本論文はブロックチェーン技術を用いた,貧弱な情報通信(ICT)環境下での高信頼なデータ管理システムの設計と実装について述べたものである.住民データ管理システムの構築において最も重要な点の一つが,データの信頼性である.データを電子化して記録するときには,特にデータの改ざんが大きな課題になる.従ってデータの改ざんが起こらないこと,少なくとも改ざんされたことを検知することが必須となる.そこで着目したのがブロックチェーン技術である.ブロックチェーンの本質は,改ざんが原理的には不可能ではないが実質的には極めて困難な追記型データベース技術である.そこでその特性を利用して,信頼性の高い住民情報管理用のデータベースを構築できると考えた. / This study investigates the design and implementation of data management system with high level reliability and security by blockchain technology. The data access environment provided by blockchain is highly secure and trustworthy. In blockchain system, some data fragments are grouped into one piece called as blocks, and all blocks are connected to create a chain of blocks in database. When blocks are connected, hash value is used to connect blocks properly. Blockchain technology enables highly secure and reliable data management system under relatively poor ICT environment. For example, developing countries such as African countries do not have sufficient ICT environment. Therefore adopting blockchain technology is suitable for such countries. The preamble of the thesis introduces the basic legislative definition of record management in a period from 1st January 2005 to 30th June 2009, i.e. the limited period of entry into force Act No. 499/2004 Coll., on Archives and Record Management and the changes in some Acts before the entry into force and its update by Act No. 190/2009 Coll. In the next part of the thesis is described performance of particular steps followed continually in record management which means the way of the official record from its delivery or establishment until the permanent storage in archival records or its physical liquidation and focusing on the agent of State Regional Archives Třeboň, which is in South Bohemian district. The third part of thesis provides a few examples in records of agencies which help to show how through the practice are influenced the solutions in some parts of record management. The final part evaluates the suitability of legal regulation in record management in fixed term and other development in legislative definition of records management in the Czech Republic.

O trabalho tem como foco a discussão de pressupostos teóricos e técnicos da informatização de arquivos sob a perspectiva da utilização de sistemas de bancos de dados e dos preceitos e métodos propostos pela Arquivologia. A partir de referências e experiências extraídas das áreas de Tecnologia da Informação e Gestão da Informação se pretende também analisar e avaliar conceitualmente como os bancos de dados aplicados em sistemas de gestão organizacionais informatizados incorporam o arquivo, suas qualidades e características em sua estruturação e concepção. Outro enfoque almejado pelo estudo é o levantamento de questões sobre o papel do banco de dados enquanto sistema conceitual, dentro da realidade e do arcabouço conceitual arquivístico. / The main focus of this work is on the debate of theoretical and technical notions of archives electronic management under the perspective of the use of database systems and archival concepts and methods. Using Information Technology and Information Management experiences and references the dissertation also attempt to do a conceptual analysis and evaluation on how databases in organizational electronic management systems deals with archives and records in its usage, conception and structure. Another intended approach is to point questions concerning the role of databases as conceptual systems inside archival practice and theory.

Previous issue date: 2015-12-17 / A presente pesquisa busca, através de um estudo de caso, abordar a necessidade da implementação de políticas de arquivos em instituições federais de ensino. Para tal construiu-se uma pesquisa bibliográfica visando a formulação da fundamentação teórica para a dissertação, expondo conceitos do Ciclo PDCA, conhecimentos da Arquivologia, legislações vigentes no setor público federal e conceitos sobre gestão de documentos e arquivos. Foi apresentada na construção do trabalho a fundamentação conceitual de gestão de documentos, elucidando a realidade vivenciada na instituição foco do estudo de caso, Universidade Federal de Juiz de Fora – UFJF, no desenvolvimento de ações em consonância com o ciclo de melhoramento contínuo, possibilitando a construção eficaz de uma política arquivística. O ciclo PDCA e sua estrutura são apresentados como estratégia de interferência nas instituições, sendo utilizado na instituição analisada, sendo um estudo de caso exploratório único, utilizando desta ferramenta como conceito base para o processo de consolidação da aprendizagem em nível individual e setorial. O processo de construção do estudo buscou fortificar e qualificar a pesquisa através de questionários, acesso a dados, entrevista e pela observação com o intuito da construção do conhecimento com abordagens empíricas com estruturação de boas práticas a fim de serem replicadas e melhoradas continuamente. / This research seeks, through a case study, addressing the need to implement policies file in federal educational institutions. For this purpose we constructed a literature review aimed at formulating the theoretical foundation for the dissertation, exposing concepts of the PDCA cycle, knowledge of Archival, current legislation in the federal public sector and concepts of archives and records management. Was presented at work building the conceptual basis of document management, elucidating the reality experienced in the institution focus of the case study, Federal University of Juiz de Fora – UFJF, in developing actions in line with the continuous improvement cycle, enabling the effective construction of an archival policy. The PDCA cycle and its structure are presented as interference strategy in institutions, being used in the analyzed institution, being a single exploratory case study using this tool as a basic concept for the learning process of consolidation in individual and sectoral level. The construction process of the study sought to strengthen and qualify the survey through questionnaires, data access, interview and by observation with the construction of knowledge of the order with empirical approaches to structuring of good practices to be replicated and improved continuously.

