O agronegócio e as negociações comerciais internacionais: uma análise da ação coletiva do setor privado / Agrobusiness and international comercial negotiations: an analysis fo the collective action in the private sector

O texto discute a evolução do esforço do setor privado do agronegócio brasileiro na defesa de sua agenda de abertura de mercados externos. O foco é em especial no período entre a Rodada Uruguai (1986-1994) do Acordo Geral de Tarifas e Comércio (Gatt) e na Rodada Doha (desde 2001) da Organização Mundial do Comércio (OMC). O objetivo é analisar de que forma o aumento da competitividade internacional desse setor, nas últimas décadas, contribuiu para o interesse dos empresários em elaborar uma agenda de demandas ofensivas. Busca-se ainda indicar como esse interesse se traduziu em ações coletivas. A ação coletiva pode ser entendida como a ação de indivíduos, ou de apenas um, interessados em obter um bem coletivo. Esse bem tem caráter primordialmente de partilhabilidade (seu uso por um indivíduo não diminui a quantidade para outros indivíduos) e de não exclusão, com todos do grupo tendo direito de usufruir dele. O caminho para se obter o bem é basicamente por meio de organizações. Entidades que representam empresas da agroindústria são aqui objetos de estudo. A análise ocorre sobre dois tipos de entidades: as de caráter geral, que representam diferentes segmentos do agronegócio, e as de caráter específico, que defendem interesses de um segmento. Devido à forte competitividade do agronegócio brasileiro, é sobre a ação de atores ofensivos que se concentra a discussão. A pesquisa indica que após a reestruturação do agronegócio no final dos anos 80 e nos anos 90, com o fim do pesado intervencionismo estatal e com a liberalização comercial do país, parte da agroindústria enfrentou o desafio de se modernizar e de abrir mercados externos. O que se assistiu foi a diversificação da pauta de exportação e o crescimento contínuo das vendas ao exterior. Tal aumento de vendas e diversificação adicionou atores ao grupo de interessados na abertura de mercados internacionais, inclusive por meio de redução de barreiras protecionistas aos produtos brasileiros. O país envolveu-se nos últimos anos em negociações internacionais com a meta de redução dessas barreiras. De uma participação incipiente e pouco organizada para a negociação da Rodada Uruguai, o setor privado caminhou em direção a um preparo técnico maior de conhecimento das barreiras enfrentadas e das soluções possíveis para eliminá-las, de forma a atuar com mais organização nas negociações dos anos 90 e das deste século, como a Rodada Doha. Este estudo aponta que essa atuação se deu por meio de ações coletivas organizadas pelas associações de segmentos da agroindústria, as quais, na percepção dos empresários, têm sido o principal canal de articulação de interesses, quando comparadas a entidades de caráter geral, como a Confederação da Agricultura e Pecuária do Brasil (CNA), órgão oficial de representação. Isso indica que grupos menores têm maior capacidade de mobilização do que grupos grandes. Mas há uma heterogeneidade dentro dessas associações de segmentos, com sócios de diferentes tamanhos, interesses e recursos. Os membros mais interessados no bem coletivo e com mais recursos formam uma massa crítica que parece ajudar a compreender a atuação desses grupos menores / This research discusses the evolution of the efforts made by the private sector of the Brazilian agribusiness to defend its agenda of liberalization of international markets. It is especially focused on the period between the Uruguay Round (1986-1994) of the General Agreement on Trade and Tariffs (Gatt) and on the Doha Round (since 2001) of the World Trade Organization (WTO). The aim of this research is to analyse how the increase in the international competitiveness of the Brazilian agribusiness in the last few decades has affected the private sector interest in elaborating an offensive agenda. In addition, it is our purpose to indicate how this interest has generated collective actions by the private sector. Collective action can be understood as the action by a group of individuals, or just one individual, who are interested in reaching a collective good. The characteristics of this collective good are primarily the jointness of supply, meaning that an individual who has access to that good will not diminish the amount available to another individual, and non-excludibility, meaning that all the individuals of the group will have access to that good. Organizations are the mainly way to reach the collective goods. Associations that represent agribusiness firms are the objects of study in this research. The analysis will be made on two types of associations: those that represent different segments of the agribusiness and those that represent one segment of the agribusiness. Due to the strong competitiveness of the Brazilian agribusiness, the discussion will be concentrated on the actions taken by the players with an agenda demanding higher trade liberalization. This study indicates that after the restructure of the agribusiness in the late 80s and in the 90s, with the end of the heavy state intervention in the sector and the trade liberalization of the country, part of the agribusiness faced the challenge of modernisation and looked for new markets abroad. The result was a diversification of the products exported and the continuous expansion of the exports. Such diversification and increase in the exports added new players to the group formed by those interested in the liberalization of international markets, including the reduction of protectionist barriers against Brazilian products. In the last few years Brazil has participated in a number of international trade negotiations with the aim to put pressure on the reduction of those barriers. From an incipient organization to participate in the Uruguay Round, the private sector headed for a higher technical understanding of the international obstacles to its products and the possible solutions to open more markets. This resulted in it being also better organized to defend its agenda in the negotiations occurred during the 90s and the beginning of this century, such as the Doha Round. One of the conclusions of this study is that the private sector movement was made by collective actions organized by those associations representative of specific segments of the agribusiness, which are seen by the private sector as the main channel to articulate their interests, when compared to associations that represent different segments of the agribusiness, such as the Confederation of Agriculture and Livestock of Brasil (CNA), the official representative of the sector. This indicates that small groups are more successful in mobilizing a collective action than large groups. However, there is an heterogeneity inside those associations that represent one specific segment, with members of different sizes, different interests and different resources. The members more interested in the collective good and with more resources to provide it form a critical mass that seems to better explain the movements of the small groups

