The role of higher education in public sector education and training : the case of the School of Government, University of the Western Cape

Thesis (MPA (Public Management and Planning))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The provision of Public Administration education and training has been under the spotlight by Higher Education Institutions (HEIs) since the early 1990’s and has received further prominence by the South African government in recent years. The 1994 democratic elections has brought about challenges and opportunities for educational and training institutions, among others, to reflect on their programme content, methodology and clientele and to gear themselves towards the needs of a “developmental state”. In response to these challenges and opportunities, South African HEIs of various types and sizes have attempted to introduce or reform Public Administration education and training programmes to both fit into the new political dispensation and help transform its public service. However, the emergence of these new education and training programmes have not been without difficulties. Notable efforts have been the emergence of schools of governments or public management at various tertiary institutions all of which purport to educate and train public officials for a democratic service. The euphoria that accompanied the institutional reforms might suggest that all is well, but the reality records that not all programmes have lived to their ideals. In the light of the above context, this study focuses on the School of Government (SOG), University of the Western Cape (UWC). The school has been selected due to its formal commitment to the provision of public service education and training for the post-apartheid civil service. The study focuses on the role of the school, its leadership, structure, content and processes of education and training programmes for the public service in the country. The study explores the broad global and national role of HEIs in general, and their particular role in the provision of Public Administration education and training. The study traces the global and national debates with respect to how public servants ought to be educated and trained, and illustrates the Public Administration education and training challenges faced in South Africa. The study also explores the legislative and policy framework governing HEIs and public sector education and training in South Africa. The evaluation of the UWC School of Government is based on the adaptation of the IASIA/UNDESA Standards of Excellence model to measure the role and performance of the case. The case study is measured through the application of institutional and programmatic criteria. In addition to the institutional criteria, the programme criteria focuses on the SOG’s programme development and review processes, its programme content, programme management and administration, and the performance of its programmes. The analysis of the case study is preceded by a historiography and background of the SOG and its education and training programmes. A critical analysis of the case study is undertaken in relation to the institutional and programmatic criteria mentioned above. Based on the findings of the study, the thesis concludes with recommendations relevant to the case study and provides more general recommendations applicable to institutions involved in the provision of Public Administration education and training. / AFRIKAANSE OPSOMMING: Die voorsiening van Publieke Administrasie onderrig en opleiding is onder die vegrootglas by hoër onderwys instellings (HOIs) sedert die vroeë 1990’s en het in onlangse jare verdere prominensie verkry by die Suid Afrikaanse regering. Die 1994 demokratiese verkiesing het uitdagings en geleenthede vir onderrig en opleiding instellings teweeg gebring om, onder andere, te besin oor programinhoud, metodologie en kliëntebasis en om hulself in rat te kry vir die behoeftes van die ontwikkelingstaat. In reaksie op hierdie uitdagings en geleenthede poog Suid Afrikaanse HOIs van verskillende tipes en groottes om Publieke Administrasie onderrig en opleidings programme in te stel of te hervorm sodat dit by die nuwe politieke bedeling inpas en help om die publieke diens te transformeer. Die ontwikkeling van nuwe onderrig en opleidings programme sou egter nie sonder sy eiesoortige probleme wees nie. Die ontstaan van Skole vir Openbare Bestuur (SOB) by