Public sector capacity to plan and deliver public/private infrastructure partnerships (P3s): a case study of British Columbia’s healthcare sector

Sweeping public sector reforms have occurred globally in recent decades. One of the more high profile and contentious strategies pursued in jurisdictions such as Australia, the United Kingdom, and more recently Canada is the radical shift to public-private infrastructure partnerships - commonly referred to in Canada as ‘P3s’. The Government of British Columbia (BC) has emerged as the leading proponent of the P3 model in Canada. The strategic shift in BC to the P3 model was introduced in 2002 by the governing Liberal party. The Liberals created Partnerships BC to spearhead the P3 program, and singled out the healthcare sector to move forward the P3 agenda. The dynamics of delivering a complex and unfamiliar business model like P3s through this new public agency, combined with the unique ecology of the healthcare system, added to the complexity of delivering a central government mandated strategic policy priority like a P3-first agenda, making for a robust case study. Focusing on the issue of public sector capacity to implement policy, this study examines how BC has transitioned from traditional procurement and operation of public infrastructure such as hospitals to the wide-spread use of P3s. The study asks questions about three independent variables of capacity related to implementation of P3 and other cross-cutting programs: governance and oversight; human resources; and, inter-agency collaboration within the public sector. Drawn from an extensive review of scholarly studies and literature, and government and consultant reports examining actual infrastructure P3 experiences and exemplary practices, these variables formed the basis of the study’s analytical model. The study employed the following multi-method (triangulation) research and data collection approach: i) an archival review of text-based government documents; ii) interviews with key public employees either directly or indirectly involved in P3 program implementation; and, iii) field observations of the principal researcher based on first-hand experiences as a senior manager in the BC government during this period. Based on the analytical model developed, the study reveals a capacity deficit in BC to adequately plan and implement a comprehensive P3 program. Based on the literature, the model establishes that central agencies play a critical role in an effective P3 policy program. So what is most noteworthy is the lack of resources and attention given to developing central agency capacity to: advance sound P3 policies; ensure ongoing program oversight and accountability; and, provide necessary guidance and support to agencies tasked with implementing very complex P3 arrangements in a multi-agency domain. For practitioners, the study validates key elements of capacity to be considered when planning and implementing major shifts in public policy. The literature review and the study’s findings also have relevance for the public administration profession through the development of the analytical framework and its application to an important contemporary public policy area. As a contribution to scholarly and academic research, this paper tests the validity and reliability of the analytical model developed and the overall methodology used, and identifies significant areas that merit further study related to the broader phenomenon of P3s and public sector capacity. / Graduate / 0617 Public Administration / mauricer@uvic.ca

Local Government Policies For Economic Development: The Experience Of Brisbane, Melbourne And Fremantle

In the Australian context policies impacting on economic development have traditionally been the preserve of Commonwealth and state governments. Economic restructuring, particularly since the early 1980’s, has seen the rise of local government as a more active participant in promoting economic development at the local level. What emerged was a highly competitive environment where local governments established their own policies to attract and promote private sector investment and employment growth. Policy makers were faced with the difficult task of identifying the most appropriate policy levers and frameworks that covered a diverse and often competitive range of issues. Australian local governments that established economic development policies were placing themselves in a scenario that was outside the statutory parameters of their legislative frameworks and often well beyond their resource capacity. A prerequisite for effectiveness in this complex area of public policy would be a clear understanding of economic development and the ability of councils to participate in the process. The aim of this research is to establish a model which can explain the role that local government can play in achieving local economic development. By examining the international and Australian literature a broad-based multi-disciplinary model is developed to facilitate interpretation of the concept of economic development in a manner suitable for policy makers in the local government context. This model is tested against in depth case studies of three Australian local governments which have embarked on strong economic development policies. The conclusions focus on the relevance of the model through determining its ‘fit’ with the established policies, and its potential contribution to concept and practice.

Aim: The use of Lean Production in the public sector is increasing and there are still opportunities for improvement that contributes to a higher customer value. According to previous research that has been done, there is a lack of research in the field of Lean production in the public sector. Thus, the aim of this study is to create an understanding of how Lean production as a concept can help to influence employees to work with continuous improvements and customer value in the public sector. Method: The study has a hermeneutic perspective as a starting point where the substance is studied from an operator approach. We have chosen to build our study with the help of deduction starting with a theoretical framework and then go into the empirical framework. The foundation is built around a case study with a qualitative approach through the semi-structural interviews. Collecting data and analysis has been done through coding to achieve the most essential of it. Result & Conclusion: The study indicates that continuous improvement and customer value are tools that the public sector largely works with. To obtain this the respondents, which represent the authorities, uses Lean meetings, Lean board and shows concrete examples of changes that have a positive impact on the company. Suggestions for future research: We believe that further research on how employees are affected by the work for continuous improvements and customer value in the private sector is of great interest. Contribution of the thesis: The study shows that it is needed to motivate employees so that they will work on continuous improvements and customer value. In connection with this, there are tools that the public sector can use to promote the motivation, which is education and feedback. Balanserat styrkort inom hälso- och sjukvården : Bidrar det till ett gemensamt språk och en helhetsbild?

