Web 2.0概念與技術在我國檔案典藏單位應用之研究 / A Study on the Use of Web 2.0 Conception and Technology for Archives in Taiwan

隨著電腦和網路的發展,檔案也由傳統之紙本檔案發展至紙本與電子檔案雙軌並存之方式。Web 2.0提供了比以往Web 1.0更多元豐富且便利的網站經營和使用方式,目前已經被廣泛地運用在各類型網站中,在現在以及未來之網路環境中將可以預見的是—網站將不再只是為了讓使用者取得特定的內容資訊,而會更重視使用者與網站管理者,以及使用者彼此間的互動性關係。因此要如何在資訊日新月異的電腦和網路時代將檔案服務與網路加以結合,透過Web 2.0技術之發展在這一方面的應用有突破便是值得我們加以思考和探討之方向。 本研究目的分為四項:一、探討Web 2.0概念與包含之技術;二、探討國外檔案界對於Web 2.0網站的使用現況與經驗;三、探討目前國內檔案典藏單位網站所提供之服務內容;四、探討哪些Web 2.0網站技術適用於國內的典藏單位。 本研究首先透過文獻分析法彙整並探討Web 2.0與Library 2.0相關文獻,其後使用深度訪談法由訪談之機關檔案典藏單位與國家檔案典藏單位所獲得之資訊加以彙整分析。最後結合文獻與訪談資料內容進行綜合分析後提出四項結論:一、Web 2.0具有彌補共享及互動不足,提升使用率和豐富性之優勢;二、國外多個國家檔案館已經提供Web 2.0之服務;三、檔案典藏單位網站面臨之問題與解決方式;四、適合融入國內檔案典藏單位網站的Web 2.0服務項目。 最後依據研究之結論提出五點建議:一、建立機關檔案典藏單位網站一套完整之制度或規範;二、充實檔案典藏單位在網站管理之專職人力;三、加強檔案典藏單位網站服務與推廣;四、培訓檔案管理人員對Web 2.0之認識與應用;五、針對Web 2.0服務於檔案典藏單位網站進行小規模實驗計畫。 / Along with develop of computer and network, archives are come from only paper made to both of paper made archives and electronic records. Web 2.0 provides more comfortable and convenient ways of website manage and use than Web 1.0, it has more and more use in any kind of website now. Website will not only provide information for user to read in future, but also place importance on the interaction between website manager and user. So how do we use Web 2.0 to combine archive service with network will be an important question. The thesis aims to: (1) Web 2.0 conception and technology; (2) the using of Web 2.0 in archive websites in the world; (3) the situation of archival repository websites in Taiwan; (4) what kinds of Web 2.0 technology are useful for archival repository websites in Taiwan. The thesis apply literature analysis in Web 2.0 and Library 2.0 first, then interview eight archives in Taiwan. At last generalize five conclusions from literature and interview information: (1) Web 2.0 has an advantage position on sharing and interaction, to promote website utility rate; (2) many national archives in the world are already provide Web 2.0 website; (3)problems and resolutions of archival repository websites in Taiwan; (4)useful Web 2.0 service in archival repository website in Taiwan. Finally, the thesis provide five suggestions: (1) establish a complete website system for organization archival repository; (2) provide more sole duty staffs to website management; (3) enhance archival repository website service and advertisement; (4) the training of Web 2.0 and information education to archive managers; (5) give a small experiment on the useful of Web 2.0 using in archival repository websites in Taiwan.