verskeie tersiêre instellings was aan die orde van die dag en kort voor lank was voormelde instellings almal daarop uit om staatsamptenare vir ‘n demokratiese staatsdiens op te lei. Die euforie wat met hervorming gepaard gegaan het, sou die skyn wek dat alles goed en wel is, maar die realiteit toon dat nie alle programme aan die ideale wat gestel is voldoen het nie. In die lig van voormelde, fokus hierdie studie op die Skool vir Openbare Regering (SOR) aan die Universiteit van Wes-Kaap (UWK). Die SOR is gekies vanweë sy formele toewyding tot die onderrig en opleiding van studente vir die publieke sektor in post-Apartheid Suid-Afrika. Voorts sal die ondersoek fokus op die rol van die Skool, leierskap struktuur, onderriginhoud asook programprosesse vir onderrig en opleiding in die openbare sektor. Die studie ondersoek die globale en nasionale rol wat HOI’s in die algemeen speel en in besonder die voorsiening van onderrig en opleiding in Publieke Administrasie. Verder volg die studie die globale en nasionale diskoerse oor hoe staatsamptenare opgelei en onderrig behoort te word en illustreer, aan die hand hiervan, die uitdagings waarmee die onderrig en opleiding van Publieke Administrasie in Suid-Afrika te kampe het. Die studie ondersoek ook die wetlike en beleidsraamwerk waarbinne HOI’s en die publieke sektor in Suid-Afrika gereguleer word. Die SOR aan die UWK word dan geevalueer aan die hand van die IASIA/UNDESA Model van Standaarde van Uitsonderlikheid wat ook die rol en vordering in die gevallestudie meet. Meting van gevallestudie geskied met behulp van die toepassing van institutionele en programmatiese kriteria. Addisioneel tot die institutionele en programkriteria word daar ook gefokus op; programontwikkeling en hersieningsprosesse, programinhoud, programbestuur en administrasie en program vordering binne die SOR. Ontleding van die gevallestudie word voorafgegaan deur ‘n historiese oorsig en agtergrond van die SOR; en sy onderrig en opleidingsprogramme. In verhouding tot sy institutionele en programmatieka kriteria, soos vermeld, word die studie onderwerp aan kritiese ontleding en ondersoek. Gebaseer op die bevindings van die ondersoek, maak die tesis direk-verwante aanbevelings asook algemene aanbevelings gerig op instellings in die breë wat betrokke is by die onderrig en opleiding van Publieke Administrasie.

Exploring the local economic development initiatives for unemployed rural women in Mandeni municipality

Women and rural women in particular, form the most affected group when it comes to unemployment and poverty. Illiteracy and underdevelopment are the major barriers to the advancement of unemployed rural women. Women in rural settings in most cases rely on local economic development (LED) initiatives for day-to-day survival. Local government has a constitutional mandate to promote social and economic development in order to improve the quality life for the citizens of South Africa. This mandate has been followed by a number of policy documents and guidelines for LED to enable local authorities to perform this task efficiently. The concept of LED is a micro approach in that it deals directly with local issues of economic development through partnerships between communities, business, workers, development agencies and governmental agencies to promote local economy. There is a pressing need for local government to be proactive in dealing with issues of rural development and in supporting LED initiatives of rural women. The literature review covers the theoretical framework of LED through examining both international and domestic practices. The review deals with the history of LED, the LED concept, development theories, evaluation of the practices of LED, as well as participatory development, pro-poor LED, and tourism as a response to LED. It further assesses the contextual framework of LED with particular attention to South African policy and practice. The state of LED in South Africa is discussed, together with the way forward for LED. The study provides an investigation into the background of the Mandeni Municipality by looking at the demographic factors and geographical location of the area. The state of LED in Mandeni Municipality is highlighted, together with LED strategy for the Municipality, and major future development associated with LED. The study clearly portrays that there is a gap between the LED initiatives of the unemployed rural women and the