Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O presente trabalho analisa a realidade do plantão do Serviço Social no âmbito da seguridade social, no Município de Bom Jesus do Itabapoana/RJ, tendo como referência o projeto ético-político profissional do Serviço Social, expresso no Código de Ética profissional, na lei que regulamenta a profissão, bem como nas diretrizes curriculares da ABEPSS. A partir deste projeto, entendemos o plantão como um espaço de atuação desafiante para os profissionais comprometidos com a construção de práticas democráticas e coletivas de atendimento às demandas no contexto institucional. Assim, o objetivo do presente trabalho foi o de analisar teoricamente o espaço do plantão, buscando verificar se os assistentes sociais utilizam o referencial teórico crítico-dialético presente na produção do Serviço Social, para pensar alternativas no espaço cotidiano do plantão, buscando o desenvolvimento de práticas coletivas e não apenas individualistas no atendimento às demandas. O estudo mostrou que a maioria dos assistentes sociais defende os direitos sociais, no entanto, esta defesa não se materializa em ações, no cotidiano profissional, que fortaleçam e favoreçam os usuários no acesso aos serviços na saúde, na previdência e na assistência, como direitos sociais. / This study analyzes the reality of Social Work duty period in the social security system area, in Bom Jesus do Itabapoana/RJ, having the Social Work professional political ethical project as reference, stated in the Professional Ethic Code, in the Law that rules the profession and also in the ABEPSS curricular guidelines. From this project, we can see duty period as a place for challenging acting to the professionals committed with building democratic and collective care practices in the institutional context. Thus, the purpose of this study was to analyse theorically the duty period place, searching for verifying if Social Workers make use of the theoretical critical dialectic reference present in the Social Work literature in order to think about alternatives in the duty period daily place, looking for the development of collective practices and not only individualists in the care demands. This study showed that the majority of Social Workers defend Social Rights however, these discourses arent turned into actions which fortify and favor users to access the health, providence and assistance, as social rights.

Understanding that the perspective of historical approach of Human Rights in Social Service is connected to the theorical advances obtained from the 1980s and 1990s, wen it builds and deepens the ethical debate and the pursuit of rupture with the metaphysical vision that guided the Ethical Codes up to the reformulation in 1986s. Defined as a landmark for this analysis the eighties onwards. Leaving, therefore, from the theorical references of the project ethical-politic professional that arises ah this time and considering that this references are explained in the Ethical Code from 1993 in the Curriculum Guideline of ABEPSS and in the Profession Regulatory Law, we guide the analysis of Human Rights in its historicity in the capitalist society, in its contradictions, in the context of neoliberalism and from post-modern ideology. Tried to learn the meaning of Human Rights to the Ethical Politic Project and its movement of appropriation by the profession and by representative bodies (CFESS/CRESS, ABEPSS). Our goal is to reveal the limits of Human Rights in the bourgeois society but also point like one possible form of resistance and necessary in the setting of ongoing barbarity. We believe that strengthening the values recommended in the Code of Ethics is strengthen a corporate project emancipatory and possible, and this is what this research intends to: research on topics that relate with the principles of the profession in order to strengthen it for the praxis transforming of reality, in intransigent defense of Human Rights historically achieved / Essa dissertação apresenta uma análise acerca da produção teórica do Serviço Social no campo dos Direitos Humanos. Entendendo que a perspectiva de abordagem histórica dos Direitos Humanos no Serviço Social está conectada aos avanços teóricos obtidas a partir dos anos 1980 e 1990, quando se constrói e aprofunda o debate ético e a busca de ruptura com a visão metafísica que orientou os Códigos de Ética até a reformulação de 1986. Define-se como marco histórico para a análise a década de oitenta em diante. Partindo, portanto, das referências teóricas do projeto ético-politico profissional que surge nesse momento e, considerando que essas referências estão explicitadas no Código de Ética de 1993, nas Diretrizes Curriculares da ABEPSS e na Lei de Regulamentação da Profissão, orienta-se a análise dos Direitos Humanos em sua historicidade na sociedade capitalista, em suas contradições, no contexto do neoliberalismo e da ideologia pós-moderna. Buscou-se aprender o significado dos Direitos Humanos para o Projeto ético-Politico e o seu movimento de apropriação pela profissão e pelas entidades representativas (CFESS/CRESS, ABEPSS). O objetivo não é somente desvelar os limites dos Direitos Humanos na sociedade burguesa, mas também apontá-los como uma das formas de resistência possível e necessária no cenário de barbárie em curso. Acredita-se que fortalecer os valores preconizados no Código de Ética é fortalecer um projeto societário emancipatório e possível, e é isso o que esta pesquisa pretendeu: pesquisar sobre temas que se relacionam com os principias da profissão, no intuito de fortalecê-la para a práxis transformadora da realidade, na defesa intransigente aos direitos humanos historicamente conquistados

This thesis will try to seize the discussions about the categories that guide the ethical-political project of social service seeking the historical and theoretical determinants, analyzing how the introduction, from the ethical-political project of social service, a direction based on the critical perspective was seized and incorporated in the category in their academic and intellectual production. The present study focuses on the theoretical analysis of the production of social service researchers, and beyond, to discuss the ethical-political project and the categories that surround it, in the analysis of corporate and professional projects with José Paulo Netto, Marcelo Braz and Maria Beatriz Abramides, among others. Also will use additional sources which can support the understanding of the components that guide the ethicalpolitical project and its dimensions. The survey period runs from the first half of 2009 to the first half of 2010. / A presente dissertação apresenta o produto do curso de mestrado na Universidade Federal da Paraíba e está centrada na discussão do projeto ético-político da profissão de serviço social. Nesta dissertação procuraremos apreender as discussões a cerca das categorias que balizam o projeto ético-político do serviço social procurando os determinantes históricos e teóricos, analisando como a introdução, a partir do projeto ético-político do serviço social, de uma direção baseada na perspectiva critica foi apreendida e incorporada na categoria em sua produção acadêmica e intelectual. O presente estudo centra-se na analise teórica da produção de pesquisadores de serviço social, e para além deste, que discutam o projeto ético-político e as categorias que o circundam, na analise dos projetos societários e profissionais com José de Paulo Netto, Marcelo Braz e Maria Beatriz Abramides, entre outros. Utilizaremos ainda fontes adicionais as quais possam subsidiar a compreensão dos componentes que norteiam o projeto ético-político e suas dimensões. O período da pesquisa vai do primeiro semestre de 2009 ao primeiro semestre de 2010.
