The nature of economic integration and co-operation within the South African region and a survey of economic benefits to member states

The transformation of SADCC into the Southern African Development Community (SADC) has paved the way towards closer regional economic integration in southern Africa. The regional grouping no longer only focuses on sectoral cooperation, but is steadily moving towards increased cooperation in trade development and promotion, industrial development and the diversification of national economies, with the aim of increasing regional economic integration. A free trade area ranks second lowest in the steps towards the highest levels of economic integration. Thus, the signing of the SADC Trade Protocol, which serves to pave way for a SADC Free Trade Area, has initiated steps to facilitate and promote the formal economic integration of all countries in the southern African region. It has been noted that at various periods, the region has adopted a variety of approaches to integration. As such, the present study reviews the different approaches to integration, namely the market integration model, the neo-functional integration model, the development integration model and the theory of common markets. Since the essential question with which this thesis is concerned is whether, and to what extent, the benefits expected from SADC and SACU in terms of their aims and objectives have accrued to member states, an insight into the expected benefits arising from the application of each theoretical framework can help to facilitate an evaluation of the benefits which the countries have enjoyed from these two regional groupings. The thesis highlights that throughout the ten years during which the original SADCC was in place, it based its approach to regional integration on the neo-functional and development integration models, although the former tended to be more dominant. With the regional grouping transforming into SADC, the market integration model was adopted, even though the grouping still had features of the aforementioned approaches. The relevance of the three approaches can be seen in: (i) the continued importance of SADC's sectoral projects, particularly in the field of transport and communication: (ii) continued attempts to put in place a suitable regional) industrial development strategy and implement policies to attract foreign investment; and (iii) the signing of the SADCC Trade Protocol to facilitate the implementation of a free trade area. The thesis argues that member states have enjoyed considerable economic benefits from the SADC sectoral projects. However, in some cases, members have lost out on potential benefits as a result of projects failing to be implemented or completed, mainly due to inadequate funding. Further, delays and inefficiencies at some border posts constitute significant non-tariff barriers which could be a hindrance to intra-regional trade. Progress towards diversification of exports has been limited as the region still relies mostly on the export of the traditional agricultural and mineral raw materials. While all countries have made efforts to diversify their industrial bases, attempts at implementing a meaningful regional industrial development strategy have met with limited success. Intra-regional trade has been increasing over the years. Since the SADC Trade Protocol only came into effect in September 2000, the increased levels of trade integration in the region appear to have been a result of the bilateral trade agreements between countries, and the customs union between South Africa and Botswana, Lesotho, Namibia and Swaziland (BLNS), as well as the structural adjustment programmes and the significant growth experienced in some countries. Outstanding intra-regional trade volumes have been experienced within SACU. In trade terms, benefits have varied between member states, with the more powerful countries like South Africa, Zimbabwe and Mauritius experiencing substantial trade surpluses vis-a.-vis their trade, partners. Countries with bilateral preferential trade agreements have also benefited more due to increased access into each other's markets compared to those without or with bilateral trade agreements of an MFN nature. However, it is important to note that, despite the increase in trade integration in the region, southern Africa is still heavily dependent on the rest of the world for its export markets and as its source of imports. The study finds that intra-industry trade (IIT) exists within the region and, in a number of sectors, high IIT indices are recorded;--although some such sectors do not display significant trade - voIumes. The opening of the region through the implementation of the SADC FTA could promote the expansion of IIT .as-the free trade area )'Till create an enlarged regional market. As such, SADC could benefit from dynamic effects such as scale economies in production and marketing, with member states working on having complementary production structures so as to facilitate specialisation. The thesis argues that the potential for intra-regional trade expansion in the SADC FT A also exists bearing in mind trade complementarity between countries as well as revealed comparative advantages in different sectors. One of the benefits which have accrued to the region as a result of facilitating and promoting greater cooperation and deepening the integration process has been an expansion in cross border investment. The study finds that the 1990s witnessed a gradual increase in cross border investment to take advantage of investment opportunities in member states. South Africa has become the primary source of foreign direct investment flows to a number of SADC countries, with mergers and acquisitions being the dominant mode of its foreign direct investment. Cross border investment helps in supplementing low domestic savings, thus providing substantial parts of the shortfall in capital needed to finance economic growth and development. It can thus promote development in the industrial sector, transfer of capital, skills and technology, and development of infrastructure. Many SADC countries are unable to compete effectively due to lack of export supply capacity. The thesis suggests that capitalising on investment by South African firms could enhance local supply capabilities and raise export competitiveness. The study concludes that for market integration to succeed in the SADC region, the neofunctional and development integration approaches need to be actively pursued simultaneously, particularly with respect to infrastructural and industrial development.

