Storm surge hazard in Hong Kong under global climate changes

The impact of Typhoon Hagupit has raised public awareness on the hazard of storm surge. The international research and local tide gauge data collected over the years, has shown the trend on sea level rise. From the tropical cyclones and storm surge database of the Hong Kong Observatory, a study on the trends of storm surge impacting Hong Kong (1960~2008) has been carried out to investigate whether significant changes of extreme sea level have taken place under climate changes. The mechanism of storm surge is described in the beginning of this dissertation, followed by clarification of the methods and data used for analysis. It was found that a significant sea level rise was recorded in both Victoria Harbor and Tai Po Kau in the past half century. However, the annual extreme sea level and maximum storm surge of Victoria Harbor had decreased at a rate of 2.6 & 4.8 mmyr-1 (1960~2008). The descending trend are much significant in Tai Po Kau tide gauge station. The trend on storm surge is generally consistent with the decline of tropical cyclones which entered the South China Sea and within the 800km range of Hong Kong. By observing the vibration of sea surface temperature anomolies as Pacific Decadal Oscilliation and El Nino Southern Oscillations, it is possibly related to the annual number of tropical cyclones and affect the chance of intense storm surge impact. The projection on the storm surge intensity at the end of this century has been done in accordance with the result of Global Climate Models in IPCC AR4. The mean sea level is projected to rise for 0.18~0.59m but some of the researchers argue that the value is too conservative. The majority of global cimate models estimate that there is no significant change in the frequency of tropical cyclones but slightly increase in their overall intensity. In using the extreme projection of climate change, the return period of severe storm surge will be significantly shortened at the end of this century. Storm water management in residential areas is facing tough challenges. Climate change, with its altered precipitation patterns, in combination with an increasing development rate, results in higher risk of flooding with its complications. EU-Water Framework Directive (WFD) and its environmental quality standards, set to achieve good chemical and biological status in all waters, got a more strict interpretation after the implementation of the ruling of Weserdomen. This means that no activity is allowed that cannot prove not to endanger prevailing environmental quality standards. This complicates the planning process and infrastructure development since some form of WFD assessment needs to be performed.   This master´s thesis is of importance since it identifies common occurring problems within the planning- and construction process and highlights ways to achieve a more sustainable storm water management, where environmental quality standards are not jeopardized, in the future. An evaluation is performed in terms of interviews, a literature review and by using a storm water model called StormTac applied on two case studies. Results of this thesis show that lack of communication, vague directives, inadequate design and maintenance of storm water facilities are reasons that a sustainable storm water management is not achieved.   Results from modeling the storm water situation prior to construction of the residential areas were set as benchmarks, which were not to be exceeded by results from modeling areas after construction. The purpose of this was to not endanger the current storm water state and thereby not risk violating prevailing environmental quality standards. The result from modeling the storm water situation after construction shows that both case studies exceed the flow and pollution load benchmarks. Because of this, solutions to the current storm water situation was created and modeled to achieve the study aim.   StormTac can be applied as a tool for comparison of flow and pollution load prior to and after construction, given that the same land uses are used in both cases. Land use choices should be evaluated and the degree of uncertainty should be considered when interpreting the results. / Dagvattenhantering på kvartersmark står inför stora utmaningar. Klimatförändringar medför ändrade nederbördsmönster med intensivare skyfall som i kombination med en allt högre exploateringsgrad ökar risken för översvämningar och dess negativa konsekvenser. EU:s ramdirektiv för vatten och beslutade miljökvalitetsnormer anger att god status ska uppnås i samtliga vattenförekomster. Införande av Weserdomen resulterar i en strängare tolkning av försämringsförbudet, som råder vid statusklassificeringen, vilket i sin tur gör att befintlig dagvattensituation inte får försämras. Detta gör att planeringsskede, anläggning och faktisk funktion hos implementerade dagvattenlösningar fått ett allt mer hållbart fokus.   Detta examensarbete är av vikt då det identifierar problem i plan- och byggprocessen samt belyser hur dessa kan undvikas för att uppnå en mer hållbar dagvattenhantering i framtiden. En utvärdering är utförd i form av intervjuer och litteraturstudie samt dagvattenmodellering i modelleringsverktyget StormTac av två fallstudier. Resultat visar att kommunikation, otydliga direktiv, bristfällig utformning och skötsel av dagvattenanläggningar är orsaker till att dagvattenhanteringen inte uppnår rening- och flödesutjämningsbehov enligt miljömål och – krav.   Resultat från modellering av dagvattensituationen före exploatering sattes som referensvärden som inte får överskridas vid modellering av området efter exploatering, för att befintlig dagvattensituation skulle säkerställas att inte försämras. Resultat av modellering efter exploatering överskred referensvärden i båda fallstudierna och därmed modellerades scenarier med dagvattenhanteringsförslag för att uppnå målsättning.   StormTac fungerar som ett verktyg för att jämföra flödes- och föroreningsbelastning före och efter exploatering, förutsatt att samma markanvändningstyper används. Val av markanvändning bör ses över och osäkerheter hos resulterande flödes- och föroreningsmängder bör tas hänsyn till.

Intercategory and interbasin comparison of storm surge height

Hurricanes strike the coast along the Gulf of Mexico and eastern seaboard of the United States annually. With each hurricane that makes landfall there is potential for significant damage and destruction with the majority of coastal devastation occurring from storm surge. It is accepted that hurricane strength, classified byt the Saffir-Simpson scale, and storm surge height are directly proportional. However, this scale my prove to be a false representation of surge height, especially according to location of landfall. This study will discuss the correlation between category 2, and greater, hurricanes and corresponding storm surge heights between the Gulf Coast and Atlantic coast. Through this research it shows that there is a variation in storm surge height between regions, concluding that the Gulf Coast is prone to higher surge heights than the Atlantic for like-category storms.
