Decentralisation and Recentralisation in Anglophone Southern Africa: Factors driving the EBB and flow of power

Philosophiae Doctor - PhD / Literature on multilevel government is replete with the virtues of decentralisation as a governing model. As a result, the discourse of decentralisation has found its way into the constitutions, legislation and policy documents of most African states, including those that are ostensibly centralised. However, the enthusiasm for the juridical form of decentralisation is not reflected when it comes to the actual distribution of state power. In practice, the distribution of power ebbs and flows as states hover between decentralisation and centralisation. In other words, regardless of juridical commitments, states hardly ever promote decentralisation consistently, but move between cycles of decentralisation and recentralisation. Thus, once reforms that promote decentralisation have been adopted, they are shortly followed by a wave of recentralisation, which lasts until it in turn, is replaced by a further push for decentralisation. Consequently, the cycles are repeated. The central quest of this study is to explain the factors driving this cyclical pattern. It raises the following questions: Why are states seldom consistent with respect to decentralisation? What drives decentralisation? What drives recentralisation? What does this mean for the future of decentralisation? A comparative study of five Anglophone countries in Southern Africa was conducted with a view to analyse the waves of decentralisation and recentralisation both within and across countries over long periods of time. The countries were chosen in terms of their similar historical background and regional concentration. They are the countries of Botswana, Malawi, Namibia, South Africa and Zimbabwe. The study traced the process of decentralisation in these countries from the precolonial and colonial period up until 2019, examining historical, legal, constitutional, economic and political documentation and scholarship. In some cases, in-depth interviews with key informants were conducted to supplement evidence collected through desk-top research. The central argument of this study is that ruling elites are rational actors who make calculated moves based on external and internal pressures, threats to their power, and opportunities to increase it. Evidence from the five countries under study indicate that governments always prefer to centralise power and would maintain the status quo until a political or economic crisis arises. Such crises tend to open up spaces in which other actors are able to negotiate for decentralisation. These other actors include opposition political parties, minority ethnic groups and donors. However, because decentralisation is driven by crisis resolution negotiations, it faces challenges at the implementation stage, and this is always accompanied by a fresh wave of recentralisation. In the wake of this vicious cycle, it is concluded that decentralisation can be sustained if measures are put in place to contain the reverse wave of recentralisation and its unravelling effects. The measures include constitutional protection, the strengthening of the rule of law, good governance at local levels, and support from political parties.

Evaluation of the selection and breeding of Friesian horses in Southern Africa

In this study, the selection and breeding of Friesian horses in Southern Africa were evaluated. Literature was reviewed for sUbjective and objective selection criteria in horse breeding with special reference to the Friesian. 852 Pedigree records from Friesian horses registered at the FPSSA and SAFBA, were included for pedigree analyses and 232 horses were measured for eight different linear body measurements. Only 25,7% of the population was found to be inbred. A regression of average inbreeding on year of the whole population, indicated a relatively slow increase in the rate of inbreeding. It is, however, suspected that this could be a conservative estimation, because of the limited pedigree information. The results indicated that the Friesian horse is normally of rectangular (height at withers: body length) shape. A large average difference between wither height and back height was observed. The cannon length measurements were proportional to overall size, no obvious deviations were observed. Pearson correlation estimates between the eight body measurements were mostly in accordance with other studies on horses reported in the literature. A sire model was fitted for the estimation of heritability for wither-, back- and croup height, body length, cannon circumference and cannon length. Estimates ranged from 0.30 for wither height to 0.57 for cannon circumference. The results indicate that South African breeders can apply body measurements in their selection programs for Friesians. Factors Influencing the Successful Regeneration of Aspen in Southern Utah, USA

