Towards an aligned South African National Cybersecurity Policy FrameworkChigada, Joel 22 August 2023 (has links) (PDF)
This thesis measured and aligned factors that contribute to the misalignment of the South African National Cybersecurity Policy Framework (SA-NCPF). The exponential growth rate of cyber-attacks and threats has caused more headaches for cybersecurity experts, law enforcement agents, organisations and the global business economy. The emergence of the global Corona Virus Disease-2019 has also contributed to the growth of cyber-attacks and threats thus, requiring concerted efforts from everyone in society to devise appropriate interventions that mitigate unacceptable user behaviour in the reality of cyberspace. In this study, various theories were identified and pooled together into an integrative theoretical framework to provide a better understanding of various aspects of the law-making process more comprehensively. The study identified nine influencing factors that contributed to misalignment of the South African National Cybersecurity Policy Framework. These influencing factors interact with each other continuously producing complex relationships, therefore, it is difficult to measure the degree of influence of each factor, hence the need to look at and measure the relationships as Gestalts. Gestalts view individual interactions between pairs of constructs only as a part of the overall pattern. Therefore, the integrative theoretical framework and Gestalts approach were used to develop a conceptual framework to measure the degree of alignment of influencing factors. This study proposed that the stronger the coherence among the influencing factors, the more aligned the South African National Security Policy Framework. The more coherent the SA-NCPF is perceived, the greater would be the degree of alignment of the country's cybersecurity framework to national, regional and global cyberlaws. Respondents that perceived a strong coherence among the elements also perceived an effective SA-NCPF. Empirically, this proposition was tested using nine constructs. Quantitative data was gathered from respondents using a survey. A major contribution of this study was that it was the first attempt in South Africa to measure the alignment of the SA-NCPF using the Gestalts approach as an effective approach for measuring complex relationships. The study developed the integrative theoretical framework which integrates various theories that helped to understand and explain the South African law making process. The study also made a significant methodological contribution by adopting the Cluster-based perspective to distinguish, describe and predict the degree of alignment of the SA-NCPF. There is a dearth of information that suggests that past studies have adopted or attempted to address the challenge of alignment of the SA-NCPF using the cluster-based and Gestalts perspectives. Practical implications from the study include a review of the law-making process, skills development strategy, a paradigm shift to address the global Covid-19 pandemic and sophisticated cybercrimes simultaneously. The study asserted the importance of establishing an independent cybersecurity board comprising courts, legal, cybersecurity experts, academics and law-makers to provide cybersecurity expertise and advice. From the research findings, government and practitioners can draw lessons to review the NCPF to ensure the country develops an effective national cybersecurity strategy. Limitations and recommendations for future research conclude the discussions of this study.

Narrating policy transfer : renewable energy and disaster risk reduction in ECOWASSoremi, Titilayo January 2018 (has links)
The thesis contributes to the policy transfer literature through the examination of narratives presented by policy actors engaged in policy transfer. The actors’ policy narratives are analysed through the application of the Narrative Policy Framework (NPF). With the use of the NPF, the research investigates the portrayal of narrative elements, including, setting, character, plot, and moral, by the transfer actors, in depicting their perception of the transfer process and object, and of the other actors involved in the policy transfer. The investigation is aimed at having a better understanding of factors that facilitate the occurrence of policy transfer i.e. transfer mechanisms, such as, conditionality, obligation, and persuasion, and how they manifest and drive the transfer process. To examine how policy narratives may inform the manifestation of transfer mechanisms, the research studies two cases of policy transfer involving international governmental organisations (IGOs) as transfer agents. These are i) the transfer of renewable energy policy by the European Union to the Economic Community of West African States (ECOWAS), and ii) the transfer of disaster risk reduction (DRR) policy by the United Nations International Strategy for DRR (UNISDR) to ECOWAS. The thesis argues that the mechanisms of conditionality and persuasion were involved in the transfer of renewable energy policy, while the mechanism of obligation can be observed in the transfer of DRR policy. It further argues that the portrayals of the narrative setting, character, plot and moral, in the policy narratives of the transfer agents and recipient, shaped the manifestation of these transfer mechanisms. The application of the NPF to the two case studies enabled the identification and association of different policy narrative elements that will likely characterise specific transfer mechanisms. In addition, the study highlights the opportunity of broadening policy transfer research beyond a limited geographical reach, through covering two instances of policy transfer to a region in sub-Sahara Africa. It also broadens the group of actors that are often studied in the literature by considering policy transfers initiated and led by IGOs.

