A regional approach: city-county consolidation as a method of local governmental reorganizationWhite, Anthony Gene 15 December 1971 (has links)
City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

In the 1980s, the American meat industry began restructuring both its domestic production methods and the distribution of its processing facilities. Many meat and poultry processing facilities have since been relocated into small rural communities. The red meat industry was once highly-paid and unionized, but now work in both meat and poultry processing is a dangerous, low-paid manufacturing job, heavily reliant on immigrant workers who must turn to local social services to supplement their wages and benefits. In an attempt to discover the manner in which the social relations of a specific locale may be enmeshed with global production, this research explored perceptions of social power and alliances after a rural community became host to a foreign workforce employed by the local poultry processing plant. On-site semi-structured interviews were conducted with sixteen local residents, and a content analysis of the community newspaper was undertaken.
The research found that as new production relations were inserted into the community, the society continued to reproduce and social relations remained relatively unchanged. The community's cultural standards and social infrastructure dictate that residents are respectful of authority, extend Christian charity to those less fortunate, and are generally accepting of a community known for low wages, low taxation, and low standards of education. Hegemonic ideologies seem to dictate the goals and beneficiaries of social power, and residents are unable to name any power vectors even in the face of sustained community support of, for example, the company that introduced the immigrant labor into the community. While there are indications of displeasure with the influx of immigrants appearing in the newspaper and the interviews, there are tangible examples that the community was proactive in welcoming the immigrants into their community. Thus, given that the last time elements of the community united around an issue was in the mid-1970s and no other issue has evoked any type of tangible struggle since then, there is no indication that any social alliances will be formed in reaction to changes in the community wrought by the globalization of its economy.

Many Appalachian women are creative individuals who enjoy making and sharing quilts, songs, paintings, poetry, and other art. However, many women in rural areas of Central Appalachia lack access to basic resources because of poverty.
While many agencies help poor women find shelter, clothing, and food, there are few that help them find their creative voices. I assert that women who are given the tools to practice creative expression can overcome the mental oppression of poverty to become self-assured individuals who benefit their communities.
This thesis examines the socioeconomic condition of women in Central Appalachia and the positive impacts of pottery in the lives of women potters in the United States to make the case for a non-profit pottery program in Appalachia. The research covers the time period from the early 1900s to 2008 and employs scholarly journal articles, books, Web sites, and interviews to support the thesis.

Privatization of Florida Juvenile Residential FacilitiesHancock, Katherine 01 January 2014 (has links)
Privatization of juvenile facilities and services has been the norm since the inception of the juvenile justice system. However, little research has been performed examining the impact of privatization on juvenile justice, despite the possible repercussions of this policy for the juveniles served. Prior research on privatization in other fields has tended to find a connection between privatization and outcomes; however, very little research has examined how privatization impacts operations, how operations impact recidivism, and how privatization and operations interact to produce juvenile justice outcomes. This exploratory study, informed by cybernetic systems theory and principal-agent theory, examined the mechanism by which privatization influences juvenile recidivism by exploring the possible mediating effect of facility operations. Using annual juvenile facility evaluation and recidivism data collected by the Florida Department of Juvenile Justice through 548 evaluations performed on 158 facilities from 2003-2006, this research examined whether facility operations mediated the relationship between ownership (public, for-profit, and non-profit) and juvenile recidivism. Multilevel analyses were completed using Stata software to account for the clustered nature of the data (facilities nested within provider companies). The results from multilevel regression analyses indicated no relationship between ownership type and either operations or recidivism. However, multilevel regression analyses indicated significant inverse relationships between recidivism and each of four of the operational variables: program management, health care services, security, and intervention management. A mediating relationship was not supported. Results also indicated that both provider company and characteristics of the juveniles served were significant predictors of both operational variables and recidivism. These results suggest that privatization concerns may be more suitably focused on identifying the appropriate provider company rather than on choosing the appropriate ownership type. In addition, during the contract negotiation stage, juvenile justice administrators may wish to incorporate policies and/or incentives into the contract that are related to juvenile characteristics. Recommendations for future research are also discussed.

