Instituto Unibanco e o projeto jovem do futuro: uma forma de inserção dos empresários nas políticas públicas educacionais para o Ensino Médio / Unibanco Institute and the Project Youngsters of Future: a way of inserting entrepreneurs in the Educational Public Policies for High School

A pesquisa Instituto Unibanco e o Projeto Jovem de Futuro: Uma Forma de Inserção dos Empresários nas Políticas Públicas Educacionais para o Ensino Médio objetiva analisar a inserção do setor privado na educação básica pública, a partir do estudo da incursão do Instituto Unibanco no ensino médio público com a proposta Jovem de Futuro. A pesquisa perpassa o histórico de constituição e atuação do Instituto Unibanco como instituição voltada para a assistência social e o processo que conduziu sua atuação para a educação básica. Compreende também o desenvolvimento da tecnologia Jovem de Futuro bem como a constituição da parceria com o Ministério da Educação para a transferência da mesma em conjunto com o Programa Ensino Médio Inovador. O estudo parte da abordagem qualitativa e utiliza como método para o levantamento de dados a análise documental, tanto de fontes primárias como secundárias publicadas entre os anos de 2003 e 2014. Para abordar o tema faz-se um breve estudo de referenciais teóricos que indicam a nova gestão pública, fruto do processo de reforma do Estado implementada no governo do ex-presidente Fernando Henrique Cardoso, como parte do processo de inserção do setor privado na educação, tendo em vista a implantação de novos marcos regulatórios na execução das políticas públicas sociais. O levantamento indica que apesar de haver alternância de poder com a eleição do ex-presidente Lula para o governo federal, o processo de incursão do setor privado não foi interrompido, ao contrário continuou sob bases semelhantes às observadas na plataforma política anterior. Com relação ao Instituto Unibanco, a pesquisa demonstrou que o mesmo traçou como objetivo atuar na educação básica pública, bem como almejou uma posição relevante na área. Para tanto, passou de uma atuação fragmentada na assistência social, para uma atuação incisiva na escola pública, por intermédio da parceria constituída com o Ministério da Educação para execução do Programa Ensino nédio Inovador/Jovem de Futuro. A parceria consistiu na transferência da tecnologia Jovem de Futuro, nos Estados de Ceará, Goiás, Mato Grosso do Sul, Pará e Piauí, que visa transformar a escola a partir da intervenção junto à gestão escolar, para uma Gestão por Resultados. Em decorrência da assunção da tecnologia, o Instituto Unibanco se insere nas escolas por intermédio dos ordenamentos previstos pelo Jovem de Futuro, tais como o curso de formação para gestores. / The research Unibanco Institute and the Project Youngsters of Future: a way of inserting entrepreneurs in the Educational Public Policies for High School aims at analysing the insertion of the private sector in the public basic education by means of the study of the incursion of the Unibanco Institute in the public High School with the proposal named Youngsters of Future. The research comprehends the constitution and acting history of the Unibanco Institute as an institution directed to the social assistance and the process which conducted such acting to the basic education. Also, it comprehends the development of the Youngsters of Future technology, as well as the constitution of the partnership with the Ministry of Education to its tranfer along with the Innovative High School Program. This is a qualitative study, and the method adopted for the data collection is the documentary analysis, both primary and secondary sources published between the years 2003 and 2014. In order to approach the subject, initially, a brief study of theoretical frameworks which indicate the new public administration is carried out, result of the reform of the State established in the former president Fernando Henrique Cardosos administration, as part of the process of insertion of the private sector in education, considering the establishment of new regulatory marks in the execution of the public social policies. The survey indicates that, in spite of the existence of power switching with the election of the former president Lula for the federal government, the incursion process of the private sector was not interrupted; on the contrary, it remained under bases which are similar to the ones found in the previous political platform. With regard to