An examination of the impact of political interference in administration with specific focus on the Department of Health and Social Development in Limpopo.

Thesis (MPA) --University of Limpopo, 2006 / The topic Political interference in Administration remains a serious challenge to both Administrative practitioners and politicians in government, although the history of the debate is well documented. Are officials enabled to operate freely and professionally without political interference in Limpopo Department of Health and Social Development? The Department has been faced with various and serious challenges related to poor service delivery. There have been allegations of Political interference in Administration, where by some of highly politically connected officers’ cases just disappears. There has been complains about the appointment under qualified or unqualified officials for strategic positions. Chapter one introduces the reader to the study; this indicating what is contained in the research and its objectives. The background of the study is also included in this chapter. The chapter also explains why the study is necessary. It also indicates the importance and relevancy of having the understanding of each territory. Chapter two reviews the literature on Political-Administration Dichotomy. The chapter also gave indications about the history of the debate. It also explained the different theories from various authors. The information collected from those authors was put together in this chapter as the historical background to the challenge and taking the readers through where the debate originates from. Various opinions and suggestions from various authors were dealt with.Chapter three focused on sampling and data analysis. The data collected included official documents, such as charge sheets and investigation reports. The manner in which information was collected is briefly outlined in this chapter. In chapter four the collected data was analysed. The specific objectives were used as a guiding line for selecting the relevant data. Information interviews were also taken into consideration. Chapter five is about what position is developed, the conclusion made from the analysis and the recommendation. It includes suggestions on how the problem could be resolved.

M.A. (Political Science) / Recent studies in a diversity of social science disciplines indicate the growing importance of cross-cultural attitude surveys; and the central theme of this dissertation is the methodological implications thereof. This study aims (1) to make a contribution to the relatively small number of studies ,in South-Africa on the subject of Political Science research methodology, and' (2) to analyze systematically the methodological problems of cross-cultural research into political attitudes. The research problem was formulated as follows: How should cross-cultural survey research of a political nature be planned, structured and conducted to ensure reliability, validity and objectivity? The focus throughout the dissertation, was on two dimensions of the research process namely (1) research design and (2) data-collection, the latter being further divided in two main categories: instrument construction and instrument implementation. A theoretical framework (Chapter 2) was developed incorporating the different methodological factors to be taken into: account when designing and implementing a research project. This framework was applied to (1) survey research in general (Chapter 3), and (2) cross-cultural political attitude surveys (Chapter 4), Special attention was given to research conducted in South Africa. The last chapter contains (1) a summary of the most important considerations relevant to cross-cultural attitude research, and (2) an overview of the main problems of cross-cultural political attitude research in South Africa. The main finding of the study is that in cross-cultural attitude research in South Africa, too little attention is given to methodological issues - both in designing and implementing research projects. In particular, the explication of methodological issues and procedures in research articles and reports is recommended.

A neo-institutional analysis of opposition structures in the South African Parliament

Includes bibliography. / South Africa's negotiated parliamentary system is a hybrid of political institutions based upon different models of democracy. Theoretically, there are two broad models from which South Africa's system draws its characteristics: consociational democracy, and majoritarian democracy. Both models of democracy bestow certain characteristics on the South African system which affect how opposition politics operate within the system. Concern has been raised about the ability of opposition politics to function in, and contribute to, the operation of the South African Parliament. The many consociational characteristics of the South African system may have created opposition structures which are emaciated of their duties, rights and responsibilities. This concern prompted an investigation into the operation of the opposition structures of the South African Parliament. The basis of the neo-Institutional analysis is the premise that the behaviour of actors within a system (in this case, Members of Parliament within Parliament) is shaped by the rules and structure of that system. As such, the opposition behaviour of parties and individuals in the South African Parliament is shaped by the rules and structure of Parliament. This paper first presents the theoretical considerations of a neo-Institutionalist examination. The theory is explored by examining the literature of rational choice theorists as well as Historical Institutionalists. Secondly, an examination is conducted of the different models of democracy-and the attributes which each contribute to the South African system. Within this section, the concept of opposition is developed. The analysis of the South African Parliamentary institutions of opposition is conducted by examining the two basic documents which proscribe the rules of procedure for the institutions of Parliament: the Constitution of the Republic of South Africa and the Standing Rules of the National Assembly. The theoretical expectations of behaviour are checked against the empirical reality of Parliamentary behaviour. This study examines data collected from the Debates of the National Assembly (Hansard) regarding individual and party participation in debate, questions and interpellations, committees, and Cabinet. The data support the contention of the analysis that whether it is by virtue of the consociational nature of Cabinet, or the over-representation of smaller parties in National Assembly debate, opposition politics are an important part of the Parliamentary process in South Africa.

Consociational democracy : the model and its relevance to conflict regulation in South Africa

Bibliography: pages 180-190. / The purpose of this paper is to survey the literature of consociational theory, assess its validity as a conceptual model, and to analyse both its relevance and utility as a potential framework of conflict regulation in South Africa. The paper is divided into five chapters: an overview of consociational theory as it is presented by its leading exponents; a critique of the theory's methodology and major suppositions; a modified model of consociational democracy in light of the theoretical criticisms; an application and evaluation of the modified model to South Africa; and, finally, some observations about consociational democracy's possible viability as a transitory mechanism between the present system and black majority-rule in a unitary system. The objective is to illustrate that consociational government is, normatively, an inadequate constitutional system for South Africa and, more broadly, for polities characterised by extreme ethnic or economic conflict.

Towards an outcomes-based policy evaluation framework in South Africa.

