The comprehensive rural development programme as a vehicle for enhancing stakeholder participation in rural governance: a case study of Dysselsdorp in the Western Cape Province, South AfricaSiyo-Pepeteka, Thembisa January 2014 (has links)
Magister Philosophiae (Land and Agrarian Studies) - MPhil(LAS) / The thesis seeks to investigate the extent to which the Comprehensive Rural Development Programme (CRDP) has succeeded in creating a platform for rural people, including marginalised groups, to be effectively involved in their development. Dysselsdorp was used as a case study in a qualitative approach in order to get an understanding of the experience, views and perceptions of stakeholders, particularly residents and government officials. Data was collected through qualitative research. In-depth interviews were held with relevant government officials, local leaders and ordinary residents and focus groups were held with residents, including local leaders. The research revealed that the involvement of residents in CRDP was limited to needs identification through information giving while needs prioritisation and decisions on implementation were done by government officials. Further, the research suggests that members of the local elite (those who had political connections and social status) captured most of the benefits (i.e. tenders and jobs). Therefore, CRDP in Dysselsdorp had failed to ensure that residents, especially the marginalised, participate fully in their own development. Instead, the status quo remains, where government officials and the elites as representatives of the people make decisions. This corresponds with mere tokenism, as illustrated in Arnstein’s Ladder of Participation Model. A number of factors contributed to the failure to ensure genuine stakeholder participation, including unrealistic expectations of job creation, the assumption of ‘collectivism’, political dynamics in the area and poor institutional design.

Analyzing the impact of the financial systems for constructing wetlands in SwedenSpeks, Amanda January 2021 (has links)
Financial support is one of the main ways in which the Swedish government can encourage restoration and construction of wetlands. Despite having the tool of financial support for constructing wetlands in place, there is little information on how the support systems are structured and how they compare to each other. Another knowledge gap is the regional variation in wetland construction among counties and how this differs between them. The purpose of this study is therefore two-part. Firstly, to map and compare the three main financial systems for constructing wetlands in Sweden, namely LOVA (the Local Water Preservation Grant), LONA (the Local Initiative for Nature Conservation) and the RDP (the Rural Development Programme). Results from the national comparison among financial systems shows that the RDP is the significantly most influential grant in wetland construction, whereas LOVA make up 9% and LONA 1% of the sum of hectares of constructed wetlands. These findings are the reason why this study only uses the RDP as a basis for the second purpose of this study, which is to investigate the regional variation in wetland construction. These results reveal two main findings, firstly that Skåne is the county with the most constructed wetlands, both in terms of hectares and number of wetlands. Finally, the purposes of the constructed wetlands which are financed by the RDP, are reviewed in this study. The purposes differ greatly between counties and do not necessarily align with the targets set in the Regional Action Plans. The reasons for the large variations between counties, the low numbers of constructed wetlands within LONA and the administrative process of the RDP are topics which are recommended to research further.

Thesis (M.Dev.) --University of Limpopo, 2013 / The study was conducted to examine the impact of the implementation of the comprehensive rural development programme, President Zuma referred to it as the integrated rural develooment in is presidential inaugural speech in 2009. The researcher went to Muyexe village to conduct the research as well as to observe what took place. The researcher interviewed community members as well as community leadership who indicated how the community has been transformed to what it was, which they described a squalor living condition to what it is today, a community that meets the most basic needs required for sustainable livelihood. The people of Muyexe owe their changed fortunes to the government’s Comprehensive Rural Development Programme developed and coordinated by the Department of Rural Development and Land Reform. Sector departments and other development agencies were mobilised to work together towards a common goal to improve the lives of rural people. The intervention brought numerous changes to the community of Muyexe village. The lives of the community has been improved, through the intervention the community now have access to health care, early child hood development centre, community multi community centre, and so forth. The community spoke fondly of the reduction in crime and the killings of their cattle by wild animals; the reduction is caused by the establishment of the police station and the fencing around of the village. Despite what had been achieved by the intervention, Government should regard what happened as an initial intervention to focus on meeting people’s basic needs, especially food security. The next step should be the entrepreneurial stage and large scale infrastructure development.

It is a truth, universally acknowledged, that a rural area in possesion of few active happenings must be in want of development. Or, at the very least, it is a widespread understanding that rural areas in Europe are often in need of rural development following decades of urbanisation and financial strain. The European Union has as a result launched the Rural Development Programme, a structured programme which is partly financed by the Eu but launched on a national level. In Sweden, the most recent Rural Development Programme started in 2014 and will end in 2022. Now, when this current programme period is nearing its end, there is a great chance of evaluating for the next programme period. There has also never been an in-depth evalution of the Swedish Rural Development Programme on a local Swedish level. Thus, the aim of this thesis was to study rural development by carrying out a case study in the municipality of Ljungby and studying how the Swedish Rural Development Programme has impacted the rural development in the rural areas of Ljungby municipality. Interviews and document studies were executed to collect data for the analysis, and through content analysis several themes arose. The importance of establishing service nodes, the tedious task of administering and how this affects the effectiveness in national agenices, as well as the lack of communication between actors who really ought to be collaborating are all part of the resulting themes.

Tyrimo objektas – agrarinė aplinkosauga rezultatyvumo požiūriu.
Tyrimo tikslas – įvertinti priemonės „Agrarinės aplinkosaugos išmokos“ programų įgyvendinimo rezultatyvumą.
Tyrimo uždaviniai:
1) identifikuoti agrarinės aplinkosaugos būtinumo priežastis ir vietą ES Bendrojoje žemės ūkio politikoje;
2) išnagrinėti ir susisteminti mokslinius tyrimus apie agrarinės aplinkosaugos priemonių rezultatyvumo vertinimą;
3) išnagrinėti priemonės „Agrarinės aplinkosaugos išmokos“ įgyvendinimo mastą ir dinamiką Lietuvoje;
4) įvertinti agrarinės aplinkosaugos rezultatyvumą Lietuvoje.
Tyrimo metodai: Teorinėje darbo dalyje naudojama Lietuvos bei užsienio autorių mokslinės literatūros lyginamoji, sisteminė ir loginė analizė bei sintezė, apibendrinimas, grafinis vaizdavimas. Analitinėje dalyje, vertinant agrarinės aplinkosaugos įgyvendinimo mastą, dinamiką bei rezultatyvumą Lietuvoje, naudoti statistinės informacijos rinkimo, sisteminimo ir apdorojimo (duomenų analizė, grupavimas, grafinis vaizdavimas bei apibendrinimas) metodai.
Tyrimo rezultatai:
• Pirmojoje darbo dalyje išnagrinėta agrarinės aplinkosaugos samprata, būtinumas, agrarinės aplinkosaugos politikos raida ir jos rezultatyvumo vertinimo tyrimai.
• Antrojoje darbo dalyje išnagrinėti priemonės „Agrarinės aplinkosaugos išmokos“ programų įgyvendinimo mastas ir dinamika Lietuvoje.