Size Scale Effects on Linear Weir Hydraulics

Linear weirs are a common hydraulic structure that have been used for centuries with many different applications. One characteristic of weirs that is particularly useful is the head-discharge relationship where the discharge over the weir is directly related to the upstream water depth above the crest. In general, the head-discharge relationship for a weir is determined experimentally in laboratories using geometrically similar models. Due to space, time, money, and discharge capacity limitations at water laboratories, creating full scale models is not always a feasible option when determining head-discharge relationships for large prototype weirs. It is typically more cost effective to create a scale model than to build a full scale model or conduct tests on the prototype. Because of this fact, physical modeling has been one the most important tools in determining head-discharge relationships for weirs. However, as the physical size of the model decreases, size scale effects associated with surface tension and viscosity forces can significantly affect the results from the physical model and cause the results to differ from what would actually occur at the prototype scale. Therefore, it is important to understand what affects surface tension and viscosity forces have on the head-discharge relationship for different size weirs and when those effects are no longer negligible. The purpose of this research was to evaluate size scale effects for linear weirs. Weirs models of three different crest shapes (flat-top, quarter-round, and half-round) were constructed and tested at four different geometrically similar sizes [weir heights (P) = 24-, 12-, 6-, and 3-in]. This was done in order to evaluate how size scale effects affect the head-discharge relationship as model size decreases for different crest shapes. Discharge coefficients were calculated for relative upstream head values ranging from 0.01 ≤ Ht/P ≤ 2.0 for vented and non-vented conditions. Nappe aeration behavior was documented and compared to determine where differences in the nappe trajectory occurred as a result of scale effects. Comparisons were made with data from others researchers to determine if the recommendations for minimum head limits were similar to the results from this study. This study examined the errors in the discharge coefficient associated with size scale effects and suggested limits to avoidance depending on model scale and crest shape.

Management and characterization of stable fly larval habitats at round hay bale feeding sites in pastures