This is a qualitative research study undertaken to explore the extent to which Evidence based and Results based management approaches are being applied in SA in the area of public policy, with the aim of improving policy performance feedback. The orientation of this study was influenced by the problem statement which is stated in Chapter 1 as the general absence of reliable and appropriate performance information that is required to evaluate policy performance and gauge the impact of government‘s policy decisions. Reviewed literature, in Chapter 2, shows that generation and utilisation of reliable performance information, to a large extent, depend on the effectiveness of an evaluation system that is outcomes-based and embedded in a functional evidence-based system. Thus chapter 2 attempts to explain processes (mechanisms and practices) that lead to the availability and utilisation of reliable and credible performance information. Chapter 2 assists the researcher to answer the secondary research question of this study; which is, does embedding a monitoring and evaluation system in an evidence-based system contribute to an outcomes-based and accountable government? This study, though critical of the emerging policy evaluation framework in SA, acknowledges efforts made in the policy arena since 1994 (which is discussed in chapters 3). Thus, in identifying challenges, this study seeks to take a prospective approach that would outline the issues which government must grapple with in order to successfully institutionalise an outcomes based policy evaluation system. In this study institutionalisation of an outcomes-based policy evaluation system refers to the creation of a monitoring and evaluation (M&E) system which produces monitoring information and evaluation findings which are judged valuable by key stakeholders, and are used in the pursuit of evidence-based decision making (Mackay 2006:5). Based upon the findings of this study, the researcher concludes that the government has adopted a technocratic approach to monitoring and evaluation, paying little attention to the broader institutional and systemic issues. At the core of the matter is an under-emphasis of the political influence on the effectiveness of the evaluation systems. This study further argues that even the recent public reforms, driven through the newly established Performance Monitoring and Evaluation Ministry, continue to advocate for this technocratic approach with little or no consideration of the political environment within which evaluations are supposed to be executed. Therefore the researcher recommends that in order to institutionalise the Outcomes-Based policy evaluation system, interventions should be made at different levels; that is, political and administrative levels. Political interventions would entail reforming the current electoral system, and strengthening the role and capacity of parliamentary organs. On the other hand, administrative interventions would entail accelerating differentiated evaluation support programmes, strengthening financial accountability and budget allocation mechanisms. This study found that, despite government‘s much publicised intentions of implementing an outcomes-based approach through the GWM&ES, most government departments are far from implementing outcomes-based policy evaluation systems. Evaluation culture is weak and, if done, evaluations only occasionally inform strategic directions of the departments. This in turn discourages departments from conducting evaluations. The extent to which departments have applied the GWM&ES is the subject of this research. Chapters 3 and 4 address this matter and thus assist the researcher to answer the main research question of this study; which is, what strides have been made by SA towards an outcomes-based policy evaluation framework – ―Where are we and what are the gaps? / Thesis (M.A.)-University of KwaZulu-Natal, Durban, 2011.

These two concepts, as well as environmentalism and ecologism are defined in this study and placed within the context of the political system. The emphasis is on green politics and ecologism. The global green movement is analysed according to policy, organisational structures and pattern of development. The South African environmental and green movements are described in the latter part of the study. It is shown that South Africa has a long history of environmentalism. The South African green movement is compared with the global green movement after which it is placed within the context of the South African political system. Green politics in South Africa seems to resemble the early stages of the development of the European movement and the concept of social justice is emphasised. Policy-making for local government excellence in the Free State province

Tech) -- Central University of Technology, Free State, 2008 / In terms of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996), local government in South Africa is obliged to ensure that sustainable services are provided to communities. Without any doubt, the effective and efficient execution of this responsibility would bring about an environment conducive to service excellence on local government level. However, South African municipalities are characterised by poor service provision; and the various incidents arising from dissatisfaction on the part of residents in respect of the services rendered are daily becoming a greater challenge to municipalities in the Free State Province. In order to meet the service provision standards, as stipulated in the Constitution, the development and implementation of municipal policies is essential. Policy is defined, inter alia, as the setting out of basic principles that must be pursued in order to achieve specific objectives. Local government has the legislative and executive competency to develop and implement policies. As a result of the diversity and complexity of policy-making, a conceptual framework for the policy-making process at local government level is an essential requirement. This process is described in the dissertation as a sequential pattern consisting of the following phases: policy agenda-setting, policy formulation, policy adoption, policy implementation and execution and policy evaluation. However, municipalities do not have the institutional capacity, skills and experience necessary for the development and implementation of municipal policies. A further aspect that complicates the creation and implementation of policies is the large amount of legislation that regulates local government in South Africa. This legislation also requires municipalities to develop and implement various policies. There are several factors that influence policy-making at local government level. Aspects such as the political environment, the financial environment and community needs have a direct and significant effect on policy-making at this level of government. Capacity shortages probably comprise the factor that has the most detrimental effect on policy-making at local government level; and therefore the necessity for the relevant skills and knowledge relating to policymaking is indisputable. It is just as essential, however, that the other two spheres of government, namely national and provincial government, should carry out their constitutional obligation to support municipalities and strengthen their capacity. Therefore, the aim of this study is, firstly, to identify specific actions that could be implemented by local and district municipalities to improve the policy-making process. Secondly, to determine the reasons for the inadequate formulation, adoption and implementation of the municipal policies. Thirdly, to determine the specific role of national and provincial government, as well as that of the South African Local Government Association (SALGA), in supporting municipalities in the policy-making process. In addition, strategies that could be implemented in order to improve the institutional capacity, skills and experience at local government level, with a view to developing and implementing appropriate policies, have also been identified.
