Stratégie de maintenance centrée sur la fiabilité dans les réseaux électriques haute tension

Aujourd’hui les réseaux électriques sont exploités dans un marché dérégulé. Les gestionnaires des réseaux électriques sont tenus d’assurer un certain nombre de critères de fiabilité et de continuité du service, tout en minimisant le coût total consacré aux efforts effectués pour maintenir la fiabilité des installations. Il s’agit de trouver une stratégie, qui répond à plusieurs exigences, comme : le coût, les performances, la législation, les exigences du régulateur, etc. Cependant, le processus de prise de décision est subjectif, car chaque participant ramène sa contribution sur base de sa propre expérience. Bien que ce processus permette de trouver la « meilleure » stratégie, cette dernière n’est pas forcément la stratégie « optimale ». Ce compromis technico-économique a sensibilisé les gestionnaires des réseaux électriques à la nécessité d’un recours à des outils d’aide à la décision, qui doivent se baser sur des nouvelles approches quantitatives et une modélisation plus proches de la réalité physique. Cette thèse rentre dans le cadre d’un projet de recherche lancé par ELIA, et dénommé COMPRIMa (Cost-Optimization Models for the Planning of the Renewal, Inspection, and Maintenance of Belgian power system facilities). Ce projet vise à développer une méthodologie qui permet de modéliser une partie du réseau électrique de transport (par les réseaux de Petri stochastiques) et de simuler son comportement dynamique sur un horizon donné (simulation de Monte Carlo). L’évaluation des indices de fiabilité permet de comparer les différents scénarios qui tentent d’améliorer les performances de l’installation. L’approche proposée est basée sur la stratégie RCM (Reliability-Centered Maintenance). La méthodologie développée dans cette thèse permet une modélisation plus réaliste du réseau qui tient compte, entre autres, des aspects suivants : - La corrélation quantitative entre le processus de maintenance et le processus de vieillissement des composants (par un modèle d’âge virtuel) ; - Les dépendances liées à l’aspect multi-composant du système, qui tient compte des modes de défaillance spécifiques des systèmes de protection ; - L’aspect économique lié à la stratégie de maintenance (inspection, entretien, réparation, remplacement), aux coupures (programmées et forcées) et aux événements à risque (refus disjoncteur, perte d’un client, perte d’un jeu de barres, perte d’une sous-station, etc.).

Automated and advanced technological solutions to properly and effectively manage these fuel and lubricant resources must be employed within organisations. This is critical as fuel and lubricants can constitute a large part of the annual expenditure within an organisation. Such organisations can include: • Mining operations • Transport operations • Agricultural operations • Maritime operations Newcom Fluid Management has developed a Fuel & Fluid Management Solution which consists of an electronic control system and various other elements to assist organisations in managing these fuel and lubricant resources. The Newcom FMS makes use of physical hardware on the client’s site as well as an internet based software system to control, monitor and report on all fuel and lubricant usages. There is also a large human resource element behind the system which continuously maintains these remote systems such that clients can enjoy the availability of fuels and lubricants when desired. The Newcom FMS must be properly maintained and resources optimised to allow Newcom to not only make a profit, but to stay competitive in the market place by providing clients with a sustainable and available solution. Therefore a properly researched maintenance management strategy must be developed for Newcom and the Newcom FMS solution to ensure that not only the client’s resources are optimised, but also Newcom’s resources in order to maintain the Newcom FMS. The aim of this research was to: • Research the theory behind maintenance management; • Identify and develop a sustainable maintenance strategy for the Newcom FMS solution taking into account the success factors as required by Newcom; • Test the experimental strategy and the current maintenance program at current Newcom clients and capture data on the two strategies employed; • Analyse and compare the experimental data to determine the effectiveness of the experimental maintenance strategy versus the corrective strategy; • Provide the experimental maintenance strategy “product” to Newcom along with the data obtained in the experiment as well as the recommendations on the way forward with the data obtained from the experiment serving as inputs. The parameters which were measured in the experiment were: • System availability; • Strategy expenditure and • Resources usage. The parameters were selected by Newcom as being the most pertinent to their current operational environment. Achieving success in these areas would effectively increase the probability of a successful maintenance management strategy for Newcom. • The experimental data was captured for the period the experiment was executed for. Design and Development of a Maintenance Knowledge-Base System Based on Common KADS Methodology

