Foundations for Policy Innovations: Exploring Local Policy Diffusion

This dissertation examines various internal factors within a county and external factors outside the county that influence policy adoption. Particular attention is given to external factors, or the possible ways that counties respond to the policies of their neighbors. This study focuses on the multiple external processes involved that contribute to policy adoption. These include policy diffusion, lagged diffusion, and conditional diffusion. These processes are used to test hypotheses that will better explain how counties react to their neighbors' policy adoptions. Unlike most studies that examine only one process, multiple processes are tested to determine if they vary across different policies. This study explores Tax Incremental Financing districts, smoking bans, and the sales tax rates of counties in the state of Missouri. Missouri is politically, economically, and demographically similar to other states, therefore making it a sufficient case for this study. I find that different processes are involved in policy adoption, and that counties mainly react to one another through economic competition. I also find that certain county-level characteristics influence a county's likelihood of adopting policies. These findings will enable scholars to better determine the multiple processes involved in county policy adoption.

Health care financing and economic development : a comparative study of the Czech Republic and Turkey

Health care systems in many countries around the world have been subject to major reform initiatives since 1980s and 1990s. The main rationale for reform was an increasing need to control costs in health care as the countries struggled to adapt to the global economic conjuncture and deal with their financial problems. The movement to reform health care arose in that context and spread amongst health care experts and policy makers. The aim of this study is to understand how reforms were initiated and what forces drove them. This topic is addressed through the case studies of change in health care policies in Turkey and the Czech Republic, both of which having experienced the influence of global economic trends, yet are defined by fundamentally different economic, political and social conditions. The findings of the study support that health policy ideas were diffused to the two countries via international policy networks; domestic contexts facilitated the diffusion. Interest groups were important actors in both countries, but the role played by various groups differed in the two countries. Finally, the countries appear to have tendency to converge to a certain degree with regard to their health financing system. Vernacular geography and perceptions of place: a new approach to measuring American regional and political subcultures

This study develops a new theoretical approach and empirical measure of American regional subcultures using public opinion survey data and building on previous research (Chinni and Gimpel 2011; Elazar 1962, 1966; Hero 2000; Lieske 1993; Putnam, Leonardi and Nanetti 1994). Instead of approaching classification of regions based on formal geography, border states, population demography, ethnic groups and migration patterns, or historical traditions, this study uses a vernacular geography approach to study culture in the 50 American states. Vernacular geography is the sense of place revealed in ordinary people’s language. The study uses original nationwide survey data to measure perceptions of place based on states that are most similar to a respondent’s home state. The measure is based on unique survey questions where respondents have the freedom to choose any of the 50 states. The surveys are conducted by the Cooperative Congressional Election Study (CCES) from 2012 to 2016. These data allow development of a new measure of state similarity or regional subcultures based on vernacular geography. The state similarity network based on people’s feelings shows that state contiguity is not the driving factor in people’s perceptions of regions of the United States. It also shows that people’s perceptions of state similarity are a better predictor of policy diffusion than contiguity. Finally, this study shows that wealth is the most important factor in people’s perceptions of state similarity, but that population size, racial diversity, rural/urban population density, and ideology/partisanship are all predictors of people’s perceptions of state similarity at low levels. This study argues that perceptions of place matter. They are a core building block of political culture and are important for understanding policy diffusion. This study is about how citizens conceptualize their home state and network of most similar states, and whether state similarity networks, or social networks of states, influence government policy adoption and innovation.

The Diffusion of Climate Protection Planning among U.S. Municipalities

Many U.S. municipalities are engaged in climate protection planning, or efforts to reduce their communities' greenhouse gas (GHG) emissions through land use, transportation, and energy planning. However, they face a number of procedural and institutional obstacles that limit the adoption and implementation of those plans. The literature on climate protection planning identifies some of the factors that lead municipalities to join relevant policy networks, but provides little guidance for overcoming the aforementioned obstacles and adopting policies to reduce community-wide GHG emissions. This dissertation increases the understanding of climate protection planning by examining whether the adoption of these plans and policies is driven primarily by local demographic, economic, environmental, or political characteristics. It also contributes to the literature on local government policy diffusion by examining whether the spread of climate protection policies is dictated primarily by internal or external determinants. The research for this report includes a survey with responses from 255 U.S. municipal leaders. These responses are combined with secondary data and analyzed using multiple regression techniques to estimate the impact of 15 demographic, political-institutional, economic, and environmental variables on the adoption of climate protection plans and policies. A series of follow-up telephone interviews provides a more detailed understanding of how these factors influence the extent of climate protection planning. The quantitative findings indicate that the influence of neighboring jurisdictions, the presence of staff members assigned to energy or climate planning, and the level of community environmental activism have the greatest impact on climate protection policy adoption. The interviews reveal that the most successful municipalities tend to coordinate with their neighbors on energy and climate issues and incorporate meaningful community participation in their climate protection planning processes. This supports the conclusion that the extent of climate protection planning is driven primarily by internal processes, and municipalities that are successful in this area do not fit any one profile according to their demographic, economic, or environmental characteristics. Therefore, most if not all municipalities have the potential to adopt climate protection policies if sufficient resources, support, and initiative are in place. / Ph. D.