Using the product policy quadrangle developed by Oosternhuis (1996), the research examines four components of Ontario bottled water packaging policy— policy objectives, policy instruments, product groups and actors. Interviews with Ontario experts reveal stakeholder communication and Extended Producer Responsibility can promote packaging minimization. There was no agreement about whether Ontario has a waste policy framework to support bottled water waste reduction, reuse and recycling. Stakeholders did agree that a policy framework can help to promote packaging minimization. The discussion will examine the following: various concepts to support zero waste, eco-labelling, policy objectives, enforcement, use of language, focus on financial obligations, deposit-return systems, refillable containers, bottle standardization, waste minimization, how waste is measured, an evaluation of the waste hierarchy, reporting waste reduction and reuse, learning from history and alternative methods of encouraging the consumption of municipal water. The research recommends these changes be implemented with the development of the new Waste Diversion Act. The research recommends that Ontario implement Integrated Product Policy and Extended Producer Responsibility to support packaging minimization.

Causing more harm than good? Characterizing harm reduction policy beliefs in British ColumbiaBrooks, Mikaela 28 August 2020 (has links)
Despite harm reduction’s social justice roots, the broader understanding of harm reduction is often influenced by morals and values which leaves harm reduction to be conceptualized within a morality policy domain. This study adopts the Qualitative-Narrative Policy Framework (Q-NPF) (Gray & Jones, 2016), to explore the policy beliefs and values that steer current harm reduction policy documents in British Columbia. Four questions guide this study: i) What are the underlying beliefs and values steering harm reduction policy in B.C.? ii) How are these beliefs and values narrated through policy?, iii) In what way do the underlying policy beliefs align with principles of social justice for harm reduction?, and iv) How have policy beliefs shifted since the 2016 public health emergency declaration? The social justice lens for harm reduction (Pauly, 2008) serves as this study’s analytical framework and is supplemented by the Systems Health Equity Lens (Pauly, Shahram, van Roode, Strosher & MacDonald, 2018); both of which emphasize the need for harm reduction to acknowledge and address social and structural conditions that contribute to substance use harms and their inequitable distribution. As this study reveals, there is an ongoing tension between equity-related and non-equity policy beliefs and values characterized within policy documents, thus fueling a policy climate with incongruent and contradictory beliefs. Further, equity-related beliefs are positioned in the confines of equitable access, thus they are not equity-oriented in entirety. Additionally, there have been minimal shifts in policy beliefs since the post-2016 public health emergency declaration yet shifts occur in terms of the specific constructs which form equity-related and non-equity beliefs. Finally, the study outlines potential implications of these beliefs and proposes recommendations to improve harm reduction policy in terms of becoming equity-oriented. Narrative assembly and the NFL anthem protest controversyMiller, Jason 16 January 2020 (has links)
By “taking a knee” during the performance of the U.S. national anthem, National Football League (NFL) players have been protesting “the oppression of people of colour and ongoing issues with police brutality” in America (Colin Kaepernick, the movement’s founder, quoted in Coombs et. al., 2017). Despite this clarity of intention, the meaning of these protests (whether they are necessary and patriotic or counterproductive and ‘un-American’, for example) has been hotly contested in the public sphere, indicating the presence of a deeply seated counter-hegemonic struggle that is both expressed and contributed to by the anthem protest discourse.
This project explores this struggle through the lens of narrative assembly, or the individual and intertextual construction of meaning through the selection and arrangement of narrative objects. Special attention is paid to the treatment of social, symbolic, and normative boundaries by storytellers responding to the anthem protest and by the anthem protesters themselves, especially those related to political expression in professional sports, American national and racial identity, and racial exclusion and marginalization.
