No. of bitstreams: 1 TESE AILTON FINALIZADA.pdf: 2769127 bytes, checksum: 19f7f58bf0a51e84ea6608e6f367d67a (MD5) / O presente estudo tem como objeto os Diagnósticos Esportivos, que permitam constatar, explicar e propor ações e políticas para a universalização e democratização do esporte enquanto patrimônio cultural da humanidade. Este estudo se justifica na atualidade diante da pesquisa DIESPORTE, promovida pelo Ministério do Esporte do Brasil, envolvendo seis universidades públicas brasileiras (UFBA, UFS, UFRJ, UFRGS, UFG, UFAM) e agências de financiamento de pesquisa como a FINEP e o CNPQ, com o objetivo de identificar as barreiras que a estrutura do atual sistema esportivo brasileiro apresenta à universalização, à democratização do esporte no país, considerando a necessidade de elevação do padrão cultural esportivo, à promoção da inclusão social, à qualificação do esporte de alto rendimento e, consequentemente, a elevação dos seus resultados. A hipótese que levantamos é que a tradição brasileira em estudos que visem conhecer o sistema esportivo brasileiro, em decorrência da teoria do conhecimento empregada, não tem conseguido aprofundar os nexos, relações e determinações entre o singular, o particular e o geral, e assim, apresentam limitações conclusivas para a necessidade de políticas públicas. Nesses termos, esta tese tem como problema de investigação: quais as possibilidades de superação da teoria do conhecimento, método e técnicas de pesquisa para a realização de diagnóstico esportivo que supere as contradições identificadas nos diagnósticos anteriormente realizados? O objetivo é propor, com base na teoria do conhecimento dialética materialista histórico, método e técnicas de investigação que permitam explicar cientificamente as relações, nexos e determinações entre o grau de desenvolvimento da cultura esportiva no atual modo de produção da vida, e o sujeito praticante ou não de esporte; a infraestrutura esportiva; a legislação; e o financiamento do esporte. Para desenvolver a tese foram realizados os seguintes procedimentos de investigação: a) estudo sobre teorias do conhecimento e uma tomada de posição sobre o método de investigação com base na referência teórica dialética, materialista, histórica; b) análise teórica do conceito de esporte e estrutura esportiva brasileira, para identificar elementos chaves delimitados e priorizados no presente estudo como sendo, o praticante ou não do esporte, infraestrutura, legislação e, financiamento do esporte. Para cada um destes elementos chaves foram desenvolvidos os procedimentos investigativos que permitissem uma sólida coleta de dados e uma consistente interpretação; c) análise crítica dos estudos acumulados no Brasil e no exterior sobre diagnósticos esportivos; d) desenvolvimento de instrumentos de pesquisa para coleta de dados dos elementos priorizados. Os instrumentais desenvolvidos foram submetidos à validação científica e constituem o método de investigação para a realização de diagnósticos esportivos. Assim, a partir da validação das técnicas e dos instrumentos de investigação sobre os elementos, sujeito praticante ou não de esporte e da infraestrutura esportiva, com estudos piloto, considerando o método de investigação, os dados empíricos demonstraram que os instrumentos criados permitem levantar dados consistentes e, na exposição, estabelecer relações e nexos entre partes (elementos do sistema) e a totalidade (modo de produção e sistema esportivo), com indicadores de superação das contradições, possíveis de serem diagnosticados através de um sistema de avaliação permanente, mais apto para a definição de políticas públicas sujeitas a detalhamento e a transparência da luta de classes existente e do projeto histórico em disputa. / ABSTRACT This study focuses on Sports Diagnoses, which make possible to verify, explain and suggest actions and policies for the universalization and democratization of sports as Cultural Heritage of Humanity. Currently, the importance of this study is justified by the research DIESPORTE, supported by the Ministry of Sports of Brazil and involving six Brazilian public universities (UFBA, UFS, UFRJ, UFRGS, UFG, UFAM) as well as research funding agencies such as FINEP and CNPq. The objective of such research is to identify the barriers that the current structure of the Brazilian sports system poses to the universalization and democratization of sports in Brazil, considering the need to increase sports cultural pattern, to promote social inclusion, and to qualify high performance sports and consequently increase their results. The hypothesis proposed assumes that the Brazilian tradition on studies aiming at understanding the Brazilian sports system as a result of the theory of knowledge applied has not been able to deepen the connections, relationships and determinations between the parts and the whole, and