the Unibanco Institute, the research showed that its objective was acting in the public basic education, and it aimed at a significant position in such area. In order to do so, the acting, which was fragmented, focused on the social assistance, became an acting which is incisive inside the public school, by means of the partnership established with the Ministry of Education for the carrying out of the Innovative High School Program/Youngsters of Future. The partnership consisted of transferring the technology Youngsters of Future, in the States of Ceará, Goiás, Mato Grosso do Sul, Pará and Piauí, which aims at transforming school by an intervention with the school management, to a Management by Results. Celebrado recentemente pela imprensa estrangeira como um dos dez melhores parques urbanos do mundo, o Parque Ibirapuera é um símbolo de São Paulo. Projetado como o palco de convergência para os eventos comemorativos do IV Centenário da cidade, foi inaugurado em 1954 para simbolizar a ascensão da capital ao mundo moderno e industrializado. A história do parque, de seus edifícios e arredores é marcada por disputas, incertezas e apropriações casuísticas que ainda permanecem vorazes. Seus edifícios modernos, projetados sem clara definição de uso após os festejos que os ensejaram, foram objeto de intensa apropriação pelo poder público e entidades privadas, que obstaculizaram uma gestão integrada e coerente do Ibirapuera. Partindo da constatação preliminar de que o parque, assim como seu conjunto arquitetônico projetado por Oscar Niemeyer e equipe, foi fragmentado funcionalmente em diversas \"ilhas\" ao longo do tempo, procura-se compreendê-lo como um espaço altamente dinâmico e pautado por práticas que muitas vezes ameaçam a preservação de sua espacialidade e seu caráter público. Apesar de ser desde finais do século XX um território que se define pela concentração de algumas das mais importantes instituições culturais do país, é emblemático de sua trajetória instável o fato de que seus edifícios tenham sido apropriados por órgãos burocráticos durante mais de meio século e que sua área verde tenha sido drasticamente diminuída. O Parque Ibirapuera foi ainda rodeado por grandes avenidas, atravessado por túneis e entrecortado por zonas residenciais e grandes equipamentos urbanos - hospitais, institutos científicos, clubes privados, sede legislativa, sede de departamento de trânsito e zonas militares. Assim, neste estudo, ele é compreendido tanto como evidência quanto como instrumento de uma esfera pública que é definida por sua coexistência com interesses privados e geralmente por eles enfraquecida. / Ibirapuera Park, celebrated recently by the international press as one of the world\'s ten best urban parks, is an icon of São Paulo. It was designed to be the focal point of the city\'s 400th anniversary commemorations and was inaugurated in 1954 to symbolize the capital\'s entry to the modern industrialized world. The park\'s history, its buildings and surroundings are marred by continuing insatiable disputes, uncertainties and casuistic appropriations even today. Its modern buildings, designed with no clearly defined use after the festivities that gave rise to them, were the object of intense appropriation by both public authorities and private entities, barriers to a coherent and integrated management of Ibirapuera. Based on the preliminary observation that the park, together with its architectural complex designed by Oscar Niemeyer and his team, was divided functionally into various \"islands\" over the years, an attempt is made to understand it as a highly dynamic space, characterized by practices that very often endanger the preservation of its spatiality and public nature. Although since the late 20th century it is an area that concentrates some of the country\'s most valuable cultural institutions, the fact that its buildings have been taken over by bureaucratic bodies for over half a century and its green area drastically reduced is emblematic of its uncertain trajectory. Ibirapuera Park was moreover hemmed in by wide avenues, crossed by tunnels and intersected by residential neighborhoods and major urban equipment, such as hospitals, scientific institutes, private clubs, legislative headquarters, traffic department head office and military zones. So in this study it is understood as both proof and instrument of a public sphere marked by its coexistence with private interests and generally undermined by them.

