The research is based on Pinkas ha-kahal Trebitsch (1674-1803), communal book preserved in the Central Archives for the History of the Jewish People in Jerusalem. This manuscript wasn't sufficiently studied up to this day. The author analyzed the regulations of selected aspects of leisure and put them in context of early modern European regulations, both Jewish and Christian.

Nationell likvärdighet eller kommunal självstyrelse? : Staten, kommunerna och de kommunala tjänstemännens dubbla lojalitet / National Equality or Local Self-Government? : The State, the Municipalities and the Double Loyalty of MunicipalOfficials

The relationship between the state and municipalities has for the recent decades become increasingly complex, strained and infected. The education policy has for several decades been surrounded by different governing logics and conflicts where the conflict between the state’s pursuit of national equality and the local self-determination is prominent. This study examines how this conflict affects the municipal official’s approaches to the state’s control of the municipal compulsory school through aimed government grants. The study consists of aqualitative interview study of six municipalities with 23 respondents. In each municipality, I have conducted interviews with municipal officials, principals and municipal politicians. The findings show that the aimed government grants should be seen in the field of tension between state and municipality and between politics and professions. Conflicts arise between the municipalities’ different conditions as well as their local needs and the state’s pursuit of national equality between schools. The municipal officials are assigned significant power regarding how the state and municipal governance is to be put into practice and are therefore given a coordinating central position where they must balance between state requirements, local requirements and school’s requirements. The findings indicate that they seem to prioritize the state’s target of national equality in favor of the local target of self-determination. The relationship between the state and the municipalities gets exposed through the role conflicts of the municipal officials, which both compete and cooperate. The conclusion is that the municipal officials should be regarded as the state’s extended arm, or as “state municipal officials”. They possess a double loyalty to the state and local government and must, with this double loyalty, be the guardians of the local and national democracy at the same time. There is a risk that the municipal officials' double democracy loyalty demonstrates that the local democracy is weakening as the municipal officials must balance between their two guardian roles since role conflicts can arise in their daily work.This, in combination with the fact that they have gained increased power at the expense of local politicians and should thereby be regarded as political actors, sets high standards on the municipal officials, especially in an education department where the state governance is highly present.

This diploma thesis deals with the formation and development of self-government in the small Central Bohemian town of Nové Benátky during the reign of Francis Joseph I. The research focuses on the functioning of the municipal government on the background of the process of modernization (for example Democratization). The thesis wants to capture the everyday and the extraordinary challenges the self-government faced and how it tried to solve them. In relation to that, the town management and administration of communal property is analyzed. Attention is also paid to people who participated in the government and in how they are transformed into local elites. The thesis is trying to place this regional theme in the context where the self-government played a significant role in the Czech emancipation movement. The aim is mainly to analyze the work of self-governments on the background of societal changes.

A critical and systematic analysis of the democratic values of freedom and equality

This study critically and systematically analyses the purported democratic values of freedom and equality with a view to clarifying the meaning of the concepts of democracy, freedom and equality; and examining the nature of the relations between kinds of freedom and kinds of equality, their association with democracy, and assessing their reconcilability within the two broad schools of democratic theory, namely, Anglo American democratic theory and Continental democratic theory. Put slightly differently, the issue is whether freedom and equality are mutually compatible or incompatible within democratic contexts. The analysis necessitates exploring the possible reason or reasons for the reconcilability or incompatibility of freedom and equality. Hence, the arguments in democratic literature relevant to the meanings of freedom and equality, and the relations between them will be examined. The first set of arguments concern the question of whether kinds of freedom endanger kinds of equality, and conversely, whether kinds of equality erode or hamper kinds of freedom. The relation existing between freedom and equality, and equality and freedom, in both instances purport to demonstrate the tension existing between them in theory as well as in practice. The second set of arguments concern the question of whether kinds of freedom promote kinds of equality, and conversely, whether kinds of equality further kinds of freedom. The relation in both instances is deemed to demonstrate the affinity between freedom and equality, and equality and freedom. An attempt will thus be made to address the issue of the seemingly confusing array of meanings of democracy, freedom and equality, and the potentially problematic relations between them, and particularly those between freedom and equality as represented by the two sets of arguments within appropriate democratic contexts. The study will endeavour to examine the analytic and synthetic interplay of meanings and relations, their nature and compatibility or incompatibility, and the possible reasons for this state of affairs, in an attempt to identify and address the perceived misapprehensions concerning their meanings and relations in democratic literature. / Political Sciences / D. The Summary Generally Binding Ordinances of the Municipalities This thesis deals with generally binding ordinances of the municipalities. Generally binding ordinances of municipalities are legal regulations containing legal rules, that are creates by municipal council. The competence of municipal councils to pass generally binding ordinances of municipalities is guaranteed by the Constitution of the Czech Republic- Article 104 Paragraph 3 of Constitution of the Czech Republic. This thesis is focused on the phases of life of generally binding ordinances of the municipalities. Thesis is divided into four chapters according to these phases of life of generally binding ordinances of the municipalities. The first chapter is called Passing of generally binding ordinances of the municipalities. This chapter describes complicated process of law creation in the form of municipal legal regulations, from preparing a proposal of a generally binding ordinance of municipality to its becoming effective.
