Multi-agency information sharing in the public sector

BACKGROUND. The need for public sector agencies to work together to deal with complex issues which overlap agencies spheres of work has been well established. Cases such as the Soham murders in 2002 (BBC News, 2003), the Climbie child abuse case in 2003 (Health Committee, 2003) and the Pilkington Anti-social Behaviour case in 2007 (Telegraph, 2009) each highlighted the need for public sector agencies to work more closely and share information with each other to more effectively serve their public. METHODOLOGY. A three year period of participant observation in the implementation of a real time information sharing system used by multiple agencies to jointly manage anti-social behaviour was undertaken. An information sharing framework was produced detailing the factors which impact an information sharing project, classified into six categories; External Environment, Organisation, Process, Project, Technology and Individual. FINDINGS. Firstly bureaucracy is not always a barrier to information sharing. At times bureaucracy was found to enable information sharing by providing documentary evidence to decisions made throughout the system implementation. Secondly an agency's level of buy in and involvement with the information sharing project was shown to be a key indicator of their motivation to share information, correlating with the level of case recording on the system. Thirdly whilst technology enables the process of information sharing the research showed people had a much greater impact on whether information sharing took place. Finally whilst the UK public sector encourages public sector agencies to share information a wide scale review and approach to IT infrastructure would better enable future information sharing projects. CONCLUSIONS. The research identified there are many factors which impact an agency's ability/motivation to share information. It is the level of motivation an agency has minus the cost of sharing which ultimately determines whether information sharing occurs. In order to further encourage information sharing there is a recommendation that the UK government look at ways to make integrating the disparate data sources easier to decrease the cost of sharing and thus improve the likelihood information sharing will occur.

O presente estudo tem por objeto o princípio da eficiência, concebendo-o como critério para a atuação administrativa voltada ao atingimento dos Objetivos Fundamentais da República brasileira. Tendo-se por meta a operacionalidade do princípio, são apresentados os conceitos de eficiência colhidos nas doutrinas econômica e jurídica. Além disso, são deduzidos os fundamentos da eficiência. Como questões atinentes à aplicabilidade do dever de eficiência são tratadas a participação popular, a atuação administrativa impessoal, a improbidade administrativa e a eficácia do princípio em comento. A eficiência também é abordada como fruto da ação discricionária e como limite dessa ação. Partindo-se do pressuposto de que a eficiência pode colaborar para a melhora da ciência jurídica e da Administração Pública brasileiras, discorre-se sobre os passos para se realizar uma atuação administrativa eficiente com esteio no texto constitucional, no Direito e na ciência da Administração, perpassando-se por alguns métodos empregados nos setores público e privado e se chegando a um caso concernente a um serviço público de cobrança judicial. / The present study introduces the efficiency approach as an element in to the management scenario, attainable by the Fundamental Objectives of the Brazilian Republic. The main operational aims of the efficiency approach are here presented in addition to the efficiency concepts, obtained on both economic and juridical doctrines. Also, the fundaments of efficiency are presented. As attained matters of the applicability of efficiency duty, popular participation, impersonal management activities, administrative improbability and effectiveness of the efficiency approach are analyzed. Efficiency is also part of discretionary activities and as limit of this action. Using as background the fact that efficiency can put to better use judicial science and the Brazilian Public Management, the present study discourses about the steps that leads to an effective management activity based on the Constitutional Transcripts. The study comprehends some of the methods employed in public and private sectors, achieving a concerning case to a public service of judicial encashment.

A strategic framework for managing transformational change towards sustainability in the Abu Dhabi public sector organisation

