A travers l’étude de l’émergence et de l’évolution de l’espace de la recherche non étatique en sciences sociales en Biélorussie la thèse revisite la frontière entre la science et la politique et aborde la question de l’engagement intellectuel dans le contexte des transformations postsoviétiques. En 1992, en s’inspirant du modèle des think tanks, des entrepreneurs intellectuels biélorusses ont fondé les premières organisations privées de recherche. Le nouveau mode professionnalisé de production intellectuelle est alors conçu comme un instrument de la « désoviétisation » de la science et de la « démocratisation » de la politique. Les transformations autoritaires de 1995-1996 ont marginalisé cet espace au sein du champ du pouvoir et ont provoqué sa politisation contestataire. Vers 2006 la quasi-totalité des centres fonctionnaient en dehors des cadres légaux. La nouvelle génération de chercheurs qui arrive dans les années 2000 contribue à la reproduction de son caractère à la fois engagé et professionnel. Un nouveau système de relations entre les agents du champ politique et les think tankers permet à ces derniers de prétendre aux rôles d’« experts indépendants » et d’« intellectuels engagés ». / Studying the evolution of the space of non-state social science research in Belarus, this thesis re-examines the border between science and politics, and raises the question of political role of intellectuals in post-soviet societies. In 1992, inspired by the think tank model, the Belarusian intellectual entrepreneurs set up the first national private research institutes. The new professional mode of intellectual production was presented as a tool for “de-sovietisation” of science and “democratisation” of politics. The 1995-1996 authoritarian transformation marginalised the non-state research in the field of power. In 2006, most private research institutes lose legal status and operate informally. Nonetheless, the new generation of think tankers reproduce the professional and protest character of the non-state research. In the new relations system that connects them with agents of the political field, the think tankers continue to claim the roles of “independent experts” and “public intellectuals”.

Politically Corrected Science: The Early Negotiation of U.S. Agricultural Biotechnology PolicyJones, Mary Ellen 11 April 1999 (has links)
This social history of science policy development emphasizes the impact on the agricultural community of federal policies regarding release of recombinant DNA (rDNA) organisms into the environment. The history also demonstrates that the U.S. Coordinated Framework for Biotechnology Regulation (1986) is based principally in political criteria, not solidly based in science as its proponents claimed. The power struggle among policy negotiators with incompatible belief systems resulted in a political correction of biotechnology. I also demonstrate that episodes in the rDNA controversy occur in repetitive and periodic patterns.
During the 1980s, the first rDNA microbial pesticide, Ice-Minus, struggled through a policy gauntlet of federal agency approval processes, a Congressional hearing, and many legal actions before it was finally released into the environment. At the height of the controversy (1984-1986), the Reagan Administration would admit no new laws or regulations to slow the development of technologies or hinder American international competitiveness. At the same time, Jeremy Rifkin, a radical activist representing a green world view, used the controversy to agitate for social and economic reform. Meanwhile, a group of Congressional aides who called themselves the "Cloneheads" used the debate to fight for more public participation in the science policy-making process.
Conflicting perspectives regarding biotechnology originated, not in level of understanding of the science involved, but in personal perspectives that were outwardly expressed as political group affiliations. The direction of federal biotechnology policy was influenced most successfully by politically best-positioned individuals (what I call a "hierarchy effect") who based decisions on how biotechnology harmonized with their pre-existing beliefs. The success of their actions also depended on timing.
Historical events during the rDNA controversy followed the same periodic pattern--gestation, threshold, crisis/conflict, and quasi-quiescence--through two consecutive eras--the Containment Era (1970s) and the Release Era (1980s). These periods are modeled after Fletcher's stages through which ethical issues evolve (1990). However, an agricultural perspective on the debate reveals that such stages also occur in finer detail on repeating, overlapping, and multi-level scales. Knowledge of this periodicity may be useful in predicting features of future episodes of the rDNA controversy. / Ph. D.

ASEAN, social conflict and intervention in Southeast AsiaJones, Lee C. January 2009 (has links)
This thesis challenges the prevailing academic and journalistic consensus that ASEAN states, bound by a cast-iron norm of non-interference, do not intervene in other states’ internal affairs. It argues that ASEAN states have frequently engaged in acts of intervention, often with very serious, negative consequences. Using methods of critical historical sociology, the thesis reconstructs the history of ASEAN’s non-interference principle and interventions from ASEAN’s inception onwards, drawing on sources including ASEAN and UN documents, US and UK archives, and policymaker interviews. It focuses especially on three case studies: East Timor, Cambodia, and Myanmar. The thesis argues that both the emergence of ideologies of non-intervention and their violation can be explained by the social conflicts animating state policies. Non-interference was developed by embattled, authoritarian, capitalist elites in an attempt to bolster their defence of capitalist social order from radical challenges. Where adherence to non-intervention failed to serve this purpose, it was discarded or manipulated to permit cross-border ‘containment’ operations. After communism was defeated in the ASEAN states, foreign policy continued to promote the interests of dominant, state-linked business groups and oligarchic factions. Non-interference shifted to defend domestic power structures from the West’s liberalising agenda. However, ASEAN elites continued meddling in neighbouring states even as containment operations were discarded. This contributed to the collapse of Cambodia’s ruling coalition in 1997, and ASEAN subsequently intervened to restore it. The 1997 Asian financial crisis dealt a crippling blow to ASEAN. To contain domestic unrest in Indonesia, core ASEAN states joined a humanitarian intervention in East Timor in 1999. In the decade since, non-interference has been progressively weakened as the core members struggle to regain domestic legitimacy and lost international political and economic space. This is expressed most clearly in ASEAN’s attempts to insert itself into Myanmar’s democratisation process after decades of failed ‘constructive engagement’.

