Rethinking governance and constitutionalism in Africa : the relevance and viability of social trust-based governance and constitutionalism in MalawiNkhata, Mwiza Jo 20 June 2011 (has links)
The failures of constitutionalism and good governance in Africa are well documented. Importantly, these failures have also highlighted the importance of constitutionalism and good governance in Africa. This study centrally explores the relevance and viability of social trust-based governance and constitutionalism in Malawi, specifically, and Africa, generally. Social trust-based governance and constitutionalism is an approach to governance and constitutionalism that is informed by the trust concept and is also fully mindful of local conditionalities in its operationalisation. By referring to the Constitution of Malawi and other pieces of legislation in Malawi, this study demonstrates that there is a legal basis for articulating and practising social trust-based governance and constitutionalism in Malawi. This legal basis stems primarily from sections 12 and 13 of the Constitution but is also supported by legislation like the Corrupt Practices Act, Public Finance Management Act, Public Procurement Act and the Public Audit Act. In spite of the fact that there is a basis for social trust-based governance and constitutionalism in Malawi it is evident that governance and constitutionalism in Malawi have not, so far, been practised in line with the stipulations of the social trust-based approach. The current approach to governance and constitutionalism in Malawi is heavily steeped in the liberal democratic tradition. In this connection, this study demonstrates the limitations of the liberal democratic approach to governance and constitutionalism in Malawi principal among which is the lack of autochthony. Since the apparatus of liberal democracy has subsequently become quite entrenched in Malawi and most African countries, it is argued that the way forward involves creating a synthesis out of liberal democracy and the norms, traditions and values indigenous to Africa. This study identifies the philosophy of ubuntu as being an important source of values and principles that can be utilised to confer some autochthony to governance and constitutionalism in Malawi, specifically and Africa, generally. The approach adopted in this study concedes that neither a rigid insistence on liberal democratic constitutionalism nor a strict adherence to ubuntu-based governance and constitutionalism can succeed in Malawi. The solution is to utilise values from both traditions in order to generate a viable approach to governance and constitutionalism. In this study, the viability and relevance of social trust-based governance and constitutionalism is demonstrated by reference to the relationship between the branches of government, public resource management and the accountability of public functionaries and citizenry empowerment in Malawi. This study argues that a social trust-based approach to governance and constitutionalism can improve the relations between the branches of government, reinvigorate public resource management and also enhance accountability of public functionaries and empower the populace in line with the Constitution’s vision. Design and Evaluation of a Public Resource Computing FrameworkBaldassari, James D 20 April 2006 (has links)
Public resource computing (PRC) is an innovative approach to high performance computing that relies on volunteers who donate their personal computers' unused resources to a computationally intensive research project. Prominent PRC projects include SETI@home, Folding@Home, and distributed.net. Many PRC projects are built upon a PRC framework that abstracts functionality that is common to all PRC projects, such as network communications, database access, and project management. These PRC frameworks tend to be complex, limiting, and difficult to use. We have designed and implemented a new PRC framework called the Simple Light-weight Infrastructure for Network Computing (SLINC) that addresses the disadvantages we identified with existing frameworks. SLINC is a flexible and extensible PRC framework that will enable researchers to more easily build PRC projects.

Previous issue date: 2017-12-14 / A Produção Acadêmica em tela foi desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). Ela tem por objetivo identificar e ponderar sobre os desafios enfrentados pela Superintendência Regional de Ensino de Barbacena na realização da atribuição que lhe foi legalmente imposta de analisar, aprovar e baixar os processos de Prestações de Contas de recursos financeiros repassados às Caixas Escolares vinculadas as Escolas Estaduais a ela jurisdicionadas e propor medidas que possibilite reduzir o volume desses processos sem a correspondente aprovação e baixa na referida Regional. Para tanto, debruçou-se sobre prováveis hipóteses que justificassem tal circunstância, levantando os dados necessários ao embasamento da questão por meio das abordagens qualitativa e quantitativa e, ao final, elaborou-se o Plano de Ação Educacional, uma proposta de intervenção na rotina de trabalho do Serviço de Prestação de Contas e da Diretoria Administrativa e Financeira da Superintendência Regional de Ensino de Barbacena, de forma a provê-los com uma estrutura mais dinâmica e flexível, capaz de reduzir a quantidade e o valor das Prestações de Contas arquivadas no referido Órgão sem a devida análise, aprovação e baixa nos sistemas de controle do Governo do Estado de Minas Gerais. / The academic production on screen was developed in the scope of the Professional Master in Management and Evaluation of Education (PPGA) from the Centre of Public Policies and Evaluation of Education of the Federal University of Juiz de Fora (UFJF). It aims to identify and ponder above the challenges facing to Regional Superintendence of Teaching of Barbacena in the accomplishment of the attribution legally imposed to analyze, approve and reduction the process of accountability of financial resources transferred on to school cashier linked a State Schools that is has jurisdiction, proposing measures that make it possible to reduce volume these process without the corresponding approve and eliminate in the aforementioned Regional. Therefore, it focused on likely hypotheses that would justify such circumstances, raising the necessary data to the basement of the issue by means of qualitative and quantitative approaches and, at the end, drew up the Educational Action Plan, a proposal for intervention in routine work of Service Accountability and Administrative and Financial Board of Education Regional Superintendence of Barbacena, in order to provide them with a more dynamic and flexible structure able to reduce the amount and the value of accountability filed in the said entity without proper analysis, approval and eliminate control systems of the Government of the State of Minas Gerais.