Building Process of Public-Private Dialogue During Major Reforms In Myanmar

Since 1962, Myanmar has experienced stagnant economic growth despite its rich natural resources, demographic strength, and being located at the crossroad of Asia. To improve policy and regulation, Myanmar's private sector must advocate policy or administrative course of action to the government. Therefore, the purpose of the research was to evaluate the public-private dialogue (PPD) before and after the change of the government, and change of UMFCCI leadership during major reforms in Myanmar. Research questions were focused on the design, implementation, and benefits and risks of PPD. This qualitative case study, based on cross-sector collaboration theory, included semistructured interviews with 26 key participants who have deeply involved in the PPD building process since very beginning. Data were categorized for thematic analysis and the PPD building process was compared before and after April 2016 because there was a change of government and Union of Myanmar Federation of Chambers of Commerce and Industries leadership. Findings included differing levels of conceptualization, capacity constraints, and the need to coordinate among development partners. Additionally, differing commitment level among local and foreign businesses indicated that creating the right conditions and being able to establish a collective purpose are important for successful cross-sector collaboration. This study contributes to positive social change for policy makers and collaborators interested in creating a positive regulatory environment through collaboration.

Strategies to Sustain Public Private Partnership: A Lebanese Agency Case Study

Four public private partnerships have been created in Lebanon to fulfill the promises of better public value and accelerated economic development for sustainable business development. The problem is some business owners embark on public private partnership projects without following known documented strategies that ensure business sustainability. The purpose of the single case study was to explore the strategies business owners used to sustain public private partnership businesses in Lebanon. The conceptual framework included the theory of X-efficiency and the new public management model. The Northern Lebanon public private partnership was chosen for the study. All 7 business owners participated through interviews for data collection. The emergent themes from the interviews were compared and contrasted across participants' responses and were cross referenced with the academic literature and printed agency reports. Data interpretations were triangulated through member checking. The business owners identified 7 specific strategies to monitor the agency's work. The top 3 strategies were proper selection of partners, the need for a strong technical director, and hiring of professional staff. Three additional strategies noted were the articulation of a clear mission and vision, followed by the development of bylaws and the identification of international best practices. Holding monthly partners' meetings to discuss emerging needs was the last strategy identified for consistent follow up and forward movement of the businesses. The findings over time could promote social change in Lebanon by revealing how municipalities can partner with the private sector and nongovernment organizations to reduce poverty, create jobs, and ensure local economic development.

A modelagem de contrato de uma Parceria Público-Privada tem aumentado nas principais economias do mundo, principalmente por recomendação do Banco Mundial que organiza estudos e manuais sobre o tema a fim de padronizar o conceito. A pergunta que se faz é como se configuram as relações de agência em uma Parceria Público-Privada, pensados em termos de conduta oportunista, assimetria de informação e desenho institucional. Esta pesquisa tem como objetivo geral discutir as relações de agência a partir do desenho institucional desta Parceria Público-Privada. Os objetivos específicos são: operacionalizar o conceito de PPP para este trabalho, conforme a legislação federal e a estadual sobre o tema; identificar as diferenças de outros modelos de contratação e de investimento tradicionalmente utilizados; reconhecer a capacidade das instituições instaladas, sua histerese ou resiliência à esta modelagem de contratualização; trazer o contexto histórico à atualidade, considerando o ambiente institucional democrático de transparência e responsabilização; e interpretar como a Teoria da Agência pode iluminar os resultados destas parcerias. Como estrutura teórica, apresenta-se a evolução crítica das teorias da regulação, o problema Principal-Agente e a abordagem institucionalista da regulação econômica setorial. A seguir é apresentada a evolução da regulamentação de concessões de PPP no Brasil. Por fim, é realizado um estudo de caso da Rodovia MG-050 à luz da Teoria da Agência. Como resultado a pesquisa apresenta proposições sobre o que a contratualização de serviços públicos do tipo Parcerias Público-Privadas gera para os desafios democráticos de transparência, responsabilização e ampliação da cidadania; sobre o que este tipo de contratualização gera para as falhas de mercado; e sobre a capacidade do Estado neste tipo de modelagem, tanto pela necessidade de um Estado planejador para estes projetos, quanto pela demanda de um Estado garantidor / The contractual modeling of Public-Private Partnerships has increased in the world\'s major economies, mainly on the recommendation of the World Bank that organizes studies and manuals on the subject in order to standardize the concept. This issue raises is how the agency relations are configured in a Public-Private Partnership, thought in terms of capture, asymmetry of information and institutional design. This research has the general objective to discuss the Agency Theory based on the institutional design of this partnership. The specific objectives are: to operationalize the concept of PPP for this research, according to the federal and state legislations on the subject; the differences from other traditionally used contracting and investment models; the capacity of the installed institutions, their hysteresis or resilience to this contractual modeling; bring the historical context to the present, considering the democratic parameter of transparency and accountability; and thus interpret how the Agency Theory can illuminate the results of these partnerships. As a theoretical framework, we present the critical evolution of theories of regulation, the Principal-Agent problem and the institutionalist approach to sectoral economic regulation. The following is the evolution of the regulation of PPP concessions in Brazil. Finally, a case study of Highway MG-050 is carried out in light of the Agency Theory. As a result, the research presents propositions about what the contracting of public services of the Public-Private Partnership type generates to the democratic challenges of transparency, accountability and enlargement of citizenship; what this type of contracting generates for market failures; and on the capacity of the State in this type of modeling, both by the need of a state planner for these projects, and by the demand of a guarantor State.

