Assessing the potential risk of failing to maintain water supply in the Rand Water area / Londani Phillip Lithole

The research study focused on assessing the potential risk of failing to maintain water supply in the Rand Water area. The study analysed all factors and areas that contributes to water supply in the Rand Water area; this included municipalities supplied by Rand Water, the Department of Water Affairs and other factors that directly affect Rand Water supply such as population growth, increased urbanisation and acid mine drainage. The objectives of the study were: (a) is to determine the potential risk of failing to maintain supply in the Rand Water supply area, in other words, the likeliness of water not being supplied adequately to customers. (b) generate timely and credible information to determine the understanding, awareness, and acknowledgement by the sampled management group of the existence of the potential water supply risk in the Rand Water supply area. This will be done through a quantitative study. The research study approach that was utilized was a quantitative methodology; this approach included the distribution of questionnaires to all relevant stakeholders in the Rand Water supply area. To address the problems that are highlighted in the problem statement and achieve the objectives of the study these answered questionnaires were then sent to a Statistical consultant at North-West University‟s Potchefstroom Campus, to be analysed using an SPSS Version 21 statistical program. The questionnaires were divided into the three big municipal customers, these municipalities combined takes a total of 74.35% of Rand Water supply; these are Johannesburg Water which is part of the City of Johannesburg Metropolitan Municipality, Ekurhuleni Metropolitan Municipality, Tshwane Metropolitan Municipality and other small municipalities and the Department of Water Affairs‟ officials. Many previous studies also were assessed to be able to help this study establish the seriousness of the water challenge, the amount of work that has already been done, factors contributing to the problem and finally, measures that can be put in place to address the problem. The results that were obtained for this study provided many relationships between this study‟s selected variables and also highlighted the need to put certain strategies in place to be able to control the growing demand for water in the Rand Water system. The name of the Department of Water Affairs has changed many times over the year. It used to be called DWAF (Department of Water Affairs and Forestry, then DWEA (Department of Water and Environmental Affairs, then DWA (Department of Water Affairs) and it has recently been changed to DWS (Department of Water and Sanitation. For the purposes of this study this department will be called DWA (The Department of Water Affairs) The results were very relevant as most of the relationships were found between variables that are practically supposed to be related in order for the problem to be dealt with fruitfully. From these results it could be concluded that the risk of failing to maintain water supply in the Rand Water supply area does exist, if certain factors were allowed to trend the way they‟ve been trending without measures in place to counteract them. It could also be concluded that certain measures have been initiated to deal with the problem; this included water demand management. Results indicated that collective efforts from all stakeholders in the Rand Water supply area will be crucial in addressing the water supply challenge and avoid future failure to supply. To close the gap between previous research studies and this research study recommendations were made. Areas of future research were also highlighted; these are areas that can add value in providing valued information to help the challenge of water shortage in the Rand Water supply area. This area of future research studies will also be crucial in identifying other external factors that were not highlighted in the study but contribute to the problem. A feasibility assessment of the application of environmental valuation methods to Rand Water open space

Rand Water contracted UNISA to develop a monetary valuation method for its open spaces and their inherent ecological functions. This study began by reviewing existing contemporary definitions of open space in South Africa and then identifying their key characteristics. The research project then looked at the economic contribution that open spaces make to the economy as a basis for environmental valuation. By determining the economic value of open spaces, decision makers can be informed about the importance of open space provision, preservation and maintenance. The project applied the participatory action research method which requires the active participation of focus groups. The focus groups consisted of Rand Water employees who deal with open spaces in their respective areas of work. During the literature review and problem formulation the various limitations of environmental valuation methods became evident. It became apparent that the development of new valuation methods would not be possible before existing valuation methods had been tested to see if they could feasibly be applied to open space in the Rand Water context. A literature review also determined that open space valuation studies in South Africa are very limited, which made it difficult to formulate a localised context. It was furthermore found that environmental valuers prefer to use the contingent valuation, travel cost and hedonic pricing methods. These methods rely on revealed and stated preferences of open space users to infer an economic value for an open space. Access to Rand Water’s open spaces is largely limited owing to strict access control. The excludability of open space users therefore hampers the generation of sufficient data to apply revealed and stated preference valuation methods. On the basis of this finding, it was decided to eliminate the contingent valuation and travel cost methods from this study. It was decided to apply the constraint composition theory, under the grounded theory model, to study the constraints or moderators which could affect the feasibility of environmental valuation application to Rand Water open spaces. Four moderators were then identified which could influence the outcome of the feasibility assessment. These are the limitations of the methods, the limitations of the legal framework, the limitations of the user and the limitations of the study area. It was found that the limitations of the methods were a moderator owing to their inherent data requirements. The only suitable valuation methods vi were found to be market based as they were not influenced by the excludability factor. These methods include the replacement cost, damage cost avoided, restoration cost and defensive expenditure valuation methods. The focus group was introduced to each method by participating in a method application exercise. Questionnaires regarding each method were completed to test variables. The legal framework was found not to be a moderator since even though there are limited direct provisions in legislation to mandate environmental valuation, there are legal principles which require economic impacts to be measured and damage to the environment to be estimated. These principles in themselves have supported litigation cases and the mere admission of environmental value estimates in court as evidence and support to a case therefore sets the required legal precedence and mandates further application. The user was found not to be a moderator. Feedback from the focus groups as well as an environmental resource economics workshop held at the Gauteng Department of Agriculture, Conservation and Environment showed that users understood environmental valuation principles, their benefits and limitations. With training, environmental scientists can apply these methods. The study area was found to be a moderator. The limited access for potential open space users, limited harvesting, limited agriculture and limited open space categories result in limited values that can be measured. In conclusion, it was found that not all environmental valuation methods can be applied to Rand Water open space owing to inherent limitations of the methods and the study area. Only market-based methods were found to be suitable for use on Rand Water open space. Notwithstanding the limitations of the methods and study area, which restrict the ability of valuers to obtain a total economic value for Rand Water open space, the available suite of methods can provide an indicator of value for environmental goods and services that flow from the utility’s open spaces. Knowledge transfer and retention : the case of a public water utility in South Africa

