Estratégias de aproximação: um outro olhar sobre a educação anarquista em São Paulo na primeira república / strategies of approach: a new point of view on anarchist education in São Paulo during the first republic (1889-1930).

Este estudo apresenta uma síntese das principais posições existentes na bibliografia sobre os libertários em São Paulo, partindo da hipótese de que as iniciativas educacionais escolares foram as principais manifestações dos grupos sob influência do ideário anarquista. Elaborou-se também um quadro explicativo referente à difusão do ideário libertário na América Latina entre 1870 e 1920 e buscou-se contextualizar o \"caso paulista\" num panorama mais amplo. São Paulo foi considerado como um espaço de profundas transformações econômicas, sociais e culturais, que moldaram um cenário em que se processou a trama das relações entre diferentes atores sociais, sob influência marcante do ideário libertário. Efetuou-se uma análise acurada das duas primeiras fases de publicação do jornal anticlerical A Lanterna, procurando perceber sinais e indícios das transformações ocorridas nas concepções de seu grupo editor e que refletiam tanto a difusão do ideário libertário quanto as transformações que se processavam em São Paulo. Simultaneamente, buscou-se mapear as principais ações dos grupos anarquistas em São Paulo, e suas aproximações e alianças com outros atores sociais, e que culminaram na criação de iniciativas educacionais escolares. Apresentam-se reflexões sobre a temática anarquista a partir de um outro olhar, que situa a atuação dos grupos libertários, com ênfase na propaganda, considerada como a principal prática dos grupos, na perspectiva das sociedades de ideias. A conclusão apresenta-se mais como um capítulo em que se procura discutir os fatos ocorridos nos anos finais da década de 1910. / This study presents a summary of main existing positions in literature about the anarchists in São Paulo, based on the hypothesis that the school educational initiatives were the most important expression of groups affected by anarchist ideas. We formulate an explanatory framework related to the dissemination of anarchist ideals in Latin America between 1870 and 1920 and try to include the paulista case into a large landscape. São Paulo was considered as an area of profound economic, social and cultural changes, setting a scenario where the plot of relations among different social actors was processed, under strong influence of anarchist ideas. We make a careful analysis of the first two stages of A Lanterna, an anticlerical newspaper, looking for signs of transformation occurred on its publishing group, that shows either the dissemination of anarchism ideal or the changes that took place in São Paulo. Simultaneously, we try to map the main actions of these anarchist groups in São Paulo and their approach with other social layers, culminating on school educational initiatives. We also present reflections about anarchist themes from another point of view, based on the acting of anarchists groups, focused on advertising, the leading practice of these groups on the society of ideas perspective. The conclusion is a new chapter, where we discuss the facts occurred in the final years of the 1910s.

Este trabalho apresenta um catálogo da produção coreográfica do Balé da Cidade de São Paulo, de 1968 até 2007, indicando quais fontes documentais podem ser encontradas no arquivo da companhia. Baseado na abordagem funcional para a classificação dos documentos, o catálogo, ainda que não exaustivo, oferece uma visão da instituição como um todo e indica quais atividades foram, ou não, documentadas no processo de encenação de espetáculos. Além de constituir um instrumento para a pesquisa, este trabalho oferece uma proposta de como preservar a memória coreográfica. / The archives of the Balé da Cidade de São Paulo offer a panoramic vision of its institutional life, since 1968 till 2007. In spite of the lacks we observe in several series of records, it is possible to describe them and elaborate a finding aid where the essential characteristics of the whole are indicated, under a functional approach. Besides its role as a guide to researchers, this work also intends to offer an example of how to preserve our choreographic memory.