The influence of overwash and breaching events on the spatial and temporal patterns in ichthyofauna community composition in a temporarily open/closed southern African estuary

This study assessed the importance of overwash and breaching events on the ichthyofaunal community structure in the medium-sized temporarily open/closed Mpekweni Estuary located on the southeast coastline of southern Africa. The fish in the littoral zone of the estuary were sampled using a 5m seine net while the channel region was sampled using two nets, a smaller meshed 30m seine net to target the estuarine spawning species and the juvenile estuarine-dependant marine spawners, and a larger meshed 50m seine net to target the larger marine and freshwater spawning species. Intensive monthly sampling over two years provided data on selected physico-chemical and biological parameters. During the two year sampling period from November 2005 to October 2007 the estuary breached in late July 2006 and remained open till the sandbar re-formed across the mouth in late December 2006. Thus, sampling encompassed three open/closed phases 1) initial closed period, 2) open period and 3) re-closed period after the berm was re-formed. The open period was divided into two phases 1) the out-flow phase and 2) the tidal phase. A total of 36 fish species representing 19 families were sampled using the various seine nets employed during the investigation. In the littoral zone, the estuarine spawners (Estuarine Utilisation Category, [EUC] I), mainly the Gobiidae, Glossogobius callidus, dominated the samples numerically and by biomass. The smaller estuarine spawning species sampled in the channel were numerically dominated by Gilchristella aestuaria in conjunction with two other EUC I species, Atherina breviceps and G. callidus. The estuarine-dependant marine spawners (EUC II), however, dominated the ichthyofaunal biomass of the channel. The abundance and biomass of the larger species targeted were dominated by estuarine-dependant marine spawning species (EUC II), principally Rhabdosargus holubi. During the closed periods of the estuary, total fish abundance and biomass displayed weak seasonal patterns. The breaching event and subsequent open period was associated with a decrease in the total abundances of fish in the littoral zone and channel of the estuary, reflecting the out-flow of estuarine biomass-rich water into the marine environment. The breaching event coincided with a shift in the community composition of the ichthyofauna, reflecting the recruitment of marine spawning species into the estuary. Numerical analysis identified two distinct spatial fish communities within the estuary, a community associated with the mouth region and one comprising the rest of the estuary. The absence of any further spatial patterns in the ichthyofaunal community structure within the Mpekweni Estuary appear to be ascribed to the virtual absence of horizontal patterns in physico-chemical and biological parameters recorded in the system. Cohort analyses were employed to determine possible recruitment events for selected estuarine and marine spawning species. The estuarine spawning species displayed continuous recruitment patterns throughout the study, which appeared to be unaffected by the breaching event. Conversely, the larger marine spawning species displayed multiple cohorts, indicating non-continuous recruitment. Subsequent retrospective analysis of cohorts for the different species identified summer recruitment peaks that coincided with the breaching event and open period. Minor recruitment of marine spawning species also occurred during overwash events. The recruitment of ichthyofauna into the estuary was quantified during three distinct hydrological events: overwash, out-flow phase immediately after breaching and tidal phase during the period when the mouth was open. Estimates of fish recruitment were highest during the outflow phase immediately after the estuary breached and declined as the estuary became tidally inundated with marine water. Although not as high as the outflow and tidal phases, recruitment was evident during overwash events. Results of the current study highlight the importance of both breaching and overwashing events in structuring the ichthyofaunal community composition in a medium-sized southern African temporarily open/closed estuary. These results are broadly in agreement with similar studies conducted both locally and in other regions of the world.

