Le nombre important de véhicules sur le réseau routier peut entraîner des problèmes d'encombrement et de sécurité. Les usagers des réseaux routiers qui nous intéressent sont les camionneurs qui transportent des marchandises, pouvant rouler avec des véhicules non conformes ou emprunter des routes interdites pour gagner du temps. Le transport de matières dangereuses est réglementé et certains lieux, surtout les ponts et les tunnels, leur sont interdits d'accès. Pour aider à faire appliquer les lois en vigueur, il existe un système de contrôles routiers composé de structures fixes et de patrouilles mobiles. Le déploiement stratégique de ces ressources de contrôle mise sur la connaissance du comportement des camionneurs que nous allons étudier à travers l'analyse de leurs choix de routes. Un problème de choix de routes peut se modéliser en utilisant la théorie des choix discrets, elle-même fondée sur la théorie de l'utilité aléatoire. Traiter ce type de problème avec cette théorie est complexe. Les modèles que nous utiliserons sont tels, que nous serons amenés à faire face à des problèmes de corrélation, puisque plusieurs routes partagent probablement des arcs. De plus, puisque nous travaillons sur le réseau routier du Québec, le choix de routes peut se faire parmi un ensemble de routes dont le nombre est potentiellement infini si on considère celles ayant des boucles. Enfin, l'étude des choix faits par un humain n'est pas triviale. Avec l'aide du modèle de choix de routes retenu, nous pourrons calculer une expression de la probabilité qu'une route soit prise par le camionneur. Nous avons abordé cette étude du comportement en commençant par un travail de description des données collectées. Le questionnaire utilisé par les contrôleurs permet de collecter des données concernant les camionneurs, leurs véhicules et le lieu du contrôle. La description des données observées est une étape essentielle, car elle permet de présenter clairement à un analyste potentiel ce qui est accessible pour étudier les comportements des camionneurs. Les données observées lors d'un contrôle constitueront ce que nous appellerons une observation. Avec les attributs du réseau, il sera possible de modéliser le réseau routier du Québec. Une sélection de certains attributs permettra de spécifier la fonction d'utilité et par conséquent la fonction permettant de calculer les probabilités de choix de routes par un camionneur. Il devient alors possible d'étudier un comportement en se basant sur des observations. Celles provenant du terrain ne nous donnent pas suffisamment d'information actuellement et même en spécifiant bien un modèle, l'estimation des paramètres n'est pas possible. Cette dernière est basée sur la méthode du maximum de vraisemblance. Nous avons l'outil, mais il nous manque la matière première que sont les observations, pour continuer l'étude. L'idée est de poursuivre avec des observations de synthèse. Nous ferons des estimations avec des observations complètes puis, pour se rapprocher des conditions réelles, nous continuerons avec des observations partielles. Ceci constitue d'ailleurs un défi majeur. Nous proposons pour ces dernières, de nous servir des résultats des travaux de (Bierlaire et Frejinger, 2008) en les combinant avec ceux de (Fosgerau, Frejinger et Karlström, 2013). Bien qu'elles soient de nature synthétiques, les observations que nous utilisons nous mèneront à des résultats tels, que nous serons en mesure de fournir une proposition concrète qui pourrait aider à optimiser les décisions des responsables des contrôles routiers. En effet, nous avons réussi à estimer, sur le réseau réel du Québec, avec un seuil de signification de 0,05 les valeurs des paramètres d'un modèle de choix de routes discrets, même lorsque les observations sont partielles. Ces résultats donneront lieu à des recommandations sur les changements à faire dans le questionnaire permettant de collecter des données. / Using transportation roads enables workers to reach their work facilities. Security and traffic jam issues are all the more important given that the number of vehicles is always increasing and we will focus on merchandise transporters in this study. Dangerous items transportation is under strict control as it is for example forbidden for them to be carried through a tunnel or across a bridge. Some transporters may drive a vehicle that has defects or/and they may be ta\-king some forbidden roads so as to reach their destination faster. Transportation of goods is regulated by the law and there exists a control system, whose purpose is to detect frauds and to make sure controlled vehicles are in order. The strategic deployment of control resources can be based on the knowledge of transporters behaviour, which is going to be studied through their route choice analysis. The number of routes can be unbounded especially if we consider loops, which leads to a complex problem to be solved. We can also mention issues closely related to route choice problem using discrete choice models such as correlation between routes sharing links and point