Na literatura surgiu um novo conceito para se remeter à internacionalização daqueles atores, o qual ficou notadamente conhecido por paradiplomacia. Indo ao encontro dessa tendência, os processos de integração regional tornaram-se arenas com grande potencial à excursão externa subnacional e adquiriram novos contornos de pesquisa a partir do olhar crítico das teorias e conceitos neoliberais das Relações Internacionais, assinalados pelo Intergovernamentalismo Neoliberal e pela Governança Multi-Nível (GMN) na presente dissertação. A construção da União Europeia (UE) em 1992 e a criação do Mercado Comum do Sul (Mercosul) em 1991 são retratos dessas mudanças e, em comunhão com seus desenvolvimentos, tais organizações passaram a legitimar e institucionalizar a influência subnacional em suas estruturas. Destarte, o objetivo da presente dissertação é analisar a participação dos atores subnacionais inseridos nos dois processos de integração regional supramencionados, destacando-se os estudos de caso do Comitê das Regiões (CR) da UE e do Foro Consultivo de Municípios, Estados Federados, Províncias e Departamentos do Mercosul (FCCR). Para tanto, ao final faz-se a comparação entre ambos com vistas a discriminar a hipótese-conclusiva levando-se em consideração três variáveis, quais sejam: a) o grau de institucionalização dessas instâncias para com os blocos regionais; b) a formulação de suas agendas temáticas tanto em nível de discurso quanto de ações práticas; e c) o perfil de suas principais atividades e iniciativas. ______________________________________________________________________________ ABSTRACT / With the new settings substantiated by international order since the 1990s, subnational actors and regional blocs started up to share demands that were primarily intended for the appreciation of Nation States. A new concept emerged in the literature to refer to the internationalization of those actors, which is notably known as paradiplomacy. In line with this trend, regional integration processes have become arenas with great potential to sub-national foreign excursion and acquired new research outlines from the critical view of neoliberal theories and concepts of International Relations, marked by Liberal Intergovernmentalism and Multi-Level Governance (MLG) at this master’s thesis. The construction of the European Union (EU) in 1992 and the creation of the Southern Common Market (Mercosur) in 1991 are portraits of these changes and, along with their developments, such organizations began to legitimize and institutionalize the sub-national influence in their structures. Therefore, the purpose of this dissertation is to analyze the involvement of sub-national actors inserted in the two aforementioned regional integration processes, standing out the case studies of the Committee of the Regions (CoR) of the EU and the Committee of Municipalities, States, Provinces and Departments of Mercosur (CCRM). To do so, at the end both are compared in order to discriminate the conclusive hypothesis taking into account three variables, namely: a) the degree of institutionalization of these instances towards the regional blocs; b) the formulation of their thematic agendas both in speech and practical actions levels; and c) the profile of their main activities and initiatives.

Propõe-se a investigar até que ponto alguns dos principais instrumentos propostos ou apoiados pelo Brasil, a saber, o Fundo de Convergência Estrutural e Modernização Institucional do MERCOSUL – FOCEM, a iniciativa para a Integração da Infraestrutura Regional Sul-americana – IIRSA, e a atuação regional do Banco Nacional de Desenvolvimento Econômico e Social – BNDES, têm conseguido incorporar o combate às assimetrias na sua operação e qual o alcance dos seus resultados. A pesquisa demonstrou que ainda existem lacunas relevantes nesses instrumentos, mas que não impossibilitaram acertos. Ajustes nos instrumentos são feitos à medida que vão sendo implementados, de forma que os caminhos da integração vão sendo construídos no avançar do ímpeto integracionista. _________________________________________________________________________________ ABSTRACT / This thesis aims to evaluate the Brazilian project for regional integration of South American at overcoming asymmetries perspectives. Aims to investigate to what extent some of the key instruments proposed or supported by Brazil, namely the Structural Convergence and Institutional Modernization Fund of MERCOSUR - FOCEM, the initiative for the Integration of Regional Infrastructure in South America - IIRSA, and the regional operations of the Brazilian Development Bank - BNDES, have succeeded in incorporating the fight against asymmetries in its operation and what is the scope of their results. The research has shown that there are still significant gaps in these instruments, what did not imply the impossibility to reach significant results. Adjustments are made in the instruments as they are being implemented, so that the paths of integration will be building in advancing the integrationist impetus.