There has been recent concern regarding the regeneration and recruitment of aspen (Populus tremuloides) in the western United States. Forest management techniques have been employed in order to promote the regeneration and recruitment of aspen. We quantified aspen regeneration treatments in southern Utah, USA to better understand the factors driving aspen recruitment. Driving factors were identified by addressing two major research themes: (1) identify the primary ecological controls on aspen regeneration success; (2) assess the relative importance and influence of these controls on successful regeneration. Our definition of successful aspen regeneration requires the satisfaction of two criteria relating to height and density, respectively: (1) regeneration that has attained heights above the ungulate browsing threshold (e.g. >2m); and (2) regeneration that is occurring at a density that represents desired conditions for future stocking (e.g. ≥10,000 stems ha⁻¹). The primary ecological controls on regeneration success were identified using nonmetric multidimensional scaling, and Random Forests analysis was used to assess the relative importance and influence of regeneration controls. These analyses identified three primary factors that are responsible for regeneration success. These factors were (1) contemporary herbivory pressure, (2) site preparation technique, and (3) advance reproduction. Herbivory is the leading predictor of regeneration success, and has integral impacts on other primary regeneration drivers. We suggest considerations that can be made regarding regeneration drivers in order to enhance the effectiveness of aspen management in the future.

A thesis submitted to the Faculty of Medicine, University of the Witwatersrand, Johannesburg, in fulfilment of the requirements for the degree of Doctor of Philosophy. / The subject of this thesis is mitochondrial DNA (mtDNA) variation in southern African populations. The purpose of this study was twofold. Firstly, mtDNA variations were used to investigate the genetic affinities of Negroid, Khoisan, Caucasoid and "Coloured" populations in an attempt to refine theories on southern African population affinities and prehistory. MtDNA variations were detected using two different methods. The first method makes use of restriction fragment length polymorphisms (RFLPs) detected with the restriction enzymes Hpal, BamUI, Haell, Mspl, Avail and Hindi in 795 unrelated individuals from twenty ethnic groups within the Khoisan, Negroid, Caucasoid and "Coloured" populations from South Africa and Namibia. The combinations of the various restriction enzyme patterns (morphs) for the enzymes Hpal, Bam HI, Hae II, Mspl, Avail and Hindi (in this order), were used to derive the mtDNA type for each individual studied. This resulted in the discovery of 52 distinct mtDNA types: 30 of which had been previously reported, 28 out of 32 resulted from new combinations of enzyme morphs and 4/32 were due to the discovery of new enzyme morphs (MspI-17 in the Ashkenazi Jewish population and AvaII-31, AvaII-32 and AvaII-33 in the South African "Coloured" population). The second method involves sequencing approximately 750 base pairs of mtDNA contained within the two hypervariable segments within the non-coding control region of the mtDNA molecule in 144 individuals, most of whom where investigated for mtDNA RFLP variations. Pairwise comparisons of mtDNA sequences revealed 119 variant sites which gave rise to 129 unique mtDNA types. / WHSLYP2017

Disaffection in Southern Baptist Churches: Perspectives of the Marginalized

The changing relationship of Americans to their churches has been documented but has not been explained. This is a narrative qualitative research inquiry for the purpose of exploring the perspectives of members of Southern Baptist churches who experienced disaffection as a result of marginalization within the church as they practiced their religious faith. Using Social Identity Theory (SIT) and the microaggressions literature, this study described negative interactions and explained the group processes that marginalize church members and motivate their disaffection from the church. The narratives of this study extend the literature on negative interactions in the religious community, describing and examining antecedents and consequences. Two semi-structured interviews with ten participants who were once members of Southern Baptist churches informed this study. Four Southern Baptist churches were represented by the ten participants. Data analysis was aided by NVivo 11. In spite of the inclusive mission of the church, the results of this study clearly place microaggressions, with their accompanying marginalization, within the church. Characteristic of microaggressions, this study found that micro aggressions in the church: a) leave the responsibility of reparation with the target; b) deny the existence of microaggressions within their congregation; and c) breed a sense of rejection as a result of marginalization. This study affirms and extends Pargament's (2002) suggestion that short-term distress may lead to long-term spiritual growth. This study also emphasizes the need to address issues of faith as a dimension of diversity.

