檔案管理人員繼續教育滿意度與需求之研究 / A study on continuing education satisfaction and needs of archivists

隨著現代資訊科技與資訊社會的發展,檔案管理業務亦相應產生變革,為了因應檔案管理業務之進展,加強檔案管理人員的專業能力,並促進專業持續發展,檔案管理繼續教育有其必要性。 本研究透過文獻探討,瞭解國內、外檔案管理繼續教育實施管道和課程內容,再藉由問卷,調查曾經參加檔案管理訓練課程的檔案管理人員,對於繼續教育的滿意度和未來需求,最後以深度訪談法,蒐集國內培訓單位與參訓檔案管理人員對繼續教育訓練資源的意見,以探討國內檔案管理繼續教育之發展。 本研究主要提出以下結論:(一)國內、外檔案主管機關強調實務訓練,專業學會或培訓機構則提供廣泛專業學理和實務知能,支援檔案管理人員發展專業。(二)參訓檔案管理人員對於參加繼續教育的整體經驗感到滿意,並肯定繼續教育有助於提升專業知能及促進社群交流;(三)檔管人員期許培訓單位提供具有進階性、新穎性,且能應用於實務工作的繼續教育。(四)檔案管理人員呼籲主管機關推動專業人員認證制度,強化檔案管理人員專業地位。(五)國內培訓單位應從課程內容、進修管道及遠距教學等面向,發展檔案管理繼續教育訓練資源。 根據研究結果,本研究對國內培訓單位提出六項建議:(一)維持基礎與進階兩層次的核心課程,另增設專題性課程。(二)提供課程大綱與介紹,安排豐富多樣性的教學內容。(三)增加大臺北地區以外的繼續教育進修管道。(四)開設檔案管理學分班或在職進修專班。(五)建立檔管人員社群交流平台。(六)檔案主管機關加強檔案知識的橫向宣導,並推動檔案管理人員專業資格認證。 / With the development of modern information technology and information society, archives management work also consequential changes, in order to enhance professional competence of archivists, and to promote professional development, archives management continuing education is necessary. This study explored the way of the domestic and foreign authorities and professional institutions offering archives management continuing education and their training courses, and then surveyed the continuing education satisfaction and needs of archivists. Besides, the study also interviewed with domestic training institutions and archivists who have lots of training experience. Finally, the study discussed on the development of domestic archives management continuing education. The study made the following conclusions: (1) Domestic and foreign archives authorities stressed practical training, professional societies or professional training institutions provides extensive theoretical and practical knowledge to support the professional development of archivists. (2) Archivists are satisfied with the overall experience of participating in archives continuing education courses. Most participants agreed that continuing education help to improve professional abilities and knowledge, and to promote the knowledge exchange among archivists. (3) Archivists need advanced courses, or courses about practice and new archival issues. (4) Archivists expect the archives authorities to promote the professional certification, strengthening the professional status of archivists. (5) To develop our continuing education resources by improving the course content, increasing training opportunities, and offering distance learning or E-learning. According to the conclusions of the research, there are six suggestions as follows: (1) In addition to original basic and advanced courses, Training institutions may offer additional courses about specific subject. (2) Training institutions should provide the course outline and course introduction, and arrange a rich diversity of course content. (3) To increase the opportunities of attending archives continuing education for archivists who come outside Taipei area. (4)To offer credit classes or in-service continuing education classes. (5) To establish knowledge exchange platform for archivist community. (6) The archives authority should enhance the archival knowledge to the whole government agency, and promote the professional certification.

國民小學教師知識管理、教學檔案管理與教師專業發展關係之研究 / The Study of Relationship of Teacher's Knowledge Management,Teaching Portfolio Management and Teacher Professional Development for Elementary School in Taiwan

