In an ecumenical work between Catholics and Lutherans, the work of the PLC was relevant in the mobilization of demands and resistance during the military dictatorship in the West of Paraná. It seeks to identify the criticisms and the possible solutions directed to the problems that afflicted indigenous, small farmers, squatters and rural workers in the process of economic modernization of the last agricultural frontier in Paraná, and to understand if the PLC exerted an ideological function in the direction of the emerged movements in the 1970s and 1980s / O objetivo deste estudo é fazer uma análise da gênese e atuação da Comissão Pastoral da Terra (CPT) e do seu papel junto aos movimentos de trabalhadores rurais. Em um trabalho ecumênico entre católicos e luteranos, a atuação da CPT teve relevância nas mobilizações reivindicatórias e de resistência durante a ditadura militar no Oeste paranaense. Busca-se identificar as críticas e as possíveis soluções direcionadas aos problemas que afligiram indígenas, pequenos agricultores, posseiros e trabalhadores rurais no processo de modernização econômica da última fronteira agrícola no Paraná, e compreender se a CPT exerceu uma função ideológica no direcionamento dos movimentos emergidos nas décadas de 1970/80