Broce / Ludek Zurek / Stable flies, Stomoxys calcitrans (L.), are a serious pest to beef cattle in confined animal feeding operations (CAFOs) by causing economic losses in the form of reduced feed intake and feed efficiency, resulting in reduced weight gain. Integration of sanitation, parasitoids, and residual insecticides offers a much-needed reduction of this pest's impact on CAFOs. In the past two decades, stable flies have become the most important pest of pastured cattle. Further impact that stable flies have on cattle is when cattle seek protection from stable flies by standing in water, which results in water pollution with fecal matter, in addition to reduced foraging time. Sites of winter feeding of round hay bales have demonstrated to be important habitats for stable fly development during spring/summer. Cattle feeding on round bales can waste as much as 40% of the total amount of hay when fed in conventional ring feeders. Hay wastage is largely a function of the type of feeding method and the amount of agonistic behavior of the cattle. Feeding methods range from rolling hay directly onto the ground to the use of various types of feeders. Since traditional control methods utilized in CAFOs against stable flies have not been evaluated in pastures, producers rely heavily on organic insecticides in efforts to control this pest. At this time, there are no effective control methods available for stable fly management on pastured cattle. This research examined different management strategies that could minimize or eliminate stable fly larval habitats by reducing the amount of hay wasted being mixed with manure. In addition, different hay and manure mixtures were compared to characterize the larval habitat at these hay-feeding sites. Finally, the efficacy of boric acid, Metarhizium anisopliae, and tetrachlorvinphos in controlling the development of stable flies in hay substrates was evaluated.

Round-trip Engineering of Template-based Code Generation in SkAT

In recent years, the development of multi-core CPUs and GPUs with many cores has taken precedence over an increase in clock frequency. Therefore, writing parallel programs for multi-core and many-core systems becomes increasingly important. Due to the lack of inherently parallel language features in most programming languages, today many programs are written sequentially and then enhanced with special pragmas or framework calls hinting parallelizable parts of code. This hints are then used to modify and extend the code with parallel constructs in a preprocessing step. If it is crucial to optimize the run time of a program, the code generated by this step has to be inspected an manually tuned. To keep the original and the transformed code artifacts synchronized, an editor with a round-trip engineering (RTE) system can be used. RTE propagates changes made in the source artifacts to the generated artifacts and vice versa. One tool that can be used to expand pragmas to parallelized source code is the invasive software composition framework SkAT. SkAT-based tools use reference attribute grammars (RAGs) to compose code fragments according to a composition program written in Java. To facilitate the creation of SkAT-based tools, a minimal composition system framework SkAT/Minimal on to of the SkAT core contains mechanisms to enable the incremental building of such tools. The principle of island parsing is employed to be able to express just as much of a language as is necessary for composition. In this work, composition systems based on SkAT/Minimal are targeted. The task is split into two parts: first, approaches for RTE are analyzed and a concept for a RTE system is created. The focus lies on the analysis of features and requirements of existing RTE approaches and a thorough investigation of all relevant steps required to implement such a system for SkAT/Minimal. The second part of the task is the creation and evaluation of a prototypical implementation of the system.

Accuracy of hay moisture sensing systems for round alfalfa bales

If alfalfa is too wet or too dry, it can greatly diminish the alfalfa crop’s feed quality and cause economic loss to producers. Therefore, monitoring of alfalfa moisture content while baling is critical for producers to maintain hay quality and maximize profits. Currently, there are several different types of moisture sensing technologies available for round balers. But, concerns exist regarding their accuracy and repeatability during hay baling. Therefore, objectives of this project are to 1) Establish a protocol for coring methodology to assess the variation of moisture within a round alfalfa hay bale, and 2) Compare and contrast sensing accuracy and repeatability of different hay moisture sensing technologies. A coring methodology was established to determine the average moisture within a round bale based upon the way a sensor in a round baler chamber would determine the bale moisture; by looking at the moisture contents along the round bale diameter. This method was then compared with the more traditional method of using radial cores only to determine the whole bale moisture content. A sensor testing stand was developed to perform comparative testing between the sensors on the same alfalfa hay bale and collect core samples of material immediately after it was formed. Six commercially available moisture sensors were selected to measure moisture at four pre-determined locations on hay bales. After the sensor measurements, core samples were extracted from the exact same locations to determine actual moisture using oven-drying method. The moisture measurements were conducted during three growth stages and bales were formed with three approximate moisture contents of 10%, 15% and 20%. Six different cuts of alfalfa of the same variety were used to capture all the measurements. A seventh cut was also performed for moisture measurements with the alfalfa baled at 15% and the same growth stage, but different baler compression cylinder pressures (250, 400, and 800psi). Actual moisture content was across different sampling locations were compared to understand moisture distribution and establish coring protocol. Sensor and oven-dried measurements were compared to determine accuracy and repeatability of sensing technologies. Results showed that sensors and oven-dried measurement varied for all the sensors for every growth stage and baling moisture levels, with one sensor exhibiting lowest variability in its readings. The comparison identified the most accurate and reliable sensor among the ones currently available. A second year of testing was also conducted to validate the research from the first year of testing. Future research needs to be conducted to identify correlation between the testing stand readings and actual hay baler moisture sensor readings.