Fear of global, social and environmental catastrophes has led to most developed and developing economies to embrace sustainability as a desirable public policy goal. Therefore, the Abu Dhabi government has made public commitments to transform along a more sustainable trajectory and assigned the public sector the collective responsibility of leading this transformation. Henceforth, public sector organisations have to embrace sustainable practices, re-orient their activities to achieve wider societal sustainable outcomes and govern others to act more sustainably. However, little is known about how public sector organisations are responding to this encouragement in the Abu Dhabi. The aim of this research is to explore how Abu Dhabi public sector organisation is embedding sustainability strategies for improved competitiveness. Given the relatively new and unexplored nature of the research problem, qualitative research method was adopted to collect and analyse data. Semi-structured interviews with 60 professionals were used to collect data which was then analysed using content analysis for inference and conclusion. The study concluded that the concept of sustainability is perceived as a distinct concept. It is suggests that an organisation wide awareness-raising training programme on the concept of sustainability needs to be to developed and deployed. Also, there is a need for cross-sector collaboration to capture and share best and worst practices related to transformative change towards sustainability. The lack of leadership skills for successful deployment of sustainability initiatives is one of the most important challenges for organisation. Therefore, there is an urgent need to develop and deliver a bespoke training framework to address, improve and measure the effectiveness of leadership skills for driving change towards sustainability. Green technology has enormous potential to enable Abu Dhabi public sector organisation to meet its sustainability goals. It is recommended that future research on mobile applications for sustainability should focus on user readiness aspects, as well as organisation readiness for adoption and usage patterns of mobile devices. Overall, it is evident from the empirical findings that the outlook of improved sustainability initiatives efforts from the Abu Dhabi public sector organisation is quite promising at present. A strategic framework for transformative change towards sustainability was developed and validated. It is recommended to explore the level of embeddedness of sustainability initiatives in the public sector between developed and developing countries. This should lead to a generation of benchmark data and best practices in addressing global sustainability issues.

Use of Social Media for Internal and External Collaboration: Evidence from US Local Governments

abstract: This dissertation examines the use of social media technologies by US local governments for internal and external collaboration. Collaboration is defined as the process of working together, pooling resources, sharing information and jointly making decisions to address common issues. The need for greater collaboration is evident from numerous examples in which public agencies have failed to effectively collaborate and address complex challenges. Meanwhile, the rise of social computing promises the development of ‘cultures of participation’ that enhance collaborative learning and knowledge production as part of everyday work. But beyond these gaps and expectations, there has been little systematic empirical research investigating the use of these powerful and flexible technologies for collaboration purposes. In line with prior research, my dissertation draws on sociotechnical and resource dependence theoretical approaches to examine how the interaction between technological and social context of an organization determine the adoption and use of a technology for a task. However, in a break with prior work that often aggregates social media technologies as one class of technology, this dissertation theorizes different classes of social media based on their functionality and purpose. As a result, it develops more explicit means by which organization, technical, and environmental context matter for effective collaboration. Based on the aforementioned theoretical approaches, the dissertation develops a theoretical model and several hypotheses, which it tests using a unique 2012 national survey of local governments in the US conducted by the Center for Science, Technology and Environmental Policy Studies at ASU. Overall, the findings of this dissertation highlight that the adoption and use of social media technologies for collaboration purposes can be understood as an outcome of stakeholder participation, innovativeness, and social media type. Em um ambiente de competição globalizada a disputa pelo cliente está mais acirrada. Neste cenário, o sucesso e progresso das organizações privadas, cada vez mais, estão relacionados com a capacidade das mesmas de agir frente às oportunidades e ameaças apresentadas. Ao longo das últimas décadas, o setor público, de um modo geral, também se viu sob maior pressão para melhorar seu desempenho. Tais pressões do ambiente têm levado as instituições a vivenciarem constantes mudanças, cuja implementação deve ser realizada por meio de projetos. Com intuito de aprimorar o gerenciamento e o desempenho de seus projetos várias organizações têm adotado as práticas recomendadas pelos modelos de maturidade em gerenciamento de projetos. Apesar disso, poucos estudos têm apresentado, particularmente para o setor público e para projetos de engenharia e construção, qual a efetividade das ferramentas e técnicas propostas por tais modelos. O presente trabalho tem como principal objetivo avaliar a relação entre a evolução na maturidade em gerenciamento de projetos e a melhoria no gerenciamento e no nível de desempenho dos projetos em relação a prazo e a custo. As principais dificuldades enfrentadas no processo de evolução também são discutidas. Com este propósito foi realizado um estudo de caso no Governo do Estado do Rio de Janeiro. Com base na análise do caso citado, percebeu-se que, com a evolução na maturidade, os projetos da organização pesquisada apresentaram indícios de melhoria no desempenho do gerenciamento em relação a prazo e a custo. As melhorias no gerenciamento dos projetos também são relevantes, merecendo destaque: estabelecimento de um ambiente de maior seriedade em relação ao cumprimento das metas e maior controle e transparência dos projetos. As principais dificuldades encontradas no processo de evolução na maturidade foram: gerente de projeto conseguir superar a forte centralização oriunda da migração de uma estrutura funcional para a matricial e a incorporação da metodologia de gerenciamento de projetos como algo natural. / In an environment of global competition the battle to secure clients has become even tougher and unyielding. In this scenario the success and progress of private organisations is increasingly related to their capacity to act in advance of the opportunities and threats presented. Throughout the last decades the public sector has also seen itself come under greater pressure to improve its performance. Such pressure has meant that institutions have to live with constant change which the implementation should be accomplished through projects. With the task of enhancing the management and performance of their projects, various organisations have adopted the practices recommended by project management maturity models. However, in spite of this, few studies have presented evidence as to the effectiveness of the tools and technical proposals utilised in such approaches particularly for the public sector and in relation to engineering and construction projects. This work has as its main objective an evaluation of the relationship between maturity evolution in project management and the improvement in the project management and project management performance in relation to schedule and cost. The principal difficulties confronted in the process of evolution are also discussed. As such a case study in the Government of Rio de Janeiro was carried out. From the analysis of the case cited it is shown that with maturity evolution in project management, the projects of the organisations researched manifested signs of improvement in project management performance for schedule and cost. The project management improvements are also noteworthy for establishing an environment of greater seriousness in relation to meeting targets and better project control and transparency. The principal difficulties confronted in the process of maturity evolution in project management were: project management able to overcome the strong centralisation originating from the migration from a functional to a matricial structure and the incorporation of project management methodology as something natural.