Thesis (MPhil (Information Science))--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: This thesis focuses on the problem of knowledge retention and transfer in the face of the imminent retirement of experts, who are hard to replace for demographic or skill shortage reasons. Distinctions between technical, social and structural knowledge are made, and the theory on what makes knowledge “sticky” for transfer between generations of workers is reviewed. Thereafter, a case study of the knowledge retention situation at a public water utility is presented. In this regard, a large number of technical experts are due to retire within the next five years. Knowledge audit interviews were conducted with fifteen experts that have been with the organisation for most of their career and are due to retire soon. They were asked about what they considered to be their ‘hard to replace’ knowledge and professional networks, to what extent this could be captured or transferred, and what they considered to be the difficulties in terms of retaining this knowledge and these networks after their retirement. It was found that the motivation of experts to contribute to knowledge transfer and retention was low. This had to do with the perception that more junior members of the organisation are in any case likely to leave and with an organisational culture that was not supportive of knowledge transfer and retention activities. Moreover, a lack of knowledge leadership and formal knowledge management systems hindered knowledge transfer and retention practices. This study concludes that as far as the case in question is concerned, there is a need for a formal knowledge management system and strategy, and that top management commitment is critical for the success of knowledge transfer and retention. With regard to the theory of the stickiness of knowledge, the case study highlighted the importance of organisational culture and trust when it comes to the motivation of retiring experts to transfer their knowledge. It also emphasised that a silo-type organisational structure limits absorptive capacity, and that the social knowledge of professional networks, rather than technical knowledge, are the most difficult to retain. / AFRIKAANSE OPSOMMING: Die tesis fokus op die problem van kennisbehoud en –oordrag teen die agtergrond van diensverlatende spesialiste wat moeilik vervangbaar is vanweë redes van demografie of vaardigheidtekort. Onderskeidinge word getref tussen tegniese, sosiale en strukturele kennis en ʼn oorsig word gegee van die teorie oor “klewende kennis” in die oordrag van kennis tussen generasies van werkers. Daarna word ʼ n gevallestudie van die kennisbehoudsituasie in ʼ n publieke waterverskaffer ondersoek. In hierdie geval sal ʼn groot getal tegniese spesialiste binne die volgende vyf jaar die organisasie se diens verlaat. ʼ n Kennis-oudit is met behulp van onderhoude met vyftien sulke spesialiste, wat die grootste deel van hulle loopbane by die onderneming werksaam was, onderneem. Hulle is uitgevra oor wat hulle sien as die kennis wat met hulle diensverlating vir die organisasie verlore sou gaan en omtrent die professionele netwerke wat hulle onderhou. Dit het te make met die siening dat die jonger lede van die organisasie in elk geval die organisasie sou verlaat en met ʼn organisasie-kultuur wat nie kennisbehoud en –oordrag ondersteun nie. Verder is dit toe te skryf aan ʼn gebrek aan kennisleierskap en formele kennisbestuursisteme. Die gevolgtrekking word gemaak dat sover dit die gevallestudie aangaan, ʼn formele kennisbestuurstelsel en –strategie krities is vir die sukses van kennisbehoud en –oordrag. Met betrekking tot die teorie oor klewende kennis het die gevallestudie die belang van organisasie kultuur en vertroue wanneer dit kom by die motivering van spesialiste om hulle kennis te deel belig. Dit het ook beklemtoon dat ʼn silo-gebaseerde organisasie kultuur die kennis absorpsie vermoë verlaag en dat die sosiale kennis van professionele netwerke moeiliker is as tegniese kennis om te behou.