Sjuksköterskors upplevelser av patientsäker journalhantering. En intervjustudieHögberg, Sophie, Linde, Ulrika January 2016 (has links)
Bakgrund: Välfungerande kommunikation i journalen är av stor vikt för patientsäkerheten. Studier påvisade att journalen som arbetsverktyg hade en central roll för sjuksköterskors upplevelser av patientsäker omvårdnad. Om informationen i journalen var lättillgänglig i ett lättarbetat journalsystem upplevde sjuksköterskorna journalhanteringen patientsäker. Studier påvisade även att det var av stor vikt att det fanns tid för sjuksköterskorna att erhålla informationen om patienterna på ett säkert sätt. Syfte: Belysa sjuksköterskors upplevelser av journalhantering ur ett patientsäkerhetsperspektiv. Metod: En intervjustudie med kvalitativ ansats utfördes. Intervjuerna analyserades och tematiserades. Resultat: Journalsystemet upplevdes invecklat och svåröverskådligt. Det fanns brister gällande dokumentationsrutiner. Muntlig rapport och rapportblad kompenserade för brister i journalhanteringen men gav också upphov till nya patientsäkerhetsrisker. Bristen på tid att dokumentera samt bristen på tid att läsa patientjournal påverkade patientsäkerheten negativt. Den psykosociala och fysiska arbetsmiljön påverkade patientsäkerheten i olika riktningar. Slutsatser: Sjuksköterskorna upplevde att brister i journalsystemet, arbetsrutiner och styrning ledde till att journalsystemet inte tillämpades optimalt. Muntlig rapport och rapportblad tillämpades i syfte att kompensera brister i journalhanteringen. Konsekvensen blev dubbeldokumentation, desinformation, risk för informationsförlust och behov av dubbelkontroller, vilket tog tid. / Background: Well-functioning communication in medical record is important for patient safety. Studies showed that the journal as a tool had a central role in nurses' experiences of patient safety. If the information in the records were readily available and easy to work with nurses found the medical record management to be patient safe. Studies also showed that it was vital that there was time for nurses to obtain information about the patients safety. Aim: Elucidate nurses' experiences of the medical records from patient safety perspective. Method: An interview study with qualitative approach was carried out. The interviews were analysed and thematised. Result: Electronic medical records experienced complicated and difficult to understand. There were deficiencies regarding documentation procedures. Oral report and the report sheet offset deficiencies in patient management but also gave rise to new patient safety risks. The lack of time to document and the lack of time to read the medical record impact patient safety negatively. The psychosocial and physical work environment affected patient safety in different directions. Conclusions: The nurses felt that the shortcomings in the medical record system, work procedures and control led to electronic medical records is not applied optimally. Oral report and the report sheet was applied in order to compensate for deficiencies in journal management. The consequence was duplication of documentation, misinformation, risk of data loss and the need for cross-checks, which was time-consuming.

The effects of introducing the Electronic Document and Record Management Information System “Irida” in the public sector of Greece. A case studyLales, Efstratios January 2021 (has links)
The aim of this study was to explore and understand how employees of a specific municipality perceive this technology and how, in what ways, the EDRMS could affect organizational processes. Emphasis was also given on evaluating the factors affecting the successful introduction and implementation of the EDRMS. This master thesis focuses on employees’ perception of the newly introduced Electronic Document and Record Management System (EDRMS) “Irida” and how this affects organizational processes and working practices. The data collection was conducted among employees that work in the Finance and Procurement Unit of the Municipality of Drama in Northern Greece. The empirical material was collected through conducting five semi-structured interviews. At the next phase, a questionnaire was developed based on the qualitative findings and was administered via email to all the Municipality of Drama employees that use the system. The data gathered during the qualitative and quantitative phase were analyzed and discussed, and the research findings were produced. It was found that the introduction of “Irida” had a positive effect on working efficiency, reduced contact and interaction among employees, and facilitated remote working. Training, flexibility of the system and employee participation was identified as factors that influence the successful implementation of an EDRMS. The employees said they were satisfied with "Irida”, found it easy to use, and intended to keep using it. Most of them had varying degrees of stress during the initial implementation phase. It was also shown that employees who find "Irida” user-friendly are more likely to be satisfied and intend to keep using it and that employees who find "Irida” easy to use have a positive predisposition towards the system and do not mind that their work becomes more visible.