I samband med en omorganisation av hälso- och sjukvården i Region Gävleborg där bland annat fyra divisioner bildades infördes det balanserade styrkortet som styrverktyg i verksamheten. Styrkortet var ett intressant verktyg för hälso- och sjukvården då det inkluderar såväl finansiella som icke-finansiella aspekter. Syftet med studien är att öka förståelsen för hur det balanserade styrkortet anpassas inom offentliga hälso- och sjukvårdsorganisationer med avseende på om det bidrar till ett gemensamt språk och en helhetsbild av verksamheten.   Denna undersökning gjordes utifrån en kvalitativ fallstudiedesign inom Region Gävleborgs hälso- och sjukvårdsorganisationer. Undersökningen utfördes med hjälp av semistrukturerade intervjuer där fokus legat på chefer och ansvariga personer inom den berörda verksamheten. Den teoretiska referensramen inleddes med allmän forskning kring styrkortet för att sedan smalas av till en mer anpassad bild av styrkortet inom studiens valda bransch.   Resultatet visade att styrkortet medförde ett gemensamt språk samt att kommunikationen mellan de tre organisatoriska nivåerna spelade en central roll för en fungerande verksamhet. Det framgick även ur resultatet att styrkortet kunde medföra en helhetsbild över verksamheten med förutsättning att man vet hur styrkortet ska tillämpas och mätas. Det kan även konstateras att det finansiella perspektivet inte utesluts, utan att det istället utmärker sig som en summa av de övriga perspektivens resultat.   Eftersom studien bygger på en deduktiv ansats avslutas den med en analys där teorin kopplas ihop med det insamlade empiriska materialet för att på så sätt kunna urskilja huruvida dessa stämmer överrens med varandra.   Studien avslutas med en slutsats där innehållet summeras ihop och utformar studiens bidrag samt svarar på syftet.

Collaboration has been a central feature of Welsh Government policy in respect of delivering effective public services for over a decade yet continues to be difficult to achieve in a meaningful way across sectors, organisations and boundaries. The report of the Commission on Public Service Governance and Delivery in Wales (2014) reinforced the importance of pursuing collaborative initiatives and offered proposals for approaching collaboration more consistently and effectively. This thesis adds new knowledge to understanding the complexities of collaboration through a critical overview of three research outputs relating to collaboration in social services in Welsh local authorities. By reviewing the literature on collaborative theory and practice and applying it to the research outputs which constitute the portfolio, a conclusion is reached that collaboration will remain an elusive objective unless action is taken to improve its chances of successful implementation. A new strategy is proposed for obtaining the necessary increase in the scale and pace of collaboration to justify its position as a continuing part of Welsh Government policy.

O presente estudo tem por objeto o princípio da eficiência, concebendo-o como critério para a atuação administrativa voltada ao atingimento dos Objetivos Fundamentais da República brasileira. Tendo-se por meta a operacionalidade do princípio, são apresentados os conceitos de eficiência colhidos nas doutrinas econômica e jurídica. Além disso, são deduzidos os fundamentos da eficiência. Como questões atinentes à aplicabilidade do dever de eficiência são tratadas a participação popular, a atuação administrativa impessoal, a improbidade administrativa e a eficácia do princípio em comento. A eficiência também é abordada como fruto da ação discricionária e como limite dessa ação. Partindo-se do pressuposto de que a eficiência pode colaborar para a melhora da ciência jurídica e da Administração Pública brasileiras, discorre-se sobre os passos para se realizar uma atuação administrativa eficiente com esteio no texto constitucional, no Direito e na ciência da Administração, perpassando-se por alguns métodos empregados nos setores público e privado e se chegando a um caso concernente a um serviço público de cobrança judicial. / The present study introduces the efficiency approach as an element in to the management scenario, attainable by the Fundamental Objectives of the Brazilian Republic. The main operational aims of the efficiency approach are here presented in addition to the efficiency concepts, obtained on both economic and juridical doctrines. Also, the fundaments of efficiency are presented. As attained matters of the applicability of efficiency duty, popular participation, impersonal management activities, administrative improbability and effectiveness of the efficiency approach are analyzed. Efficiency is also part of discretionary activities and as limit of this action. Using as background the fact that efficiency can put to better use judicial science and the Brazilian Public Management, the present study discourses about the steps that leads to an effective management activity based on the Constitutional Transcripts. The study comprehends some of the methods employed in public and private sectors, achieving a concerning case to a public service of judicial encashment.
