The research objectives are: to analyze the main features that characterize this particular model selection and hiring of teachers; analyze the functional status of its staff of teachers and to identify the possible elements in the model selection and admission that may be associated with quality of education offered in public schools. The analysis of the object, in turn, is held in the light of critical theory of society, the concepts of ideology of technological rationality, semi-formation and bureaucracy. The results obtained in this indicate that the admission of teachers at SEE/SP has not assured the meeting the demands of the public school of São Paulo, both quantitative and qualitative / O interesse investigativo deste trabalho concentra-se na análise do modelo de seleção e admissão de docentes da Secretaria Estadual de Educação de São Paulo (SEE/SP), definido a partir da legislação estadual e federal, e dos últimos concursos públicos da disciplina de Educação Física no período de 1976 a 2010. Os objetivos da pesquisa são: analisar os principais traços que caracterizam esse modelo específico de seleção e admissão de docentes; analisar a situação funcional de seus quadros de professores; e identificar os possíveis elementos presentes no modelo de seleção e admissão que podem ser associados com a qualidade do ensino oferecido na rede pública estadual. A análise do objeto, por sua vez, é realizada à luz da Teoria Crítica da sociedade, enfatizando principalmente os conceitos de ideologia da racionalidade tecnológica, semiformação e burocracia. Os resultados obtidos na pesquisa indicam que a admissão de docentes da SEE/SP não tem assegurado o atendimento às demandas da escola pública paulista, tanto as de ordem quantitativa como qualitativa
