E-government a otevřená data ve státní správě / E-government and open data in state administration

This diploma thesis focuses on the problematics of eGovernment and open data. Thesis assesses the situation in the Czech Republic as well as in countries of European Union. The opendata and eGovernment history, its developments, current state and outlook for future are described. The thesis aims to analyze the characteristics of opendata and compares eGovernment in the Czech Republic with other countries of European Union according to Open Data index. In the last section of this work, selection of the proper data for publication in the open format data is discussed. Its implementation and validation is demonstrated with the example of selected instution in the Czech Republic. In the theoretical part of this thesis problematics of eGovernment in the Czech Republic is discussed. The analytical part assesses the open data publication by the Czech ministry of social security administration. Analysis is conducted using bottom up and top down methods. The benefits of this diploma thesis is the overview of the eGovernment and open data format publications in the Czech Republic and its comparison with other European countries and creation of the methodical framework for choosing the correct data for open data format publication.

Tvorba a účelové využívání kartografických znakových sad / Creation and purpose use of cartographic symbol sets

The doctoral thesis is focused on the purpose use of existing symbol sets of national map series to create a new harmonized set and to effective use of existing symbols of large scale maps. The theoretical part deals with the development of the theoretical concept of cartographic language, possibilities of cartographic interpretation and procedures for creating symbol sets. This part also provides an overview of national and international organizations and a summary of legislation, which are related to cartographic production and which seek to facilitate sharing and transfering of data among states. Furthermore, this thesis evaluates the current possibilities of purpose use of symbol sets with emphasis on converging cartographic outputs within the Czech Republic and the European Union. The main aim of the thesis is to design a new symbol key, which will be used by the Land Survey Office to distribute a new edition of national map series. The development of new symbols follows the comparison of cartographic interpretation on maps published by national organizations in the Czech Republic and selected countries of the European Union. Simultaneously the whole national map series is undergoing fundamental innovations. This is also described in the thesis. This part of the thesis was created in closed cooperation with the Land Survey Office in Prague and with the support of the Military Geographical and Hydrometeorological Office of General Josef Churavý in Dobruška. The comprehensive symbol set of the new Base Topographic Maps of the Czech Republic at a scale of 1:5 000, 1:10 000, 1:25 000, 1:50 000, 1:100 000 and 1:250 000 is the main result of this thesis. There is designed solution for more effective use of existing symbols in the form of a purpose-built database of symbols for the creation of large scale maps in conclusion of this thesis.

This thesis describes design and implementation of application for offline NetFlow data annotation from perspective of network security. In this thesis is explained the NetFlow architecture in detail along with methods for security incidents detection in the captured data. The application design is based on analysis of manual annotation and supported by several UML diagrams. The Nemea system is used for detecting security events and Warden system as a source of information about reported security incidents on the network. The application uses technologies such as PHP 5, Nette framework, jQuery library and Bootstrap framework. The CESNET association provided NetFlow data for testing the application. The result of this thesis could be used for analysis and annotation of NetFlow data. Resulting data set could be used to verify proper functionality of detection tools.

Prevalence kontaktní přecitlivělosti u dětí v České republice / The prevalence of contact sensitization in children in the Czech Republic

Background The frequency of allergic contact dermatitis in children is not as negligible as had been originally thought. During the last decades, many reports have been published abroad concerning allergic contact dermatitis in children. However, the data about the Czech Republic were lacking. Aim of study The aim of the study was to determine the frequency of contact sensitization to the allergens of European baseline series in unselected child population. Material and Methods A group of 236 unselected schoolchildren aged between 6 and 16 years were patch tested with European baseline series in the years 2005 - 2006. Patch tests were evaluated in 218 (114 boys, 104 girls) according to the criteria of International Contact Dermatitis Research Group. Results One or more positive reactions had 67 children (30.7%). The top allergens in children were nickel sulfate, neomycin sulfate, potassium dichromate, cobalt chloride, Myroxylon pereirae resin (balsam of Peru) and fragrance mix I. Conclusion Results of patch tests in unselected set of Czech children are not very satisfactory. They indicate that the incidence of contact hypersensitivity in children is relatively frequent. It appears that the patch tests in the Czech Republic are not carried out on all children in whom they should be performed....

Segmentace cévního řečiště ve snímcích sítnice metodami hlubokého učení / Blood vessel segmentation in retinal images using deep learning approaches

This diploma thesis deals with the application of deep neural networks with focus on image segmentation. The theoretical part contains a description of deep neural networks and a summary of widely used convolutional architectures for segmentation of objects from the image. Practical part of the work was devoted to testing of an existing network architectures. For this purpose, an open-source software library Tensorflow, implemented in Python programming language, was used. A frequent problem incorporating the use of convolutional neural networks is the requirement on large amount of input data. In order to overcome this obstacle a new data set, consisting of a combination of five freely available databases was created. The selected U-net network architecture was tested by first modification of the newly created data set. Based on the test results, the chosen network architecture has been modified. By these means a new network has been created achieving better performance in comparison to the original network. The modified architecture is then trained on a newly created data set, that contains images of different types taken with various fundus cameras. As a result, the trained network is more robust and allows segmentation of retina blood vessels from images with different parameters. The modified architecture was tested on the STARE, CHASE, and HRF databases. Results were compared with published segmentation methods from literature, which are based on convolutional neural networks, as well as classical segmentation methods. The created network shows a high success rate of retina blood vessels segmentation comparable to state-of-the-art methods.

Výpočtové modelování dynamiky pístního kroužku / Computational Modelling of Piston Ring Dynamics

Piston rings are installed in the piston and cylinder wall, which does not have a perfect round shape due to machining tolerances or external loads e.g. head bolts tightening. If the ring cannot follow these deformations, a localized lack of contact will occur and consequently an increase in the engine blow-by and lubricant oil consumption. Current 2D computational methods can not implement such effects – more complex model is necessary. The presented master’s thesis is focused on the developement of a flexible 3D piston ring model able to capture local deformations. It is based on the Timoshenko beam theory in cooperation with MBS software Adams. Model is then compared with FEM using software ANSYS. The validated piston ring model is assembled into the piston/cylinder liner and very basic simulations are run. Finally, future improvements are suggested.

This work consist of study of techniques, which are used by virtual machines for their work. Main part of this work is the design of process, which transforms input instruction sets to the code used by these virtual platforms. As the result of this work functional programs, which generate the code for these virtual platforms, was created.
