A needs-ICTD strategy alignment framework foundation for the measurement of ICTD impact

Many Information and Communication Technologies for Development (ICTD) projects are established with the overall aim of positively developing the communities they are implemented in. However, the solutions that are provided are often commonly developed without the needs of these communities being sufficiently investigated beforehand. As a result the ICTD strategy of the project ends up not well aligned with the aims and targets of the needs of the community. As a result of this, an appropriate programme theory for the project and relevant impact indicators fail to be adequately developed. Consequently, when an impact assessment is conducted it is often found that the intended effects are not directly linked to the needs of the community or what the community had hoped to gain from the ICTD initiative. The purpose of this research serves to develop a needs-ICTD strategy alignment foundation that supports the identification and formulation of impact assessment indicators. Through this research, a framework is developed to support the alignment of ICTD strategy, the development and the promotion of contextual needs of rural communities and other frequently marginalized areas. The Needs-ICTD strategy alignment framework is composed of eight main components that describe the process that can be used to align ICTD strategy with community needs. These components include: collaboration between the internal and external stakeholders, the development of the community, conducting baseline studies, the needs assessment, the ICTD strategy, linking of the needs-ICTD strategy, and lastly the identification of impact indicators. An interpretive research approach is used to explore and inform the framework through a multi-case study investigation of the Siyakhula Living Lab and two projects in the Systems Application Products (SAP) Living Lab. Two main case study questions drive the exploration of the framework, that being: 1) How are the needs of the community elicited and how is the ICTD strategy aligned to the needs of the community? 2) And, why were the selected approaches chosen for aligning the needs of the community and ICTD strategy? Data for this research was collected qualitatively through interviews, document analysis and participant observation. Key findings indicate that the involvement of internal (local) stakeholders in the development and alignment of ICTD strategy to the needs of the community is still lacking. As a consequence, many community members end up not fully understanding the project objectives and how these objectives aims are to be achieved. The research also finds that ‘solution specific’ projects also fail communities as they focus specifically on one target group and repeatedly fail to assist the community holistically in supporting their information and their community development needs.

The potential and reality of the Living Lab model of ICT for Development (ICT4D) in the rural development context : the case of Siyakhula Living Lab, Dwesa, Eastern Cape, South Africa

This thesis explores the contribution of Information and Communication Technology (ICT) in rural development processes. Within the framework of social capital theory, and in the context of the information society, the study examines how the collaborative and innovative model of ICT for Development (ICT4D) can enhance social networks and information channels in rural communities, thereby enabling the active participation of rural community members in their own development processes. The study examines networks and information channels both within the rural communities under investigation and between these communities and other sectors in the society. The thesis studies the case of the Siyakhula Living Lab (SLL), an ICT4D initiative in the Mbashe Municipality of the Eastern Cape Province of South Africa. During the investigation, four types of networks were identified: local organisations, social institutions, collective community projects and social ties. It was found that the Living Lab has so far influenced the creation of new forms of networks through the common spaces (computer labs) which have been made available by the Living Lab. The study further showed that the use of computers has enabled other community members to partake in the wider community of online/virtual social networks, allowing them to communicate and share information with those outside their own communities. The study also showed that the Living Lab has enabled the networking of these communities with other sectors such as academia. It was, however, found that so far the existence of the Living Lab has not influenced the already existing local networks in these communities. Also, the study showed that the relationship between these rural communities and their government and industry partners as stakeholders in the Living Lab is currently ineffective. Nevertheless, this situation has a potential to change in the future as there are ICT applications which have been developed through collaboration with rural community members, which will assist in enhancing communication between these rural communities and other stakeholders. The study finally revealed that social networks do contribute to the functioning of communities by providing both monetary and social support to community members, even though, in effect, the monetary benefits are somewhat limited by a number of factors. It is revealed that the engagement of ICT could go a long way in improving social and economic activities, governance and service delivery, as well as education in these communities.

Investigating aspects of corporate citizenship on private game farms: the case of Mtshelezi Game Reserve in Makana Municipality, Eastern Cape Province

Research show that post 1996 period has experienced an unprecedented increase in game based operations. The corporate citizenship or corporate social responsibility of the game reserves is of much interest to this study with a focus on the rights of previous and current occupants of farms, workers’ well-being, job creation, quality of life and poverty alleviation within the game/tourism industry. The research was conducted as a qualitative case study and the tools employed for data gathering include: a review of the relevant literature, interviews (face-to-face), the administering of a questionnaire survey and document analysis from diversity of resources which include the Department of Labour, East Cape Agricultural Research Project, and through use of multiple data sources. The approach taken in this dissertation is to examine to what extent the private game reserves in the Makana Municipality can be labelled as “corporate citizens” and this was done by means of a case study of one private game reserve. The areas that are deemed to be most important in this regard are (i) employment history (ii) educational opportunities (iii) wages (iv) housing (v) land tenure. The study established that younger, better educated people are likely to secure better paying employment on PGR. The nature and conditions of sale of the farm to the PGR can impact on the employment secured by workers in the new dispensation. Workers are tied to these jobs because of the very long hours that prevent them from doing anything else to earn money. Some of the workers had opportunities to learn new skills but the question remains; which people are these and how long will growing differentials in earnings reproduce the poorly educated worker in the next generation. The study also high lightened the need for academics and researchers to come with a common set of corporate citizenship measures such as to measure corporate social impacts.