國民小學校史檔案之管理與運用-以臺北市百年小學為例

校史可以展現學校的風格與文化,可以作為學校發展的依據,可以為教育工作者及學生留下生命的紀錄,亦能作為學術研究的材料,校史的價值無庸置疑。而校史檔案正是學校歷史的真實紀錄,若能妥善整理、典藏,並加以研究、運用,則能使校史發揮最大價值,並讓學校文化得以持續傳承下去。 本研究採用「個案研究法」、「問卷調查法」及「訪談法」,針對臺北市十四所百年小學進行校史檔案管理與運用之研究,希望藉此瞭解國民小學目前校史檔案管理與運用之現況,以及所面臨的問題及解決方式,期盼本研究結果能提供國民小學未來規劃校史工作之參考。 根據實際研究結果,提出結論如下:一、各校校史檔案管理單位不一;二、各校校史檔案管理的情形不盡相同;三、各校校史檔案運用的方式雷同;四、各校缺乏常設性的校史檔案管理機制以支援校史工作;五、各校校史檔案管理的人力、經費與校史檔案典藏空間普遍不足;六、各校校史室的功能有待充實;七、各校可以設立校史委員會以解決校史檔案管理的問題;八、各校可以重新規劃校史室並擴充典藏空間以發揮校史室功能。 針對上述研究結論,提出六項建議:一、重視校史價值並積極保存校史檔案;二、建立校史檔案管理制度;三、徵詢專家意見規劃校史工作;四、積極籌措校史工作經費;五、參酌他校經驗擴展校史室功能;六、擴大歷史學習範圍並建立校際交流管道。

我國檔案典藏單位危機管理之研究 / A Study on Crisis Management of Archival Repositories in Taiwan

檔案是人類智慧資產累積的成果,真實記錄了人類文明發展的歷程,為後世留下真實、原始的歷史軌跡,更是體現知識經濟的重要資源。因此,對於檔案的妥善保存與有效開發使用,是發揮檔案價值的重要方法。而身處於不確定的年代,危機管理的觀念是十分重要的議題。如何在緊急突發的災難與危機中,有效降低傷害,並加速善後、復原及重建等工作,甚至在平日做好危機預防、偵測及演練等預防措施,都是現代組織經營管理中非常重要,且不可或缺的課題。   本研究旨在瞭解我國檔案典藏單位危機管理相關發展概況,進而結合實務需求與文獻理論,提出適用於我國檔案典藏單位之危機管理模式,以作為未來相關單位參考之用。   本研究採用文獻分析法,彙整檔案典藏危機管理之相關文獻,而後綜合使用個案研究與訪談,以分析及瞭解我國六個檔案典藏相關單位在檔案典藏危機管理工作所遭遇過危機之情況及相關危機管理模式。最後,結合文獻與所獲得之資料結果進行綜合分析與歸納,提出適用於我國檔案典藏單位之危機管理模式。   根據本研究發現,提出的結論如下:一、主要檔案典藏單位對於危機管理多相當重視;二、整合式之危機管理計畫仍有待制訂,但零散規範眾多;三、政府機關在資通安全方面堪稱完備;四、管理階層常感心有餘而力不足,支援有限且基層程度參差不齊。   最後,根據前述之研究結果提出下列建議:一、政府單位應重視檔案危機管理,並提供適當支援;二、建立我國檔案典藏單位危機管理經驗交流與合作機制;三、儘速制訂危機管理計畫,包括有:(一)進行危機偵測並加強預防;(二)定期舉辦危機管理教育訓練與演習;(三)危機處理須有SOP;(四)危機通報須迅速確實。 / Archives are made up of records which have been accumulated over the course of an individual or organization's lifetime. For knowledge-based economy, archive is an important resource. Therefore, preservation and usability of archives are essential issues for archivists. In an uncertain era, the concept of crisis management is a very considerable subject. Nowadays, it is an important and essential issue for the modern organizational management. Archivists care about how to reduce damage, handle the aftermath of the incident, recover and reconstruct in crisis work, and set up the preventive measures such as prevention, detection and exercise.   The thesis is to investigate the general situation on crisis management of archival repositories in Taiwan, and combine the theory and practical needs. I apply literature analysis in crisis management of archival repositories, case study in two archival crises which occurred in Taiwan, and interview six archival repositories. Finally, the thesis provides a reference model of crisis management for the archival repositories in Taiwan.   The findings of the thesis are as follows: (a) Main archival repositories have paid attention to crisis management, (b) There are several rules of crisis management, but the integrated plans are rare, (c) The information security is sufficient in government departments, (d) The managements are frustrated about the limitation of support and the uneven professional level of primary staffs.   The following are my suggestions. First, Government departments should attach importance to crisis management of archival repositories and provide support. Second, archival repositories should establish the exchange of crisis management experience and cooperative mechanism. Third, archival repositories should develop the crisis management plans as soon as possible. Besides, I recommend three methods on the management plans which are as following: (a) Crisis detection and prevention. (b) Regular education, training and exercise. (c) Standard operating procedures on crisis dispose, (d) Inform the crisis instantly and exactly.

