This diploma thesis examines the legislation of the status and organisation of the statistical service in Czechoslovakia in the years 1918-1938 which has lacked sufficient exploration. In this period, statistics referring to public administration was centralised and under the responsibility of the State Statistical Council and the State Statistical Office. These institutions are given special attention, particularly issues associated with their intricate aspects: personnel, budget and location. While the State Statistical Office was one of the central government authorities in Czechoslovakia, the State Statistical Council had the nature of an advisory body and an independent decision-making authority. The centralisation did not apply to statistical surveys carried out by certain cities. This thesis uses primarily unpublished archive materials and published sources concerning the activities of the State Statistical Office and the State Statistical Council.

This thesis deals with identification, analysis and critical assessment of challenges for international relations arising in the Arctic in connection with global climate change, which results mainly into decrease of the sea ice. Copenhagen School forms the primary theoretical bedrock of the thesis. The thesis maps the approach of different theoretical paradigms to the Arctic region throughout the history and on this basis it justifies the relevance of application of the concept of security sectors defined by Copenhagen School on the region. The thesis also maps the current governance mechanisms of the Arctic region as far as international law and institutional arrangements are concerned. The analysis of concrete challenges for international relations is structured according to the sectors of security defined by Copenhagen School. Thus, challenges in the environmental, societal, economic, political and military sectors are examined.

The thesis primarily aims to describe main events and a role of the United Nations in Iraq in 2002-2005. However, since broader knowledge in needed, the thesis also deals with historical events in Iraq and in the UN Security Council. Equally, it seeks to explain in a concise manner the specificities in Iraq that played or play an essential role. In the period after the American invasion in 2003 the thesis confront US expectations and plans with the reality on Iraqi soil and UN standpoints. In fact, the link through the whole thesis is the depiction of the relationship between the US and the Security Council and after the invasion also with UN Assistance mission in Iraq (UNAMI). Given the limited extent the thesis is concluded by the elections to the permanent Iraqi parliament in December 2005.

This diploma thesis concerned with the budget of the Czech Republic, which has been deficient since 1996. The aim of this thesis is to detect weak spots of budget process and confirm the hypothesis that budget deficits have the institutional nature. The theoretical part examines in detail the concepts of the state budget and the budget deficit, explains the causes of the budget deficit and explores the possibilities of its elimination. The thesis also conducts a survey about the process of the budget propose, approval and performance with the highlighting of process weaknesses and possibilities of its solution. The main contribution of this thesis is a detailed analysis of selected state budgets. This analysis reveals the common features of selected budgets and tries to describe the major changes of them. At the end of the thesis a concept of fiscal council and the possibilities of its establishment in Czech Republic is introduced.

Kdo vládne? Účast ministrů na zasedáních Rady ministrů / Who Governs? The Participation of Ministers in Council Meetings

The thesis deals with the participation of ministers in the Council of the European Union. The first goal is to explore the participation as such, i.e. how often the ministers attend the Council meetings and what differences there are among the member states and the Council configurations. Secondly, the thesis seeks to reveal factors at the institutional (European), national and governmental level which have an impact on the participation. From the theoretical point of view, the thesis is framed by the rational choice approach. In terms of methodology, a quantitative analysis based on extensive dataset for the period 2009 - 2015 and logistic regression have been employed. The thesis concludes that the ministers attend the Council meetings quite often - the average for the period was 64%. Regarding the individual factors, it is argued that the ministers representing the presidency country attend the sessions more often. Similarly, the participation is higher if there are many points on the agenda or if the minister represents a pro-European government. On the contrary, the probability of the participation is lower if the ministers face upcoming legislative elections at home. Codetermination and its regulation in Czech legal order Abstract This thesis deals with codetermination and its regulation in the Czech legal system. The main goal of this thesis is to discover whether the current valid regulation enables companies to really utilise the benefits of codetermination, and alternatively under what circumstances it would. The thesis firstly analyses the advantages and disadvantages of codetermination. This analysis aims to determine the main purpose and function of codetermination, which is according to the author mainly improvement of communication and cooperation of the employees and the board, alternatively the management. The thesis focuses mainly on three fundamental aspects of codetermination, them being the position of employees in the supervisory board, the appointment of employees in the supervisory board and sub- sequently the termination of the function in the supervisory board. The thesis takes into account both companies' and employees' point of view. Czech regulation does not take into account the special position of the employees in the supervisory board, whereby there's often a conflict of interests. Fiskální a rozpočtové rady jako aktér ve veřejné politice / Fiscal and Budget council as actor in Public Policy

The diploma thesis deals with the issue of fiscal and budget councils. The aim of the work is the analysis of the Czech Fiscal Council, which was established in 2018 and is a new element in the Czech system of fiscal and budgetary policy. Firstly, basic concepts such as public finance, fiscal and budgetary policy are defined. Subsequently, the sources of inefficiency are introduced, which affect the emergence of fiscal imbalances, and thus public debt. The basic idea for the establishment of fiscal and budget councils is the concept of Fiscal Governance, which can be divided into rules excepting to the councils. Numerical rules are currently a frequently used tool for assessing fiscal discipline. These rules are complemented by councils, which act as independent institutions. Due to the recent emergence, the practical part of the work analyses the Czech Fiscal Council regarding the foreign experience of independent fiscal and budget councils. Based on the results, it can be stated, that the Czech Fiscal Council does not deviate from the existing experience, on the contrary, it fits appropriately into this portfolio.

Documents of the Council of Europe do not contain a definition of an elderly person - like, for example, the Interamerican Union or African Union documents. We have to first find the definition of the elderly where the Council of Europe documents call a person who is over 60 years of age "elderly".The documents of the Council of Europe are a tool that is designed to help the human rights of the elderly. The aim of the documents of the Council of Europe regarding elderly people is to protect and improve the situation of the elderly who are because of their age considered a vulnerable group. The documents of the Council of Europe deal with problems like pensions, age discrimination and access to services. The most current issues that the Council of Europe have reported in their documents in 2020 and 2021 are digitalization and the coronavirus pandemic as well as the impact it has on the elderly.The documents of the Council can be divided into two types: bindng and non-binding. Role Rady bezpečnosti OSN před Mezinárodním trestním soudem / The role of the UN Security Council in front of the ICC

The relationship betweeen the International Criminal Court and the United Nations Security Council holds important value because, as a people, we are striving for a change towards a universal justice system, rather than a nationalistic conflictual one. To assess the progress, a closer look is necessary at the issue at hand. If the ICC does not have a nation to support it, in order to serve as a deterrent, it does need a powerful organization behind it: the UNSC, or the interplay between the SC, ICC and the "executive body" of the international community. However, their relationship is convoluted in controversy, since it is believed to serve as a tool for the major powers when they see fit, thus deligitimizing its credibility as an overarching judicial organization meant to resolve inter-state conflicts, and punish those who commit the most heinous crimes, regardless of their nationality. The findings of this research will show that more factors weigh in, and, even though the UNSC does hold a tight grip and has the power to influence the proceedings before the ICC, there is a clear positive trajectory for the International Criminal Justice System; the author of the research believes it will only get better.