Uma avaliação empírica dos efeitos dos empréstimos do BNDES aos governos municipais brasileiros / An empirical assessment of the effects of BNDES loans to Brazilian municipal governments

O Brasil vivenciou mudanças importantes na última década, mas aumentar a proporção de investimentos sobre o PIB ainda é um desafio e o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) tem papel importante nessa busca, oferecendo crédito subsidiado para projetos de médio e longo prazo. Ainda que exista uma vasta literatura estudando os efeitos dos recursos concedidos para o setor privado, que é o principal foco da instituição, a literatura que versa sobre os potenciais efeitos dos empréstimos concedidos para o setor público ainda é incipiente, mesmo que existam diversos programas e linhas de crédito voltados especificamente para esse setor. Este trabalho analisa a eficiência dos desembolsos do BNDES em um de seus programas exclusivos para municípios, o Programa de Modernização da Administração Tributária e da Gestão dos Setores Sociais Básicos (PMAT). Para realizar essa avaliação, empregamos a metodologia de Diferenças-em-Diferenças, tanto em sua versão binária quanto na versão contínua, com emparelhamento via Propensity Score Matching. Os resultados encontrados indicam que o efeito do programa sobre a receita tributária dos municípios participantes é nulo. A mesma conclusão é reforçada por análises complementares, seja por região geográfica, pela arrecadação de tributos de competência municipal ou pela avaliação considerando o período em que o município participou do programa. / Brazil has experienced significant changes in the last decade, but to increase the investment rate as a proportion of GDP remains a challenge and Banco Nacional de Desenvolvimento Econômico e Social (BNDES) plays an important role in this quest, providing subsidized credit for medium and long term projects. Although there is a vast literature studying the effects of the resources provided to the private sector, which is the main focus of the institution, the literature dealing with the effects of lending to the public sector is still nascent, even if there are many programs and credit lines specifically focused on this sector. Therefore, this study aims to analyze the efficiency of BNDES disbursements in one of its programs to municipalities, Programa de Modernização da Administração Tributária e da Gestão dos Setores Sociais Básicos (PMAT). To perform such evaluation, we will perform a matching difference-in-differences. The results indicate that the effect of the program on tax revenue is null. The same conclusion is reinforced by further analysis, either by geographic region, by the main taxes of municipal responsability or by considering the period in which the municipality participated in the program.