民國以來檔案管理制度之研究 / The Study of Archival Management System in Republican China

本研究透過新制度論歷史制度主義觀點,由制度變遷為核心,探討民國以來檔案管理制度變革之肇因、作法、影響及遷臺前後彼此間制度變遷模式與變遷過程,並配合新制度論社會制度主義之論述,討論機關自各自為政至制度化之過程,從而釐清政府遷臺前後檔案管理制度變革之承襲與轉型。本研究之目的,茲歸納為下列幾項:(一)透過新制度論歷史制度主義之觀點,探討民國以來至《檔案法》頒訂前檔案管理制度變遷之肇因、模式及其對於戰後臺灣檔案管理之影響;(二)透過新制度論社會制度主義之觀點,針對檔案管理制度變遷過程中,各機關檔案管理制度同化的模式與肇因進行討論;(三)探討政府於各時期所提出行政及其效率提升之各項作為與論述,對於檔案管理制度改革之影響,並討論遷臺後相關作為發展之承襲與轉型。 根據研究顯示,本研究之結果包括以下三點:(一)行政改革驅使下,民國以來檔案管理制度變遷模式,自民國初年各機關各自為政的游移模式、戰時層疊,爾至事務革新後的大規模轉換,體現檔案管理制度逐漸制度化之趨勢;(二)機關檔案管理制度在上述的變遷過程中,強制性壓力因非具體的法規條文,也因此在效果上較為薄弱,各機關間同化多係透過規範與模仿方式所致使,惟戰時因非常時期,也因此在制度同化上係以強制性為主;(三)我國遷臺前、後檔案管理制度之承襲,係以劃一制度、集中管理為核心,從而透過各項作為建立當下檔案管理制度。

檔案展覽政策執行之研究 / A study of archival exhibition policy implementation

我國檔案管理事業,自民國91年1月1日檔案法施行後,各機關檔案管理作業已從作法分歧邁入標準化、制度化,檔案管理由單純保管轉化為保管利用的型態。各機關檔案管理單位從以往被動的等待民眾申請閱覽、抄錄或複製檔案,到現今主動辦理各式各樣的檔案推廣活動,向民眾宣揚檔案內存之知識與價值,喚起社會大眾對檔案的瞭解與興趣,發揮檔案知識的使用價值。 以國內各機關檔案管理單位檔案推廣現況而言,各檔案管理單位辦理檔案推廣作業後,無論在檔案應用、檔案的詢問度等均有顯著增多情形,而檔案展覽此一推廣項目之策劃、推動時間與後續施行步驟較其他推廣項目繁複,故本研究主要探討檔案展覽策展經驗之機關執行經驗,並從政策執行影響因素的角度,以「人員因素」、「經費因素」、「資訊因素」、「溝通因素」、「機關結構因素」及「人員執行意向因素」等六個面向切入,採取質化研究取向的文獻探討法、深度訪談法,深入瞭解影響檔案展覽政策執行之因素及執行困難之原因。 經研究發現,執行實務上容易遭遇到困難的為「人力」與「經費」兩大執行變數,而「溝通」、「執行人員意向」、「機關結構」等政策執行變數屬目前實務運作上比較順利的,惟檔案展覽政策推行為跨機關共同推展者,「溝通」政策執行變數為目前實務運作上容易遭遇到的困難。 在改進建議方面,檔案展覽政策推動機關可透過尋找合作夥伴方式,減輕人力與經費之負擔,提高開會層級加速合作機關間溝通效率,另一方面落實前端檔案研究工作,加強培訓檔案展覽政策主要執行人員專業知能,並建立分工明確之團隊,適時引進學者專家意見,提昇整體檔案展覽政策辦理成效。

我國國家檔案館組織與功能之研究 / The organizations and functions of the National Archives of the Republic of China

