The benefits of privatisation in Eskom, the stakeholders perspectiveMakhaye, Nkululeko Allois 14 May 2014 (has links)
M.A. (Business Administration) / The government is busy with the privatisation of all the parastatals. This is done in stages with the intention to better the lives of all South Africans through the exposure to global competitors, technology, economic markets and strategic alliances. This report looks at privatisation in general, the different definitions and the different models of privatisation that can be applied by South Africa. It then looks at Eskom as it undergoes privatisation and tries to establish if there are benefits that ensue from that and how do the stakeholders feel about privatisation. The Eskom method and policies supporting Black Economic Enterprises are visited. The questionnaire is circulated to stakeholders in Eskom to gauge attitude towards privatisation. The results are then statistically analysed using the Statistical Package for Social Science II to arrive at the conclusive deduction. The researcher tries to see the positive things about privatization to encourage stakeholders to take advantage of the process and thereby securing all the possible benefits from privatization. The psychological perspective is that the government is going to implement privatisation to conform to the requirements of the international communities anyway, they are not asking for concerns to influence the decision whether to privatize or not to. The questionnaire circulated indicated that stakeholders think alike when it comes to different issues surrounding privatization. What is good is that there is a fair balance between those who are positive about privatization and those who are negative. The final recommendation of the report is that Eskom should privatize for pragmatic reasons using the French Model of Privatising whereby the total control of the enterprise still rest with the trusted members of the community.

Trade union responses to state enterprise restructuring and privatisation.Jardine, Conrad Joseph January 1998 (has links)
A research report submitted to the Faculty of Management,
University of the Witwatersrand, in partial fulfilment of the
requirements for the degree of Master of Management
(in the field of Public and Development Management). / With the advent of democracy, COSATU took a leading role in
the contestation of public policy. It soon saw itself caught
between the tension of cooperating with a democratic
government whilst attempting to resist policies not in line with
its socialist vision. The purpose of this study was to critically
appraise trade union responses to state asset restructuring
and privatisation. COSATU in general accepted the
privatisation of non-essential enterprises and services,
rejected the privatlsation of essential services like water and
electricity and called for the strategic nationalisation of
essential services like housing and health. They have shown
an appreciation of government's arguments, but government
has not taken the concern of unions into consideration. The
findings reveal quite a high level of pessimism and uncertainty
amongst unions with respect to the pragmatic position of
COSATU and the equivocation on the part of government to
allow space for the contestation of prlvatisation policy. / Andrew Chakane 2018

Die bestuur en funksionering van 'n voertuigtoetsstasie in 'n gedereguleerde omgewing.Van Heerden, Daniel Jacobus 15 August 2012 (has links)
M.Comm.

Privatisation and deregulation policies in South Africa.Mfuku, Nkosana January 2006 (has links)

This research report examined the key policies of globalisation namely, privatisation and deregulation of services and also their implication on the Tri-partite alliance. Because they have impacted negatively on major economic sectors, particularly to those that help the needy. Therefore, the study explores these initiatives, which has been debatable in South Africa under the dominant understanding of &lsquo / progress&rsquo / or &lsquo / development&rsquo / .

The Objective of the study is to lay the basis for the examination and evaluation of policy option with regard to privatisation and deregulation of services in South Africa and to engage South Africa effectively in global policy debates and adjust in global trends and negotiations within the region (SADC) and other international countries. It examines global challenges and opportunities / threats for South Africa as a developing country in the emerging global order.

This study also attempts to provide answers to several questions concerning privatisation and deregulation of public services in South Africa. To the poor, is deregulation and privatisation of state assets threatening to become the new apartheid, which is an instrument of exclusion, not just from a better life but even from the very basic services? How are workers and including the poorest of the poor affected by the status of deregulation and privatisation? Do the timing and specifics of these processes matter? Who should attempt to regulate the auction, as some of government officials seems to be corrupt? And which prior restructuring policies are worth implementing?

'n Ondersoek na die moontlikheid van privatisering by plaaslike owerhede, met spesifieke verwysing na die stadsraad van Vanderbijlpark18 March 2015 (has links)
M.Com. (Business Management) / The Central Government's White Paper on Privatisation proved to a be a major stimulation to privatisation. The possibility exists that privatisation can be applied effectively to local government. This research was initiated to investigate the possibility. The research comprises literature research, covering a vast applicable area. Sources dealing with privatisation particularly in local government, were reviewed. Firstly the study was concentrated on the United Kingdom, known to be the origin of privatisation. The United States of America boasts the most comprehensive application of privatisation, particularly at local government level, therefore extensive sources from this country were reviewed. On the South African scene the White Paper, the Syncom Privatisation Position Paper on privatisation at local authorities, as well as numerous local publications, periodical and newspaper articles were reviewed. The following hypothesis was stated: 'That there are innumerable possibilities of privatisation at local government level' Consequently the possibilities of privatisation at the Vanderbijlpark Municipality were studied. In this regard research was done on Council reports and information was gathered personally from heads of departments and senior officials. From this information a schedule was composed to categorise tasks in what technically cannot be privatised, what technically can be privatised but preferably should not and what can be privatised. Tasks already privatised, are pointed out...