Municipality. The strategic location of the Municipality facilitates future economic prospects for the area and new development proposals associated with LED. It is clear from the LED Unit structure in Mandeni Municipality that there is a lack of capacity to deal with the LED challenges and local economic initiatives. From the literature review it is clear that women are critical role players in LED because of their ability to initiate community-based economic development projects and to perform multi-task activities. It is evident that strong partnerships with various LED stakeholders working directly with low-income communities can play a meaningful role in alleviating poverty, and in the creation of employment. / AFRIKAANSE OPSOMMING: Werkloosheid en armoede het vandag .n nadelige invloed op die gemeenskap en proaktiewe en volhoubare maatreels is nodig om dit hok te slaan. Wat werkloosheid en armoede betref, val vroue onder die groepe wat die meeste geraak word, veral plattelandse vroue. Ongeletterdheid en onderontwikkeling is die vernaamste hindernisse vir die vooruitgang van werklose plattelandse vroue. Vroue in .n plattelandse milieu steun sterk op plaaslike ekonomiese ontwikkelingsinisiatiewe vir hulle dag tot dag oorlewing. Plaaslike regering het .n konstitusionele mandaat om maatskaplike en ekonomiese ontwikkeling te bevorder ten einde die lewenskwaliteit van burgers van Suid-Afrika te verbeter. .n Enorme behoefte bestaan dat die plaaslike regering proaktief moet optree wanneer aangeleenthede rakende plattelandse ontwikkeling en ondersteuning van plaaslike ekonomiese ontwikkelings-inisiatiewe vir plattelandse vroue aangespreek word. Op beleidsvlak het Suid-Afrika sterk klem geplaas op plaaslike ekonomiese ontwikkeling as maatreel om sosio-ekonomiese toestande vir plattelandse gemeenskappe te verbeter. Plattelandse vroue staar egter reuse uitdagings rondom onderontwikkeling in die gesig. Die groot probleem vir hierdie navorsing is dat die Mandeni munisipaliteit se plaaslike ekonomiese ontwikkelingsprogramme, wat vroue as voorheen gemarginaliseerde en kwesbare groepe teiken, onsigbaar is. Plaaslike ekonomiese ontwikkelingsinisiatiewe geskied in isolasie van die munisipaliteit en daar blyk maar .n powere vennootskap tussen die munisipaliteit en plaaslike ekonomiese ontwikkelingsinisiatiewe wat deur vroue gevoer word, te wees. Die Plaaslike Ekonomiese Ontwikkelingseenheid (LED-eenheid), wat oor .n mandaat beskik vir die implementering van plaaslike ekonomiese ontwikkelingsprogramme, het .n niksseggende rol in die bevordering van plaaslike ekonomiese ontwikkelingsprogramme vir plaaslike werklose vroue gespeel. Daarbenewens is daar baie vroue onder die bevolking van die Mandeni-munisipaliteit en die meerderheid van hulle is werkloos. Die vernaamste doelwitte van hierdie studie was om probleme te identifiseer wat die LED-eenheid gehad het met die implementering van LED-programme vir die werklose vrou en om sy vlak van deelname, in belang van die werklose plattelandse vroue, te assesseer. Die fokusgroep-metode is tydens navorsing ingespan met die insameling van data oor die twee verskillende vroueorganisasies wat plaaslike ekonomiese ontwikkelingsprojekte geinisieer het. Voorts is die onderhoud-metode tydens die studie toegepas vir die insameling van data rondom die drie munisipale amptenare en die Speaker van die munisipaliteit. Die vernaamste bevindinge van die navorsing toon duidelik dat daar .n gaping bestaan tussen LED-inisiatiewe deur die plattelandse werklose vroue en die Mandeni-munisipaliteit. Die bevindinge van die studie dui daarop dat die LED-eenheidstruktuur van die Mandeni-munisipaliteit oor onvoldoende fondse beskik en gebrek toon aan die nodige vermoe om die plaaslike ekonomiese ontwikkelingsuitdagings en plaaslike ekonomiese inisiatiewe van die werklose plattelandse vroue te hanteer. Dit is duidelik dat vroue kritiese rolspelers in plaaslike ekonomiese ontwikkeling is weens hulle vermoe om gemeenskapsgebaseerde ekonomiese ontwikkelingsprojekte te inisieer en hulle kennis om veelvuldige taakbedrywighede van stapel te laat loop. Ten slotte beveel die studie aan dat die LED-eenheid geherstruktureer word om die LED-agterstande binne die Mandeni-munisipaliteit aan te spreek, dat daar behoorlike koordinering van LED-programme moet wees, en dat die plaaslike ekonomiese ontwikkelingsinisiatiewe vir vroue sterk deur die Mandeni-munisipaliteit gesteun moet word.

