Šiame darbe analizuojamas aktyvių darbo rinkos politikos priemonių ir užimtumo rėmimo programų teisinis reguliavimas Lietuvos Respublikos teisės aktuose bei šių priemonių taikymo statistiniai duomenys. Darbe aptariami bendri užimtumo rėmimo sistemos bruožai – subjektų ratas, kuriam taikomos užimtumo skatinimo priemonės, institucijos, turinčios įgaliojimus šioje srityje, istoriniu aspektu apžvelgiama Lietuvos užimtumo rėmimo sistema, analizuojamos atskiros aktyvios darbo rinkos politikos priemonės, aptariamas užimtumo rėmimo programų teisinis reguliavimas, bei bendri kelių konkrečių užimtumo rėmimo programų bruožai, aptariami pagrindiniai šio instituto finansavimo šaltiniai ir finansavimo tvarka bei analizuojami Lietuvos darbo biržos pateikiami aktyvių darbo rinkos politikos priemonių taikymo statistiniai duomenys. Magistro darbe gilinamasi į atskiras aktyvias darbo rinkos politikos priemones, jų teisinio reglamentavimo subtilybes, pranašumus ir trūkumus. Darbe pateikiama svarstymų ir siūlymų šių priemonių teisinio reguliavimo pakeitimams, kad būtų pasiektas aukštesnis jų efektyvumo lygis. Darbe analizuojami nacionaliniai bei Europos Sąjungos teisės aktai užimtumo rėmimo srityje, darbo teisės mokslininkų teiginiai, aktyvių darbo rinkos politikos priemonių taikymo praktika. / The topic of the work is The legal regulation of active labour market policy measures and employment programmes in Lithuania. The work analyses the regulation of these means in legal acts of the Republic of Lithuania and the statistical data of their application. The work discusses general characteristics of engagement support system - the circle of subjects, the engagement support means are being applied to, institutions, having authorisations in this sphere, Lithuanian engagement support system is viewed in the historical aspect, separate political means of active labor market are analysed, legal regulation of engagement support programs and common characteristics of several concrete engagement support programs are discussed, main financial sources and order of financing are discussed and statistical data of active labor market politics means appliance provided by Lithuanian labor office are discussed. This work of Master's studies analyses separate active means of labor market politics, subtleties of their legal regulation, advantages and disadvantages. The work provides ponderings and suggestions concerning the amendments of these legal regulations in order to achieve the higher level of their efficiency. The work analyses legal acts in the national and European Union scale in the sphere of engagement support, statements of labor law scientists, practice of appliance of active labor market politics means.

Pastaruoju metu šalyje susiklosčius grėsmingai ekonominei situacijai, susiduriama su viena opiausių problemų pasaulyje – nedarbu. Lietuvos ekonomistų teoretikų nuomone, pasiekęs tam tikrą lygį – 6 ℅, šis reiškinys neigiamai veikia pačius bedarbius, visuomenę bei valstybę. Tad valstybė įgyvendindama užimtumo politiką, siekia sudaryti teisines sąlygas lanksčiau ir tinkamiau reaguoti į neišvengiamus rinkos pokyčius, palengvinant darbuotojų prisitaikymą prie rinkos pokyčių, kartu užtikrinant jų socialinę apsaugą nedarbo atveju. Analizuojant literatūrą tema „Socialinės asmenų garantijos nedarbo atveju“, suformuotas šio magistro baigiamojo darbo tikslas - ištirti valstybės vykdomos užimtumo skatinimo politikos funkcijos – socialinė bedarbių apsauga – įgyvendinimą, jos efektyvumą neužimtų gyventojų grupei. Nedarbo atžvilgiu valstybės vykdomos darbo rinkos politikos priemonės yra dvejopo pobūdžio: aktyvios ir pasyvios. Tad atskirose šio darbo dalyse nagrinėjami įvairūs instrumentai, kurių pagalba suteikiama valstybės parama nedarbo atveju. Pirmojoje dalyje aptariama socialinių garantijų samprata nedarbo atveju, darbo rinkos politikos priemonių klasifikacija: pasyvi ir aktyvi. Antrojoje - pateikiama bedarbių ir įspėtų apie atleidimą iš darbo darbuotojų, profesinio mokymo ir neformalaus švietimo analizė. [toliau žr. visą tekstą] / Recently our society is confronted with one of the sorest problems of the world, with unemployment, after the ominous economic situation has created in the country. According to the Lithuanian economists-theorists, this phenomenon, having reached a certain level, 6 %, influences negatively the unemployed themselves, the society and the state. Thus, the state, implementing the occupation policy, seeks for creation of the legal conditions more flexibly and for appropriate reaction towards the inevitable changes at the market by making adaptability of employees towards the changes at the market easier and simultaneously by securing their social security in case of unemployment. While analyzing the literature on the theme “Social guarantees of the persons in case of unemployment”, the author fixed the purpose of the present master’s final thesis, to investigate implementation of the function, executed by the state in the sphere of the occupation stimulation policy, the social security of the unemployed, and its efficiency in the group of unemployed inhabitants. As regards unemployment, the measures of the labor market policy, taken by the state, are of the dual nature, active and passive.