電子化作業為我政府作業營運揭開新的序幕,身為政府知識基礎之檔案管理,其多項電子化作業亦已步上軌道。而隨著典藏量不斷擴充與資訊技術快速的更迭,檔案的長期可讀取性成為電子檔案管理的瓶頸。因此,現代化電子檔案管理主要願景,即為善用資訊技術,建立穩定且具可擴充性之基礎架構,發展合乎時代需求之運作模式(Business Model),以促進檔案長久保存,增進檔案處理效能,確保知識永續利用。
由國內外經驗發現,資訊平台間流程與資訊元件間之互通性即為架構互通性之關鍵點。因此本研究採用Zachman Framework為框架,分析資訊元件、流程與地點等檔案協同作業系統之關聯元件,以符合上述需求;於流程部分,本研究綜合美國與澳洲等電子檔案管理工作發展與知識管理之現行模型,提出「以知識為本之電子檔案管理作業流程螺旋」,以提升典藏文件之知識辨識、擷取與利用效率。
於架構部分,本研究則基於美國NARA提出之重要儲存技術架構-「以知識為本之網格(Knowledge-based GRIDs)(簡稱知識網格)」,綜合參考聯合國UN/CEFACT提出之「ebXML協同作業框架」,據以建立「以知識為本的協同文件管理技術框架與作業模型:KPC框架」,以期於分散式文件管理的基礎上,實現檔案管理系統間之作業互通性。後續並針對我政府電子檔案管理作業進行框架分析,以為系統建構之參考建議。 / Based on its e-Government project, ROC government is stepping in a new stage of routine services. Record management that serves as the basis of government knowledge management, are transferring into digital manner to enhance the efficiency and the convenience of the related services. Regarding the explosive increase of record volume and emerging of information technology, the Long-Term Accessibility of preserved material become a crucial issue on e-record management. Aiming at keeping and managing files through long period, as well as to facilitating record with knowledge inside, a stable, scalable infrastructure and the underlying business model for manipulating information becomes the very important task for knowledge management within e-government field.
It is found interoperability between processes and between information is the key point of such interoperable information architecture. Therefore, this research applies Zachman Framework as an approach to investigate the required information, processes, and locations and further the IT architect for such a system as described above. Integrating existing models on Knowledge Management and related Record Management works done in USA (so-called Knowledge-based Grids by NARA) and Australia, this research carries out the "Knowledge-based Record Management Spiral" to enhance the recognition, acquirement, and utilization of archive knowledge.
Based on the aforementioned architect, this thesis combines the experiences from "Knowledge-based GRIDs" of SDSC and "ebXML Collaboration Framework" by UN/CEFACT, and then coins a blueprint for the "Knowledge-based Preservation and Collaboration Framework"(KPC Framework), The KPC Framework can be applied by archivists or archival designers to model the collaboration activities in digital archive domain. Last but not the least, this framework is employed to build a trial model for Taiwan’s governmental e-record management and a validation on the feasibility of this model is also done by means of informal test.

Previous issue date: 2015-07-14 / Demands for a consideration of environmental issues nowadays have become so prevalent and archival science could not stay out of the debate. Thus, the work presented here, in the form of a 'product', seeks to highlight the importance of implementing a sustainable document management programs that may contribute to an ecologically balanced environment. For this, we designed a sustainable archival management manual establishing a set of practices to promote environmental sustainability in the context of the Pró-Reitoria de Extensão e Cultura (Proexc) of the Universidade Federal do Estado do Rio de Janeiro (Unirio). Later, this pilot study will be extended to the entire University. / As demandas por uma consideração das questões ambientais, nos dias hoje, tornaram-se tão presentes e a arquivologia não poderia ficar de fora do debate. Dessa forma, o trabalho aqui apresentado, em forma de produto, busca destacar a importância da implementação de um programa de gestão de documentos sustentável que possa contribuir para um meio ambiente ecologicamente equilibrado. Para isso, foi elaborado um manual de gestão arquivística sustentável que estabelece um conjunto de práticas para promover a sustentabilidade ambiental no âmbito dos arquivos da Pró-Reitoria de Extensão e Cultura (Proexc), da Universidade Federal do Estado do Rio de Janeiro (Unirio). Mais adiante, este estudo piloto será estendido para toda a Universidade.