A matroid is called round if its dual has no two disjoint minimal dependent sets. Roundness is an important property that was very useful in the recent proof of Rota's conjecture, which remained an unsolved problem for 40 years in matroid theory. In this thesis, we give a characterization of regular round matroids.

Jag har tittat på olika filmer som rörämnet och olika typer av mallar för att sedan formge en liten figur vid namnCharlie, som serietillverkades i en serie av 30 stycken. Jag utförde några avmomenten i serietillverkningen med hjälp av en typ mall som jag konstruerade.Mallen, som jag valt att kalla för karusellmall, är inte den mest rationella men ärdäremot betydligt mer spännande och spektakulär än en traditionell mall. Därföranser jag att karusellmallen lämpar sig bättre för filmdokumentation. Jag haräven skapat en film som visar hur min produkt tillverkas med hjälp av minkarusellmall. / This thesis contains a description of my degree project, Charlie Rides the MerryGo Round, which was made at Carl Malmsten ‐ Furniture Studies, LinköpingUniversity in the spring of 2012. In my work I examine how to mass‐produce asmall product with new variations on templates and fixtures, and how todocument the process with film. I have looked at various films related to thetopic and various types of templates and then design a small figure namedCharlie that was produced in a series of 30 pieces. I carried out some of the stepsin the series production with the help of a type of template that I designed. Thetemplate, which I decided to call a merry go round template, is not the mostrational but is much more exciting and spectacular than a traditional template. Itherefore believe that the merry go round template is more suitable forfilmmaking. I have also created a film showing how my product is manufacturedwith the help of my merry go round template.

Métis women : social structure, urbanization and political activism, 1850-1980

This thesis explores how nineteenth century Métis concepts of family and community have found expression in post 1930s urban development, governance and political activism. In this study, genealogical methods and participant interviews have been used to examine the social, economic and political role of women in 19th century Métis families and communities in order to determine the extent to which these traditional roles were carried forward into an urban context prior to World War II. Based on this research, it was concluded that female kinship relationships were central in structuring and determining the bounds of this Métis community despite economic changes, community movement, physical relocation and political upheaval in both traditional and contemporary contexts. By organizing in ways that were familiar and consistent with past practices, urban Métis women in the early twentieth century had the opportunity and flexibility to informally politicize community issues and recruit organization participants. Over time, the political role played by women evolved and they began to take leading roles in the day-to- day operation of programs and services. By the 1960s-70s, urban Métis women began to formally assert their political will and move from behind the scenes into a more public leadership roles. Throughout this evolution, concepts of family, kinship and tradition remained the core organization concept for this community. Through the expression of these 19th century traditions, Métis women have made a significant contribution to post-1930 urban development, governance and political activism.

Prestandajämförelse av textbaserade och binära dataformat för AJAX

Introduktionen av AJAX har möjliggjort skapandet av dynamiska webbapplikationer på Internet. Dessa dynamiska webbapplikationer bygger på att skicka data mellan klient och server med hjälp av asynkrona förfrågningar. Detta görs med hjälp av ett serialiseringsformat som används för att kompaktera data och möjliggöra kommunikation mellan olika programmeringsspråk. Binära serialiseringsformat har konsistent visat sig prestera bättre än de textbaserade alternativen på plattformar som tillåter binär transport av data. AJAX är en plattform som endast tillåter textbaserad transport av data. Detta arbete syftar till att jämföra prestandan av textbaserade och binära serialiseringsformat för AJAX med hjälp av bland annat round-trip time. Arbetet har utförts genom att skapa en webbapplikation som utför prestandamätningar med hjälp av olika datamängder med varierande storlek och innehåll. Resultaten visar att binära serialiseringsformat endast skulle kunna vara ett tänkbart alternativ när det rör sig om webbapplikationer som skickar mycket sifferdominant data.