近年來,世界各國紛紛設立國家檔案館以保存其珍貴的國家檔案,我國以往的國家檔案由國史館兼管,主要的館藏仍以歷史檔案為主,許多珍貴的國家檔案無法得到妥善的保存,至為遺憾,因而更顯得成立國家檔案館之迫切需要。本研究的目的在了解國、內外國家檔案館的現狀,發掘國內檔案事業所面臨的問題,並提供一些淺見供我國國家檔案館之成立、發展方向之參考,並不意欲創造或建構一個實際的、理想中的國家檔案館。更具體的說,本研究的目的在於藉助國家最高檔案指導機構之組織與功能的研究,提出國家檔案事業、及檔案學的意義與價值之再思考。本研究探討了國外國家檔案館的成立過程,及其組織與功能發揮之現況、國內檔案事業的發展債形,並運用了深度訪談與仿德爾斐的研究方法,與國內關心檔案事業的專家、先進作了一番深入的意見交流,得到了一些寶貴的結論。 / Although the Academia Historica has preserved records of the Republic of China since 1912, it emphasizes the preservation of historical documents only. Today most countries have established National Archives. The author would like to suggest an establishment of the National Archives of the Republic of China. Based on the system and practice of the NARA - PRO、Mainland China's National Archives, and the great opinions of 16 experts', the author would like to suggest guidelines for establishing the National Archives of the Republic of China.

我國戶政與戶籍檔案之典藏管理-以北市及新北市為例 / The repository and management system of household archives in Taiwan: case study of Taipei and New Taipei City

戶政與戶籍檔案可提供基本的人口資料,以供政府決策或學術研究,也能作為法律及證據憑證,保障人民權利與義務。因為戶政與戶籍檔案特殊的功能,其檔案的典藏管理方式,與國家檔案和機關行政檔案不盡相同。我國戶籍登記,以「戶」為單位,戶政事務所記錄每一位國民從出生到死亡一生動態的資料,而各地區的戶政機關對於戶政與戶籍檔案典藏、管理的方法,也與一般行政檔案的管理方式有所區隔。   本論文主要探討戶政與戶籍檔案的典藏管理,藉由深度訪談,以臺北市和新北市的戶政事務所為訪談對象,輔以簡單的問卷調查,瞭解國內戶政機關對於戶政與戶籍檔案典藏管理之情況與問題,並訪問檔案行政主管機關之意見,同時參考國內外相關規範與做法提出建議。   根據研究成果,本論文提出五點建議:(一)釐清戶政機關對檔案定義之歧見;(二)移轉戶政與戶籍檔案;(三)改善戶政與戶籍檔案典藏環境;(四)加強戶政人員檔案管理教育;(五)輔導戶政機關進行檔案數位化作業。 / Household archives can provide basic demographic information for government decision-making and academic research, but also as legal evidence, which protect people's rights and duties. Because household archives special features, the repository and management system of household archives is different form national archives and administrative archives. Household registration use the "family" as a unit in Taiwan, and household archives record each citizen's living information. Different household registration offices have different methods for repository and management.   This paper aims to investigate archival repository and management of household archives in Taiwan. The in-depth interview and questionnaire survey are pursued for understanding the situations and problems of archival repository and management at household registration offices in Taipei and New Taipei City. The opinions of household archives administrators and experts are summarized and refer to the literature review for proposing the conclusions and suggestions.   There are five suggestions as follows. 1) To clarify different household archives definition in household registration offices; 2) To transfer the household archives to National Archives Administration; 3) To improve the household archival repository and environment; 4) To enhance the education of household staffs on archival management; 5) To assist household archives digitalization.

苗栗縣國中校史檔案管理與運用之研究 / An Investigation on Archives Management and Application of Miaoli County High Schools