A Competency Model for Church Revitalization in Southern Baptist Convention Churches: A Mixed Methods Study

The need for revitalization in the modern American church is well documented. In the Southern Baptist Convention alone, 1,000 churches close their doors every year. Despite an increase in the overall number of churches in the SBC due to church planting, attendance and membership numbers continue to fall. The number of total baptisms is declining at an even greater pace than attendance and membership. These numbers suggest that church revitalization situations are not the exception in the United States; rather, they are the norm. This reality has led to a steady increase in church revitalization writing since the term was first used in a ministry context in 1976. However, much of the literature remains anecdotal and based on case studies. Furthermore, most revitalization literature is focused on methodologies or factors that lead to church revitalization. These studies consistently show that pastoral leadership is one of, if not the most important factor that leads to church revitalization. While some studies have looked at personality characteristics or leadership styles of church revitalizers, no study to date has generated a complete competency model for church revitalization. The purpose of this study was to create a competency model for church revitalization based on the knowledge, skills, and characteristics found in successful practitioners. This study used an exploratory sequential mixed method design consisting of both a set of qualitative interviews with successful church revitalizers as well as an empirical analysis of a Delphi panel of revitalization experts. The interview portion of the study found organizational awareness, team leadership, initiative, missional focus, gospel orientation, and a willingness to confront and exercise church discipline as frequent competencies demonstrated in critical incidents of church revitalization. The Delphic portion of the study yielded 129 distinct competencies that were rated for importance by a panel of experts.

El Niño Southern Oscillation (ENSO) and atmospheric transport over Southern Africa

(Environmental Management) / This research investigates associations between El Niño Southern Oscillation (ENSO) phases and the occurrence of an unusual atmospheric transport patterns over southern Africa, observed during the SAFARI 2000 field campaign. This transport pattern manifested itself as a smoke and hazeladen flow, originating from the sub-equatorial tropical regions over northern Angola and western Zambia, and traversing the subcontinent with exit off the south-east coast over southern Mozambique and northern KwaZulu-Natal into the Indian Ocean. This pattern has been dubbed The River of Smoke. This pattern is distinctly different from the continental re-circulation pattern associated with continental high-pressure systems over the subtropical sub-region, which is the prevalent system according to current literature. The period during which the SAFARI 2000 campaign was conducted happened to be at the height of the strong 1999/2000 La Niña episode, associated with excessively wet conditions over the sub-continent. In contrast, during an earlier field campaign, SAFARI’92, the continental re-circulation transport mode, termed the gyre, was observed to prevail over the subtropical sub-region. SAFARI’92 coincided with the 1991/1992 El Niño episode that resulted in drought conditions over much of southern Africa. These observations triggered the current investigation of the causal associations and frequencies of the River of Smoke flow with phases of the ENSO. This study has employed conventional and modeled methods of meteorological analysis to investigate the influence of ENSO on atmospheric transport and synoptic coupling mechanisms, Hybrid Single Particle Lagrangian Integrated Trajectory (HYSPLIT) forward trajectory computations supported by an enhanced method of cluster analysis were used to determine and characterize the mean atmospheric transport modes over the subcontinent. Trajectories were calculated originating at two source points, representative of the tropical and subtropical subregions respectively (Mongu, Zambia; and Tshane, Botswana). Three study years were selected, corresponding to three distinct phases of ENSO: an El Niño episode during 1991/1992, a neutral ENSO episode during 1996/1997, and a La Niña episode during 1999/2000. The National Center for Environmental Prediction (NCEP)/ National Center for Atmospheric Research (NCAR) Reanalysis model is employed to reproduce mean composite synoptic circulation fields over southern Africa during the three periods. Findings show that for airflows originating over tropical southern Africa, the Indian Ocean fast exit pathway is unique to the neutral ENSO phase, while the continental re-circulation transport mode exhibits zero occurrences during the neutral phase. A continental re-circulation transport mode in the lower troposphere was observed during the El Niño and La Niña extremes, but with low annual frequencies (less than 30%). The direct Atlantic Ocean, the north-west and the Indian Ocean slow exit pathways are common to all three ENSO phases. For airflows originating over the subtropical sub-region, the continental re-circulation transport mode has the highest vi frequencies during all three ENSO phases, more especially during the El Niño episode, with more than 50% annual frequency, as observed during SAFARI’92. The north-west, Indian Ocean slow and Indian Ocean fast pathways are observed during all the three ENSO phases, with lower overall frequencies. The anticyclonic circulation flows are driven by the strengthened high-pressure systems over southern Africa: the semi-permanent subtropical high-pressure systems over the adjacent oceans (Atlantic Ocean High and Indian Ocean High) and the transient cut-off continental high-pressure systems. Airflows exiting toward the Indian Ocean have been described previously. In this work, a novel distinction is made between the Indian Ocean fast and the Indian Ocean slow exit pathways. The Indian Ocean slow corresponds to the conventional off-coast flow, such as observed during SAFARI’92. The Indian Ocean fast exit pathway is a newly described transport mode, which results from strong coupling between the subtropical circulation systems and the mid-latitude westerly flows. This strong-coupling induced transport mechanism provides favourable conditions for transport of mass fluxes, such as fire emissions originating from the tropical sub-region, towards the Indian Ocean. The Indian Ocean fast exit transport mode is characterized by higher speeds while exiting off the south-east coast, and extends further into the temperate latitudes towards Australia. When coupled with tropical sub-region, this flow mode is responsible for the occurrence of the River of Smoke phenomenon identified during SAFARI 2000. This Indian Ocean fast transport mode is intermittent in nature, and couples to the tropical sub-region only during the neutral ENSO episode, during which it exhibits low monthly frequencies, mainly during the dry season July through October. The intermittent nature, dependent on ENSO phases, and the associated low frequencies, may explain why it was observed in SAFARI 2000, but escaped observation and comment during previous studies, such as SAFARI’92.

