Education and Social Mobility in Europe: Levelling the Playing Field for Europe's Children and Fuelling its Economy

The persistence of socioeconomic outcomes across generations acts as a barrier to a society's ability to exploit its resources efficiently. In order to derive policy measures which aim at accelerating intergenerational mobility, we review the existent body of research on the causes, effects and the measurement of intergenerational mobility. We also present recent empirical works which study intergenerational mobility in Europe, around the Globe, and its relevance for economic growth. We recommend four policy measures to reduce the negative impacts of intergenerational persistence in economic outcomes: universal and high-quality child care and pre-school programs; later school tracking and increased access to vocational training to reduce skill mismatch and facilitate technological development; integration programs for migrants; and simultaneous investment in schooling and later social security programs. / Series: WWWforEurope

The presence of these councils points out to a perspective of democracy which cannot be thought without the direct participation of society, leading, in this sense, to the social policies as an action that represents far more than government, public action is expressed as a result of the meeting of the governmental sphere of civil society. It is in this field that the present research is based on, which objective is to demonstrate the educative process that is aligned to the Management Councils, identifying that the social dialogue, established in these Councils, cannot be possible without a process of collective learning. In this sense, the study focused on the Management Councils of Public Policy for Employment, Labor and Income, trying to identify the operation of the elements of this educational process, from the speeches of members, the State Councils of Labor of Alagoas, Sergipe and Bahia, the Municipal Employment Salvador, and Minutes of the Council of State of Alagoas. The process of research showed us that, while these show councils, in practice, the possibility of a State which meeting from Civil Society and Government, as Gramsci understood, also shows evidence of a perspective State that reveals itself in an educational process of learning arising from this meeting, a State focused on education. / No processo de consolidação da democracia, vários canais têm surgido no sentido do estabelecimento de uma cultura de participação da sociedade civil na gestão e na tomada de decisão acerca das políticas públicas, e dentre esses canais, poderemos citar os Conselhos Gestores de Políticas Públicas. A presença desses Conselhos demarca uma perspectiva de democracia que não pode ser pensada sem a participação direta da sociedade, apontando assim para as políticas sociais, como uma ação que, muito mais do que governamental, se traduz enquanto ação pública, resultado do encontro da esfera governamental com a esfera da sociedade civil. É neste universo que se estrutura o presente estudo, o qual objetivou demonstrar o processo educativo que perpassa aos Conselhos Gestores, identificando que o Diálogo Social, estabelecido nesses conselhos, não pode prescindir de um processo de aprendizagem coletiva. Nesse sentido, o estudo então focalizou os Conselhos Gestores da Política Pública de Emprego, Trabalho e Renda, procurando identificar no funcionamento dos mesmos, os elementos que compõem esse processo educativo, a partir das falas de conselheiros, dos Conselhos Estaduais do Trabalho de Alagoas, Sergipe e Bahia, da Comissão Municipal de Emprego de Salvador, e das Atas do Conselho Estadual de Alagoas. O processo de investigação nos mostrou que, ao mesmo tempo em que esses Conselhos demonstram, de forma concreta, a possibilidade de um Estado que se constitui a partir do encontro da Sociedade Civil e do Governo, como entendia Gramsci, também apresentam indícios de uma perspectiva de Estado se revela num processo educativo de aprendizagens oriundas desse encontro, um Estado Educador.

The main aim of this thessis is to analyze the evolution of legal rules and structures of organization of public administration connected with social insurance between years 2004 - 2014. The first part of the thessis provides the intro of problem. The second part sumarises main crosspoints within the evolution of social insurance and sickness and pension insurance and its covering organization - Českou správu sociálního zabezpečení. The crucial changes are written down in surveillance tables. There are also mentioned changes in social benefits of passive policy of employment and evolution of Employment Department. These are also specified in surveilance tables. There are also analized: impact of legislative changes on amount of social benefits, administrative burden of byrocratic workers and total operating expenditures. These makroekonomics data are graphicaly pictured in the second part of the tessis. Crucial is the enumeration of changes that had real impact on the national economic.

The main aim of this diploma thesis is to research a development of expenditures on state employment policy and factors of influence. Further it deals with the influence on these expenditures in the Czech Republic and Central Bohemian Region. These questions were answered with using of causal analysis, descriptive statistics, regression and correlation analysis and parametric tests. In the research there was found that the different factors influence the different groups of expenditures in vary ways. Strong dependence were found and relationships with almost no dependence too. An importance of these findings is useable in economic policy, its optimization and possibility of predictions of future development using the found dependences.

Thesis "Employment risk groups of young people in the Czech Republic," focuses on young people leaving institutional care. In the Czech Republic, emerging from the economic crisis and unemployment is still high. For young people it is difficult to find jobs, because they lack the neccessary practical experience. The situation of young people leaving institutional care is even worse. These young people are applying for the job market disadvantage because they lack family support. The only support they are halfway houses to help them during the spin-offs and adaptations of the professional role. The experience of workers Halfway House Maják shows that what is important is the individual approach to clients. This approach should be employed during the election of a professional role that is also very important.

The purpose of the Diploma thesis "The influence of state policy of employment to persons under the age of 26" is to define a group of young unemployment individuals with elementary and high education with certificate of apprenticeship. The thesis describes tools of employment policy, which influences the target group of people. The practical goal of the thesis is to conduct qualitative survey inside the user group of streetwork programme for children and young adults in the Cerny Most area. The users of the programme are target group in the thesis. The main purpose of the survey is to find out, what are the experiences of the users with jobs searching and with specific active tools of employment policy. The results of survey are analyzed and conclusions with recommendations are made.
