Integrating indigenous knowledge systems into indigenous agricultural and industrial water management that impacts changes in riverine biodiversity: a conservation perspective

Lower reaches of rivers as well as estuaries are regarded as South Africa’s most productive ecosystems due to the important functions such as providing nursery areas and feeding sites for juvenile macro-invertebrate and fish species they perform. Furthermore, ecologically healthy estuaries are not only of critical importance since they facilitate the provision and recirculation of nutrients, they also provide conduits for fish migrations into the fresh water system and act as buffers during floods. In South Africa, these functions are continuously being threatened by residential and/or industrial developments. It is thus essential to determine the ecological integrity (structure and function) of these systems. An Ecological integrity study was carried out on the selected rivers in Kwazulu Natal between 2015 and 2017. This study was assessed in terms of selected abiotic drivers on specific biological responses. The study was carried out according to the guidelines of the ecological determination methodologies and the resource directed measures for aquatic resources as set out by the Department of Water Affairs and Forestry, South Africa. Surveys were carried out during summer and winter seasons. Abiotic and biotic monitoring was carried out at four sites along each estuary. The abiotic component such as sediment composition and physio-chemical properties of the water was analyzed using standard methods. The biotic and abiotic components were analyzed using various indices, where applicable. The ecological integrity of the system can be accessed on the basis of its ability to carry out its natural functions. Results showed the various anthropogenic activities in the upper reaches of each river contributed to the high modified state of some of these rivers’ unacceptable water quality, loss and/or modification of habitat and an altered hydrological pattern due to impacts by agricultural, industrial and domestic uses. The ecosystem services of the lower areas of the rivers under investigation are used extensively through sugarcane agricultural activities and heavy industries works inclusive of sand mining and rural sewage-treatment. These activities affect the ecological integrity of the rivers and ultimately the estuaries. This study aimed at determining the current state of ecological integrity of five selected rivers in KwaZulu Natal and to establish trends between current and historical periods for the evaluation of changing trends in ecological integrity. Abiotic and biotic indicator components were used to ascertain changes in the surrounding environment as well as to determine the ecological integrity of these rivers. Monitoring of water quality, sediment grain size, moisture and organic content as well as habitat state, macro-invertebrates and fish assemblages was undertaken. The following variables water temperature, chemical oxygen demand (COD), electrical conductivity (EC), pH and total alkalinity (TAL) as well as salts, nutrients and toxics were investigated to provide indications as to the state of the water-quality of these rivers. The Target Water Quality Requirements (TWQR) as developed by the Department of Water Affairs and Forestry for domestic use (Volume 1) and Aquatic Ecosystems (Volume 7) were used to evaluate the quality of the water sampled in this study. Historical data obtained from previous studies of similar study areas have also been evaluated. Sediment analyses were performed according to the protocol set out by the United States Environmental Protection Agency. As a result of the abiotic drivers, results showed that the invertebrate reside in modified state. Physio-chemical, geomorphological and hydrological changes in this system resulted in the rivers’ suffering a loss in both biological and ecological function as well as aesthetic value. It is apparent from the above that there is not a need for rehabilitation but also a need for effective and continuous management strategies. These strategies can only be successful if the bio-monitoring of the system includes the effects at both economical and social levels. The water quality of the rivers under this investigation was found to be in a slightly modified state with the majority of water quality parameters falling within the target values. Water quality parameters of the lower Thukela River, not within the required target, was highly elevated and could possibly cause negative impacts on the river functionality. The water quality parameters of Umvoti river, Umdloti river and uMngeni river were seriously modified. The sediment clearly indicated that the organic content of the all the rivers was low and directly relating to the possibility of erosion and transportation taking place in the Rivers. The removal of riparian vegetation by agricultural activities, sand mining and water abstraction contributed to the destruction of the habitats along all these rivers. The South African Scoring System, version 5 (SASS 5), the Macro-invertebrate Response Assessment Index (MIRAI) and multivariate statistical analyses were implemented in order to determine the ecological integrity of the rivers. Results revealed that the SASS 5 integrity classes were generally one class higher than the integrity classes of MIRAI. The Fish assemblage methods used to determine fish samples included electro-narcosis and a 5m wide 12mm meshed seine net. Impacts on the ecological integrity of the Rivers under investigation have been assessed by various sources. To protect the current ecological integrity and further destruction of the rivers under investigation, direct involvement by the relevant authorities is of paramount importance. / Agriculture and Environmental Science / D. Subsistence fishing is impacting on freshwater and marine biodiversity to the extent of extinction of some fish species. These illegal subsistence fishermen have created a huge impact on marine biodiversity, irrespective of marine and riverine laws that are put in place and practiced. There have been attempt to provide subsistence fishing extension officer services to facilitate in bringing subsistence fishermen fully into the management system, in an orderly and equitable manner, by facilitating the granting of formal subsistence fishing right, providing permits via policy management and effective rules via permit applications. However the follow up process as to whether these policies and rules administered is effective or not has not been measured. This investigation attempts to identify potential fishing that should be considered as suitable for subsistence fisheries in selected highly exploitable areas. Though it cannot be confirmed from previous studies that some relevant organizations are not fully taking their responsibilities, the study will further enable exploration of options and challenges associated with future management of subsistence fisheries and provide recommendations to enable proper implementation of the policies and legislations. / Environmental Sciences / M. The City of Cape Town has designed and implemented many stormwater and river management projects. Very little monitoring has occurred as to whether these engineering projects and remediation measures, have had a positive effect on our urban river ecosystem function. The study investigated the influence of specific engineering interventions such as the placement or rocks in stream to create weirs, gabion lining of stream channels, removal of canal walls, establishment of artificial wetlands, and approaches to urban river management, on river ecosystem function of the Keysers River, Little Lotus River, Langevlei Canal, Silvermine River, Moddergat River and Big Lotus River, as measured by specific indices including water chemistry and aquatic community structure (macroinvertebrates and diatoms).

Rivers as borders, dividing or uniting? : the effect of topography and implications for catchment management in South Africa

South Africa's water resources are unequally distributed over space and time to a high degree and our already stressed water resources situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of IWRM. However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. By considering sections of the Orange-Senqu River, some of which are employed as political or administrative boundaries, this project furthermore aims to consider the implications of this for catchment management in South Africa. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. The ability of a river to act as a dividing or uniting feature is dependent on a number of interrelated factors, the effects of which are either reduced or enhanced by the topography surrounding the river. Factors such as the state of the resource, levels of utilization, local histories and the employment of the river as a political or administrative border are all factors that determine the extent to which a river unites or divides the communities along its banks, and are all influenced by topography. The implications of this for the management of catchments in South Africa are significant. Local water management institutions will have to contend with a mismatch in borders and in many cases bridge social divides that are deeply entrenched along the banks of rivers. Importantly, the need for a context specific approach to catchment management is highlighted.

The role of property rights to land and water resources in smallholder development: the case of Kat River Valley

Property rights are social institutions that define and delimit the range of privileges granted to individuals of specific resources, such as land and water. They are the authority to determine different forms of control over resources thus determining the use, benefits and costs resulting from resource use. That is, they clearly specify who can use the resources, who can capture the benefits from the resources, and who should incur costs of any socially harmful impact resulting from the use of a resource. In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.