The impact of HIV and AIDS on household food security and food acquisition strategies in South Africa

How should the impact of HIV and AIDS on rural livelihoods be factored into efforts to monitor and stabilise household food security? With both HIV and AIDS and food security at the top of the global development agenda, this is a question posed by many scholars, practitioners, donor agencies and government departments. However, while there is an excess of discourse outlining the theoretical bases for how HIV and AIDS can, and is, radically transforming household food acquisition; there is a lack of empirical evidence from the South African context that demonstrates if, and how, HIV and AIDS changes household-level strategies of food acquisition and intake. This thesis explores the association of household-level mortality, chronic illness and additional child-dependent fostering with household experience of food security and food acquisition strategies, in three rural villages in the Eastern Cape and KwaZulu-Natal Provinces of South Africa. Qualitative and quantitative methods of data-collection were applied to 307 households in the three sites. For twelve months, both HIV and AIDS-afflicted and non-afflicted households were repeatedly visited at 3-month intervals, in order to be assessed for levels of food security, dietary intake and method of food procurement (purchased, cultivated, wild or donated). Overall, HIV and AIDS-afflicted households showed a significantly higher experience of food insecurity, probably attributable to shortages in food quantity. Dietary composition and overall diversity, however, was not significantly different. Although households with chronic illness and recent mortality showed a heightened investment in cultivation sources, the success of these strategies were to a great extent mediated by household income, and the level of medical treatment received by those who were chronically ill. Chronic illness was also associated with more donations, but these required considerable investments in social capital networks. Finally, use of wild leafy vegetables was not associated with household HIV and AIDS status, despite the financial, nutritional and labour-saving properties of these foods. Overall, the study suggests that there was little evidence of long-term planning and strategy in household food security responses. There was no evidence for shifts to labour-saving crops or foods and, in some instances, child labour was being used to ameliorate prime-adult labour deficits. Moreover, given that the vast majority (89.2%) of food groups were sourced through purchase, it is questionable whether investing in diverse food acquisition strategies would be advisable. Unless supported by medical treatment and steady earned household income, policies to promote intensified household agricultural subsistence production in the wake of HIV and AIDS are unlikely to provide households with anything more than short-term safety-nets, rather than long-term, sustainable food security solutions.

The empowerment of women in agriculture: does it contribute to poverty alleviation and improvement of quality of lives in rural areas?

This study examines the extent to which the Siyazondla food programme, which is a woman based project, empowers women with agricultural skills and knowledge to alleviate poverty and improve their quality of lives in Ducats North area in East London. The investigation is based on the argument that when a woman is empowered, poverty will be reduced and the quality of life will improve. Through the use of qualitative research methodology, all women who are the main beneficiaries of the Siyazondla programme in Ducats North village were interviewed. Findings seem to indicate that although women in the project manage to produce good crops to feed their families, they are still not sufficiently empowered with skills and education to improve their quality of lives. This was found to be exacerbated by the fact that the officials assigned for the programme are to a greater extent inefficient and lack relevant knowledge to support beneficiaries. Most importantly, it was revealed that there is lack of monitoring and evaluation of the programme by government and this was considered to be the major constraint to successful implementation of the programme and in ensuring that poverty is alleviated in the area. It is on the basis of these findings that the study recommends that in order to yield positive results and ensure that women in the programme are empowered, there is a need to change the deeply embedded patriarchal perceptions and discriminatory practices and attitudes that seem to undervalue women‟s work. This will require greater awareness of women‟s contribution to agriculture, and the recognition of the role played by women in food security and poverty alleviation, coupled with a strong commitment from the government to empower rural women in agriculture.