本研究係以苗栗縣的國民中學(簡稱國中)校史檔案為研究對象,針對學校校史檔案管理與應用之現況調查與探討,其中檔案管理部分包括校史室的建置與情形、行政管理的情形,應用包括資料編修、研究及展示等,藉以了解校史建置工作的歷程和困難點,希望能提供進一步的改善方法,供需建置校史的學校參考。 本研究藉由對苗栗縣國民中學校史檔案管理與運用情形的了解與探討,進而分析目前苗栗縣國民中學校史檔案典藏管理及面臨方式問題和解決之道,研究結果期盼相關單位對校史檔案及校史價值能有更多的認識與討論,使這些珍貴的學校資產能得到應有的重視,並獲得妥善的保存與維護。 本研究所採行的方法為「問卷調查法」與「訪談法」,問卷調查以各校校史檔案管理人員為問卷填寫對象;訪談以各校校史檔案管理人員或實際從事校史編纂工作相關人員做為訪談對象,主要對象是校長秘書、總務主任、設備組長、圖書館管理人員或兼任校史檔案管理工作之行政幹部。 本研究主要目的是探討苗栗縣國民中學校史檔案管理與運用情形,並透過問卷調查及訪談的方式,了解苗栗縣國民中學校史檔案管理與運用現況所面臨的困境,提出研究結論如下:一、苗栗縣各國民中學校史檔案管理單位不一,學校校史檔案無專責人員;二、苗栗縣各國民中學校史室之成立與使用規模;三、苗栗縣各國民中學學校大都未有校史設置作業法規;四、苗栗縣各國民中學大都欠缺校史檔案的徵集政策;五、苗栗縣各國民中學學校校史檔案整理分類作業情形現況;六、苗栗縣各國民中學學校校史檔案的維護及其他安全措施;七、苗栗縣國民中學學校校史檔案目前保存的狀況;八、苗栗縣各國民中學校史檔案的運用面向。 學校是教育的重鎮,成立學校的最終目標是培養將來社會的人才,學校一切的工作都是以此為出發點,在實現此一目標之時,需要學校所有的處室配合,其中最重要的一項就是學校校史檔案工作。學校校史檔案管理工作是隨學校發展而展開的,學校校史檔案工作是為整各學校教育單位服務,也應該屬於行政部門的一部分,檔案管理單位是做好學校校史檔案的保障。本研究提出五項建議如下:一、盡速訂定校史設置作業法規;二、配置校史檔案管理專責人員;三、擬訂校史檔案的徵集政策;四、妥善進行校史檔案之整理與分類;五、實體校史檔案之管理與數位校史檔案之備份儲存。 / Using the archives of junior high school in Miaoli County as an object of study, this study assess the management of school history archives (SHA) and provide extensive discussions of its current applications. The section of SHA management examines the foundation and administration of school archives room; the section of applications is primarily concerned with literature revision, research and exhibition. Our objective in this study is to address the process and challenges regarding the establishment of SHA, and to present improvement approaches as a reference for schools being in need of SHA establishment. The focus of discussions presented in this study is on the management of SHA and its application in order to provide analyses related to administration of SHA management, encountered problems, and solutions, in junior high school in Miaoli County. Findings have broad implications in a number of areas: corresponding departments’ growing understanding of SHA and its value, holding high regard for school assets, and being concerned with maintaining and preserving access to historical collection. The methods to carry out this study were using questionnaire survey and interviewing. The participants for questionnaire survey were administrators at school archives, and those for interviewing were selected from the administrators at school archives or the professional staff members responsible for archival materials (e.g., Principal’s secretary, Chief of General Affair Section, Section Chief of Teaching Facilities, school librarian, and administrative workers). The major purpose of the present study was to investigate the management and application of archival materials in junior high school in Miaoli County. By utilizing questionnaire survey and interviewing, we present a conceptual framework for the process and challenges regarding the establishment of SHA. The results revealed that, first, no steering committee responsible for any aspect of selection, preservation, or use of archival materials; second, the foundation and scale of SHA in junior high schools in Miaoli County; third, junior high schools in Miaoli County does not establish basic working rules; fourth, most junior high schools in Miaoli County lack regulations in relation to SHA; fifth, the current condition of archival material classification in junior high school in Miaoli County; sixth, maintenance policy and other measurements concerning archival materials in junior high school in Miaoli County; seventh, current condition of archival material maintenance in junior high school in Miaoli County; eighth, application of archival material in junior high school in Miaoli County. School is the cradle of education. The object of education is to create suitable member of the society. Cooperation between different offices and management of SHA in a school may be of importance in explaining how all the works in a school are designed to reach this goal. Furthermore, the management of SHA not only booms with school development, but facilitates collaboration and consensus, which also belongs to part of the administration division; the dept. of SHA definitely plays a vital part, taking responsibility for school history archive. While this study has limitations, 5 suggestions are given as follows: 1.establishment of basic working rules and regulations; 2. organization of steering committee of individuals responsible for historical documents; 3. collection policy to define the types of archival materials to be collected; 4. proper use of organization and categorization; 5. management of paper format SHA and backup copy of digital format SHA. 臺灣地區銀行產業檔案管理體系之研究-以國內兩家民營銀行為例 / A Study on Banking Industry Archives Management Systems in Taiwan-Based on the Cases of Two Private Banks