A taxonomic study of the genus Phymaspermum (Anthemideae, Asteraceae)

M.Sc. (Botany) / The subtribe Phymasperminae forms one of the six earliest diverging lineages within the tribe Anthemideae (Asteraceae/ Compositae). It comprises three genera, Eumorphia DC. (6 spp.), Gymnopentzia Benth. (1 sp.) and Phymaspermum Less. (ca. 19 spp.), all endemic to southern Africa. Generic and species delimitations and relationships within the subtribe are, however, uncertain. Anatomical, morphological and molecular characters are therefore explored in an attempt to resolve taxonomic delimitations and relationships within the subtribe. Two fruit characters, namely the presence of a papillose surface and more than 10 ribs are confirmed as synapomorphies for the subtribe. Phymaspermum is the largest and most complex genus within the subtribe and has been identified as one of the priority groups for taxonomic revision in South Africa. It is distinguished from the other two genera within Phymasperminae by the unique stalked myxogenic trichomes on the fruit surfaces. This character is shown to be a synapomorphy for Phymaspermum although subsequently lost in two species where it is replaced by resin canals in the fruit ribs. The species can be distinguished by a combination of habit, leaf, involucral and fruit characters. A taxonomic revision of Phymaspermum is presented, including comprehensive descriptions, a key to the species, nomenclature, typification, diagnostic characters with illustrations and maps with accurate geographical distribution data. Four new species are described, namely P. aphyllum, P. comptonii, P. oppositifolium and P. trifidum. Five previously recognised species, namely P. bolusii, P. montanum, P. equisetiodes, P. pubescens and P. villosum have been reduced to synonomy.