Public private partnerships : modernisation in the Australian public sector

Doctor of Philosophy / Public private partnerships [PPPs] are a product of policies and processes to modernise the delivery of infrastructure-based services. An examination of the modernisation literature establishes the broad analytical frame within which this thesis investigates PPPs. The macro-level overview of the recent transformation of the Australian public sector confirms that the dominant principles underlying modernisation are grounded in new institutional economics [NIE] that are implemented through private-sector derived accounting and management implementation technologies. It highlights the contextual complexities stemming from Australia’s federal system of government, explaining the decision to focus on investigating PPP experiences in Victoria. At the conceptual level, PPPs rely on risk management and modernisation of service delivery to achieve value for money [VFM] for governments. In Victoria, 2000 signals a change in the modernisation role of PPPs. Thereafter, risk inherent in PPPs was reduced by excluding the contractor from the delivery of core social services. Also, the state began to develop a number of PPP policies to guide, aid, control and rationalise decision making in the pre-contracting stage, and to clarify objectives. Analysis of PPP contracts and the failure of one pre-2000 PPP hospital project are illustrative of the controversies identified in the literature about ‘hidden’ aims, the role of technologies designed provide ‘objective’ evidence of VFM inherent in PPPs at the time of contracting, and the ‘fallacy’ of risk transfer to private contractors. An examination of prison contracts indicates the changing nature of the management and control of PPPs in the execution stage. Analysis of pre-2000 prison contracts reveals that these projects were intended to drive significant financial and nonfinancial modernisation reforms throughout the correctional services system. Despite problems with contractual specification of performance and payment mechanisms, and the failure of one of the three pre-2000 prisons, recent evidence suggests, contrary to conclusions in the previous literature, that sector-wide modernisation objectives are being achieved in PPP prisons. PPPs have been criticised on the grounds that they enable governments to avoid accountability for service provision. A survey of the extent, focus and characteristics of the performance audit of PPPs confirms that little PPP auditing has been undertaken in Australia per se, and also that much of the performance auditing has focused on examining adherence to mandated procedures in the pre-contracting stage. However, this thesis demonstrates that the Victorian government has undertaken significant evaluation of the operation of its pre-2000 PPP prisons, and that its thinking and policy development reflect lessons learnt. The evidence presented in this thesis challenges findings in the previous literature that modernisation has delivered less than promised. This thesis confirms the potency of longitudinal research to investigate outcomes of what is essentially an iterative process of reform and that ‘successful’ implementation of modernisation change is sensitive to the context to be reformed. In finding that the presence of goodwill trust is critical to the implementation of recent modernisation reform in the correctional services sector (including in the PPP prisons), this thesis also confirms recent critiques of the power of NIE theories to explain contracting practices in the PPP setting.

<p>The transformed municipality – Economic and social growth in Örnsköldsvik 1997-2007</p><p>Author: Kristina Hansson</p><p>This thesis focuses on the economic and social growth in the municipality of Örnsköldsvik. It is a single case study and the municipality is studied through economic theories concerning regional growth in the period of 1997-2007. The aim is to analyse whether these theories, such as Åke E. Anderssons and Ulf Strömquists K-society, and other more or less microeconomic assumptions, also are applicable in smaller local contexts. The aim is fulfilled through a mix of text analyses, interviews with leading politicians, civil servants and executives, together with definitions of several quantitative characteristics of economic and social growth. Alternative theories in the thesis concern identity, trust and social capital. Seven independent variables are studied: infrastructure, economic and commercial policy, steering by goals, streamlining, public purchase, marketing and higher education. The results show that while Örnsköldsvik has experienced an extraordinary economic growth, the social growth lags behind. The conclusion is therefore, that economic theories are not enough to explain both economic and social growth at the municipality level. <p>This study focuses upon the new societal objects that are termed public private</p><p>partnerships where the public sector forms strategic alliances with the private sector</p><p>and the civil society to manage the wicked issues of today. An exampel of such</p><p>cooperation is Vänerhamn AB where the municipalities around the lake of Vänern</p><p>and the private shipping companies got togheter to handle an economic crisis of the</p><p>shipping buisiness. The partnership Vänerhamn has developed from a problematic</p><p>activity to a healthy company and the aim of this thesis is to illuminate this</p><p>development through an historical institutional approach, focusing critical juncture</p><p>to discover if the governance theory can be used to understand the partnerships</p><p>positive process.</p><p> </p><p>This will be done through research questions about the organisation of the</p><p>partnership, about the members interests with the partnership and about eventually</p><p>coordination problems in the partnership. The questions derive from dimensions in</p><p>governance theory, central for the activity of partnerships. Interviews with central</p><p>informants where held and it was complemented through a document analyses in</p><p>order to search for indications of the dimensions and that is the methodological</p><p>approach of the study.</p><p> </p><p>The conclusion of this thesis is that the governance theory can be used to</p><p>understand Vänerhamns postive development since the members interest with the</p><p>partnership to a begining was not at all conformed and that led to obvious</p><p>coordination problems. With more conformed interests the coordination problems</p><p>were almost absent and the partnership made success. In this case the organisation</p><p>of the partnership did not matter as it was a registered company during the whole</p><p>time. The central sapiency of the thesis is that the public sector has to learn more</p><p>about the private sector and vice versa.</p>