銀行檔案是銀行從事各項業務活動過程中所產生之紀錄,除可真實反映銀行活動情形、支援日常業務活動外,其存在對於國家之經濟發展,更有舉足輕重的地位。銀行檔案具有重要的憑證價值,它是銀行的重要資產,可保護銀行的合法權益。身處在知識經濟時代,妥善開發利用銀行檔案內所存在之知識結晶,可為銀行帶來龐大的經濟效益。 本研究採用「個案研究法」與「深度訪談法」進行研究。首先瞭解第一銀行與上海商業儲蓄銀行檔案部門歷史脈絡。其次運用「深度訪談法」,針對兩家銀行檔案管理人員進行訪談,以獲得有關銀行檔案意涵、法源依據、檔案管理工作等面向之意見與建議。最後進行分析,提出適用於我國銀行產業檔案管理之具體建議。 根據實際調查兩家民營銀行結果,提出結論如下:一、「銀行檔案」名稱看法分歧;二、銀行檔案管理模式不明確;三、銀行檔案管理缺乏法源依據;四、兩家銀行檔案分類系統差異性大;五、兩家銀行檔案管理不受重視;六、銀行檔案未進行數位化;七、缺乏檔案管理專業人員。 依據研究結果,本研究提出幾項建議:一、儘速制訂銀行檔案管理之法源依據;二、採集中式與分散式並存之檔案管理模式;三、依據組織行政架構進行銀行檔案分類;四、開放銀行檔案提供外界使用者研究;五、儘速進行銀行檔案數位化;六、加速銀行知識管理工作;七、成立銀行檔案管理專屬學會;八、加強培訓銀行檔案管理專業人員。 / Bank archives are records, which are produced from dealing with every business activity. It can reflect the bank activity situation, support the daily business activities and it is very important to the social economic development in our country. Bank archives have significant evidence values. It is not only bank’s assets but also can protect the legitimate rights and interests of the bank. In the knowledge economic age, to develop and utilize knowledge crystallization existing in the bank, archives properly can bring the huge economic benefits to the bank. This thesis is based on multiple-case study method and in-depth interview method to explore the banking industry archives management system. Firstly, this paper studies the background of First Bank and Shanghai Commercial & Savings Bank. Secondly, use in-depth interview method to obtain the both banks archivist’s opinions and suggestions about the meaning of bank archives, the source basis of the law and archives management. At last, a concrete suggestion about establishing an ideal bank archives management system in Taiwan, provided by the analysis conclusion in this paper. Based on the research of two private banks findings, the conclusions of this study are: 1. Title disputes of the bank archives; 2.The archives management style of the bank is indeterminate; 3.The archives management of the bank lacks the basic laws; 4.Archives classification system of the two banks varies too much; 5.Archives management of two banks are not paid enough attention; 6. The bank archives have not been digitalized; 7.Lack of professional archivists. Finally, according to the results of the study, several suggestions are provided: 1.Legislate the basis of bank archives management as quickly as possible; 2.Concentrating and dispersing archives management style should work at the same time; 3.Setting up a bank archives classification, according to organization structure; 4.Open bank archives to the external user; 5. Bank archives should be digitalized as quickly as possible; 6.Accelerate the knowledge management of the bank; 7.Establish the professional association of bank archives management; 8. Training the archivists will strengthen their skills.