A review of Southern African kimberlites and exploration techniques

The dissertation reviews the present knowledge regarding diamonds, from its formation in the lithospheric upper mantle at depths between 150 and 300 km, to its final valuation in terms of US$/carat by diamantaires in London, Antwerp, Tel Aviv and New York. The dissertation is divided into two complimentary sections. Section one focuses on the formation, emplacement, occurrence and characteristics of kimberlites and, when present, their associated trace amounts of diamonds. The section follows a logical sequence from the regional tectonic-, local structrual- and geodynamic controls on kimberlite formation and emplacement to the characteristics of individual kimberlite morphology, mineralogy, petrography and geochemistry. Finally, the environment or diamond formation, resorption and the characteristics that have led to the marketability of diamonds are discussed. Section two reviews the current exploration techniques used in locating diamondiferous kimberliies and the subsequent economic evaluation of these kimberlites. A brief history of known Southern African kimberlite occurrences, grades, tonnages, tectonic settings, ages and regional structural controls is given. The prospective countries mentioned are Angola, Botswana, Lesotho, South Africa, Swaziland, Tanzania and Zimbabwe. Exploration techniques considered are ; the application of a landscape analysis and investigation of the surface processes active in a given area, indicator mineral sampling (with reference to their mineralogy and exploration significance), remote sensing techniques (subdivided into satellite imagery and aerial photography), geophysical techniques (including the magnetic-, gravity-, electrical-, radiometric- and seismic methods as well as heat flow models), geochemical techniques, petrographic- and electron beam techniques as well as geobotanical- and geobiological techniques. Finally, a brief summary of current evaluation techniques employed on diamondiferous kimberlite deposits is presented. The review covers kimberlite sampling methods, sample processing, diamond grade distributions (with reference to the experimental variogram model, statistical methods used in grade distribution calculations as well as block definition and local grade estimation). Age, growth, reproduction and sexual dimorphism of the striped dolphin, Stenella coeruleoalba, off the south-east coast of southern Africa

The striped dolphin, Stenella coeruleoalba, is an oceanic dolphin found worldwide in tropical to warm temperate waters. Globally populations are threatened through direct fishing, bycatch and pollution. Little is known about the life history of this species in South African waters and it is currently listed as ‘Data Deficient’ by the International Union for Conservation of Nature (IUCN). Critical to the conservation and management of this species is an understanding of basic life history parameters. For the present study, metadata and tissues from 101 stranded S. coeruleoalba along the south-east coast of southern Africa between 1969 and 2012 were analyzed to examine age and growth, male and female reproduction and sexual dimorphism. Age and growth were determined by counting the number of growth layer groups (GLG’s) present in their teeth. A von Bertalanffy growth curve gave the best fit to the data and indicated that physical maturity was reached around 21 years in males and 18 years in females. Additionally, asymptotic lengths were reached at 231cm and 224cm in males and females, respectively. The maximum ages obtained were 21 years for males and 20 years for females. Length at birth was estimated to be between 116cm and 119cm for males and between 112cm and 114cm for females. The reproductive status of the adult dolphins was assessed by histological and macroscopic analyses of gonadal tissue. Sexual maturity was attained before physical maturity in both sexes. The males reached sexual maturity between 8 and 12 years of age and between 209 and 224cm in total body length. The maximum combined testis weight comprised about 0.24% of the total body weight and sexual maturity was reached between a combined testis weight of 16 and 41g, a mean testis length of 8 and 10cm, and a mean seminiferous tubule diameter of 44 and 70μm. Females attained sexual maturity between 7 and 8 years of age and between 213 and 216 cm in total body length. The ovulation rate was 0.32 per year and the majority of ovulations occurred in the left ovary, with ovulations occurring in the right ovary only in individuals older than 10 years of age. The annual pregnancy rate was calculated to be 26%. Reproductive seasonality could not be established due to the small sample size and the absence of samples throughout the year. However, both conceptions and births appear to occur in both August and December/January. Additionally, testis weight and seminiferous tubule diameters appear to fluctuate throughout the year, which could suggest reproductive seasonality in this species. Sexual size dimorphism in mature adults was evident for a number of external measurements, however, sexual shape dimorphism was not present in this species. Mature males had significantly longer and wider pectoral fins, dorsal fins and flukes than females (p<0.05 in all cases). It was suggested that the larger appendages are required for male on male combat during intraspecific competition for females. Additionally, larger appendages aid in thermoregulation, propulsion and maneuverability. Females had a significantly greater distance between the tip upper jaw and the genital aperture and anus, which was expected due to differences in anatomy between male and female genital openings. Overall, S. coeruleoalba did not exhibit distinct sexual dimorphism and together with the relatively small testes in relation to the total body weight (0.24%) it was proposed that this species demonstrates a less extreme form of polygyny. Additionaly, the results of this study are important to the understanding of the basic biology of the species.