Les enjeux politiques de la gouvernance environnementale : le cas de la gestion des eaux de surface à São Paulo

Dans un contexte où les changements climatiques se manifestent sous forme de phénomènes climatiques extrêmes tels que des sècheresses prolongées et des précipitations abondantes soudaines, la question de la texture des sols urbains et de la protection des sources d’eau fait l’objet de nouvelles préoccupations en matière de planification urbaine. Alors que la régulation et la filtration de l’eau de ruissèlement sont restreintes par l’imperméabilité des surfaces urbaines, plusieurs métropoles, dont São Paulo, peuvent se retrouver en situation de crises dues à l’indisponibilité de l’eau potable, aux inondations subites ou à la création d’îlots de chaleur. L’efficacité de la gouvernance environnementale appliquée à la gestion des eaux en milieu métropolitain devient donc primordiale. Par une étude de cas de la métropole de São Paulo, la présente recherche tente d’élucider les facteurs rendant possible l’atteinte d’un modèle de gouvernance environnementale métropolitain qui permettrait de maintenir les fonctions écosystémiques des bassins versants et de construire la résilience à la variabilité climatique. La stratégie d’enquête, basée sur l’analyse de documents scientifiques et gouvernementaux, l’observation participante et la tenue d’entretiens semi-dirigés, permit de soulever plusieurs obstacles à l'application des politiques publiques de protection des espaces verts et des sources d’eau. La carence de maîtrise de l’usage des sols, la priorisation des intérêts économiques, la sectorisation des instances gouvernementales et la faible intégration de la société civile au processus de prise de décision surgissent comme d’importants freins à la construction d’une gouvernance environnementale à São Paulo. La considération des savoirs scientifiques et locaux et la gestion du risque lié à la variabilité climatique sont marginalisées par la sphère politique. Ainsi, la présence d’une vaste législation environnementale, telle qu’en vigueur dans la métropole de São Paulo, ne signifie pas forcément une application des projets et des règlements sans faille. / In a context where climate changes are manifested by extreme climatic events such as prolonged droughts and sudden abundant rainfall, the issue of urban soil texture and water protection is a new concern in urban planning. While the regulation and filtration of runoff water is restricted by the impermeability of urban surfaces, several cities, including São Paulo, may end up in crisis due to the unavailability of drinking water, floods or creation of heat islands. The effectiveness of environmental governance applied to water management in metropolitan areas therefore becomes paramount importance. Through a case study of the metropolis of São Paulo, this research attempts to elucidate the factors that make it possible to achieve a metropolitan environmental governance that would maintain watersheds ecosystem functions and build resilience to climate variability. The research strategy, based on the analysis of scientific and governmental documents, participant observation and semistructured interviews, shows several obstacles to the application of public policies for the protection of green spaces and water sources. The lack of control over land use, the prioritization of economic interests, the governmental sectoralization and the weak integration of civil society into the decision-making process appear as major obstacles to the construction of environmental governance in São Paulo. Scientific and local knowledges and climate risk management are marginalized by the political sphere. Thus, the presence of a vast environmental legislation, as in place in the metropolis of São Paulo, does not necessarily mean an unfailing application of projects and regulations.

Este trabalho refere-se aos saques e quebra-quebras deflagrados na capital paulista nos dias 4, 5 e 6 de abril de 1983. A partir do exame de reportagens, notícias, artigos, editoriais, cartas de leitores, propagandas e comunicados pagos veiculados nos jornais O Estado de S.Paulo e Folha de S.Paulo, entre 5 e 10 de abril, procurou-se identificar e analisar as representações desses acontecimentos nas diferentes esferas do poder e da sociedade. Para tanto, considerou-se os protestos populares no contexto social, político e econômico em que estavam inseridos movimentos sociais organizados nas periferias de São Paulo ao longo da década de 1970, o processo de abertura política e a crise recessiva. Buscouse ainda compreender o significado das ações diretas como formas de luta reivindicatória e a potencialidade reveladora e transformadora das rebeldias sociais. / This paper is about the popular protest that took place, in the capital of São Paulo, on April 4th, 5th and 6th, 1983. From the investigation of news, news articles, editorials, letters from readers, publicities and paid announcements from the newspapers O Estado de S. Paulo and Folha de S. Paulo between April 5th and April 10th , this study identifies and analyzes the representations of these events on the strata of society and power. Furthermore, it was taken into consideration the popular manifestations in the social, political and economical context in which they belonged organized social movement in the outskirts of São Paulo city during the 1970s decade, the gradual democratization process and the economical crisis. Besides that, this study tried to understand the meaning of direct actions as a way of fighting for peoples rights as well as the potential power of change and disclosure of the social rebellions.