Democratization and police reform

This paper compares police reforms during democratization in Poland, Hungary, and Bosnia-Herzegovina. It analyses the changes to the structure of the democratic control of the police in each reform, paying special attention to the decentralization versus centralization aspect of it. The research question of this paper is: Why are some states decentralizing the democratic control of the police, while others are centralizing it, both with the aim of democratization? The theoretical background of this study are theories about policy diffusion and policy transfer. Therefore this study can be categorized as part of two different research areas. On the one hand, it is a paper from the discipline of International Relations. On the other hand, it is a paper from the discipline of Comparative Politics. The combined attention to international and national factors influencing police reform is reflected by the structure of this paper. Chapter 3 examines police structures and police reforms in established democracies as possible role models for new democracies. Chapter 4 looks at international and transnational actors that actively try to influence police reform. After having examined these external factors, three cases of police reform in new democracies are examined in chapter 5.

Capitalizing on Cities: The Diffusion of Neoliberal Urban Policies in China

<p>The global diffusion of neoliberal economic policies is one of the most significant events in modern history. This research applies current knowledge on policy diffusion to the analysis of the diffusion of two major neoliberal urban policies among Chinese cities, namely land banking and privatization of urban infrastructures. Both policies are believed to have contributed greatly to the rapid growth of China's urban economy, and reflect the idea of capitalizing a city's tangible assets and utilizing market institutions to manage them so as to achieve economic gains. </p><p>Borrowing insights from existing diffusion theories developed by scholars from different background, this research explores the determinants of the policy innovation decisions by utilizing three theoretical models: (1) The internal determinants model, which presumes that the factors causing a local state to adopt a new policy are political, economic, and social characteristics of the local state. (2) The regional diffusion model, which posits that the geographical proximity affects diffusion by encouraging emulation and competition among neighboring states. (3) Institutional diffusion model, which proposes that a new policy may be adopted to prove the legitimacy of the organization, to cope with environment uncertainties by modeling others, to conform to the will of other organizations on which the adopters depend. </p><p>This study emphasizes the role of the Chinese states, both at the central and local levels, in building neoliberal market institutions. It pays particular attention to the effects of provincial governments' pressure, and shows that local states' dependency on higher level authorities has limited the effectiveness of such interventions. Moreover, I highlight the influence of horizontal intergovernmental relations, such as competition and emulation, on the diffusion processes, and argue that it is an important factor that has promoted the national-wide expansion of neoliberal policies. The results of this study enrich our understanding on how local policy makings are influenced by complex intergovernmental relations, and how do local states balance between local economic interests and political loyalty to higher levels when they formulate local development agenda.</p> / Dissertation

The Innovation and Diffusion of Policy: Novelty in the Canadian Regulatory System for Plants with Novel Traits

In 1993, the Canadian federal government made a decision with respect to the direction that the country would take in regulating agricultural products of biotechnology, commonly referred to as GMOs or GM crops. Following the lead of the United States, Canada adopted the innovative “product-based” approach to regulation, making it necessary for all GM crops to go through the regulatory system in order to gain approval for commercialization. However, the iteration that Canada’s adoption of the policy took differed from the form that the product-based approach took in the United States. Canada created a category of “plants with novel traits”, which is based on the concept of novelty and reflects the idea that products of newer technologies such as recombinant DNA are not fundamentally different than those developed through more conventional means. The United States does not require regulation on novel plants created through conventional means via a regulatory trigger which seeks out plant pathogens, present only in newer, recombinant technologies. As a result, many crops developed through more conventional modification techniques such as mutagenesis are not subjected to the American regulatory system, but are in Canada. The objective of this paper is to determine how Canada and the United States came to adopt the product-based approach to regulation, where the Canadian system began to differ from the American system, and why the Canadian system has not diffused internationally, despite being the most directly implemented representative of the product-based approach. This is accomplished via the application of the policy change, policy diffusion, and policy innovation literatures. Theories of policy change and diffusion are introduced. I trace the history and diffusion of novelty using the historical method, and test the applicability of other diffusion models to the case study in order to determine their predictive power in an international diffusion scenario. The innovation literature is also applied in order to explain how and why the product-based approach to regulation has been incorporated differently at multiple levels of regulatory policy. I conclude with an argument that Canada has lost a “standards war” with the United States for regulatory superiority, in light of lost marketability and a less permissible regulatory landscape, which must prompt us to re-evaluate our regulatory approach.