Optimization and verification of changes made to US-EPA 1623 Method to analyse for the presence of Cryptosporidium and Giardia in water

(Dept. of Biosciences, Faculty of Applied and Computer Sciences))--Vaal University of Technology, 2010 / Methods for detecting the presence of Cryptosporidium oocysts and Giardia cysts have been developed and continuous improvement is being done to improve the recovery rate of the target protozoa. Rand Water has adopted their method for isolation and detection of Cryptosporidium oocysts and Giardia cysts in water from United State Environmental Protection Agency (US-EPA) Method 1623, 1999. In 2005 changes were made by US-EPA to the Method 1623. A study was done to improve the performance of the Rand Water Method 06 (2007) used for isolation and detection of Cryptosporidium oocysts and Giardia cysts. Three methods namely: Rand Water Method 06 (2007), US-EPA Method 1623 (2005) and Drinking Water Inspectorate standard operating procedures (2003) were compared and key different steps in the methods were identified (wrist action speed, centrifuge speed, immunomagnetic separation procedures and addition of pre-treatment steps). Different experiments were conducted to verify and evaluate the difference between two wrist action shaker speeds, three different centrifuge speeds, two slightly different immunomagnetic separation procedures and when a pre-treatment step was included in the method. Three different types of water matrices (reagent grade water, drinking water and raw water) were used for the experiments and secondary validation. Data obtained from the experiments and secondary validation was statistically analyzed to determine whether there was a significant difference in the recovery of Cryptosporidium oocysts and Giardia cysts. Secondary validation of the Rand Water Method 06 (2007) was performed by implementing the study experiments‟ findings into the method. The results indicated an increase in the recovery rate of Cryptosporidium oocysts and Giardia cysts when data was compared with the previous secondary validation report. The mean recovery of Cryptosporidium oocysts in reagent grade water samples increased from 31% to 55%, drinking water samples increased from 28% to 44% and raw water decreased from 42% to 29%. The mean recovery of Giardia cysts in reagent grade water samples increased from 31% to 41%, drinking water samples increased from 28% to 46% and raw water decreased from 42% to 32%. Furthermore, even though the recovery rate of raw water decreased the use of pre-treatment buffer reduced the number of IMS performed per sample by reducing the pellet size. Enumeration of microscope slides was also easier as there was less background interference. The optimization of the Rand Water Method 06 (2007) was successful as the recovery rate of Cryptosporidium oocysts and Giardia cysts from water increased. All the changes that were verified and that increased the recovery rate were incorporated into the improved Rand Water Method 06.

Integrating enterprise resource planning into electronic content management in a South African water utility company

Bibliography: pages 184-207 / Digital records are either stored in an enterprise resource planning (ERP) system or electronic content management (ECM), or managed without the benefit of either system. In many countries, public and private organisations have implemented ECM systems, some have implemented ERP systems and others generate digital records without the benefit of any controlled system. In most organisations such systems are not integrated resulting in duplication and fragmentation of records. The South African Water Utility company, Rand Water, has implemented both ERP and ECM systems. Investing in these systems as an organisation comes at a cost but it can add value when used optimally to improve the organisation’s productivity and efficiency. To achieve high productivity and efficiency, integration of an ERP system into an ECM system is a requirement but remains lacking. This qualitative study utilised the Actor Network Theory to explore the integration of ERP into ECM at the South African Water Utility company, Rand Water, with a view to developing a framework for integration of the systems. The study utilised a system analysis case design with fourteen interviews conducted at different levels in the organisation and diverse business units using ERP and ECM to perform their operational deliverables in line with the organisation’s business objectives. The interviews were augmented with data from document analysis of policies, specifications and functionalities of the systems to determine the feasibility of integration. The study established that the water utility company has implemented ERP systems (SAP) since 1994 and ECM system since 1991 (Papertrail and later IBM FileNet) with only information flow module integrated. The study suggested that to integrate ERP into ECM, human and non-human actors need to collaborate to ensure that the actor network being integrated is achieved. The study also presents a strategy discussion for integrating ERP into ECM. A further study on the transfer of digital records in ECM into archival custody is recommended. / Information Science / D.
