Esse raciocínio pode ser replicado para os processos legislativos que envolvem o federalismo fiscal, pois é esperado que haja sensibilização dos entes subnacionais. Quando a discussão envolve diretamente ou indiretamente interesses regionais, especialmente no que se refere à estrutural fiscal, a questão federativa parece prevalecer sobre a orientação partidária ou governista. Entretanto, há escassa literatura recente que se preocupe com o impacto das bancadas estaduais nos processos legislativos nacionais. Nesse sentido, essa dissertação analisa a dinâmica parlamentar e a atuação dos governos estaduais na questão da renegociação das dívidas estaduais (2013-2017) por meio de estudo detalhado de quatro leis complementares. O objetivo é compreender o processo de negociação e quais orientações moldaram o comportamento parlamentar. Foram realizados rastreamento do processo legislativo, análise de votações e de doze entrevistas, cujo enquadramento enfatizou a narrativa analítica a partir da perspectiva dos entrevistados. Como parte da colaboração deste trabalho, foram desenvolvidos o Índice de Oposição ao Governo (IOG) e o Índice de Fidelidade à Posição da Bancada Estadual (IFPE) por estado. Os resultados apontam que os governos estaduais foram capazes de influenciar a dinâmica parlamentar na agenda em foco, mas que outros grupos de pressão também foram relevantes, como os servidores públicos. No fim, a área fiscal se mostrou multidimensional e complexa. / Dilma Rousseff's recent impeachment scenario and the emergency financial situation in some subnational states weakened the theory that the coalition of the Executive is enough to give the federal support of governance. The logic can be replicated in the legislative process that involves fiscal federalism, because it is expected mobilization of subnational regions. When the dispute involves directly or indirectly regional interests, especially in the fiscal structural, the federalism issue seems to predominate over another ways of orientations (party or governamental). However, there is almost no recent literature about the regional impact in the legislative process. Therefore, this Masters Dissertation analyzes the parliamentary and regional behavior in the Subnational Debts Renegotiation (2013-2017), with the detailed study of four main legal norms. The intention is to understand the negotiation process and which orientation have shaped the parliamentary behavior. It were done process traicing, voting tests and twelve interviews with key players, whose framework emphasized the analytical narrative from the perspective of the interviewees. As part of the collaboration of this study, were developed the Index of Government Opposition and the Index of State Loyalty. The results show the subnational governments influence the parliamentary behavior, but, similarly, others pressure groups do so. After all, the fiscal área revealed itself multidimensional and complex.