Phylogeographic Analyses of Obligate and Facultative Cave Crayfish Species on the Cumberland Plateau of the Southern Appalachians

Cave systems and their unique biota are widely viewed as highly endangered, yet very little is known about basic life history, ecology, distributions, habitat requirements, and evolutionary relationships of subterranean species. The crux of the problem in cave studies is the assumption that traditionally defined morpho-species represent distinct evolutionary lineages. Convergence is exhibited in the morphologies of many animal groups, vertebrate and invertebrate, which leads to confusion in diagnosing species' boundaries, geographic distributions, gene flow routes, and imperilment. This dissertation research includes phylogeographic analyses of freshwater cave-dwelling crayfishes in the Southern Appalachians, a global hotspot of subterranean biodiversity. By examining population structure in light of habitat, geology, geography, and hydrology, we can better provide conservation direction for these groundwater species. Chapter one introduces a method, Nested Clade Phylogeographic Analysis (NCPA), used to investigate hypotheses about historical and current population structures within species. Using a statistically-testable framework, NCPA can elucidate historical speciation patterns and current routes of gene flow using genetic sequence data of thoroughly-sampled species. Using diverse examples, the chapter details the methodology of building haplotype networks, performing the geographic analyses, inferring past and contemporary evolutionary patterns and processes, and delineating species' boundaries. Chapter two examines two competing hypotheses regarding conservation status of cave-dwelling species using a wide-ranging group of obligate subterranean crayfish species on the Cumberland Plateau's western escarpment. Using a population genetic approach, cave crayfish exhibited moderate to high levels of genetic diversity and attained large population sizes over their evolutionary histories. Phylogeographic analyses revealed that this crayfish assemblage originated along the northern end of the Cumberland Plateau and in leading-edge small steps, colonized southward and accumulated diversity along the way. Current species' boundaries do not match traditional morpho-species designations and also do not match current hydrological units. Chapter three explores phylogeography and habitat differences within the facultative cave-dwelling crayfish species Cambarus tenebrosus. This freshwater species is unique in that it inhabits surface and subsurface karst environments, has an unusually large distribution, and exhibits troglomorphism with reduced eyes and elongated limbs. Using sequence data from over 100 sampled localities, mostly along the Cumberland Plateau, C. tenebrosus appears to have inhabited surface and subsurface biomes throughout its evolutionary history. Additionally, this species shows extremely high levels of genetic diversity and NCA revealed significant phylogeographic structure within the species, but there was no significant relationship between habitat and genetic structure. Chapter four examines the obligate cave crayfish assemblage, genus Cambarus, subgenus Aviticambarus, which ranges across the southernmost area of the Southern Appalachians, which is known to contain the highest species diversity of obligate terrestrial animals in the United States. The Aviticambarus assemblage is only currently known from 58 caves in Alabama and Tennessee, and with samples from half of the known sites, this study uncovered additional lineages previously obscured by convergent morphology. These species show low levels of genetic diversity and populations that do not appear to be expanding. Species' boundaries are supported by geologic and phylogeographic information, but not current drainage basin boundaries.