therefore, present conclusive limitations for the needs concerning public policies. In these terms, the investigation object of this thesis is: what are the possibilities to overcome the theory of knowledge as well as the research method and techniques to carry out a sports diagnosis that exceeds the contradictions identified in the diagnosis previously provided? The intent of this study is to propose, based on the historical, dialectical and materialistic theory of knowledge as well as on a investigation method and techniques that allow explaining scientifically the relationships, connections and determinations between the degree of development of sports culture in the current mode of production of life and individuals who practice sports or not, and also the relationship between legislation and sports funding. To develop this study, the following investigation procedure was adopted: a) to study theories of knowledge and to choose an investigation method based on the dialectical, historical and materialistic theoretical reference; b) to theoretically analyze the concept of sport and the Brazilian sports structure to identify specific, key elements that are fundamental and seen as a priority at current times, which are: individuals who practice or not sports, infrastructure, legislation and funding. For each of these key elements, investigation procedures were developed in order to allow solid data collection and consistent interpretation; c) to critically analyze researches on sports diagnosis performed in Brazil and abroad; d) to develop research instruments for data collection of the elements prioritized. The instruments developed undergone scientific validation and constituted the investigation method for sports diagnosis. In this sense, from the validation of investigation techniques and instruments over the elements of individuals who practice sports or not and sports infrastructure by means of pilot studies, empirical data showed that such instruments allow accessing consistent data and defining relationships and connections between the parts (elements of the systems) and the whole (mode of production and sports system), with indicators to overcome contradictions, able to be diagnosed through a permanent assessment system and more capable to define public policies that are subject to detail, to the transparency of the class conflict that exists and to the historical project under dispute.

For this end, the current organizational structures both of the Schooling National Authority and the Brazilian Sport Authority were studied and analysed, to check the existence of plans and/or projects and specific financial resources for sport in the schools. The PEEE from 2001-1003 was researched regarding number of students, schools and municipalities that were part of it; schools participation's trends in the life of the program; cost/results quotient for student per year and also the provision of played sport modalities and its growth during the three phases when it was offered. The impact of this program in the school community's perception were also evaluated. After that, the lack of an official and specific public policy for school sport inside the schools was a clear fact. As conclusion, the PEEE positive impact resulted in better school community interpersonal relationships, students and teachers' behaviour changes, better quality and quantity of didactic stock arriving at schools, diversity in sport modalities practices and increased self-esteem for the Physical Education teachers. / Este trabalho teve por objetivo verificar o impacto do Programa Estadual Esporte Escolar (PEEE) no contexto da Rede Pública Estadual de Ensino de Santa Catarina. Para isto procurou-se conhecer e se analisou as estruturas organizacionais atuais do Sistema Nacional de Ensino e do Sistema Brasileiro do Esporte, para verificar a existência de planos, programas e/ou projetos e, ainda, recursos financeiros específicos para o esporte escolar. Pesquisou-se o PEEE no triênio 2001-2003 quanto ao número de alunos, escolas e municípios que participaram deste, quanto à evolução da participação das escolas durante a execução deste programa, quanto à relação custo/benefício por aluno/ano, quanto à oferta de modalidades esportivas praticadas e a sua ampliação durante as três etapas, nas quais este foi ofertado. Avaliou-se, ainda a percepção da comunidade escolar. Depois destas avaliações constatou-se a inexistência de uma política pública oficial e específica para o esporte escolar no espaço escola. Concluiu-se assim que o impacto positivo do PEEE melhorou as relações interpessoais na comunidade escolar, mudou comportamentos dos alunos e professores, melhorou a quantidade e a qualidade do material didático que chega às escolas, diversificou a prática das modalidades esportivas e melhorou a auto-estima dos professores de Educação Física.