Pluralism and social epistemology in economicsWright, Jack January 2019 (has links)
Economics plays a significant role in decision-making in contemporary western societies, but its role is increasingly questioned. A recurring topic among the challenges raised by critics is that economics as a discipline lacks sufficient pluralism. That is, it fails to enable, encourage, and respect the use of different ontologies, methodologies, theories, and/or schools of thought to study economic reality. Has this been a productive critique? Does talk about pluralism help identify genuine problems in the discipline? Pluralism in economics could draw support from the current consensus in philosophy that pluralism in science is a good thing. I argue, however, that the claim that economic research is insufficiently pluralist is unlikely to convince economists who believe economics is already pluralist enough and that it does not offer unambiguous recommendations for change. This is because there are too many legitimate ways to interpret how pluralism maps to practice. There are numerous variables that pluralist ideals might focus on-the things that they seek multiple rather than one of-and different interpretations of how many of those variables economics has in practice. Yet, as I go on to argue, this does not mean that talk of pluralism is entirely beside the point, since the reasons pluralists offer for their ideals do help to identify genuine problems in economics. The social epistemic strategies that arguments for pluralism recommend point us to three concrete issues in the way economic research is organised: gender imbalances, a steep internal hierarchy, and a dismissive attitude to outsiders. I show that economic research could be more progressive, representative of the interests of those in society, accepted, and legitimate and less likely to fall into bias if the discipline alleviated its gender imbalances, if it were less hierarchical, and if it had a healthier relationship with outsiders. In chapter 1, I outline the debate about pluralism in economics and explain how my thesis utilises a novel approach to social epistemology to offer a way out of the impasse in which that the debate presently resides. In chapter 2, I explain the different philosophical arguments for pluralism in science and categorise them using the variables they focus on and the reasons they give for pluralism. In chapter 3, I argue that interpreting pluralism as a particular arrangement of variables for economics to attain does not lead to unambiguous recommendations for change because it leaves too much open. Yet, I go on to argue, in chapter 4, that drawing on the reasons for pluralism can provide a set of heuristics for piecemeal evaluations of the social epistemic practices in economics. In chapters 5, 6, and 7, I apply these heuristics to economics. I provide evidence that [a] women are outnumbered in economics and face an adverse environment in the discipline, that [b] economics is steeply hierarchical, and that [c] economists form an in-group that assumes superiority and frequently dismisses outside voices. I argue that these three features of economic research block avenues for productive forms of feedback (mechanisms that help to challenge, justify, and refine scientific knowledge), block the interests of certain perspectives being heard, and block public scrutiny of the decisions made by economists.

Imagined security : collective identification, trust, and the liberal peaceUrban, Michael Crawford January 2014 (has links)
While not uncontested, the finding that liberal democracies rarely, if ever, fight wars against each other represents one of the seminal discoveries of international relations (IR) scholarship. Nevertheless, 'democratic peace theory' (DPT) – the body of scholarship that seeks to explain the democratic peace finding – still lacks a satisfactory explanation for this phenomenon. In this thesis, I argue that a primary source of this failure has been DPT's failure to recognize the importance of collective identification and trust for the eventuation of the 'liberal peace'. Building on existing DPT scholarship, most of it Realist or Rationalist in its inspiration, but also employing insights from Constructivist and Cognitivist scholarship, I develop a new model of how specific forms of collective identification can produce specific forms of trust. On this basis, I elaborate a new explanation of the liberal peace which sees it as arising out of a network of trusting liberal security communities. I then elaborate a new research design that enables a more rigorous and replicable empirical investigation of these ideas through the analysis of three historical cases studies, namely the Canada-USA, India-Pakistan, and France-Germany relationships. The results of this analysis support the plausibility of my theoretical framework, and also illuminate four additional findings. Specifically, I find that (1) IR scholarship needs a more nuanced understanding of the interaction between agents and structures; (2) 'institutionalized collaboration' is especially important for promoting collective identification; (3) DPT scholarship needs to focus more attention on the content of the narratives around which collective identification takes place; and (4) dramatic events play an important role in collective identification by triggering what I term catharses and epiphanies. I close the thesis by reviewing the implications of my findings for IR and for policymakers and by suggesting some areas worthy of additional research.