The Relationship of State Political Instability and Economic Failure to Predatory Organized Crime in Multiple Nations: A Global Comparative AnaylsisRuth, Terrance 01 January 2014 (has links)
This dissertation examines the relationship of political instability and economic failure to predatory organized crime in multiple nations. This is an important issue since each year the increase in predatory crime networks contributes to international economic failure, security risks, and the spread of organized crime. In an effort to understand the relationship between state failure and economic failure on the one hand, and organized crime on the other, this study will seek to address three goals. First, the study tests the degree to which variables that imply economic failure and state failure correlate with predatory organized crime. Second, the study determines the extent of the relationship between the social and economic indicators and predatory organized crime in multiple nations. Third, the study examines the future implications of predatory organized crime predictor variables in the context of national strategies to eradicate or reduce organized crime. This study investigates the relationship in failed states between predatory crime groups and various economic and state stability indicators. In particular, this study examines the impact of seven predictor variables on the variation in Predatory Organized Crime in 122 countries. The findings suggest that the state failure hypothesis correctly articulates the failure of the state to offer key social goods such as security, stability, and justice, thereby producing an environment where crime groups assume state responsibilities. The findings also support the economic failure hypothesis that poor economic outcomes such as high unemployment, low SES, and a dependency on an underground economy encourage the development of criminal groups. The ultimate goal of this study is to assist policy makers, policy analysts, scholars, and officials at donor agencies and international financial institutions in establishing effective tools for identifying and removing predatory organized crime units. Analytical results provide general support to all hypotheses. Moreover, policy implications for predatory organized crime control in developing countries are discussed. The author's objective is to increase understanding of this issue and show the need for further research.

Emergency Room Utilization Disparities among Older Adults Treated by Rural Health ClinicsBagwell, Matt 01 January 2016 (has links)
Examining the persistence of disparities over time is an important obligation in terms of rectifying, maintaining, and improving community health and social well-being for all. This study analyzed the individual factors of (a) race/ ethnicity and (b) dual eligibility, as a proxy measure of socioeconomic status, as well as the environmental factor of (c) place of residence, and the organizational factor of (d) Rural Health Clinic (RHC) type on emergency room (ER) utilization of older adult Medicare patients treated by RHCs within the Department of Health and Human Services' (DHHS) Region 4. A prospective, multi-level, longitudinal design was employed to analyze potential health disparities or gaps that may exist among RHC Medicare beneficiary patients (+65) using longitudinal, mixed multilevel modeling in SPSS. The years of investigation were 2010 through 2012. R4 has continually lagged behind other Regions in the Nation in having higher Health Disparities and ER Utilization rates related to Race, Poverty, and Rural Isolation. A key question is: Do these disparities persist? This study's findings support that dual eligible RHC patients utilized ER services at higher rates than non-dual eligible, Medicare only RHC patients at: 77%, 80%, and 66%, in 2010, 2011, and 2012, respectively; and above the White reference group, Black RHC Medicare patients utilized ER services at higher rates of: 18%, 20%, and 34%, in 2010, 2011, and 2012, respectively. These findings support that dual Medicare and Medicaid eligibility, as a proxy measure of socioeconomic status, and race continue to influence higher rates of ER utilization in Region 4. In terms of health and utilization disparities, strikingly and persistently, as recent as 2012, Black, dual eligible RHC Medicare beneficiary patients age 65 and over are twice as likely to utilize ER services for health care than their more advantaged counterparts. Health care leaders and policymakers are seeking evidence-based performance measures as tools for detecting gaps in health care and using those subsequent findings as leverage to implement policy change for the purpose of increasing health care delivery performance system-wide while lowering health disparities across various patient populations. Toward that goal, communicating and disseminating the findings of this study contributes to the body of knowledge and enables policy leaders to better make decisions based on empirical evidence in order to strengthen the health care delivery system for older adults in diverse rural contexts. From a health and public affairs policy perspective, crafting in tandem targeted, top-down, population health and bottom-up, community interventions to curb poor health outcomes and high health care utilization would be in the public interest at-large within this region of the Southeastern United States.

