Partindo do pressuposto de que, nas sociedades contemporâneas, as mídias - e, no Brasil, a televisão - ocupam papel de destaque na produção e difusão de valores e referências identitárias, buscou-se compreender as razões socio-históricas que impediram a construção de um sistema público de televisão brasileiro. A partir de um trabalho comparativo com outros sistemas de radiodifusão, bem como a partir de uma investigação sobre o processo de implantação e consolidação de um mercado nacional de cultura televisiva, foi possível identificar um feixe de condicionamentos de ordem histórica, política e econômica que permitiram a manutenção de estratégias de desregularização do setor. / Based on the assumption that in current societies media in general and in Brazil specifically TV, have an outstanding role in the production and dissemination of values and references of identification; we attempted at understanding the reasons that prevented the creation of a national public TV system. The comparison of the Brazilian system to those abroad enabled us to amass a number of historical, political and economical determiners that allowed the maintenance of deregulation policies in the area.

Cultural citizenship and the TVNZ charter : the possibility for multicultural representation in the commercial television environment.

Summary: Implemented in 2003, the TVNZ Charter is a one-page document that outlines the broadcaster�s objectives to deliver programming that represents New Zealand�s ethnically and socially diverse population. This thesis will examine issues surrounding the representation of diversity especially in the context of the state-commercial television network. Using the notion of �cultural citizenship�, or the demand from minority groups within a society to be represented and included in the institutions of the state, I will examine how TVNZ is attempting to meaningfully represent New Zealand as a bicultural society and a multicultural society, while remaining commercially focused. This thesis argues that institutions of the state, of which the media is the most visible and, possibly, the most pervasive, always function as a tool of society�s dominant culture, therefore any bicultural or multicultural inclusion represented on TVNZ will always be controlled, and be at the discretion, of that singular dominant cultural force.

The Study of Conceptualization of Public in PTS Evening News- A scheduling strategy approach

How does PTS provide services of radio and television for audiences under thecompetition of numerous channels and without the support of related resources andpolicy ? Taking the scheduling strategy of ¡§PTS Evening News¡¨ as an example, this thesis analyzed the performance of its service to find this survival kit . Through this analysis of scheduling, it can reveal how PTS deal with public demands. The study adopted qualitative research method to interview five professional operators who are TV program planners and producers of PTS news to realize their articulation of public in service which are influenced by organization culture. By referring to the interview, it also further acted more review and examination of the appropriateness of publicity of PTS. Comparing to commercial broadcasters transmitted evening news at 7:00 pm permanently which competes with each others for advertising, it found that the scheduling strategy of ¡§PTS Evening News¡¨ is more flexible. The issue of suitable time for audience has been discussed since ¡§PTS Evening News¡¨ has started and it is also decided by PTS managers to strike the existed commercial patterns. And in the meantime, PTS also introduced ¡§multi-dimensional evaluation index¡¨ to measure the performances of programs and also expect to transcend the market rules that taking TV rating primarily. In addition, to understand the demands of audiences, PTS operators negotiate with audiences about this issue by the way of focus groups investigation. This paper then suggests that the scheduling strategy of PTS take the environment of multi-channels into consideration. PTS Evening News is most suitable to broadcast at 8:00 pm in this situation it mentioned. However, keeping away from 7:00 pm is not meant a supplement mechanism of commercial broadcasters. Instead, ¡§PTS Evening News¡¨ signified the value that commercial television company can not provide, and all the employees of PTS must compete with other news service using this time slot. PTS Evening News displays an audience profile that are mainly constituted by people who are ¡§the college-educated¡¨, ¡§the middle-aged¡¨ and ¡§office workers¡¨ . It doesn¡¦t averagely represent every layers of people and bridge the gap from it followed expected planning. Therefore, the thesis proposed PTS to do a self-criticism about its whole programming strategy to reconstruct a clearer concept of serving public. Although PTS adopt ¡§multi-dimensional evaluation index¡¨, we found that ¡§TV rating¡¨ is still the key factor among the considerations when making decision. This study also suggested PTS to avoid glorifying ¡§TV rating¡¨ simply and more importantly should focus on the real needs among audiences.

Northern Minnesota Public Television: a Historical Perspective

Northern Minnesota Public Television is an independent, non-profit corporation operating as KAWE television on the campus of Bemidji State University in Bemidji, Minnesota. This study focuses on the lack of educational/public television in the northern section of Minnesota and develops a historical perspective of Northern Minnesota Public Television from an idea of two men until sign-on in 1980. The study describes the early beginnings, organizational structure, problems encountered, and educational philosophy. KAWE television operates on Channel 9 with a satellite station in Brainerd, Minnesota, operating on Channel 22.
