Personální stabilita obsazování funkcí v Parlamentu České republiky / Stability of Incumbents in the Parliament of the Czech RepublicMareček, Jan Lukáš January 2013 (has links)
The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

Role senátního filibusteru ve fungování politického systému USA / The Role of the Senate Filibuster in the US Political SystemDopieralla, Jakub January 2016 (has links)
This thesis deals with legislative obstruction in the United States Senate. It presents the filibuster as one of the key procedural tools in the hands of a legislative minority during the consideration of legislative proposals, presidential nominations and international treaties. At first it presents the main theoretical approaches to the topic and the historical development of Senate procedures. A key theme of the work is the necessity to distinguish between formal and informal provisions that determine how Senate business is conducted, since the formal text of the Standing Rules of the Senate is rutinely bypassed by alternative strategies. The last part of the thesis confronts the existing theoretical approaches with the important procedural changes of the last several years and assesses whether these models are still valid in light of the new Senate procedures.

The Senate's veto power over presidential appointments to the Supreme Court, 1916-1930Hall, Wallace Worthy 01 January 1932 (has links)
It is a well known fact that in recent years the United States Senate has increasingly become more critical of presidential appointments to the Supreme Court branch. In this thesis the author has undertaken an intensive study of the several cases between 1916 and 1930 in which, serious opposition developed to the confirmation of Supreme Court appointments. Within this period fall the unsuccessful fights against Justices Brandeis,Taft, Butler, Stone, and Hughes, and the successful opposition to Judge Parker. In each case an effort has been made to bring out the forces and arguments operative on either side of the controversy, and to establish the fundamental motivation underlying these several manifestations of senatorial discontent.
The intensive study of this question has been limited to the period from 1916 to 1930. As a preliminary background, however chapter one has been devoted to a rapid survey of the confirmation struggles arising over Supreme Court appointments of the eighteenth and nineteenth centuries and in the concluding chapter, brief reference has been made to the subsequent record of Chief Justice Hughes, to illustrate the false premise upon which some of the struggles have been founded. In the concluding lines, the author has attempted to state what he believes to be the only justifiable grounds for future attacks upon presidential nominees to the Supreme Court of the United States.