Why U.S. states became leaders in climate and energy policy: innovation through competition in federalism

The competitive federalist system facilitated state leadership and the diffusion of innovative policies that addressed climate change and energy issues in the absence of comprehensive federal action at the start of the twenty-first century. In a competitive federalist system state governments and their politicians challenge one another horizontally and the federal government vertically for legislative credit and functional authority on relevant policy issues. What drove state-level climate and clean energy leadership from 2001 to 2012? This dissertation develops three competitive federalism-based hypotheses for analysis: (H1) A national, bipartisan network of ambitious, entrepreneurial governors drove climate and clean energy policy innovation from 2001 to 2012; (H2) the State Energy Program Recovery Act resources reduced the policy adoption gap between early enactors and laggards in clean energy financing and regulation; (H3) and justification for climate and clean energy activities in the states shifted from environmental to economic rationales from 2001 to 2012 (Figure ES1). While competitive federalism theory has centered on both fiscal and ideological considerations driving innovation in the policy environment, the experience of climate change policymaking and clean energy actions at the state level during the period under consideration reveals a clear partisan divide in policymaking within this domain.

Connected courts: the diffusion of precedent across state supreme courts

State supreme courts are autonomous institutions with significant power. Yet, despite this authority, state supreme courts routinely rely on one another to explain why and how they reached their decisions. This puzzle of why state supreme courts cite each other in their opinions led me to pose two questions. First, under what conditions do state supreme courts cite other states supreme courts? And second, to whom do they turn for guidance? To answer these questions, I propose a new theory for evaluating state supreme court citations, the social learning model. I borrow policy diffusion’s learning mechanism and I pair it with network theory and methods to explain peer-to-peer state supreme court citations practices. I argue that courts are social actors who interact, influence, and learn from one another, and the citations are communications by and between the courts. To model citations between courts, I apply a temporal exponential random graph network analysis model or TERGM. TERGMs simulate the evolution of the state-to-state citation network by including aspects of both the courts and the network structure. I argue that only by understanding how networks and issue areas evolve can we begin to understand how courts and justices make decisions. The network approach to citations specifically tests these endogenous relationships, it also directly models the complex dependencies of citation networks. My findings demonstrate the courts became more connected over time and no single state supreme court leader emerges. I find that citations are endogenous; what one court does affects other courts. I also discover that the area of law matters a lot and it is insufficient to pool all legal issues into a single model. Finally, state supreme courts do not cite state supreme courts who look like them. Overall, the evidence suggests the courts are learning from each other. The courts’ written language discloses the mechanism. Courts state their own case law does not provide a solution to the question presented and they must seek answers elsewhere. Additionally, the courts do not always cite the same state, as we would expect from emulation. Together, these findings demonstrate that state supreme courts are connected, they learn from one another.

Flat Tax Revolution?: Policy Change and Policy Diffusion in Eastern Europe

Why have Eastern European states adopted flat tax policies? That is what this dissertation answers. This is a curious development given that flat tax policies were noticeably absent from the landscape of most of the world, including Eastern Europe. Fives cases of adoption are examined, including Estonia, Latvia, Lithuania, Slovakia and the Czech Republic. I argue that two simultaneous processes occur in Eastern Europe that makes adoption viable. First, at the domestic level, the idea of the flat tax is held in esteem by a number of actors, specifically: elite carriers, tax and financial ministers, think tanks and right-wing political parties. They champion this idea to its adoption, or at the least, introduce the flat tax into the policy-making apparatus. Second, at the international level, policy diffusion of the flat tax is taking place. In other words, the experience of previous adopters impacts the decisions of future adopters. Examining both cognitive heuristics theory and rational learning I argue that there are "varieties of diffusion" during the diffusion of the flat tax. Additionally, though this dissertation concerns itself primarily with adoption, I also investigate two cases of non-adoption in Poland and Hungary. What is argued is "diffusion without adoption" occurs. The idea of the flat tax diffused, but the adoption was not politically, ideologically, and economically feasible. / Political Science