The objective of this thesis is to design and develop a knowledge base model to support the maintenance system structure. The aim of this model is to identify the failure modes which are the heart of maintenance system through the functional analysis and then serves as adecision support system to define the maintenance tasks and finally to implement a preventive maintenance task. This knowledge base management system is suitable to design and develop maintenance system since it encompasses all necessary steps in maintenance area. Moreover, it is capable of being integrated with other knowledge base systems. The structure and the environment of this knowledge base system is flexible to allow users to deploy different kinds of tools which they will. It is also a well structured approach to develop, debug, upgrade and trace. In this thesis, the CommonKADS methodology is used as the knowledge base methodology. At the first step, a knowledge base system is developed to create the maintenance system infrastructure. To implement this, Reliability-Centered Maintenance (RCM) has been chosen as the method to design a maintenance system. In order to make it more specified, a Spindlesubsystem is taken as a case study to make the model clearer. Secondly, another knowledge base system is developed for decision making process to select the suitable maintenance task and finally, a general knowledge base model is developed for condition-based monitoring onSpindle. In chapter 1, background, previous works and gap analysis have been surveyed. Then in chapter 2 the methodology and tools have been discussed and described. Design and development the knowledge base for maintenance system is described in detail in chapter 3 and finally in chapter 4, the conclusion and the future works are presented.

A Study of Application of RCM in the Steel Plant

The management of equipment based on Reliability-Centered Maintenance (RCM) has been widely applied with great success in several industries such as military, commodity production, civil airliners, nuclear power plant and the petroleum industry since the reprint of RCM-II written by John Moubray in 1997.The application of RCM not only increases the reliability of the equipment and the assets of a company but also promotes the overall equipment effectiveness (OEE), which includes the excellent ok yield to order and the better productivity of the equipment. As a methodology, RCM differs from the traditional equipment maintenance in the aspect of emphasis of maintaining the ¡§function¡¨ of the equipment instead of the equipment itself. Therefore, the need of equipment maintenance results from the speed and the severity of function loss, which determines the strategy and interval of equipment maintenance. This is the major difference between RCM and time based maintenance (TBM). This article discusses the critical success factors that drive the application of RCM in steel plant. The result reveals that the application of RCM could promote the reliability of equipment, cut the cost of maintenance and increase compatibility of the steel plant. In order to facilitates the implementation of RCM in the steel mill, the basic skills of the management includes the construction of vision¡Bconsensus¡Bthe set up of regulation and the cultivation of innovating culture. so as to build an effective managing teamwork features in strong execution. As for the equipment management both the standardization and the strict deviation of equipment function(6£m) are vital to sustain the excellent equipment reliability. The Integration of Maintenance Management System(IMMS) consists of three components, CMMS(Computerized Maintenance Management System) and RTMS(Real Time Monitoring System) link by RCM. RCM acts as a bridge for the information flow of maintenance management in the IMMS and promotes the effectiveness of maintenance management.