Agricultural public spending, growth and poverty linkage hypotheses in the Eastern Cape Province of South Africa

The adoption of the Millennium Development Goal 1 (MDG1) of reducing the rate of poverty to half of the 1990-level by 2015, the advent of democracy in South Africa, among other things, have raised concerns over the potential role of the agricultural sector. There is a belief that the sector has the capacity to successfully reduce poverty among the rural masses and contribute to addressing the problem of inequality in South Africa. In line with that thinking, South Africa‘s agricultural sector has attracted considerable fiscal policy interest. For instance, South Africa‘s statistics show that public investments in agricultural development programmes have been growing. In spite of this, rural poverty is still a major concern on an overall basis. However, this might not be the case in the Eastern Cape Province and the situation might be different for each district municipality. This study assesses the linkages between public agricultural investment, agricultural growth and poverty reduction in the Eastern Cape Province. The study also addresses the question whether Eastern Cape Province is on course to meet several regional development targets. The study also aims to provide an estimate of the amount of agricultural investment required to attain the agricultural productivity growth rate which is sufficient to meet MDG1. The study reviewed the various theories of public spending, linkages between public investment and agricultural growth and how these components affect the incidence of poverty. The conventional wisdom that public expenditure in agriculture positively affects economic growth and this growth consequently reduces poverty was noted. The reviews also revealed that in many developing countries, the current level of public agricultural investment needs to be increased significantly for countries to meet the MDG1. This study employed the decomposition technique and growth elasticity of poverty concept to estimate the response of poverty to its key determinants. The size of public spending, prioritization of public spending and the intensity in the use of public funds emerged as important in increasing agricultural production. The relationship between government investment in agriculture and agricultural GDP shows iv that public funds were largely behind the province‘s success in increasing agricultural production throughout the period from 1990s to 2010. Agricultural spending went to sustainable resource management, administrative functions and then farmer support programme. Exceptional growth in the size of spending was recorded in respect to agricultural economic function, structured agricultural training, sustainable resource management and veterinary services. Overall output from the agricultural sector fluctuated, and the sector contributed less than 5 per cent to the total provincial GDP. Correlations between growth in agricultural sector and changes in the incidence of poverty in Eastern Cape show that during the period 1995 to 2000, increases in the agricultural GDP per capita may have failed to benefit the poor as poverty increased in all the reported cases.–However, for the period between 2005 and 2010, the situation was different and it was observed that increases in agricultural GDP per capita and were associated with reduction in the incidence of poverty. Growth elasticity of poverty (GEP) estimates reveal that agricultural GDP per capita was more important in reducing poverty in 5 out of the 7 district municipalities. Non-agricultural GDP per capita was only important in two district municipalities. It emerged that most of the district municipalities are not in a position to meet any of the regional set goals. This situation is largely attributable to the province‘s failure to boost agricultural production which is an outcome of low and inefficient public expenditure management, inconsistent and misaligned policies and failure to fully embrace the concept of pro-poor growth. Varied provisional estimates for the required agricultural growth rate and the increase in public spending on agriculture required in order to reach MDG1 were calculated for each district municipalities. All the district municipalities of Eastern Cape will need to increase public investment in agriculture for them to achieve MDG1.

Implications of food value chain support structures for water resource management by smallholder farmers in the Eastern Cape Province

Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. On the other hand, factors such as provision of input subsidy and farmers’ membership of agricultural development projects are significant at 5% level. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Assessing the role of cooperatives in poverty alleviation in the Eastern Cape: a the case of Amathole district municipality

The study Assess the role of Cooperatives in Poverty Alleviation in the Eastern Cape Case Study of Amathole District Municipality how cooperatives are conducted in the Amathole District Municipality and establishes the perceptions of staff and members of the public about the service rendered by the municipality, and developing the mechanisms that can be used to identify cooperatives activities and how to improve the services rendered by the municipality, and if there are any challenges, they must be resolved. The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

Implementation of a rewards based negotiation module for an e commerce platform

Information and Communication Technologies (ICTs) have been widely deployed in developmental programs and this has lead to the creation of a new field – ICT for Development (ICT4D). Within the context of ICT4D, various e-services are being developed, including e-Commerce, e-Government, e-Health and e-Judiciary. ICT4D projects allow Small, Medium and Micro Enterprises (SMMEs) in rural areas to increase sales and gain a market share in the global market. However, many of these ICT4D projects do not succeed, because they fail to bring enough financial value to SMMEs due to the form they currently have. An obvious example is e-Commerce, which should be a source of revenue for business organizations, but most often is not. This thesis presents the design and implementation of a rewarding and negotiation application for a shopping portal to improve the marketing of products for rural entrepreneurs. The shopping portal has been set up for the Dwesa community, a marginalized area in the Eastern Cape province of South Africa. The proposed system, called the Dwesa Rewarding Program (DRP) enables customers buying online to get points for some of the activities carried out on the shopping portal. It also allows customers to negotiate and make offers whilst purchasing and get rewarded for buying online. The novelty of the system is in its flexibility and adaptability. One achievement of this system is the establishment of negotiation rules which allows fairness in rewarding customers. This should in turn lead to increased sales on the e-Commerce platform in marginalized areas and subsequently increased effectiveness of ICT4D for socio-economic development
