Le point de départ de la recherche consiste à prendre au sérieux nombre de déclarations politiques belges reposant sur l'existence d'un droit fondamental et autonome à la sécurité. L'objectif poursuivi est donc de vérifier si, juridiquement, un tel droit existe actuellement dans le droit positif. A cette fin, il est procédé à un examen des sources formelles et jurisprudentielles du droit international des droits de l'homme. Cette analyse permet de démontrer que la sécurité fait l'objet d'une protection explicite et autonome : le "droit à la sécurité" existe. Son champ d'application - la protection de l'intégrité physique - apparaît cependant d'ores et déjà largement protégé par le jeu de plusieurs dispositions du Pacte international relatif aux droits civils et politiques et de la Convention européenne des droits de l'homme. Enfin, l'une des fonctions poursuivies par ce droit, à savoir l'obligation de pénaliser et de réprimer les comportements portant atteinte à cette intégrité, fait l'objet d'une analyse historique et théorique permettant de dénouer l'écheveau tressé entre le droit pénal et les droits fondamentaux.

Little Sewickley Creek: The Redesignation Process of a High Quality Stream to an Exceptional Value StreamReinhart, Nathan Todd 22 April 2013 (has links)
The Pennsylvania Department of Environmental Protection has set designated uses for all of the 83,000 miles of waterways based on their quality. Only the highest quality streams are afforded the highest protection with a High Quality (HQ) or Exceptional Value (EV). Little Sewickley Creek is designated as a High Quality-Trout Stocking Fishery and may warrant redesignation as an Exceptional Value waterway. The aim of the study was to provide technical data on the stream to support an EV reclassification. The report has compiled previous data and collected new data in order to file a formal petition to the PA DEP. The petition process involves consideration of physical, chemical, biological data on the stream, along with the land use of the watershed. Turn-to-turn fault detection in transformers using negative sequence currentsBabiy, Mariya 21 September 2010
A power transformer is one of the most important and expensive components in any power system. Power transformers can be exposed to a wide variety of abnormal conditions and faults. Internal turn-to-turn faults are the most difficult types of faults to detect within the power transformer. The IEEE Standards documents have revealed that there is no one standard way to protect all power transformers against minor internal faults such as turn-to-turn faults and at the same time to satisfy basic protection requirements: sensitivity, selectivity, and speed.<p>
This thesis presents a new, simple and efficient protection technique which is based on negative sequence currents. Using this protection technique, it is possible to detect minor internal turn-to-turn faults in power transformers. Also, it can differentiate between internal and external faults. The discrimination is achieved by comparing the phase shift between two phasors of total negative sequence current. The new protection technique is being studied via an extensive simulation study using PSCAD®/EMTDC 1 software in a three-phase power system and is also being compared with a traditional differential algorithm.<p>
Relay performance under different numbers of shorted turns of the power transformer, different connections of the transformer, different values of the fault resistances, and different values of the system parameters was investigated. The results indicate that the new technique can provide a fast and sensitive approach for identifying minor internal turn-to-turn faults in power transformers.

A Comparative Study of Port Environmental Management in Canada and ChinaGao, Yue January 2008 (has links)
Ports are the foreign gateway for countries and regions, and it is playing an increasingly important role in the world economy. While embracing the economic benefits brought by port development, Chinese ports are also faced with an unprecedented number of environmental problems. The overall goal of this thesis is to explore the similarities and differences between Canadian and Chinese ports in terms of their environmental protection policies, environmental management, and environmental protection measures. The thesis also aims to sum up valuable environmental protection experiences from both countries, in an effort to provide a reference guide for environmental protection activities in China.
In this paper, many research methods have been used, including a review of the literature, site inspection, expert advice and case analysis in order to explore the similarities and differences in policies, concepts and measurements of port environmental protection in Canada and China. This information will be used to define the advanced concepts, managerial methods and measurements of environmental protection in Canada that Chinese government departments and port authorities could learn from.
Through this study, suggestions will be made regarding what China's port sectors can learn from Canada in the following areas: (1) connecting port authorities with relevant environmental protection experts to carry out environmental protection research; (2) expanding the scope of port environmental protection, paying attention to co-operation with other agencies to protect the environment; (3) enhancing the protection of the ecological environment of the port, (4) paying attention to public participation in the process of port environmental protection; and (5) upgrading the environmental protection management concept on the part of port managers.
It will be suggested that from Canada, relevant Chinese government departments should learn to (1) promulgate operational laws and regulations related to port environmental protection; (2) set up port management institutions to improve the port environmental management; (3) clarify the role of government departments, ports and environmental regulatory authorities in the course of the environmental protection; and (4) strengthen enforcement and regulations. In addition, it will be suggested that the enhancement of public awareness regarding environmental protection be continued and that relevant laws be passed to expand the scope of public participation.