out the fact that human decision process is not considered something easy. A route choice problem can be modelled based on the random utility theory and as a consequence we will focus on the discrete choice models. We are going to use such model on the real road network of Quebec and we will derive an expression of the probability, for a transporter, to pick one route. We are going to explain the way we did our study. It started first by doing a data description job as we are convinced this is a step that will help other analysts to have a clear view of the data situation. Some data are network related and the corresponding attributes collected will be used to model the road network of Quebec. We will use some attributes to explain the utility function, which leads to the definition of the function that gives the probability that a user takes a given route. Once this function is fully specified, the behaviour study can be done, except that we have a set of observations that are absolutely incomplete. When observations are a gathering of data collected during a road control, the information they provide us is not enough and thus, the parameters estimation will fail. We might seem blocked but in fact, we brought the idea of using simulated observations. We are going to estimate model parameters with firstly complete observations and in order to imitate the real conditions, we then are going to use partial observations. This constitutes a main challenge and we overcome it by using the results presented in (Bierlaire et Frejinger, 2008) combined with those from (Fosgerau, Frejinger et Karlström, 2013). We will demonstrate that even though the observations used are simulated, we will deliver conclusions that can be useful for road network managers. The main results we provide in this work is that estimation can be done with a 0,05 signification level on real road network of Quebec, while the observations are incomplete. Eventually, our results should motivate network managers to improve the set of questions they use to collect data as it would help them to strengthen their knowledge about the merchandise transporters and hopefully, the decision process will lead to optimized resource deployments.

Em ecologia, o comportamento dos animais é freqüentemente estudado para entender melhor suas preferências por diferentes tipos de alimento e habitat. O presente trabalho esta relacionado a este tópico, dividindo-se em três capítulos. O primeiro capitulo refere-se à estimação da função da probabilidade da seleção de recurso (RSPF) comparado com um modelo de escolha discreta (DCM) com uma escolha, usando as estatísticas qui-quadrado para obter as estimativas. As melhores estimativas foram obtidas pelo método DCM com uma escolha. No entanto, os animais não fazem a sua seleção baseados apenas em uma escolha. Com RSPF, as estimativas de máxima verossimilhança, usadas pela regressão logística ainda não atingiram os objetivos, já que os animais têm mais de uma escolha. R e o software Minitab e a linguagem de programação Fortran foram usados para obter os resultados deste capítulo. No segundo capítulo discutimos mais a verossimilhança do primeiro capítulo. Uma nova verossimilhança para a RSPF é apresentada, a qual considera as unidades usadas e não usadas, e métodos de bootstrapping paramétrico e não paramétrico são usados para estudar o viés e a variância dos estimadores dos parâmetros, usando o programa FORTRAN para obter os resultados. No terceiro capítulo, a nova verossimilhança apresentada no capítulo 2 é usada com um modelo de escolha discreta, para resolver parte do problema apresentado no primeiro capítulo. A estrutura de encaixe é proposta para modelar a seleção de habitat de 28 corujas manchadas (Strix occidentalis), assim como a uma generalização do modelo logit encaixado, usando a maximização da utilidade aleatória e a RSPF aleatória. The best estimates were obtained by the DCM method. Nevertheless, animals were not selected based on choice alone. With RSPF, the maximum likelihood estimates used with the logistic regression still did not reach the objectives, since the animals have more than one choice. R and Minitab software and the FORTRAN programming language were used for the computations in this chapter. The second chapter discusses further the likelihood presented in the first chapter. A new likelihood for a RSPF is presented, which takes into account the units used and not used, and parametric and non-parametric bootstrapping are employed to study the bias and variance of parameter estimators, using a FORTRAN program for the calculations. In the third chapter, the new likelihood presented in chapter 2, with a discrete choice model is used to resolve a part of the problem presented in the first chapter. A nested structure is proposed for modelling selection by 28 spotted owls (Strix occidentalis) as well as a generalized nested logit model using random utility maximization and a random RSPF. Numerical optimization methods and the SAS system were employed to estimate the nested structural parameters.