Animal traction and small-scale farming : a Stellenbosch case study

Thesis (MPhil)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: The main aim of this case study was to research the impact of the introduction of oxen for draught power on Eric Swarts’ Stellenbosch farm. The research objectives were designed to find out if the oxen helped to improve the quality of the soil, to determine their cost-effectiveness (compared to a tractor) and other social and managerial constraints and benefits associated with using them and also to make recommendations for small-scale farmers in developing countries. The literature review revealed that human society faces many serious sustainability challenges from ecosystem degradation and global warming, to massive poverty and social inequality. The global population is growing against a background of decreasing agricultural productivity due to degraded soils and the increased costs of farming. The adoption of farming methods that enhance ecosystem services and depend less on external inputs is therefore essential. Animal traction is still widely used among small-scale farmers in developing countries, but lacks policy and investment support to make it more efficient. There are currently widespread negative opinions about animal traction which regard it as a backward or old-fashioned technology. This research investigated the possibility of animal traction emerging as an affordable, environmentallyfriendly and appropriate technology for small-scale farming. The research is a case study with a qualitative, ethnographic research design in which participant observation was key in gathering research data. A cost-benefit analysis (CBA) was carried out to compare the cost-effectiveness of using oxen to either hiring or buying a tractor. The findings showed that oxen were a more cost-effective means of draught power than a tractor, not only in terms of capital costs but also maintenance and operational costs. The manure from the oxen was both an effective way of supplying crops with essential nutrients and improving soil biodiversity. The introduction of the oxen presented some challenges to the farmer concerning knowledge about how animals work and other managerial challenges, but these were overcome by learning through practice. It was found that the farmer will be able to make significant savings in soil-amendment costs and he can control the quality of the manure to suit his needs. It was concluded that small-scale farmers who choose animal traction over tractors as a means of draught power will realise many advantages in return. / AFRIKAANSE OPSOMMING: Die hoof doelwit van dié gevallestudie was om die impak van die ingebruikneming van osse as trekkrag op Eric Swarts se plaas te Stellenbosch na te vors. Die navorsingsteikens was ontwerp om uit te vind of die beeste gehelp het om die kwaliteit van die grond te verbeter, om hul lonendheid vas te stel (in vergelyking met ’n trekker) asook ander sosiale en bestuursbeperkings en -voordele wat met hul gebruik geassosieer word en ook met voorstelle vir kleinskaalboere in ontwikkelende lande voorendag te kom. Die literatuuroorsig navorsing het ontbloot dat die menslike samelewing met vele volhoubaarheidsuitdagings vanaf ekosistemiese agteruitgang en aardverhitting, tot swaar armoedigheid en sosiale ongelykhede gekonfronteer word. Die wêreld bevolking groei steeds ten spyte van die afname in landboukundige produktiwiteit as gevolg van verlaagde grondkwaliteit en die toenemende landboukoste. Die ingebruikneming van landboumetodes wat ekosistemiese dienste verhoog en minder staatmaak op eksterne insette is dus noodsaaklik. Dieretrekking word steeds algemeen in ontwikkelende landebenut, maar dit ontbreek beleids- en beggingsondersteuning om dit meer doeltreffend te maak. Daar is tans algemeen verbreide negatiewe sienswyse oor dieretrekksag wat dit as agterlike en oudmodiese tegnologie beskou. Dié navorsing het ondersoek ingestel om die moontlikheid van dieretrekking as ’n bekostigbare, omgewingsvriendelike en passende tegnologie vir kleinskaalboerdery vas te stel. Die navorsing is’n gevallestudie met kwalitatiwe, etnografiese navorsingsontwerp waarin deelnemerwaarneming kern is tot die insameling van data. ’n Kostewinsteanalise (KWA) was uitgevoer om die lonenheid van beeste te vergelyk met dié van of die huur of die koop van ’n trekker. Die bevindings het getoon dat beeste ’n lonender wyse van trekkrag as trekkers is, nie net in terme van kapitale koste nie, maar ook onderhouds en bedryfskoste. Die beesmis was beide ’n doeltreffende manier om die gevasse van nodige voedingstowwe te voorsien asook om grondbiodiversiteit te verbeter. Die ingebruikneming van beeste het sekere uitdagings vir die boere ingehou in verband met die kennis van hoe diere werk en ander bestuursuitdagings, maar dié was oorkom deur onderrig uit ondervinding. Daar was bevind dat die boer beduidende besparings kan maak aan grondaanvullingskoste hierdie jaar en dat hy die kwaliteit van die beesmis kan beheer om sy behoeftes dien. Die slotsom is dat kleinskaalboere wat kies om dieretrekking eerder as trekkers as trekkrag te gebruik, sal vele voordele hê.