本研究旨在瞭解國小教師知識管理、教學檔案管理與教師專業發展之指標、內涵與現況,探討其關係,進而建構及驗證其互動模式,並依研究結果提出建議。 首先進行文獻探討,作為架構研究的理論基礎;接著,實地訪談12位現場教育工作者、問卷調查702位教師(臺北市、臺北縣、基隆市、桃園縣、宜蘭縣五縣市共發出1000份問卷,有效卷702份)以分析現況、驗證理論;最後,依研究結果進行討論與結論建議。研究主要發現如下: 一、國小教師知識管理、教學檔案管理及教師專業發展的指標、內涵及其現況: (一)教師知識管理包括知識獲取、知識儲存、知識創新、知識分享四向度;其整體、分向度得分均為中上,其中以教師知識獲取得分最高。 (二)教學檔案管理包括專業背景資料、檔案結構系統、教學規劃設計、專業省思記錄四向度;其整體、分向度得分均為中上,其中以教學規劃設計得分最高。 (三)教師專業發展包括專業知識、專業能力、專業精神三向度;其整體、分向度得分均為中上,其中以教師專業能力得分情形最高。 二、不同背景變項在教師知識管理、教學檔案管理及教師專業發展之差異情形: (一)不同背景變項在教師知識管理的得分方面:研究發現在性別、最高學歷、服務年資、現任職務有顯著差異,年齡及學校區域沒有顯著差異。 (二)不同背景變項在教學檔案管理的得分方面:研究發現在最高學歷、現任職務有顯著差異,但性別、年齡、服務年資及學校區域沒有顯著差異。 (三)不同背景變項在教師專業發展的得分方面:研究發現在性別、年齡、最高學歷、服務年資、現任職務有顯著差異,但學校區域並沒有顯著差異。 三、教師知識管理、教學檔案管理與教師專業發展之相關情形: (一)整體教師知識管理與整體教學檔案管理間呈顯著中度正相關,教學檔案管理各分向度中,以專業背景資料與教師知識管理總量表之相關程度最高。 (二)整體教師知識管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業精神與教師知識管理之相關程度最高。 (三)整體教學檔案管理與整體教師專業發展間呈顯著中度正相關,教師專業發展各分向度中,以教師專業知識與教學檔案管理之相關程度最高。 四、教師知識管理、教學檔案管理各向度對於教師專業發展的預測情形: 教師知識管理之知識獲得、知識儲存、知識分享、知識創新變項對整體教師專業發展的有顯著的預測力;教學檔案管理之檔案結構系統、專業背景資料、教學規劃設計、專業省思記錄變項對整體教師專業發展的有顯著的預測力。 五、教師知識管理、教學檔案管理各向度對教師專業發展的互動模式各項適配度指標佳,上游潛在變項一(教師知識管理)與上游潛在變項二(教學檔案管理)對下游潛在變項(教師專業發展)具有顯著的影響力。 最後,本研究根據研究的發現,提出相關建議,俾供教育行政機關、國民小學、國小教師及後續研究參考。 / The main purpose of this study was to investigate the teacher knowledge management, teaching portfolio management and teacher professional development of elementary school teachers.The study included literature analysis, survey method with an interview, and survey method with a questionnaire.The purpose of literature analysis was aimed to explore the teacher knowledge management, teaching portfolio management and teacher professional development. The purpose of survey method with 12 specialists were aimed to explore the opinions of specialists. Questionnaire of survey based on opinions of principals and teachers of elementary about the teacher knowledge management, teaching portfolio management and teacher professional development. The subjects of the questionnaire included principals and teachers of elementary in Taipei City, Taipei County, Keelung City, Yilan County and Taoyuan County. Data were analyzed 702 sampling subjects by description statistics, t-test, correlation and ANOVA, Multiple Regression and LISREL model. Based on the statistics analysis of the questionnaire, this study finds reaches the following results: A. In the aspect of teacher knowledge management: 1. The teacher knowledge management include four parts: (1) knowledge acquisition, (2)knowledge storage, (3)knowledge innovation,(4) knowledge sharing. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is "teacher knowledge acquisition ". 2. Teachers’ sexual, highest educational degree, years of service, and position of service have significant influences on teacher knowledge management. But teachers’ age and school size do not have any significant influences. B. In the aspect of teaching portfolio management: 1. The teaching portfolio management include four parts: (1) professional background materials, (2) portfolio structure system, (3) teaching planning and design, (4) professional reflective record. The perception of principals and teachers were above average agreement of the four parts. For teachers, the best dimension is " teaching planning and design ". 2. Teachers’ highest educational degree and position of service have significant influences on teaching portfolio management. But teachers’ sexual, age, years of service, and school size do not have any significant influences. C. In the aspect of teacher professional development: 1. The teacher professional development include four parts: (1) professional knowledge, (2) professional ability, (3) professional spirit. The perception of principals and teachers were above average agreement of the three parts. For teachers, the best dimension is " professional ability ". 2. Teachers’ sexual, teachers’ age, highest educational degree, years of service, and position of service have significant influences on teaching portfolio management. But school size do not have any significant influences. D.In the aspect of relationships among teacher knowledge management, teaching portfolio management and teacher professional development: 1. There was positive correlation and regression existed among teacher knowledge management, teaching portfolio management and teacher professional development. 2.Teachers’ knowledge management and teaching portfolio management did promote teachers’ teaching effectiveness. In the last part, the researcher, based on the findings, proposes some suggestions for the education authorities, the teacher training institutions, the elementary schools principals and teachers, and the future researchers, hoping to benefit the development of elementary school education in the future.