Three essays in program evaluation: the case of Atlanta inspection and maintenance program

The Atlanta Inspection and Maintenance program ultimately aims to reduce on-road vehicular emission, a major source of air pollution. The program enforces eligible vehicles to be inspected and repaired, if necessary, before the annual registration renewal. However, various factors can influence the program implementation with respect to the motorists, inspectors, and testing technology. This research explores some of these factors by using empirical data from the Continuous Atlanta Fleet Evaluation project, the inspection transaction records, the Atlanta Household Travel Survey, and the U.S. Census Bureau. The study discusses policy implications of findings from the three essays and offers related recommendations. The first essay examines whether the higher income of a vehicle owner decreases the odds of the vehicle failing the first inspection. Findings show that vehicles owned by low-income households are more likely to fail the first inspection of the annual test cycle. However, after controlling for the vehicle characteristics, the odds of failing the first inspection are similar across households. This suggests that the maintenance behaviors are approximately the same for high- and low-income households. The second essay explains the motorists' decisions in selecting their inspection stations using a random utility model. The study finds that motorists are likely to choose the inspection stations that are located near their houses, charge lower fees, and can serve a large number of customers. Motorists are less likely to choose the stations with a relatively high failure ratio especially in an area of low station density. Moreover, motorists do not travel an extra mile to the stations with lower failure ratio. Understanding choices of vehicle owners can shed some light on the performance of inspection stations. The third essay investigates the validity and reliability of the on-board diagnostic generation II (OBD II) test, a new testing technology required for 1966 and newer model year vehicles. The study compares the inspection results with the observed on-road emission using the remote sensing device (RSD) of the same vehicles. This research finds that the agreement between the RSD measurement and the OBD II test is lower for the relatively older or higher use vehicle fleets

Traffic prediction and bilevel network design

Cette thèse porte sur la modélisation du trafic dans les réseaux routiers et comment celle-ci est intégrée dans des modèles d'optimisation. Ces deux sujets ont évolué de manière plutôt disjointe: le trafic est prédit par des modèles mathématiques de plus en plus complexes, mais ce progrès n'a pas été incorporé dans les modèles de design de réseau dans lesquels les usagers de la route jouent un rôle crucial. Le but de cet ouvrage est d'intégrer des modèles d'utilités aléatoires calibrés avec de vraies données dans certains modèles biniveaux d'optimisation et ce, par une décomposition de Benders efficace. Cette décomposition particulière s'avère être généralisable par rapport à une grande classe de problèmes communs dans la litérature et permet d'en résoudre des exemples de grande taille. Le premier article présente une méthodologie générale pour utiliser des données GPS d'une flotte de véhicules afin d'estimer les paramètres d'un modèle de demande dit recursive logit. Les traces GPS sont d'abord associées aux liens d'un réseau à l'aide d'un algorithme tenant compte de plusieurs facteurs. Les chemins formés par ces suites de liens et leurs caractéristiques sont utilisés afin d'estimer les paramètres d'un modèle de choix. Ces paramètres représentent la perception qu'ont les usagers de chacune de ces caractéristiques par rapport au choix de leur chemin. Les données utilisées dans cet article proviennent des véhicules appartenant à plusieurs compagnies de transport opérant principalement dans la région de Montréal. Le deuxième article aborde l'intégration d'un modèle de choix de chemin avec utilités aléatoires dans une nouvelle formulation biniveau pour le problème de capture de flot de trafic. Le modèle proposé permet de représenter différents comportements des usagers par rapport à leur choix de chemin en définissant les utilités d'arcs appropriées. Ces utilités sont stochastiques ce qui contribue d'autant plus à capturer un comportement réaliste des usagers. Le modèle biniveau est rendu linéaire à travers l'ajout d'un terme lagrangien basé sur la dualité forte et ceci mène à une décomposition de Benders particulièrement efficace. Les expériences numériques sont principalement menés sur un réseau représentant la ville de Winnipeg ce qui démontre