Desta maneira, o trabalho retoma a história e os principais acontecimentos que marcaram o funcionamento do sistema prisional no Estado e as políticas públicas diretamente relacionadas a sua administração. Neste ponto, foi dado destaque às crescentes instabilidades no sistema prisional (caracterizadas pelo teor das rebeliões e da ação de grupos organizados no interior das prisões) e no modo pelo qual essas pressões impulsionaram políticas públicas que priorizaram a expansão de vagas no sistema. Para qualificar essa investigação, também realizamos uma retomada do debate mais amplo que envolve as tendências da prisão na época contemporânea e sobre as interpretações acerca do revigoramento das medidas penais ocorrida na maioria dos países ocidentais, especialmente nos Estados Unidos. Neste sentido, a pesquisa buscou entender de que forma a noção de encarceramento massivo poderia consistir num referencial conceitual útil para a compreensão da expansão prisional no Estado de São Paulo. No interior desta abordagem mais ampla, nossa preocupação foi identificar algumas dinâmicas contidas na expansão prisional e de que maneira essa política gera efeitos e conseqüências sociais novas que precisam ser mais bem conhecidas. Ao final, a pesquisa aponta que estas políticas públicas que dão suporte à expansão prisional devem ser avaliadas pelos seus efeitos e custos sociais e não por elementos políticos e ideológicos / This research discusses the rapid growth of the prison system occurred in São Paulo in the last three decades, trying to understand what were the social and political dynamics that support the construction of prisons and how decisions that handled this expansion can be seen as a public policy issue. Thus, the work picks up the history and the main events that marked the functioning of the state prison system and policies directly related to its administration. At this point, emphasis has been given to the growing instability in the prison system (characterized by the content of the rebellions and the action of organized groups within the inmates) and how these pressures have driven public policies that prioritized the expansion of units in the system. In this sense, we bring back the broader discussion involving the incarceration trends in the contemporary days, and about the interpretations of the strengthening of the criminal measures occurred in most western countries, especially in the United States. In this sense, the research aim to understand how the notion of mass incarceration could be a useful conceptual framework for understanding the expanding prison in São Paulo. Within this broader approach, our concern was to identify some of the dynamics contained in expanding prison and how this policy generates new effects and social consequences that need to be better known. In the end, the research shows that these public policies that support prison expansion should be evaluated by the effects and social costs they produce and not by political and ideological elements

The outbreak of the first psychotic episode disarrays the person's everyday experience and of significant others. This work takes the notion of experience as the key mediating variable to understand how the cultural and social frame affects the experience of psychosis. Culture contributes to the articulation of the experience of psychosis through its influence on individual, family, and community reactions. I focused on the first psychotic experience of low-income youth living in Sao Paulo, Brazil because one can see more clearly the role played by the cultural and social dimensions, since the process of experiencing psychosis is not yet totally settled. / I emphasized the basic strategies created by psychotic patients and their families to reorganize their experience of themselves and of the world, and the dynamics and underpinning of these strategies in relation to cultural signifiers. I particularly explored how psychotic patients and their families appropriate, borrow and transform cultural signifiers, and more specifically religious signifiers, in their attempt to cope with psychosis. Religious signifiers are pervasive and diverse in Brazilian culture; furthermore different people may or may not resort to or be affected by religious idioms and signifiers in a similar way. A wide range of variation in the use of religious idioms and signifiers can be expected among patients, at different moments of their life history, and when the experiences of patients and significant others are compared. Religion can have a positive impact over the experience of psychosis, a negative, or even a neutral impact depending on the person and circumstances. / My work also demonstrates that psychotic patients are subjected to a double-process of marginality due to their poor living conditions and to urban violence; and to the fact that their marginality is further accentuated by the psychotic episode. People's reactions also vary and change in relation to the kinds of behaviours manifested by psychotic patients, in addition to the social role of each family member and the family dynamics at play. More generally, people's reactions work in a kind of "feed-back loop," since family reactions modify the subjective world and reactions of patients, while patients' reactions modify family attitudes and behaviours.
