Webtv como ferramenta do jornalismo público: um estudo sobre a TV IFPB, TV Bem Baiano e Canal IFPB

It seeks to detect the most common topics in the produced contents by these WebTVs; to gauge the influence of the official sources used to produce articles; to investigate if users are motivated to contribute at any level during the production stage. To this end, it was adopted the methodology of content analysis of the articles published by the WebTVs, from January to December 2015, totalizing 49 videos. This analysis was grounded in the categories Content in depth, Distinguish Practices in Society, Public Interest Topics, Guidance to the public/ Provision of Services and Diversified Sources, formulated based on the principles of public journalism and in accordance to the intended aims. In order to develop this project, we referred to some researchers‟ studies, such as Traquina et al. (2001), Bauman (2009), Jenkins (2006) e Becker e Mateus (2011). It is reinforced that there is not a Communication Policy which serves as guideline in the Federal Institutes of Education, Science and Technology for journalists and other professionals involved with communication and information. It was observed that, though the articles produced by the WebTVs contain aspects of public journalism, they do not foster its main characteristics, as the narratives do not generate a plural debate of ideas nor spare the citizens enough space to lead the discussions. Users‟ engagement in the process of producing the articles is also limited, taking into account the interactive possibilities that the WebTVs provide. With these results, we suggest some changes in the journalism practiced by the WebTVs as well as an open proposal for programmes along the lines of the public journalism, based on the findings of the writers who have supported this study, and appropriate for a hypermedia system that comes as part of a public institution of education. / Este trabalho objetivou analisar se há marcas do jornalismo público em três WebTVs dos Institutos Federais de Educação, Ciência e Tecnologia:TV IFPB, TV Bem Baiano e Canal IFPE, buscou detectar quais os temas mais presentes nos conteúdos produzidos pelas WebTVs bem como avaliar a influência exercida pelas fontes oficiais na produção das notícias e investigar se há estímulo da participação do usuário em alguma fase da elaboração dos conteúdos. Para esse fim, adotou-se a metodologia da análise de conteúdo das matérias publicadas pelas WebTVs, no período de janeiro a dezembro de 2015, totalizando 49 vídeos. A análise desse material foi fundamentada nas categorias Conteúdo Aprofundado, Práticas Diferenciadas na Sociedade, Temas de Interesse Coletivo, Orientação ao Público/Prestação de Serviços e Fontes Diversificadas, elaboradas com base em princípios do jornalismo público e em consonância com os objetivos pretendidos. Para realizar este trabalho, resgatamos os estudos de pesquisadores como Traquina et al. (2001), Bauman (2009), Jenkins (2006) e Becker e Mateus (2011). Reforça-se que não há uma Política de Comunicação que funcione enquanto diretriz, nos Institutos Federais de Educação Ciência e Tecnologia, orientando o trabalho dos jornalistas e de outros profissionais da área de comunicação e informação. Constatou-se que as matérias produzidas pelas WebTVs possuem aspectos do jornalismo público, mas não desenvolvem, de forma expressiva, suas principais características, pois as narrativas não estimulam o debate plural de ideias nem concedem espaço suficiente para que o cidadão direcione as discussões. A participação do usuário no processo de produção de notícias também é limitada, levando em consideração as possibilidades interativas que a WebTV oferece. Com o resultado deste estudo, propomos algumas mudanças com relação ao jornalismo praticado nessas WebTVs bem como apresentamos uma proposta aberta de programas fundamentados nos moldes do jornalismo público, evidenciados nos achados dos autores que ancoraram esse trabalho, e apropriados para uma sistema hipermídia que nasce no âmbito de uma instituição pública de educação.

Evaluating the Efficacy of Engagement Journalism in Local News: An Ethnographic Study of the Dallas Morning News

The Dallas Morning News is a leader in using engagement journalism to increase and retain digital subscribers. This ethnography examined the efficacy of the engagement journalism work by the News in rebuilding trust and forming relationships with its audience. This research is exceptionally timely as more newsrooms are erecting paywalls to their content and asking their audiences to offer monetary support in exchange for greater access and engagement by journalists. This work is examined through two mass communications theories: functionalism, which says a society can be viewed like an ecosystem as a "system in balance" consisting of complex sets of interrelated activities, each of which supports the others in maintaining the system as a whole; and the dual responsibility model, which says that companies should operate in the best interests of all in the community who depend on them, not only those who benefit financially. Additionally, the work is considered from a human-interaction design standpoint to evaluate whether the News has created affordances that enable the journalists and the readers to communicate, and whether the journalists are effectively practicing service design when publishing news and information for the audience.

Global news flows : news exchange relationships among news agencies in South Africa.

This study critically explores the relationships amongst the global, national, continental and alternative news agencies in South Africa and in a changing global context of news. It revisits previous studies’ findings on imbalances in global flows with a view to extending and updating these case studies. An extended-case study approach employing in-depth, open-ended interviews with news agency participants based primarily in South Africa and with the Pan African News Agency in Senegal is undertaken. The study postulates that news agencies do not operate independently of the broader external social environment. News agencies are influenced by changes in the global news environment and impacted upon by socio-economic, political and cultural processes and relations amongst nations. The main findings include firstly, that “intermediary changes” described as “adaptive strategies” at news agencies result from internal and external pressures on their operations of news production, selection and distribution. Internal pressures are identified as changes in ownership, and the gate-keeping function in the selection and exchange of news. External pressures are associated with the processes and relations of market-based global capitalism, which, it is theorized, gives rise to changing conditions described as a new phase of neo-liberal globalisation. Another finding related to the first, describes the adaptive strategies at news agencies as signifying a crisis in the global capitalist order and a transition to a post-industrial society. This post-industrial society presents the space for further investigation of the phenomenon of global consciousness, which is a further finding of the study. The prevalence of an alternative form of news production, citizens’ journalism, is seen as an example of an emerging public realm of opinion making, or, the public sphere. The study concludes that explanations for the persistence of imbalances in global news flows in the relationships among news agencies needs revision and updating, and that a global phenomenon, “global consciousness”, presents a challenge to the extreme market forces and the statist government control over media systems worldwide.
