Este trabalho tem por objetivo apresentar uma metodologia para localização e proposição de reforços no sistema de distribuição de energia elétrica através de programação linear, PL, e algoritmo genético, AG. A técnica de PL utilizada para a localização de pontos de reforços e, principalmente, novas subestações de distribuição, é baseada no algoritmo de ?out-of-kilter?, um conhecido algoritmo de transporte. A seleção de melhores alternativas é solucionada através do AG, que permite a modelagem de redes com proporções reais e possibilita a obtenção de resultados em tempos de execução compatíveis para aplicação de atividades em planejamento de sistemas de distribuição de energia. O modelo de algoritmo proposto aloca automaticamente novos reforços, como o recondutoramento de trechos da rede e a expansão de subestações existentes, complementando os reforços candidatos, novas subestações e novos alimentadores, propostos previamente pelo modelo de PL. A metodologia proposta é aplicada à resolução de uma rede de distribuição real, possibilitando a análise da potencialidade que esta modelagem pode oferecer. / This dissertation presents a methodology for the allocation and proposal of new reinforcements in electric distribution systems through linear programming (LP) and genetic algorithm (GA). The linear programming technique used for the allocation of new reinforcements, namely new distribution substation locations, is based on the ?out-of-kilter? algorithm, a well known transport algorithm. The selection of alternatives, determined by technical and economical criteria, is carried out through a genetic algorithm that allows the modeling of real sized distribution networks and makes possible the attainment of results in compatible execution times for distribution network planning. The proposed model places new reinforcements automatically, as it is the case of cable resizing in distribution lines and the expansion of existing substations, complementing the new substations and new feeders proposed by the linear programming model. The proposed methodology is applied to the solution of a real distribution network, showing the potential applications of the models.

Como política para o aumento na penetração de veículos elétricos e reduzir a poluição do ar, os táxis elétricos vem sendo introduzidos nos sistemas de transporte. Eles necessitam de atenção especial devido aos seus diferentes padrões de condução. Em contraste com os veículos elétricos privados, que podem ser recarregados por um longo período, táxis elétricos necessitam de recarga em um curto período de tempo devido a sua constante operação. Portanto, estações de recarga rápida são necessárias para receber a demanda de recarga dos táxis elétricos e devem estar localizadas em locais estratégicos. Além disso, uma análise deve ser realizada para a conexão destas estações com a rede elétrica. Para melhorar sua alocação e conectividade, este trabalho apresenta uma metodologia para auxiliar na tomada de decisão da instalação de estações de recarga rápida considerando como critérios: locais com maior fluxo de táxis elétricos e baixo nível de carga nas baterias, espaço físico disponível para realizar o carregamento e funções de custo para a conexão das estações de recarga. Os resultados da proposta são mapas com a localização das estações de recarga rápida e análise dos locais de menor custo para a conexão com a rede elétrica. A metodologia é testada em uma cidade de médio porte no Brasil, mostrando a importância dos mapas e funções de custo na tomada de decisão. A proposta é comparada com outras metodologias, mostrando que esta metodologia proposta considera diferentes critérios e cria uma melhor distribuição espacial para as estações de recarga, dando melhores opções aos donos dos táxis elétricos. / In recent years, the use of electric vehicles in urban zones has been intensified. Optimisation de l'architecture des réseaux de distribution d'énergie électrique / Optimization of architecture of power distribution networks

Pour faire face aux mutations du paysage énergétique, les réseaux de distribution d'électricité sont soumis à des exigences de fonctionnement avec des indices de fiabilité à garantir. Dans les années à venir, de grands investissements sont prévus pour la construction des réseaux électriques flexibles, cohérents et efficaces, basés sur de nouvelles architectures et des solutions techniques innovantes, adaptatifs à l'essor des énergies renouvelables. En prenant en compte ces besoins industriels sur le développement des réseaux de distribution du futur, nous proposons, dans cette thèse, une approche reposant sur la théorie des graphes et l'optimisation combinatoire pour la conception de nouvelles architectures pour les réseaux de distribution. Notre démarche consiste à étudier le problème général de recherche d'une architecture optimale qui respecte l'ensemble de contraintes topologiques (redondance) et électrotechniques (courant maximal, plan de tension) selon des critères d'optimisation bien précis : minimisation du coût d'exploitation (OPEX) et minimisation de l'investissement (CAPEX). Ainsi donc, les deux familles des problèmes combinatoires (et leurs relaxations) ont été explorées pour proposer des résolutions efficaces (exactes ou approchées) du problème de planification des réseaux de distribution en utilisant une formulation adaptée. Nous nous sommes intéressés particulièrement aux graphes 2-connexes et au problème de flot arborescent avec pertes quadratiques minimales. Les résultats comparatifs de tests sur les instances de réseaux (fictifs et réels) pour les méthodes proposées ont été présentés. / To cope with the changes in the energy landscape, electrical distribution networks are submitted to operational requirements in order to guarantee reliability indices. In the coming years, big investments are planned for the construction of flexible, consistent and effective electrical networks, based on the new architectures, innovative technical solutions and in response to the development of renewable energy. Taking into account the industrial needs of the development of future distribution networks, we propose in this thesis an approach based on the graph theory and combinatorial optimization for the design of new architectures for distribution networks. Our approach is to study the general problem of finding an optimal architecture which respects a set of topological (redundancy) and electrical (maximum current, voltage plan) constraints according to precise optimization criteria: minimization of operating cost (OPEX) and minimization of investment (CAPEX). Thus, the two families of combinatorial problems (and their relaxations) were explored to propose effective resolutions (exact or approximate) of the distribution network planning problem using an adapted formulation. We are particularly interested in 2-connected graphs and the arborescent flow problem with minimum quadratic losses. The comparative results of tests on the network instances (fictional and real) for the proposed methods were presented.