The project utilizes a structural approach to narrative analysis called the Qualitative Narrative Policy Framework (QNPF) supplemented by insights from Arthur Frank’s (2010) method of Dialogical Narrative Analysis (DNA). These methods are applied in a sociological study of a segment of the NFL anthem protest discourse published in newspaper articles during the first 16 months following the start of the controversy. This sample captures narrative responses to three significant moments—Kaepernick’s initiation of the protest, U.S. president Donald Trump’s verbal attack on protesting players in speeches and over social media (which also resulted in mass-displays of unified resistance from NFL players), and Kaepernick’s failure to obtain an NFL contract the year following his protest.
Findings indicate that by transgressing several normative boundaries related to work, sports, protest, and signalling patriotism, NFL anthem protest subverts a hegemonic tale of national unity and exposes the systemic discrimination and symbolic/social exclusion that continue to produce experiences of oppression for people of colour and others in the United States. By attending to their assembly of settings, characters, plotlines, memories, solutions, and moral lessons, authors that support the protests are shown forming an intertextual or collective narrative around a central demand for justice that challenges the American status quo and projects a preferred future of enhanced racial equality yet to be achieved by the nation. Alternately, authors who oppose the protests are observed assembling a collective narrative around a demand for respect that defends boundaries essential to the maintenance of the status quo and expresses a desire to return to a past America of uninterrupted white dominance.
In addition to providing a detailed case study that focuses on processes of narrative assembly in relation to counter-hegemony and social, symbolic, and normative boundaries, the project serves as an example of how the emergent methodology of the QNPF can be applied to the study of dynamic instances of everyday cultural-political struggle that may fall outside the sphere of policy research in which it has typically been employed. / Graduate / 2021-01-06

Trois questions principales sont abordées. Existe-t-il des politiques urbaines de l’industrie ? Ces politiques ont-elles une consistance en tant que politiques urbaines et quels sont les facteurs, notamment institutionnels, participant à cette consistance ? L’analyse des politiques urbaines de l’industrie permet-elle de valider la thèse du « retour des villes » ? En caractérisant et contextualisant des systèmes d’acteurs dans des contextes nationaux et locaux différenciés, nous étudions les processus de production des politiques en faveur de l’industrie et analysons leurs répertoires d’action. Nous proposons une définition de la consistance des politiques urbaines qui découle de l’analyse du rôle des différents échelons de gouvernement dans la production des politiques en faveur de l’industrie, de la répartition des compétences, des instruments d’action publique mobilisés ou créés. L’entrée par les institutions révèle le poids des facteurs sociaux, politiques et institutionnels pouvant expliquer une autonomisation différenciée des gouvernements urbains et leur capacité à produire des politiques urbaines consistantes. Notre définition de la consistance d’une politique urbaine donne une grande importance à la capacité d’une ville à s’autonomiser et se constituer en acteur. Au regard de l’affirmation différenciée des pouvoirs urbains munichois et lyonnais, nous avons proposé de parler de « retour inégal », de sorte à pointer les conditions favorisant ou non ce retour des villes. / This thesis aims at questioning the consistency of urban policies through an analysis of the policies in favour of industry in Lyon and Munich. Three fundamental issues are addressed. Do urban policies of the industry exist? Have these policies consistency as urban policies and what are the factors, particularly institutional factors, contributing to this consistency? Does the analysis of urban industry policies validate the thesis of the "return of cities"? By characterizing and contextualizing stakeholder systems in different national and local contexts, we focus on the production processes of policies in favour of industry and we investigate their policy frameworks. We propose a definition of the consistency of urban policies resulting from an analysis of the role of distinct levels of government in the production of policies in favour of the industry, the distribution of power, mobilized or created public policy instruments. The institutional approach reveals the influence of social, political and institutional factors that explain the distinguished empowerment of urban governments and their ability to produce consistent urban policies. Our definition of the consistency of urban policy gives significant importance to the capacity of a city to become autonomous and to constitute itself as a collective actor. In view of the differentiated affirmation of the Munich and Lyon’s urban powers, we propose to speak of an "unequal return", to point out the conditions favouring or not the return of cities.