The Response Of American Police Agencies To Digital EvidenceYesilyurt, Hamdi 01 January 2011 (has links)
Little is known about the variation in digital forensics practice in the United States as adopted by large local police agencies. This study investigated how environmental constraints, contextual factors, organizational complexity, and organizational control relate to the adoption of digital forensics practice. This study integrated 3 theoretical perspectives in organizational studies to guide the analysis of the relations: institutional theory, contingency theory, and adoption-of-innovation theory. Institutional theory was used to analyze the impact of environmental constraints on the adoption of innovation, and contingency theory was used to examine the impacts of organizational control on the adoption of innovation. Adoption of innovation theory was employed to describe the degree to which digital forensics practice has been adopted by large municipal police agencies having 100 or more sworn police officers. The data set was assembled primarily by using Law Enforcement Management and Administrative Statistics (LEMAS) 2003 and 1999. Dr. Edward Maguire`s survey was used to obtain 1 variable. The joining up of the data set to construct the sample resulted in 345 large local police agencies. The descriptive results on the degree of adoption of digital forensics practice indicate that 37.7% of large local police agencies have dedicated personnel to address digital evidence, 32.8% of police agencies address digital evidence but do not have dedicated personnel, and only 24.3% of police agencies have a specialized unit with full-time personnel to address digital evidence. About 5% of local police agencies do nothing to address digital evidence in any circumstance. These descriptive statistics indicate that digital evidence is a matter of concern for most large local police agencies and that they respond to varying degrees to digital evidence at iv the organizational level. Agencies that have not adopted digital forensics practice are in the minority. The structural equation model was used to test the hypothesized relations, easing the rigorous analysis of relations between latent constructs and several indicator variables. Environmental constraints have the largest impact on the adoption of innovation, exerting a positive influence. No statistically significant relation was found between organizational control and adoption of digital forensic practice. Contextual factors (task scope and personnel size) positively influence the adoption of digital forensics. Structural control factors, including administrative weight and formalization, have no significant influence on the adoption of innovation. The conclusions of the study are as follows. Police agencies adopt digital forensics practice primarily by relying on environmental constraints. Police agencies exposed to higher environmental constraints are more frequently expected to adopt digital forensics practice. Because organizational control of police agencies is not significantly related to digital forensics practice adoption, police agencies do not take their organizational control extensively into consideration when they consider adopting digital forensics practice. The positive influence of task scope and size on digital forensics practice adoption was expected. The extent of task scope and the number of personnel indicate a higher capacity for police agencies to adopt digital forensics practice. Administrative weight and formalization do not influence the adoption of digital forensics practice. Therefore, structural control and coordination are not important for large local police agencies to adopt digital forensics practice. v The results of the study indicate that the adoption of digital forensics practice is based primarily on environmental constraints. Therefore, more drastic impacts on digital forensics practice should be expected from local police agencies’ environments than from internal organizational factors. Researchers investigating the influence of various factors on the adoption of digital forensics practice should further examine environmental variables. The unexpected results concerning the impact of administrative weight and formalization should be researched with broader considerations.

Threat Communication As it Relates to Perception of Victimization: A Study of Awareness of Concealed Weapon Permit IssuanceJordan, Cody 01 January 2014 (has links)
Concealed weapon permit issuance is one of the most contentious topics debated in modern politics today. The primary point of disagreement within this debate hinges on whether these permits serve to increase violence by those who possess them, or whether they decrease crime through the deterrent effect of their presence in society. Using responses of residents of a large southeast correctional facility this study analyzed the reported inclination of criminals to commit direct contact crimes under several specific scenarios, based on their exposure to various levels of information relating to issuance of concealed weapon permits. By comparing the responses across groups this research sought to determine whether an individual deterrent effect exists based on available knowledge of issuance. The results suggest that, overall, while no statistically significant difference was noted between the groups there was a trend in the means of those groups that had varying levels of knowledge of concealed weapon permits to report a greater perception of the threat involved in committing crimes under the scenarios presented than those with no such knowledge. This indicates that there may be, to some degree, a deterrent effect found in information relating to such permit issuance.

Improving Comprehension Of Capital Sentencing Instructions: A Bias Reduction ApproachOtto, Charles W. 01 January 2004 (has links)
Previous research has demonstrated that judicial instructions on the law are not well understood by jurors tasked with applying the law to the facts of a case. The past research has also shown that jurors are often confused by the instructions used in the sentencing phase of a capital trial. Social scientists have used two different methods to improve juror understanding of legal instructions, psycholinguistic rewrites and bias-reduction techniques. Psycholinguistic rewrites of legal instructions have been shown consistently to improve juror comprehension of general legal instructions and instructions used in the sentencing phase of a capital trial, however, there has been a call in the literature to not only improve the clarity of judicial instructions but to address comprehension biases that interfere with jurors? ability to understand the instructions. Because a bias-reduction approach has received limited empirical testing and has never been tested on capital-sentencing instructions, this research sought to test the effectiveness of a bias-reduction approach with those instructions. Participants were randomly assigned to hear either Florida's pattern instructions used in the penalty phase of a capital trial or the same instructions with additional statements that mentioned and refuted biases thought to be associated with established areas of miscomprehension. After participants heard the judicial instructions, their understanding of the law on capital punishment decision-making was assessed. Additionally, the participants were asked to render a verdict in a hypothetical case. The results revealed that comprehension was higher for participants exposed to the bias-refutation statements than for participants who were exposed to only the pattern instructions. Among all participants, greater understanding of capital sentencing instructions was associated with an increased likelihood that mock jurors recommended a life sentence, but this observed association was not statistically significant when examining capital-juror eligible participants. The results of this study suggest that efforts should be undertaken to improve specific areas of Florida's capital sentencing instructions.