臺灣與澳門檔案機關行政管理體制之比較研究 / A Comparative Study of the Management and Administrative System of Archival Institutions between Taiwan and Macau

檔案館是指一個機構或行政單位負責檔案資料的辦識、鑑定、登錄、保存、編排、描述與提供參考服務。國家檔案館亦可被稱為國家公共檔案館或公共檔案館。它是檔案館的其中一種。由國家各級政府設立並領導,負責接收和管理一定範圍的具有社會和歷史價值的各種檔案,並提供社會利用的重要文化事業機構。 檔案是傳承歷史及人類知識的最佳媒介,檔案管理人員則是手握傳承鑰匙的主要角色,而檔案管理機關則是重要歷史見證者及紀錄者。在臺灣及澳門最高檔案管理機關,對於了解該地區在檔案事業管理及發展上是十分值得研究的對象。檔案行政構在兩地有所不同,筆者對此作比較時會偏向法規、功能以及兩地檔案機關在位階的定位。 透過比較對上述兩地政府機關的體系進行比較研究,比較分析兩地在檔案法、檔案管理行政體制(以檔案管理局與澳門歷史檔案館為研究對象)以及檔案機關之功能任務的異同。冀能了解兩地的檔案管理事業發有何異同之處。 / Archives can be referred to an institution or administrative unit which is responsible for archival identification, appraisal, log in, preservation, arrangement, description and reference service. The National Archives can be also known as the National Public Archives or Public Archives. It is a type of the archives, which is established by the national governments, responsible for various archives with social and historical values, and distributed to fulfil the usage of social and cultural organizations. Archives is the best medium of human knowledge and historical heritage, records management staff are holding the key to a major role in transmission, and archival management institution is an important witness of history and archives holder. By studying about the highest management authority of Archives in Taiwan and Macau, it can help to understand the differences between the region and the development of the Archive Management. Archives administrative structures differ in these two places, this study is focusing on comparing the archival laws, functions and .organization structures of the two places mentioned above. A comparative study of these two archival institutions through the comparison, analyzing the two places in the differences of Archives Act, the administrative management system (National Archives Administration National Development Council and Historical Archives of Macao) and the functional tasks of them can help to deepen understanding the similarities and differences between both parties.

以知識為本的協同文件管理之研究—以政府電子檔案管理為例 / Research and Development on Architecture for Knowledge-based Collaborative Record Management-—on Example of National Records and Archives

電子化作業為我政府作業營運揭開新的序幕,身為政府知識基礎之檔案管理,其多項電子化作業亦已步上軌道。而隨著典藏量不斷擴充與資訊技術快速的更迭,檔案的長期可讀取性成為電子檔案管理的瓶頸。因此,現代化電子檔案管理主要願景,即為善用資訊技術,建立穩定且具可擴充性之基礎架構,發展合乎時代需求之運作模式(Business Model),以促進檔案長久保存,增進檔案處理效能,確保知識永續利用。 由國內外經驗發現,資訊平台間流程與資訊元件間之互通性即為架構互通性之關鍵點。因此本研究採用Zachman Framework為框架,分析資訊元件、流程與地點等檔案協同作業系統之關聯元件,以符合上述需求;於流程部分,本研究綜合美國與澳洲等電子檔案管理工作發展與知識管理之現行模型,提出「以知識為本之電子檔案管理作業流程螺旋」,以提升典藏文件之知識辨識、擷取與利用效率。 於架構部分,本研究則基於美國NARA提出之重要儲存技術架構-「以知識為本之網格(Knowledge-based GRIDs)(簡稱知識網格)」,綜合參考聯合國UN/CEFACT提出之「ebXML協同作業框架」,據以建立「以知識為本的協同文件管理技術框架與作業模型:KPC框架」,以期於分散式文件管理的基礎上,實現檔案管理系統間之作業互通性。後續並針對我政府電子檔案管理作業進行框架分析,以為系統建構之參考建議。 / Based on its e-Government project, ROC government is stepping in a new stage of routine services. Record management that serves as the basis of government knowledge management, are transferring into digital manner to enhance the efficiency and the convenience of the related services. Regarding the explosive increase of record volume and emerging of information technology, the Long-Term Accessibility of preserved material become a crucial issue on e-record management. Aiming at keeping and managing files through long period, as well as to facilitating record with knowledge inside, a stable, scalable infrastructure and the underlying business model for manipulating information becomes the very important task for knowledge management within e-government field. It is found interoperability between processes and between information is the key point of such interoperable information architecture. Therefore, this research applies Zachman Framework as an approach to investigate the required information, processes, and locations and further the IT architect for such a system as described above. Integrating existing models on Knowledge Management and related Record Management works done in USA (so-called Knowledge-based Grids by NARA) and Australia, this research carries out the "Knowledge-based Record Management Spiral" to enhance the recognition, acquirement, and utilization of archive knowledge. Based on the aforementioned architect, this thesis combines the experiences from "Knowledge-based GRIDs" of SDSC and "ebXML Collaboration Framework" by UN/CEFACT, and then coins a blueprint for the "Knowledge-based Preservation and Collaboration Framework"(KPC Framework), The KPC Framework can be applied by archivists or archival designers to model the collaboration activities in digital archive domain. Last but not the least, this framework is employed to build a trial model for Taiwan’s governmental e-record management and a validation on the feasibility of this model is also done by means of informal test.