The link between poor public participation and protest : the case of Khayelitsha

Thesis (MPA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The upsurge in the number of public protests in most South African municipalities, including the City of Cape Town, continues unabated. While public protest is a democratic right, provided for in the Constitution (RSA 1996), the violent nature and persistence of protests at municipal level are a cause for concern. The associated violence often leads to the destruction of both public and private property, disruptions in economic activities, loss of lives and severe injuries to innocent victims. The prevalence of public protests continues despite the fact that the new democratic dispensation ushered in a paradigm geared for transforming local government from a racially-segregated institution into a democratic and autonomous sphere of government, with a broad developmental mandate. This new dispensation gave birth to the “invited spaces” of participation, which are aimed at providing scope for the public to influence, direct, control and own the development and decision-making processes. In order to determine factors that contribute to public protests in Khayelitsha the study adopted a qualitative research paradigm. Personal interviews, focus group discussion and participatory observation were some of the research methods used to collect primary data. The study indicates that lack of authentic and empowering public participation opportunities in the decision-making processes of the City of Cape Town alienates the public and leads to public disengagement from available municipal processes. It has been during this period of alienation that the public have been “inventing own spaces” of participation, in the form of public protests demanding that public voices be heard. The study also indicates that poverty, unemployment and glaring gaps of social inequality, reinforced by comparison to available examples in the neighbourhood, are root causes of public protests. The new public participation model that has been developed from this research should be adopted by South African municipalities as an essential public participation strategy. It empowers the public to negotiate a new “social contract” with the authorities primarily based on the public’s terms. It is only when authentic and empowering public participation is practised by municipalities that violent public protests can be minimised. Such authentic and empowering public participation provides latitude for the public to influence, direct, control and even own their “own” development and decision-making processes. / AFRIKAANSE OPSOMMING: Die toename in voorvalle van openbare protes in byna alle Suid-Afrikaanse munisipale gebiede, insluitend die van die Stad Kaapstad, duur onverpoosd voort. Terwyl openbare protes weliswaar ’n demokratiese reg is wat in die Grondwet (RSA 1996) verskans word, is die huidige ingeburgerde en gewelddadige aard daarvan rede tot ernstige kommer. Hierdie gewelddadigheid lei dikwels tot vernietiging van sowel openbare as private eiendom. Ook ekonomiese aktiwiteite word ontwrig; daar is lewensverlies en ernstige beserings aan onskuldige slagoffers . Die hoë voorkoms van openbare protes duur voort, ondanks die feit dat die nuwe demokratiese bestel ’n paradigmaskuif ten gunste van transformasie in die plaaslike regeringstelsel beteken het. Alles was in plek om weg te beweeg van rasgesegregeerde instellings na ’n demokratiese, outonome regeringsfeer met ’n breë, ontwikkelingsgedrewe mandaat. Dit was gegiet in die vorm van openbare protes, waar die stemme van die algemene publiek gehoor kon word. Die studie het ook aangedui dat armoede, werkloosheid en opvallende voorbeelde van sosiale ongelykheid (te vinde in die onmiddellike omgewing) aanleidende faktore vir protesaksie was. Die nuwe openbare deelnemingsmodel wat uit die navorsing ontwikkel is, kan aan alle Suid-Afrikaanse munisipaliteite ’n onontbeerlike geleentheid bied om ’n doeltreffende openbare deelnemingstrategie te ontwikkel. Dit bemagtig die publiek om ’n nuwe onderhandelde “maatskaplike kontrak” met die owerhede, hoofsaaklik op die publiek se terme, te sluit. Slegs wanneer die publiek aan egte, bemagtigende openbare deelname blootgestel word, sal daar sprake van ’n vertrouensverhouding met die owerhede wees en sal gewelddadige protesaksie tot die minimum beperk kan word. Sodanige egte en bemagtigende openbare deelname skep ruimte vir die publiek om hulle “eie” ontwikkeling te beïnvloed en mede-beheer te bekom oor die besluitnemingsprosesse wat daarmee gemoeid is.