以政府文件管理建構知識管理策略之研究-以美國及我國國家檔案中央主管機關為例

因應檔案法的相關規定,我國各政府機關陸續開始整理其檔 案,建立電子目錄,其中經鑑定具永久保存價值的檔案,移轉至檔案 中央主管機關,進行檔案全文影像掃瞄工作。此等數量龐大的政府檔 案電子目錄及部分全文數位化資料中,蘊藏著許多政府施政的智慧, 然而若任由此知識寶庫束之高閣,或僅提供一般性全文檢索查詢,至 為可惜。是以期能建構一套政府知識管理策略,運用電腦整理、分類、 研析功能,自政府檔案資訊系統裡,尋找知識,以創造檔案加值運用 價值,提供決策支援參考,強化行政工作效能。 由於美國檔案中央主管機關於文件管理自動化及自文件萃取知 識已有深入研究,居世界領先地位,本研究先先就其相關作為,進行 探討。此一研究發現,美國檔案中央主管機關發展知識管理係在電子 文件典藏策略計畫下,將檔案擷取知識的功能,列為必須涵括的研究 項目。其重點工作首先以建構知識為基礎的永久保存檔案系統架構為 首要核心項目。其次透過良好的系統架構,發展知識的探索與應用, 以因應日後可正確、有效地找出永久保存的電子檔案。規劃之主要精 神是將電子檔案資料與瞬息萬變的資訊科技軟硬體區隔開來,並自收 集資料時,便將擷取及運用檔案知識所需要的資訊涵括在內。故在儲 存電子檔案資料時,同時紀錄資料的產生、轉置、儲存等各階段之背 景資訊,以利未來應用時,得以依據該背景資訊存取所需檔案資料。 其系統架構分收集、儲存管理、使用三部分,每一部分在資料、資訊、 知識三層皆有其對應作為。整體架構採網格(GRID)技術,各類訊息溝 通以標準標示語言(tagging language)處理,透過反覆地收集、使用 程序,結合轉置作業,使資料得以繼續運用。經由循環作業,將可因 應科技變化及資料長久保存原則,惟應掌握標準標示語言及mark-up language 的變化。 由於我國檔案中央主管機關成立較晚,相關人力、經費、制度、 經驗雖不及美國,但因無負擔,可跳躍逕行規劃各項電子化作業方 式。自政府檔案資訊系統裡尋找知識的相關做法,可分長期及短期, 長期而言,以建構知識為基礎的永久保存檔案系統架構為必需規劃建 置之要項。短期而言,規劃建構政府知識管理作法,概分知識收集、 知識分類、儲存管理、知識傳播與分享、回饋方式五大部分,並分別 提出建議作法,以供實務界參考運用。 / Responding to the new movements of the Archives Act and related regulations, government agencies of ROC is beginning to archive their documents as well as records, and to setup corresponding electronic catalogs. Among others, the Archives with permanent preservation value are transferred to the National Archives Administration, and they are electronically stored. Thousands of government documents and records are cataloging and some of them are digitalized and stored into computer databases. Since a lot of wisdoms of national politics are inherited in the archives, it were a great pity to let this knowledge are stored merely in the archive chambers or only to be used for the purpose of general search for full-texts. It is very important to set a strategy to manage the knowledge gained from government’s documents. Moreover, it is important to use computers for checking, classifying, cataloging knowledge retrieval from archives management information system. These value-added archives are provided to decision makers for reference to increase administration efficiency. We choose the U.S. National Archives & Records Administration (NARA) as the survey target for its outstanding performance in electronic records management and knowledge retrieval. The most important result of this survey is that we have fund out that the NARA regards the knowledge retrieval from archives as an essential research topic in the knowledge management under the guidance of the plan of “Electronic Records Archives”. The primary job is to construct the infrastructure for the permanent storage of the knowledge-based records, so that this knowledge can be retrieved in the future correctly and effectively in means of this well constructed system, when the functions of exploration and the fields of usage of knowledge are further developed. The main idea is to separate the electronic records from the changing information software and hardware. Moreover, information about how to retrieve and use the records are analyzed and preserved with the archives. That is, detail background information for record generation, transformation, storage stages are kept for future use. The system architecture is consisted of three parts: ingest, storage management and access. Each part is mapping to data, information, and knowledge. The system uses grid technology, and all communication messages are coded in standard tagging languages. Through iterative ingesting, accessing and transforming, data could be used continuously. Iterative process copes with changing technology and abides by the principle of long term record-storage. The National Archives Administration is newly setup for ROC government. Compared to NARA, we haven’t reached the same level in workforces, financial supports, regulations, and experience. However, we have chances to work out electronic operations to utilize the quantum leap without much historical burdens. This paper carries out the long-term and short-term plans for archives management. In the long run, the priority goes to infrastructure for knowledge-based permanent archives storage. In the short term, this paper outlines the guidelines for government knowledge management, including knowledge collection, knowledge classification, storage management, knowledge sharing, and feedback to which may be useful to all stakeholders.