la possibilité de résoudre des problèmes de taille relativement grande. Le troisième article démontre que l'approche du second article peut s'appliquer à une forme particulière de modèles biniveaux qui comprennent plusieurs problèmes différents. La décomposition est d'abord présentée dans un cadre général, puis dans un contexte où le second niveau du modèle biniveau est un problème de plus courts chemins. Afin d'établir que ce contexte inclut plusieurs applications, deux applications distinctes sont adaptées à la forme requise: le transport de matières dangeureuses et la capture de flot de trafic déterministe. Une troisième application, la conception et l'établissement de prix de réseau simultanés, est aussi présentée de manière similaire à l'Annexe B de cette thèse. / The subject of this thesis is the modeling of traffic in road networks and its integration in optimization models. In the literature, these two topics have to a large extent evolved independently: traffic is predicted more accurately by increasingly complex mathematical models, but this progress has not been incorporated in network design models where road users play a crucial role. The goal of this work is to integrate random utility models calibrated with real data into bilevel optimization models through an efficient Benders decomposition. This particular decomposition generalizes to a wide class of problems commonly found in the literature and can be used to solved large-scale instances. The first article presents a general methodology to use GPS data gathered from a fleet of vehicles to estimate the parameters of a recursive logit demand model. The GPS traces are first matched to the arcs of a network through an algorithm taking into account various factors. The paths resulting from these sequences of arcs, along with their characteristics, are used to estimate parameters of a choice model. The parameters represent users' perception of each of these characteristics in regards to their path choice behaviour. The data used in this article comes from trucks used by a number of transportation companies operating mainly in the Montreal region. The second article addresses the integration of a random utility maximization model in a new bilevel formulation for the general flow capture problem. The proposed model allows for a representation of different user behaviors in regards to their path choice by defining appropriate arc utilities. These arc utilities are stochastic which further contributes in capturing real user behavior. This bilevel model is linearized through the inclusion of a Lagrangian term based on strong duality which paves the way for a particularly efficient Benders decomposition. The numerical experiments are mostly conducted on a network representing the city of Winnipeg which demonstrates the ability to solve problems of a relatively large size. The third article illustrates how the approach used in the second article can be generalized to a particular form of bilevel models which encompasses many different problems. The decomposition is first presented in a general setting and subsequently in a context where the lower level of the bilevel model is a shortest path problem. In order to demonstrate that this form is general, two distinct applications are adapted to fit the required form: hazmat transportation network design and general flow capture. A third application, joint network design and pricing, is also similarly explored in Appendix B of this thesis.

Kaprová (2019): Revealed preferences for outdoor recreation in natural areas - Czech and European perspective Abstract of the Doctoral Dissertation The dissertation thesis focuses on the investigation and synthesis of recreation welfare benefits associated with natural areas in the Czech Republic and in Europe. The dissertation thesis consists of five case studies. These represent various geographic levels of analysis: the level of one single recreation locality, the national level that takes into account large natural recreation sites in the Czech Republic (including protected areas), and a synthesis of results of studies on the European level. The methodological approach is based on the theory of environmental economics and employs non-market valuation techniques based on methods of revealed preferences, namely the hedonic pricing method and two types of travel cost modelling. In Study I, we examine how the presence and characteristics of urban greenery affect property prices in Prague. The results confirm that proximity to greenery and its area are important determinants of housing prices in Prague, which means that residents realize the positive values provided by urban greenery, including recreational ecosystem service.