O controle representa uma dimensÃo da GovernanÃa pÃblica, na medida em que à seu papel contribuir para o alcance desse ambiente mais confiÃvel, transparente e Ãntegro na gestÃo. Esta pesquisa analisa as caracterÃsticas conceituais e institucionais do ambiente governamental e as prÃticas das controladorias federal e estaduais do Brasil, tendo em vista as recomendaÃÃes de ÃrgÃos internacionais sobre princÃpios e prÃticas de governanÃa e de controle. Por estarem conceitualmente alinhados aos princÃpios de governanÃa - transparÃncia e accountability -, seria esperado que os ÃrgÃos de controle observassem, com maior aderÃncia, a prÃtica de propagar ao pÃblico externo as informaÃÃes contidas em relatÃrios, que apresentem os resultados da gestÃo pÃblica, inclusive os referentes à gestÃo de riscos. / Public governance is related to the assurance of a more secure institutional environment in the public administration, based on transparent, fair and reliable relationships, which contribute to alleviate the informational asymmetry and, consequently, the conflicts of interest between society and the government. The control represents a dimension of governance, to the extent that is itâs role contribute to this more reliable environment. This research analyzes the characteristics of the governmental environment and the Brazilian federal and State comptrollerships, in view of the recommendations of international bodies about principles and practice of governance and control. Through bibliographic and documentary search and applying questionnaire answered by 22 out of 28 internal control agencies, search universe, was evidenced that (1) governments are conceptually aligned with the principles of transparency and accountability, pillars of governance; (2) the governmental environment institutional characteristics and the control agencies practices are only partly aligned with the recommendations. Among the control practices, internal control area was the one that presented higher level of observance to recommendations and the one referring to the external report had presented the lowest level of attendance, represented by the low compliance with the reports content and dissemination practices, in accordance with international bodies recommendations considered in this research. Considering the conceptual alignment with the governance principles-transparency and accountability, would be expected that the comptrollerships agencies were greater aligned with the practices concerning to the dissemination to the public the informations, through the reports, presenting the public management results, including the one referring to the risk management.

O foco da pesquisa são os trabalhadores das categorias: efetivos, terceirizados, reeducandos e os "encostados", que por problemas de saúde decorrentes do trabalho e por recomendação médica, realizam atividades apenas de natureza leve. O objetivo da pesquisa é compreender como o processo de terceirização, o que consideramos um instrumento da reestruturação do capital no país, a partir da reposição sistemática de trabalhadores efetivos que se aposentam, se afastam para tratamento de saúde e eventualmente se demitem, interfere na organização e relações de trabalho de uma categoria que sempre encontrou no setor público, possibilidades concretas de inserção social e aspectos de cidadania. Inicialmente discutimos o histórico da função pública, sua importância para as políticas públicas em países economicamente bem sucedidos, a similaridade histórica da questão pública entre Portugal e Brasil, a crise econômica dos anos 80, os ajustes no aparato do Estado e o processo de terceirização. Em seguida, discutimos o processo saúde/trabalho, a organização do trabalho, o trabalho no Departamento de Parques e Jardins, a questão dos trabalhadores "encostados" e, por conseguinte, a relação de trabalho (direitos e benefícios) das categorias estudadas. Os resultados da pesquisa apontam que a política de enxugamento do Estado através do processo de terceirização, deforma a noção de servidor público e a realidade do mundo do trabalho nesse setor. Para as categorias estudadas, trata-se de um trabalho complexo e penoso; os funcionários públicos efetivos tiveram alguma ascensão social e progressão na carreira, com estabilidade, melhores salários e proteção social, observada no caso dos readaptados, indicando a possibilidade de inclusão sócio-econômica e bem-estar social. Entretanto, com as aposentadorias, afastamentos e eventuais pedidos de demissão, a sistemática reposição por trabalhadores terceirizados, aponta para a possível transformação da categoria. / Abstract: The reader will find in this thesis a discussion on the process of outsourcing and as this if structure in the Department of Parks and Gardens (DPJ), of the Municipal City hall of Campinas, in front to the drying of the State of the neoliberal politics from years 90. The focus of the research is the workers of the categories: effective, third workers, reeducation and "leaned" that they are effective workers that for recurrent problems of health of the work, for medical recommendation, realize activities only of soft nature. The objective of the research is to understand as the outsourcing process, what we consider an instrument of the reorganization of the capital in the country, from the systematic replacement of effective workers that retire, move away for treatment of health and eventually they are quit, interfere with the organization and relations of work of a category that always found in the public sector, concrete possibilities of social insertion and aspects of citizenship. Initially we discuss the description of the public function, its importance for the public politics in economically successful countries, the historical similarity of the public question between Portugal and Brazil, the economic crisis of years 80, the adjustments in the apparatus of the State and the process of outsourcing. After that, we discuss health and work, the organization of the work in the Department of Parks and Gardens, as the workers "leaned" they had been led to this condition and, therefore, a comparison between the rights and benefits of the studied categories. The results ones of the research point that the politics of drying of the State through the process of outsourcing, deformed the notion of public workers and the reality of the world of the work in this sector. For the studied categories, one is about a complex work and laborious, the effective public workers, had some social ascension and progression in the career, with stability, better salary and observed social protection in the case of the readjusted ones, indicating the possibility of social-economic inclusion and social welfare.