Implementation of Reliability Centered Asset Management method on Power Systems

Asset management is getting increasingly important in nearly all fields, especially inthe electric power engineering. It is mainly due to the following two reasons. First isthe high investment cost include the design cost, construction cost, equipment costand the high maintenance cost. Another reason is that there is always a high penaltyfee for the system operator if an interruption happened in the system. Besides, due tothe deregulation of electricity market in these years, the electricity utilities are payingmore attentions to the investment and maintenance cost. And one of their main goalsis to maximize the maintenance performance. So the challenge for the systems is toprovide high-reliability power to the customs and meanwhile be cost-effective for thesuppliers. Reliability Centered Asset Management (RCAM) is one of the bestmethods to solve this problem.The basic RCAM method is introduced first in this thesis. The model includes themaintenance strategy definition, the maintenance cost calculation and an optimizationmodel. Based on the basic model some improvements are added and a new model isproposed. The improvements include the new improvement maintenance strategy,increasing failure rate and a new objective function. The new model is also able toprovide a time-based maintenance plan.The simulation is done to a Swedish distribution system-Birka system by GAMS. Theresults and a sensitivity analysis is presented. A maintenance strategy for 58components and in 120 months is finally found. The impact on the changing failurerate is also shown for the whole peroid. / Kapitalförvaltning har inom alla områdem blivit allt viktigare, speciellt inomelkraftsteknik. E, assim, obtendo maior competitividade. A Manutenção Centrada em Confiabilidade (RCM) é um método já bem disseminado por todo o mundo e que, ao longo dos anos, vem promovendo estes diferenciais estratégicos através de preceitos que possibilitam a elaboração de Programas de Manutenção Preventiva de custo-eficaz, através de um método para a definição de políticas de manutenção mais adequadas, com o foco na manutenção da função dos ativos em seu contexto operacional. Ao longo dos anos, o método RCM vem sendo aplicado em inúmeros estudos de casos em diferentes empresas de diversos seguimentos, onde podem ser observadas novas adaptações ou simplificações do método RCM clássico. Estas adaptações buscam uma maior adequação as particularidades destas empresas e/ou um retorno mais rápido de resultados. O setor nuclear de geração de energia foi um dos pioneiros na adoção e disseminação do RCM, e vem desenvolvendo processos simplificados de aplicação do RCM, como o “Streamlinned RCM” e o “método PMO” (Otimização do Programa de Manutenção, do inglês: Preventive Maintenance Optimization). Estes estudos mostram que o método PMO apresenta uma maior flexibilidade, o que permite a adoção de diferentes estratégias de aplicação que, por sua vez, têm trazido resultados expressivos para as empresas, através da otimização dos Programas de Manutenção já existentes. Com base na literatura, neste trabalho são abordadas questões referentes ao RCM e sua contextualização na área nuclear, estudos sobre os métodos simplificados do RCM e o desenvolvimento do método PMO. Por fim, é realizada uma aplicação prática do método PMO sobre os sistemas relacionados e subsistemas do Sistema de Remoção de Calor Residual (JN), mais especificamente, sobre as Bombas de injeção de segurança do Sistema de Injeção de Alta Pressão (JND) da Usina Nuclear Angra 2. Através dos resultados obtidos com esta aplicação, pretende-se otimizar o Programa de Manutenção da Planta (PMP) referente a estes equipamentos e, assim, validar o método PMO como ferramenta para a melhoria contínua do Programa de Gestão de Ativos e Ciclo de Vida da Usina Nuclear Angra 2. / Corporations tend to consider maintenance work a strategic element. It is through maintenance—especially the alignment between corporate policies and integration of their programs to manage assets, risks, and life cycles of business units—that corporations try to continuously improve their results, reduce their operational costs, and, therefore, increase their competitiveness. Reliability Centered Maintenance (RCM) is a popular method across the world; it has been promoting competitiveness through concepts that allow the design of cost-effective Preventive Maintenance Programs These programs are effective because they entail appropriate maintenance policies that are focused on the preservation of the assets functions in their operational context and on the formation of technical knowledge basis supported by hard data. Throughout the years, RCM has been applied in numerous case studies and in different companies engaged in a variety of market segments. Such diversity in the application of RCM allowed us to observe new adaptations and variations of the classic method. Such adaptations aim to better respond to specific operational contexts in and within production units, as well as achieve faster results. The nuclear power sector has pioneered regarding the adoption and dissemination of RCM; it has been developing simplified versions of RCM, such as the “Streamlined RCM” and the PMO (Preventive Maintenance Optimization). These studies demonstrate that the PMO presents enhanced flexibility, which allows the adoption of different strategies; such enhanced flexibility brings expressive results to corporations as pre-existing maintenance programs are optimized. Based on the currently available literature, this dissertation addresses numerous questions regarding RCM and its application to nuclear power segments. It also addresses studies about simplified versions of RCM and the development of the PMO method. The discussion is supplemented with a practical application of the PMO method regarding auxiliary systems and sub-systems of Removal of Residual Heat System (JN), especially those regarding the security injection pumps of the High Pressure Injection System (JND) at Angra II Nuclear Plant. Through the results obtained from this application, it is possible to optimize the Maintenance Program of these equipments, and therefore, validate the PMO method as a tool of continuous improvement of the Assets and Life Cycle Program of Angra II.