Die privatisering van plaaslike owerheidsfunksies met spesifieke verwysing na die Johannesburgse stadsraad15 April 2014 (has links)
M.Comm. (Economics) / The aim of this study is to investigate the possibility of privatising local government functions, with special reference to the Johannesburg City Council. Privatisation is defined as the systematic transfer of appropriate functions, activities or property from the public to the private sector, where services, production and consumption can be regulated more efficiently by die market and price mechanisms. The purpose of privatisation is to improve the performance of the economy through the effective use of production factors, optimising market forces and by increasing the percentage of net fixed investment in the private sector. The study was carried out in two stages. In the first, the theory of the firm, namely perfect competition; monopoly; monopolistic competition; oligopoly; duopoly; price discrimination; monopsony and bilateral monopoly was discussed. Consequently a function evaluation programme was activated to determine which functions and activities of the Johannesburg City Council could possibly be privatised. In the second part of the study, the methods for privatisation, namely the 'Sale of public sector enterprises and assets; leasing of business rights and contracting out, were empirically analysed by discussing three case studies in the Johannesburg City Council.

Factors that influence the time performance of the procurement process of public private partnership projects in South Africa from request for qualifications (RFQ) to financial closeThabane, Mphoto 08 May 2015 (has links)
A dissertation interim report submitted to the Faculty of Engineering and the Built Environment, University of Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Science in Building. / Public Private Partnerships (PPP) are a unique model for countries that wish to deliver infrastructure services to the communities they serve. This unique form of procurement combines the efforts of both the public and private sectors. PPP procurement allows governments with resource constraints to access private sector funds to implement their infrastructure and services delivery programmes. South Africa has taken a decision to adopt PPP’s as an alternative to the traditional form of infrastructure delivery. PPP’s are however a fairly new way of procurement for government departments. The delivery of PPP’s has therefore come with its own unique challenges that need to be addressed in order to make this type of procurement effective.
South Africa has adopted world-class PPP procurement guidelines which are on par with those of established PPP markets. The PPP procurement process is outlined in the National Treasury’s PPP Manual and Standardised PPP Provisions. The PPP Manual provides guidelines for the implementation of the full project life-cycle of a PPP. PPP procurement forms an important part of the project lifecycle, and ensures that the outcomes of a PPP are met, being affordability, value for money, and equitable risk transfer for the contracting parties.
The aim of this research was two-fold. Firstly, this research aims to investigate the time performance of the procurement process for PPP projects in South Africa. Secondly, the research aims to determine the factors that influence the time performance of the procurement process for these projects.
The case study research strategy was identified as the most suitable method of addressing the research aims. The justification of the use of the case study strategy was based on the type of research questions posed, the extent of control the researcher had over behavioural events, and the ability of case studies to address the contemporary as opposed to historical events. In addition, the case study strategy was considered advantageous because it follows a rigorous methodical path that protects against threats of construct, internal and external validity. To this end, four cases were selected for the research. The cases selected were as follows:
Maropeng and Sterkfontein PPP Project;
Department of Statistics South Africa (DSSA) New Head Office Accommodation PPP Project;
Department of Foreign Affairs (DFA) New Head Office Accommodation PPP Project; and
Department of Rural Development and Land Reform (DRDLR) New Head Office Accommodation PPP Project.
The cases were initially analysed individually, and thereafter a cross-case analysis was conducted. The cross-case analysis was used to identify trends and associations across cases, together with any differences worth highlighting.
Analytical procedures were used to analyse the time performance of the PPP procurement process from Request for Qualification (RFQ) to Financial Close. Planned and actual procurement timelines were collected from the PPP procurement documentation (i.e. RFQ and RFP documentation) and the interview respondents respectively. Semi-structured interviews were used to collect qualitative information on the factors that the respondents deemed to have influenced the time performance of
the procurement process for the selected cases. The interview questions were based on insights gained from the literature review related to the factors that influence the time performance of the PPP procurement process.
It is envisaged that the insights gained from the research will go a long way to improving the time performance of the procurement process for PPP projects in South Africa. An improved time performance of the procurement process can lead to quicker delivery of PPP projects to marginalised communities where the need for infrastructure services is the highest.
