, ontolÃgica e metodolÃgica. Constatou-se que o tema da felicidade nas polÃticas pÃblicas acompanha o recente crescimento exponencial do estudo sobre felicidade, representando, contudo, uma pequena parcela deste universo. Predomina-se os autores e centros de pesquisa de origem anglo-saxà e a economia como principal Ãrea do conhecimento. A interdisciplinaridade à a marca das obras analisadas, alinhando-se, em ordem de impacto, a economia, a psicologia, a filosofia e a sociologia. As experiÃncias ainda sÃo escassas e inconsistentes de sistematizaÃÃo, em sua maioria. Apesar disso, considera-se que a literatura e as experiÃncias prÃticas desenvolvem-se a passos largos e com credibilidade cientÃfica suficiente para agregar elementos a uma perspectiva mais Ãtica e abrangente de desenvolvimento e de avaliaÃÃo de polÃticas pÃblicas. Pensamento sistÃmico. / Happiness has been always discussed in philosophy throughout the history of humankind, influencing the way we live and organize the most different societies. In recent years, the academic study on the subject has grown exponentially in the most diverse areas of knowledge. Such that the main objective of this research is to raise, characterize and analyze the specific production on happiness and public policy. For this purpose, we make a research over literature on happiness/subjective well-being and public policy, from articles indexed in databases of national and international data and other complementary methods, allowing to identify the major works and researchers. Then such literature is analyzed from the perspective of systems thinking and the selected theoretical framework in order to generate a holistic view of the concept of happiness: Seeing, Knowing and Doing. The result is an updated and critical mapping of the study of this field by characterizing the existing academic literature on the epistemological, ontological and methodological dimensions. It was found that the subject happiness in the public policies is accompanying the recent exponential growth of hapiness studies, representing, nevertheless, a small portion of this universe. Predominate the anglo-saxon authors and research centers and the economy as the main area of knowledge. The interdisciplinary approach is the hallmark of the analyzed works, aligning to them, in order of impact, economics, psychology, philosophy and sociology. Experiments are mostly still rare and inconsistent systematized. Nevertheless, it is considered that literature and the practical experiences have a fast developmet with enough elements to a more ethical and comprehensive overview of development and evaluation of public policies.

By presenting juxtaposed elements, this work aims to evaluate the environmental impacts of rural electrification in the life of the beneficiary population, motivated by public policies such as the Program for the universalization of Access to and Use of Electrical Energy – Luz para Todos implemented by the federal government in 2003. The universalization of electricity corresponds to the intention of correcting a deficit in the social historical perspective of enabling access to a right of citizenship essential to promoting sustainable local development and social inclusion. The purpose of evaluating focuses on the need to develop sustainability indicators for the guidance of public policies directed to the energy sector, the construction, this work was guided by the methodology Pressure-State-Response - PER, resulting in the construction of an array of indicators for evaluating public policies aimed at electricity sector, covering five dimensions of sustainability. Product bibliographical, documentary and field research had as Terra Preta do Limão, in the municipality of Barreirinha, Amazonas State. At work, it emphasized the concept of territory as a geographical space and social product (used and lived space), for although essential to the development, the provision of electricity cannot do without the knowledge of the reality of each location and the feasibility of a set policies that can support the participation and social inclusion. / A energia elétrica constitui-se em um bem crucial para o desenvolvimento social e econômico de uma sociedade moderna, mas, em determinados momentos, esta energia está na base da degradação ambiental. Por apresentar elementos justapostos, este trabalho objetiva avaliar os impactos socioambientais da eletrificação rural na vida da população beneficiária, motivados por políticas públicas como o Programa de Universalização do Acesso e Uso da Energia Elétrica – Luz para Todos implementado pelo governo federal em 2003. A universalização da energia elétrica corresponde à intenção de correção de um déficit social histórico, na perspectiva de viabilizar o acesso a um direito de cidadania imprescindível a promoção do desenvolvimento local sustentável e de inclusão social. O propósito de avaliar se centra na necessidade de formular indicadores de sustentabilidade para a orientação de políticas públicas direcionadas ao setor elétrico, cuja construção, neste trabalho, foi orientada pela metodologia Pressão-Estado-Resposta – PER, resultando na construção de uma matriz de indicadores para avaliação de políticas públicas voltadas ao setor elétrico, contemplando cinco dimensões da sustentabilidade. Produto de pesquisa bibliográfica, documental e de campo teve como locus de estudo Terra Preta do Limão, localizada no município de Barreirinha, estado do Amazonas. No trabalho, é enfatizado o conceito de território, enquanto espaço geográfico e produto social (espaço usado e vivido), pois embora imprescindível ao desenvolvimento, a disponibilização de energia elétrica não pode prescindir do conhecimento da realidade de cada local e da viabilização de um conjunto de políticas que possam subsidiar a participação e a inclusão social.