Petrography and petrochemistry of scapolite in the Grenville of Southern Ontario

<p> The aureole surrounding the Loon Lake pluton, notable for the presence of scapolite, is situated in an upper amphibolite facies terrane in the Grenville Province of southern Ontario. Four distinct scapolite-bearing parageneses are found to surround the pluton in more or less concentric zones. Furthest from the pluton a clinopyroxene-scapolite gneiss grades into Ca-amphibole gneiss, Ca-amphibole-biotite gneiss and biotite gneiss. Scapolite is also found in the marbles surrounding the aureole, as well as in all gneisses of the aureole. As the mineralogy of the gneisses change from clinopyroxene through biotite, the textures grade from granoblastic polygonal to a granoblastic polygonal texture modified by abundant acicular and platy minerals. </p> <p> As the pluton is approached, scapolite often assumes a ragged fine-grained nature with alteration to sericite. The whole rock chemistry is characteristic of that derived from a mixture of intermediate volcanics (latite) and carbonate-evaporites. This sequence was undoubtedly deposited in a shallow marine environment. Subsequent metamorphism to upper amphibolite facies produced a band of clinopyroxene gneiss. As the Loon Lake pluton was emplaced increasing temperature and volatiles in an aqueous solution caused the clinopyroxene-scapolite gneiss to undergo retrograde metamorphism and formed the Ca-amphibole, Ca-amphibole-biotite and biotite gneisses. </p> <p> Studies of mineral chemistry indicate that the minerals coexist in equilibrium and that they are related, to some degree, to whole rock composition. As the retrograde metamorphsim occurred elements within the minerals redistributed themselves according to the nature of the new phases produced. Finally, the partitioning between phases followed the ideal binary solution model. Chlorine is found to be partitioned between scapolite, Ca-amphibole and biotite, and all three phases contain chlorine, the relative amounts present being controlled by the crystal structure of the minerals. The relation of Lin and Burley (1973a) between lattice parameter and scapolite composition is confirmed. </p> / Thesis / Master of Science (MSc)

Postglacial Vegetation History of the Oak Plains in Southern Ontario

<p> An open Quercus-dominated vegetation association, known locally as the oak plains, was found at a number of locations in southern Ontario until disturbance by European settlers in the late 18th and early 19th centuries. Two contrasting theories have been suggested in the literature regarding the origin of the oak plains. One suggests they developed as the result of burning by pre-European natives, while the other considers them to be relics of a warmer, drier mid-Holocene climate. In this paper, the factors which led to the development of the oak plains are examined. The hypothesis that the oak plains resulted from native burning of the natural vegetation was tested by pollen analysis of a 5 m sediment core from Decoy Lake, a small kettle basin near Paris, Ontario located in an area mapped by early surveyors as oak plains. The Decoy Lake record was then compared to those of two nearby lakes supporting mesic forests. This palaeoecological analysis was supported by an investigation of physical factors controlling the historical distribution of the oak plains in a study area between Cambridge and Long Point on Lake Erie. </p> <p> The distribution of the oak plains and other vegetation associations in pre-settlement times, reconstructed from early survey records, correlated fairly well with the texture of soils and underlying Quaternary parent materials. Within the defined study area, the oak plains were restricted almost exclusively to well-drained soils overlying coarse-textured till and sandy outwash and deltaic deposits. Climatic factors and topography varied within the study area, but showed little correlation with the distribution of vegetation associations. <p> <p> The fossil pollen record at Decoy Lake indicates that a QuercusPinus- herb pollen assemblage, unique to southern Ontario, was found from 4000 yr BP until pre-settlement times. This suggests that the oak plains have existed in the area for at least 4000 years. The oak plains replaced an assemblage dominated by Pinus strobus. The warm, dry Hypsithermal appears to have allowed Pinus strobus to remain dominant on the well drained soils around Decoy Lake until after 5000 yr BP, 2000 to 3000 years longer than at other southern Ontario sites. The Picea zone (11,800 yr BP to 10,100 yr B P), Pin us banksiana/resinosa zone ( 10,100 yr BP to c. 9000 yr BP), and the replacement of Pinus banksiana/resinosa by Pinus strobus (c. 9000 yr BP) occurred contemporaneously with other records from southern Ontario. </p> <p> The hypothesis that anthropogenic factors resulted in the development of the oak plains was rejected since this association developed 2500 years before the onset of agricultural activity by natives in southern Ontario. Instead, it appears post-Hypsithermal increases in moisture, perhaps coupled with an amelioration of winter temperatures, led to the replacement of Pinus strobus by the oak plains in some areas of well-drained soils between 6300 yr BP and 4000 yr BP. The pollen record from Decoy Lake provides the first evidence from southern Ontario for substantial vegetation response to mid to late Holocene climatic change. </p> / Thesis / Master of Science (MSc)
